2. Do Employee Trust and Job Satisfaction Mediate the Relationship of Leadership Styles and Emotional Intelligence with Project Success?

The current study investigates the impact of Leadership Styles (LS) and Emotional Intelligence (EI) on Project Success (PS) through underlying mediating mechanism of Job Satisfaction (JS) and trust. Total 160 responses were received from the team leaders (project managers, project leaders, project coordinators) of the NGOs sector of Pakistan. The findings of the research show that the relationship of LS and EI have significantly positive impact on the PS. Further, JS and Trust is positively and significantly influencing the PS and mediate the relationship of both LS and EI with PS. Within leadership styles, transactional leadership and Laissez Faire leadership styles have positive relationship with PS. However, the negative relationship of transformational leadership with PS is somewhat surprising as this relationship was expected to be positive. The findings suggest that project managers in NGOs must be aware of the impact of certain leadership behaviors and level of emotional intelligence for completing the projects successfully.

Criminality has been determined and considered as a behavioral deviation of degeneracy having diverse and dynamic patterns integrated and originated from the individual and the social structure. There exists a hot debate among the social scientists and experts in biology pertaining to the patterns behind criminality especially violence. The Lombroso’s “born criminal” theory has been heavily debated and confounded by the social researchers, drawing the attention towards social forces influencing criminality. This research is an attempt to understand, diagnose and apply the patterns discussed and elaborated in biological perspective regarding formation of the criminal instincts. The study is framed under the argumentative and library research accumulated with the empirical advents, examples and social facts existing in the very society of Pakhtuns. The study finds that the principles of biological theory especially Lombrosian and Sheldon’s approach have marked existence in creation of violent masculinities among Pakhtuns. The article provides an insight about the basic principles of biological theory, along-with criticism of such perspective and contrarily implications of its principles on Pakhtuns’ men.

4. Sociological Analysis of the Vulnerable Status of Afghan Women to Honor Killing: An Empirical Perspective

People are subjected everywhere to violence. The most vulnerable among them are women who have been subjected to violence as most of the family honor is associated with them in a traditional social structure. Violence against women is not something that is individually practiced, but it has become more publicly pronounced and has been a self-sustaining system of any social structure. The current study is also an attempt to reach to the fact that why the women are subjected to such inhuman behavior in the face of upholding the human rights worldly behaviors and posturing. The study was conducted under the framework of qualitative research design. The study area was delimited to jails in two districts i.e., District Mardan and District Malakand respectively. The qualitative tools and methods were used to select the respondents and draw information in these two jails. The study concludes that the cultural background and inability of the deprived segment of Afghan population lead them to not overcome on their aggressive and domestic violence against weak segment of society.

5. Is Criminality a Matter of Choice? Sociological Analysis of Violently Committed Robberies; a critique of the Pakistani Legal-Administrative System's Failure in Pakhtun Society

Is crime a matter of choice, is an arguable and debatable phrase and conception about the existence of criminality since the Rational Choice theory emerged in the 18th century. The classical criminologists argue that “human is a calculating animal”, who is “choosy” and “selective” in his/her actions. The analytical quality of human enables them to assess the cost and benefit of their actions, out of which they thoughtfully choose and commit the action, which they consider lucrative and utilitarian. Such debate is framed and analyzed in this study through a qualitative framework to understand the implications and legality of Rational Choice patterns in criminality focusing on property crimes, which are violently committed especially the “robberies”. The cases of violent robberies in the area under study that is a Pakhtun society are selected in which murders have taken place. Alongside, the legal-administrative structure of the area is also taken into account to understand the criminals’ mindset and the role of system in terms of its failure while ensuring the protection of masses from “rationally violent criminals”. The murderous robberies are conveniently selected where the incident-survivors or the co-victims are interviewed and analyzed in relation to the existing literature. The study finds the answer as “yes, criminality is a matter of choice and planning”, which is discussed under the “discussion section”. The overall analysis of the study is undertaken through Thematic Analysis Model for more qualitative elaboration of the issue.

Violence exists everywhere, it is not only the vanquished who has become victim to the violence, but the weak segment of society is also brought to such infliction. Similarly, the immigrants are also pushed into a quagmire where they are denied with their acceptance, identity, and even sometimes dealt with iron hand by not providing the basic facilities. Such a failure on both sides of receiving and origin compel the people to come in conflict with both inside and outside mechanism. The current research is an attempt to get to the fact about knowing the aggression among the Afghan refugees. The study is conducted under the framework of qualitative research design. The respondents were conveniently targeted for enacting of information. The research area was delimited to two refugee camps in two districts of Malakand division. The study concludes that the inability of the male segment in terms of finding employment, less accommodative background and disrespectful behavior shown both by the receiving and administrative society has left this segment in a state of uncertain environment with perpetrating of unbearable violence on women in both the outer and inner society.

