Abstract

Health care workers (HCWs), specifically dentists, are at the front line for acquiring blood-borne virus infections. The highest proportion of occupational transmission is through percutaneous injuries via hollow-bore needles. Several studies around the world have reported that hepatitis viruses and human immunodeficiency virus are the main pathogens for most cases of occupationally acquired blood-borne infection. We aim to investigate the prevalence of hepatitis B virus (HBV), hepatitis C virus (HCV), hepatitis E virus (HEV), and human immunodeficiency virus (HIV) among Mexican dentists. Methods. We included 159 dentists who attended the annual meeting at the Medica Sur Clinic & Foundation held in Mexico City in May 2016. A survey was applied in order to obtain data of occupational exposure to blood-borne viruses (BBV). Serum samples were screened serologically using enzyme-linked immunosorbent assays. Results. Two dentists (1.2%) were positive for antibodies against HCV antigen, one (0.6%) was positive for antibodies against HBV antigen and three (1.8%) were positive for the detection of IgG antibodies against HEV. Two cases (1.2%) were positive for antibodies against HIV. Conclusions. The infection by HEV was the most prevalent among dentists. However, the prevalence of BBV in dentists was similar to that in the general population.

Abstract

International audience; Semaphorin guidance molecules act through different receptor complexes to activate multiple signaling cascades leading to changes in axonal growth cone behavior and morphology. We describe here approaches for studying the effect of individual Semaphorins on isolated forebrain neurons from mouse embryos and dissecting downstream signaling pathways. These approaches include the production of recombinant Semaphorin ligands, the culture of dissociated primary neurons, the manipulation of gene expression by electroporation in primary neurons, and functional assays to assess axon outgrowth and growth cone collapse.

Abstract

We use data from the second science run of the LIGO gravitational-wave detectors to search for the gravitational waves from primordial black hole binary coalescence with component masses in the range 0.2-1.0M. The analysis requires a signal to be found in the data from both LIGO observatories, according to a set of coincidence criteria. No inspiral signals were found. Assuming a spherical halo with core radius 5 kpc extending to 50 kpc containing nonspinning black holes with masses in the range 0.2-1.0M, we place an observational upper limit on the rate of primordial black hole coalescence of 63 per year per Milky Way halo (MWH) with 90% confidence. © 2005 The American Physical Society.

Abstract

We report on a search for gravitational wave bursts using data from the first science run of the LIGO detectors. Our search focuses on bursts with durations ranging from 4 ms to 100 ms, and with significant power in the LIGO sensitivity band of 150 to 3000 Hz. We bound the rate for such detected bursts at less than 1.6 events per day at 90% confidence level. This result is interpreted in terms of the detection efficiency for ad hoc waveforms (Gaussians and sine-Gaussians) as a function of their root-sum-square strain h_{rss}; typical sensitivities lie in the range h_{rss} ~ 10^{-19} - 10^{-17} strain/rtHz, depending on waveform. Abstract

Data collected by the GEO 600 and LIGO interferometric gravitational wave detectors during their first observational science run were searched for continuous gravitational waves from the pulsar J1939+2134 at twice its rotation frequency. Two independent analysis methods were used and are demonstrated in this paper: a frequency domain method and a time domain method. Both achieve consistent null results, placing new upper limits on the strength of the pulsar’s gravitational wave emission. A model emission mechanism is used to interpret the limits as a constraint on the pulsar’s equatorial ellipticity. © 2004 The American Physical Society.

Abstract

The first science run of the LIGO and GEO gravitational wave detectors presented the opportunity to test methods of searching for gravitational waves from known pulsars. Here we present new direct upper limits on the strength of waves from the pulsar PSR J1939+2134 using two independent analysis methods, one in the frequency domain using frequentist statistics and one in the time domain using Bayesian inference. Abstract

The purpose of the present study was to investigate the acid-base status and the serum concentration of organic acids in puppies with naturally occurring canine parvoviral enteritis. Between July 1999 and July 2000, 25 client-owned puppies admitted to the St. Louis Animal Emergency Clinic South for treatment of enteritis caused by parvovirus infection were used in our study. Control blood samples were collected from 22 healthy puppies less than 9 months of age. Serum organic acid concentrations were quantitatively determined by HPLC. Puppies infected with parvovirus had significantly lower plasma concentrations of sodium, potassium, chloride, and bicarbonate than controls. Although serum L-lactate tended to increase in some puppies with canine parvoviral enteritis, our study demonstrated that most affected puppies developed only mild compensated metabolic acidosis. None of the affected puppies had an elevated serum D-lactate concentration at admission.

Abstract

The knowledge of reactor antineutrino spectra is necessary for the interpretation of weak-interaction experiments located at nuclear reactors. We calculate the antineutrino and electron spectra accompanying thermal neutron fission of 235U and 239Pu for various irradiation times. It is stressed that the higher energy part (E≳4 MeV) of the spectra depends sensitively on the β-decay characteristics of fission products with experimentally unknown decay schemes. We also discuss the accuracy of a semiempirical conversion of the electron spectrum into the antineutrino spectrum. The resulting ν̅ e spectra are used to calculated cross sections and reaction rates for the inverse neutron β decay, weak charged and neutral current induced deuteron disintegration, and the antineutrino-electron scattering.

