Included and responded to in the following OSPAR publication: Peer review of the Draft Quality Status Report 2010. (ISBN 978-1-907390-40-1; Publication Number: 499/2010). The OSPAR quality status report (QSR) 2010 is a major assessment report prepared jointly by the Contracting Parties to the OSPAR Convention, which seeks to evaluate the quality status of the marine environment of the North-East Atlantic and its development and provide an evaluation of the measures taken and planned for the protection of the marine environment and the identification of priorities for action. The QSR 2010 will be published on the occasion of the 2010 Ministerial Meeting of the OSPAR Commission in Bergen, Norway. OSPAR has requested ICES to facilitate a peer review of the draft report as available in November 2009. The objective of this peer review is to assure the OSPAR Commission that the contents of the main QSR 2010 report: a. are generally robust and objective, b. reflect, and draw conclusions from, the evidence provided by the JAMP Thematic Assessments, and c. take other relevant evidence into account in drawing any conclusions. The complete terms of reference for the request from OSPAR is found in Annex A including the Review Form that was used by the reviewers. This document records the reviews of 6 independent scientists whose work was overseen by one of the vice-chairs of the ICES Advisory Committee. This does not constitute ICES advice but rather the consensus view of the 6 independent scientists.

The superconducting fluctuations above critical temperature in the Bi2Sr2Ca1-xYxCu2O8 single crystals are studied. The boundaries of the superconducting fluctuations area are defined by the MWA measurement. The estimation of the fluctuations lifetimes is made.

Lem3p-Dnf1p is a putative aminophospholipid translocase (APLT) complex that is localized to the plasma membrane; Lem3p is required for Dnf1p localization to the plasma membrane. We have identified lem3 mutations, which did not affect formation or localization of the Lem3p-Dnf1p complex, but caused a synthetic growth defect with the null mutation of CDC50, a structurally and functionally redundant homologue of LEM3. Interestingly, these lem3 mutants exhibited nearly normal levels of NBD-labeled phospholipid internalization across the plasma membrane, suggesting that Lem3p may have other functions in addition to regulation of the putative APLT activity of Dnf1p at the plasma membrane. Similarly, deletion of the COOH-terminal cytoplasmic region of Dnf1p affected neither the localization nor the APLT activity of Dnf1p at the plasma membrane, but caused a growth defect in the cdc50 Delta background. Our results suggest that the Lem3p-Dnf1p complex may play a role distinct from its plasma membrane APLT activity when it Substitutes for the Cdc50p-Drs2p complex, its redundant partner in the endosomal/trans-Golgi network compartments.

We have investigated the impact of Ru substitution on the multi-band electronic structure of FeSe$_{1-x}$Te$_x$ by means of angle-resolved photoemission spectroscopy (ARPES). The ARPES results exhibit suppression of the $xy$ Fermi surface and the spectral broadening near the zone boundaries, which can be associated with the lattice disorder introduced by the Ru substitution. The degeneracy of the Fe 3$d$ $yz$/$zx$ bands at the zone center, which is broken in FeSe$_{1-x}$Te$_x$, is partly recovered with the Ru substitution, indicating coexistence of nematic and non-nematic electronic states., Comment: 5 pages, 4 figures

We have measured the thermal conductivity in the $ab$-plane of La$_{2-x}$Sr$_x$CuO$_4$ ($x =$ 0.10, 0.115, 0.13) in magnetic fields up to 14 T parallel to the c-axis and also parallel to the $ab$-plane. By the application of magnetic fields parallel to the c-axis, the thermal conductivity has been found to be suppressed at low temperatures below the temperature $T_\kappa$ which is located above the superconducting transition temperature and is almost independent of the magnitude of the magnetic field. The suppression is marked in $x =$ 0.10 and 0.13, while it is small in $x =$ 0.115. Furthermore, no suppression is observed in the 1 % Zn-substituted La$_{2-x}$Sr$_x$Cu$_{0.99}$Zn$_{0.01}$O$_4$ with $x =$ 0.115. Taking into account the experimental results that the temperature dependence of the relative reduction of the thermal conductivity is quite similar to the temperature dependence of the intensity of the incommensurate magnetic Bragg peak corresponding to the static stripe order and that the Zn substitution tends to stabilize the static order, it is concluded that the suppression of the thermal conductivity in magnetic fields is attributed to the development of the static stripe order. OBJECTIVE: The aim of this study was to define robust benchmark values for the surgical treatment of perihilar cholangiocarcinomas (PHC) to enable unbiased comparisons. BACKGROUND: Despite ongoing efforts, postoperative mortality and morbidity remains high after complex liver surgery for PHC. Benchmark data of best achievable results in surgical PHC treatment are however still lacking. METHODS: This study analyzed consecutive patients undergoing major liver surgery for PHC in 24 high-volume centers in 3 continents over the recent 5-year period (2014-2018) with a minimum follow-up of 1 year in each patient. Benchmark patients were those operated at high-volume centers (≥50 cases during the study period) without the need for vascular reconstruction due to tumor invasion, or the presence of significant co-morbidities such as severe obesity (body mass index ≥35), diabetes, or cardiovascular diseases. Benchmark cutoff values were derived from the 75th or 25th percentile of the median values of all benchmark centers. RESULTS: Seven hundred eight (39%) of a total of 1829 consecutive patients qualified as benchmark cases. Benchmark cut-offs included: R0 resection ≥57%, postoperative liver failure (International Study Group of Liver Surgery): ≤35%; in-hospital and 3-month mortality rates ≤8% and ≤13%, respectively; 3-month grade 3 complications and the CCI: ≤70% and ≤30.5, respectively; bile leak-rate: ≤47% and 5-year overall survival of ≥39.7%. Centers operating mostly on complex cases disclosed better outcome including lower post-operative liver failure rates (4% vs 13%; P = 0.002). Centers from Asia disclosed better outcomes. CONCLUSION: Surgery for PHC remains associated with high morbidity and mortality with now the availability of benchmark values covering 21 outcome parameters, which may serve as key references for comparison in any future analyses of individuals, group of patients or centers.