7. Knowledge of Sustainable Development Goal interactions for decision making – are current approaches fit for purpose?

Due to the interconnectedness of the SDGs, the potential to meet a specific goal is influenced by efforts to achieve other goals. To maintain the indivisibility of the 2030 Agenda, a growing number of approaches have been developed to provide knowledge of SDG interactions in the form of trade-offs and synergies. In this paper, we take stock of the rapid development, which has characterised the field, and conduct a critical review of the approaches available to support decision makers with the implementation of the UN Agenda. Our overall ambition is to provide a broad understanding of the support provided by existing methodologies to decision makers in light of the challenges emerging from the interconnected nature of the SDGs.To achieve the aim of the study, we elect three specific objectives: (a) identify and categorise the most prominent approaches available for understanding SDG interactions based on a review of the literature and experience of SDG interaction analysis for decision making; (b) evaluate the requirements of decision makers based on an online survey of representatives of private and public organisations committed to SDG implementation at national and subnational level in Sweden; (c) assess how the approaches comply with the requirements of decision makers based on the views and opinions of developers of prominent tools. Sweden was selected due to the widely shared ambition of becoming a front runner of SDG implementation, and also considering the research team’s familiarity with the local context. The focus on local and national organisations is justified by the recognition that, while the 2030 Agenda is global in nature, its implementation is expected to take place primarily at local, regional and national level.The results of the study highlight the existence of both methodological and conceptual challenges that are relevant to the empirical analysis of SDG interactions. To effectively contribute to decision making, approaches and tools need to be easy to apply, transparent in their logic, assumptions and limitations, but also flexible and adaptable to different empirical cases, while the knowledge generated should be directly actionable and easy to interpret by decision makers. Based on the opinions of the developers, the tools evaluated perform very differently against the requirements of decision makers. Most tool are easy to use and to adapt to the analysis of new cases, while the results are directly understandable by decision makers. This applies also to less important requirements, such as the provision of knowledge sufficiently complete, accurate and precise. At the same time, most tools appear unable to provide results directly actionable to develop initiatives. The only criterion against which all tools perform relatively well is that of transparency.In the next steps of the research, we plant to assess the views of decision makers on the selected tools by conducting a focus group exercise with a representative sample of decision makers. Improved understanding of the limitations and potentials of existing approaches for studying SDG interactions is considered vital to advance their analytical validity and use in decision making and, ultimately, the usefulness of the 2030 Agenda as a means of national and global governance.

8. The green economy and the Nordic welfare state : Reconceptualizing green economy narratives from a Nordic perspective

The green economy with its aim to combine ecological and economic objectives has gained in both significance and political contestation in recent years. In this working paper for the NOWAGG project we revisit the literature on the green economy to understand its implications from a Nordic perspective. Our ambition is to improve the conceptualization of different approaches to green the economy by subjecting them to often overlooked aspects relevant to the Nordic welfare states, including dimensions of innovation as well as social welfare. By conducting a literature review and making use of narrative policy analysis we demonstrate that a binary division, common in the academic literature and policy debate, is insufficient to grasp the nuances of the green economy. We arrive in the finding that not only ‘green growth’ and ‘beyond growth’ narratives are prevalent in academic and policy literature but also a reformist narrative in-between these two; what we refer to as a ‘transformative green economy’ narrative.This is of importance for the Nordic welfare state which arguably have the potential to incorporate a ‘third way’ to sustainable development and for greening the economy. Building on this insight and Nordic welfare state literature we suggest a conceptual framework for the economy of the green Nordic welfare state, a revised reformist narrative on the green economy. Empirically, however, the welfare states are confronted by numerous challenges and ongoing liberal transformations. Thus, it remains for future studies to conclude which green economy path the Nordic states will take and how that will affect the prospects for achieving inclusive, long-term welfare while respecting ecological limits.

