IALCCE 2018, 6th International Symposium on Life-Cycle Civil Engineering, , Ghent, BELGIQUE, 28-/10/2018 - 31/10/2018; National road owners are required to monitor the condition and performance of infrastructure elements through an effective inspection and assessment regime as part of an overall asset management strategy. Performance Indicators are parameters used to characterize the present and future structural conditions accounting for the goals specified by the codes, the owners or the operators. In Europe there is a large disparity regarding the way these parameters are quantified and the goals specified. In this context, COST action TU 1406 aims at providing quality specifications for roadway bridges standardized at a European level. In particular, one goal is to investigate the practical implementation of innovative condition assessment. In particular, this COST action collected the input from 36 countries in Europe, based on research-based perfor-mance indicators related to bridge maintenance, assessment and management. This paper introduces an Indicator Readiness Level (IRL) framework to rank the maturity level of those performance indicators at the research stage. In this paper the first results of the application of the IRL to the performance indicators col-lected in the context of the COST Action are reported.

In this paper the damage localization algorithm based on Operational Deformed Shapes (ODS) and known as Interpolation Damage Detection Method (IDDM), is applied to the numerical model of a cable stayed bridge. Frequency response functions (FRFs) have been calculated basing on the responses of the bridge to low intensity seismic excitation and used to recover the ODS both in the transversal and in the vertical direction. The analysis have been carried in the undamaged configuration and repeated in several different damaged configurations Results show that the method is able to provide the correct location of damage, provided the an accurate estimation of the ODSs is available.

In this paper, a framework based on Value of Information (VoI) theory from pre-posterior Bayesian decision analysis is applied to the case of post-earthquake emergency management of traffic restrictions for a bridge. The decision context is the following: the operator of a bridge is concerned about the use of the structure in post-earthquake scenarios and wishes to know if it is worth to install a Structural Health Monitoring (SHM) system which gives information about the state of the bridge. The possible choices about traffic restrictions after the seismic event are Open or Close the bridge. The benefit of SHM is computed based on VoI and the influence of significant variables involved in the decisional framework is investigated.

International audience; After a brief review of vibration based damage identification methods, three different algorithms for damage identification are applied to the case of the benchmark Z24 bridge in this paper. Data-driven as well as model-based methods are discussed, including input-output algorithms for taking into account the effect of environmental and/or operational sources on the variability of damage features. A further class of data-driven methods that use finite element information is finally introduced as a possible future development.

One of the major problems in the aftermath of an earthquake is the management of the emergency inspection operations. Traffic restriction, including limited emergency operations or bridge closure due to safety concerns, may be issued to keep an appropriate level of safety. Visual inspections may be conducted to provide useful information on the damage state of the bridge and support the decision of imposing traffic restriction up to the complete closure of the bridge, or for allowing the immediate use of safe bridges after the event. The cost related to the inspection shall be at least balanced by the uncertainty reduction provided by the inspection data and the benefit is higher when the costs associated with taking a wrong management decision are high, but may be negligible if this is not the case. Practical tools and methods to forecast this benefit before collecting the information exist in classical decision theory, but are seldom applied by engineers. In this paper a framework based on the concept of Value of Information (VoI) from the pre-posterior Bayesian decision analysis is adopted and applied to the case study of a two span reinforced concrete bridge.

Traditional algorithms for the identification of dynamic parameters based on vibrational structural response generally involve strict assumptions about stationarity and may not be suitable for time-varying systems. Therefore, there is a tendency to discard the measurements of the structural response collected during short-time events, such as train passages on bridges. The response to a strong event may however include valuable information about structural features that cannot be observed in low-excitation scenarios. Moreover, a strong excitation typically generates a higher-amplitude structural response, which is particularly convenient when using low-cost instrumentation for data collection that is usually characterized by low sensitivity. In this paper, dynamic parameters of bridges during the passage of trains are identified by fitting the structural response to a simplified analytical model specialized for railway applications. The efficacy of a damage index based on the fitting residuals is investigated using a numerical study, simulating the use of an event-triggered smart sensing system. Applying the proposed method, damage detection can be achieved using a single low-cost sensing node.

Food protein induced enterocolitis syndrome (FPIES) is a food-related non-IgE-mediated gastrointestinal hypersensitivity disorder. Atypical FPIES is characterized by the presence of specific IgE for the causative food. The guidelines suggested for diagnostic oral food challenge in pediatric patients affected by suspected FPIES are different from the ones for children with IgE-mediated food allergy. We describe two cases of atypical FPIES that turned into IgE-mediated gastrointestinal anaphylaxis. Our experience suggests to adapt OFC according to the outcome of specific IgE for the causative food When causative food-related IgE werepositive, we suggest to follow the guidelines for IgE mediated food allergy.

This paper compiles and describes the national initiatives and projects on Seismic Structural Health Monitoring (S 2 HM) active in a number of European countries. Sensors networks and typical layouts, data processing techniques and policies adopted for the management of alerts are described for the different national programs. The different policies adopted for the access to data are also described. Applications to buildings, bridges or cultural heritage constructions are used to describe in detail the seismic SHM systems installed in Italy, France, Greece and Portugal.

The experimental behavior of four base isolated buildings in Italy under seismic events of low energy at the site are shown. In the buildings with HDRBs the system is put in action also with very low accelerations at the site and the system filters the seismic actions. As a result the acceleration in the superstructure is not amplified and the superstructure is properly protected. This did not happen in the Jovine School at San Giuliano di Puglia, where the seismic action recorded was very low. In the building with CSSs, the accelerations were amplified to the top and the superstructure suffered high seismic actions. This behavior can be related to the static friction of CSSs. In all cases, the importance of an accurate non-linear analysis of their behavior under earthquakes of different magnitudes is pointed out, in order to guarantee that the seismic effects in the superstructure do not exceed those assumed in the design. The importance of the monitoring is evident. It allows a fast check of the seismic performance and so of the suitability of these structures to be kept operational during the emergency phase. A real time monitoring system is advisable.