Abstract

The difficulty of identifying and defining a foreign act of State would probably be less aggravating if an established meaning could be attributed to the British act of State. This, unfortunately, is not the case. The consequence is that even the meaning of the British act of State is obscure, the more so, as very justifiably Lord Wilberforce said that the doctrine of the act of State ‘cannot be stated in terms of a principle, but develops from case to case; it has perhaps the disadvantage that it includes within itself two different conceptions or rules’. It is submitted that the phrase indeed carries two, perhaps three, entirely different meanings and that as a result of a confusing argument presented on behalf of the Crown in Attorney-General v. Nissan, the opinions delivered by their lordships make difficult reading and the present status and scope of the two branches of the doctrine cannot easily be unravelled.

16. 2 Facts of State

Abstract

The facts, circumstances, and events which lie at the root of foreign affairs and their conduct by the Executive have conveniently been described as facts of State. These are facts which are peculiarly within the cognisance of the Executive. For this reason, at any rate in so far as they are within the scope of the United Kingdom's Executive, they can be proved only in a special manner, namely by a certificate issued by the Foreign and Commonwealth Office or by a statement made to the court by the Attorney-General rather than by other documentary or oral evidence. The idea underlying this practice is the familiar one: in matters relating to foreign affairs the judiciary and the Executive should speak with one voice. The scope of prerogative power is discussed, covering territory; state of war, belligerency, and neutrality; civil war or insurgency, immunity, abolition of a state, and government of a recognized state.

17. 1 The Prerogative in Foreign Affairs

Abstract

The conduct of foreign affairs is an executive act of government in which neither the Queen nor Parliament has any part. It is the Government which represents the State and determines its policy, though Parliament has the right and the power to control the Executive, to withhold confidence in it, to refuse to grant the financial resources required to carry out its decisions, and thus to deprive the Government's foreign policy of efficacy. Hence the Government must be certain that its foreign policy has the support of Parliament. The affairs which the Crown conducts comprise the whole catalogue of relations with foreign nations which includes the declaration of war and peace, of belligerency and neutrality, and the recognition of foreign States and of their extinction. The law can control the conduct of foreign affairs if and in so far as the prerogative has been superseded by legislation, but even where this has happened there usually remains a residue of prerogative power vested in the Executive.

18. 3 The Effect of Certification

Abstract

The information which Her Majesty's Government provides, usually in answer to an inquiry by the court, is given by a certificate which in terse formulations sets forth the Government's conclusions, but does not give reasons or explain the process which had led the Government to its conclusions. Correspondence which precedes the actual certificate and which may foreshadow its contents may throw light on the certificate, but is no substitute for it. A certificate once granted is binding or conclusive in the sense that no evidence gainsaying it is admissible. However, the certificate is also exclusive in the sense that, where facts of State have to be ascertained, the information requested from and given by the Executive is the only permitted source of establishing the facts. While the Executive's certificate is conclusive and exclusive on questions of fact only, it remains subject to legitimate interpretation by the judiciary.

19. 7 Comity

Abstract

Comity is one of the most ambiguous and multifaceted conceptions in the law in general and in the realm of international affairs in particular. It may denote no more than that courtoisie international, that courtesy which ships observe when they salute each other or which is usual among diplomats or even judges. At the opposite extreme it may be a synonym for public international law. Or it may mean, not a rule of law at all, but a standard to be respected in the course of exercising judicial or administrative discretion. Or it may be the equivalent of private international law (or the conflict of laws) or at least indicate the policy underlying particular rules or what is more generally known as public policy. Or it may be used to justify the existence of the conflict of laws or the origin of its sources or the public policy pursued by it. In most cases the meaning of comity is coextensive with public international law.

20. 5 Treaties

Abstract

By the law of the United Kingdom the conclusion of a treaty at all its stages is a matter of the prerogative, so that the Executive alone, that is Her Majesty the Queen on the advice of the Prime Minister, a Minister of the Crown, an Ambassador, or other officials have the power to conclude, that is to sign and ratify it, and thus to bind the United Kingdom in the sense of international law, though by the so-called Ponsonby rule, as a matter of constitutional convention, the Executive will not normally ratify a treaty until twenty-one parliamentary days after the treaty has been laid before both Houses of Parliament. In order to be unquestionably cognizable by an English court a treaty has to be the object of the established legislative process, that is to say, it has to have the sanction of a statute passed by Parliament.

21. 6 Customary International Law

Abstract

If the status of customary international law corresponded to that of conventional international law (or treaties), the courts might, to some extent consider and have regard to it, but they could not apply or give effect to it as law except after incorporation by Act of Parliament. The application of customary international law is not dependent upon previous parliamentary sanction. No doctrine of transformation applies to customary international law. Such law is, however, dependent upon judicial sanction. This cannot be given and international law, therefore, cannot be applied where it would conflict with legal rules binding upon the court, whether they be statutory or judge-made. But where there is no such restraint, where the court is free to find and form the law, it may and probably must apply international law which in such a case becomes directly applicable and thus incorporated into and adopted by English law.