9. En rättvis omställning av transportsystemet : - En analys av de sociala effekterna av styrmedel för minskade klimatutsläpp

Dagens planeringssystem är uppdelat på många aktörer och har traditionellt drivits av fokus på prognoser, kostnadseffektivitet, och samhällsekonomisk lönsamhet. Klimatutmaningen ställer delvis helt nya krav på planeringen, med ett fokus på att utveckla styrmedel som på ett kostnadseffektivt sätt leder till de utsläppsminskningar som behövs. I detta behövs en större uppmärksamhet på de sociala effekterna av styrmedlen, liksom på rättviseaspekter. Detta innebär att vi behöver en ökad känslighet för hur styrmedel påverkar olika grupper av människor, baserat på t.ex. kön, ålder, inkomst och geografi. I projektet vidareutvecklas och testas två metoder för att utvärdera strategier för fossilfria transporter. Dels en systematisk ramverksanalys av styrmedel utifrån sociala effekter och fördelningseffekter, dels Mobility labs där en informerad dialog förs i fokusgruppsform med de som berörs av omställningen med syfte att tillsammans utforma styrmedelspaket som säkrar en hållbar tillgänglighet i det fossilfria samhället. Mobility labs har i projektet testats i Örebro, Odensbacken och Hällefors. Resultatet indikerar att det i dagens debatt saknas tydliga visioner för fossilfria transporter på landsbygden samt att debatten visar på bristande förståelse för hur en omställning kommer att påverka boende där. Resultatet indikerar vidare att det behövs kompletterande strategier för att se till att människor på landsbygden inte lämnas utanför omställningen och för att öka legitimiteten för styrmedel och åtgärder. Några exempel kan vara en förändrad roll för kollektivtrafiken, så att den inte bara syftar till att öka volymerna i starka stråk utan även bidrar till att alla har en tillräckligt god service, samt styrmedel som bidrar till att kompensera för ökade kostnader med bil på landsbygd.

With the advent of Machine-to-Machine (M2M) communications, various networking consumer industrial and autonomous systems exchange messages in the real world in order to achieve their objectives. Parts of these systems are comprised of short-range wireless networks in the form of clusters that collectively cover a large geographical area. In these clusters, the nodes that represent the cluster heads need to deal with two types of communications: one is within the cluster and the other is from the cluster to the sink node. As the number of clusters increases, it takes multiple hops for the cluster head to forward data to the sink node, thus resulting in a low packet delivery rate and throughput. To solve this problem, we propose a heterogeneous area network in which the cluster head is equipped with two types of radios: the IEEE 802.15.4 and IEEE 802.11 radios. The former is for the devices within the cluster to communicate, whereas the latter is for the cluster heads to communicate to the sink node. Although the IEEE 802.11 links increase the link capacity, the IEEE 802.11 radio and the IEEE 802.15.4 radio might share the 2.4 GHz unlicensed band, thus giving rise to the inter-network collisions or interference. To tackle this problem and to maintain decent Qualityof-Service (QoS) for the network, we subsequently present two interference mitigation techniques, in which a Blank Burst (BB) period is proposed so that the IEEE 802.15.4 radios can be suspended while the IEEE 802.11 radios are active. Simulation results show the proposed two methods can effectively mitigate the inter-network collisions and are superior to the existing technique, which uses an adaptive aggregation technique to mitigate the inter-network collisions.

13. Fler resenärer i kollektivtrafiken : Erfarenheter från att arbeta för en ökad andel kollektivtrafik

En ökning av andelen kollektivtrafik är en viktig del av omställningen mot lägre utsläppav växthusgaser och mer energieffektiva transporter. I Sverige har antalet resor medkollektivtrafiken ökat med 18% mellan åren 2009 och 2015. Det finns dock en stor skillnad mellan olika regioner där ökningen varit över 20% i flera regioner medan utvecklingen av resandet har stagnerat, eller till och med minskat, i andra regioner. Den här rapporten bygger på ett forskningsprojekt som har haft till syfte att utveckla kunskapom åtgärder och lösningar för hur man kan öka andelen resande med kollektivtrafiken i svenska regioner och kommuner, samt studera vilka arbetssätt som varit framgångsrikaför att genomföra åtgärder. I projektet har vi jämfört konkreta erfarenheter av hur regioner och kommuner arbetar för att öka kollektivtrafikens andel av resandet. Projektet har bestått av tre delstudier: • En internationell litteraturstudie av erfarenheter med försök att skapa mer effektiva kollektivtrafiksystem och öka resandet i kollektivtrafiken. Resultaten visar att det i flera länder finns regelverk och organisationsstrukturer som ofta gör det svårt att genomföra förändringar, speciellt då många olika aktörer är involverade och de har olikaansvarsområden och intressen. I de fall där man lyckats hitta fungerande arbetssätt har man ofta etablerat nya temporära organisationer eller nätverk för att öka samverkanmellan aktörer och komma förbi låsningar som finns inbyggda i regelverk. • En enkätstudie till samtliga kommuner i Sverige om hur de jobbar mer kollektivtrafik. Kartläggningen visar på en stor spridning mellan kommunerna. I större kommuner jobbar man mer aktivt, medan det ofta finns en brist på både uppsatta mål och genomförda åtgärder i mindre kommuner. Samma skillnader, fast än mer markerade, finns vad gällermål och åtgärder för att minska bilresandet (som påverkar kollektivtrafikens attraktivet). Ett annat resultat av kartläggningen var att kommunerna överlag saknade tydliga definitioner av vad som utgör kollektivtrafiknära läge och bebyggelsens täthet. Det är frågor som är av stor betydelse för en effektiv planering som gynnar kollektivtrafikenslångsiktiga konkurrenskraft och attraktivitet. • En jämförelse av hur man arbetat i sex regioner i Sverige där man haft en stark öknin gav kollektivtrafiken mellan 2009 och 2015. I de flesta regioner fann vi att man genomfört åtgärder som följer principerna för hur transportforskningen anser man bör planerar föratt skapa en effektiv kollektivtrafik. Det har innefattat mer resurser till kollektivtrafiken, ökat utbud av både tåg och buss i kombination med en omorganisering av busslinjer i ochmellan städer, med färre, rakare och snabbare linjer, fler avgångar och mer enhetliga tidtabeller. Det har också inneburit att man prioriterat så kallade starka stråk, något somhar lett till neddragningar av trafik i svagare stråk och på landsbygden. En region, Jönköping, skiljer sig från övriga. Där har resandeökningen uppnåtts genom ökade resurser till fler än de starka stråken och genom sänkta biljettpriser för vissa grupper. Vi har även studerat de faktorer som varit viktiga för att möjliggöra ett genomförande avåtgärder och funnit tre faktorer: politiskt stöd, kommunikation med medborgare och samverkan mellan nyckelaktörer. Samverkan var särskilt viktigt då åtgärderna var beroende av att flera aktörer deltog aktivt, nämligen kommunen, regionen och operatören.bVi fann att man i flera fall skapade nya samarbeten och sammarbetes ytor, eller fördjupade existerade samarbeten. Det var viktigt att alla parterna hade del i ägandet avförändringarna och att skapa ett stort mått av förtroende och tillit mellan de personer som deltog. Projektets resultat bidrar med praktisk kunskap om hur man kan gå till väga för att ökakollektivtrafikens attraktivitet, resultat som bör kunna tillämpas i andra regioner ochländer som står inför liknande utmaningar.

14. Kommunerna och kollektivtrafiken : En enkätundersökning om Sveriges kommuners arbete för att stödja kollektivtrafiken

Syftet med denna rapport är att ge en bild av hur Sveriges kommuner arbetar med att främja kollektivtrafiken. Trots att kommunerna i de flesta fall inte har direkt rådighet över kollektivtrafiken påverkar kommunal styrning områden såsom bebyggelseplanering och lokalisering, trafikplanering (ex omfördelning av befintlig vägkapacitet), reglering av biltrafik (ex. parkering, bilfria zoner, m.m.) mobility management och gröna resplaner. Rapporten baseras på en enkätstudie som har riktats till landets samtliga kommuner. Totalt inkom svar från 194 av landets 290 kommuner, vilket motsvarar en generell svarsfrekvens på 67 %. Resultaten visar både på likheter och skillnader mellan kommunerna avseende målsättningar, definitioner av begrepp och vilken typ av åtgärder och arbetssätt som förekommer. Ett generellt och förväntat mönster är att befolkningsmässigt större och täta kommuner jobbar mer med frågor kring kollektivtrafik, medan frågorna har mindre fokus i mindre och glesare kommuner. Samma, förväntade mönster gäller avseende målbilder och åtgärder för minskad biltrafik; det är vanligare att frågorna är i fokus i mer urbana områden. Hur man definierar mål om att öka kollektivtrafiken varierar. Kommunerna jobbar med en bred palett av åtgärder för att främja kollektivtrafiken såsom uppgradering av bytespunkter, ny eller förbättrad infrastruktur för buss- och spårtrafik, reservation av mark för framtida behov och byte av bränsle. Analysen tyder på att det finns ett samband mellan att ha ett mål om ökad kollektivtrafik och att genomföra åtgärder, d.v.s. det är vanligare att kommuner som har ett mål om ökad kollektivtrafik genomför åtgärder för att främja kollektivtrafiken än de kommuner som inte har något mål. Det finns inget tydligt samband mellan att ha ett mål om minskning av biltrafiken och att genomföra åtgärder för att minska biltrafiken. Det är vanligare att kommuner genomför åtgärder för att sänka hastigheten än åtgärder såsom att minska antalet parkeringsplatser, eller höjda parkeringsavgifter. Förekomsten av tydliga definitioner av begrepp såsom kollektivtrafiknära läge och täthet i landets kommuner varierar. Många kommuner har en definition av kollektivtrafiknära läge (vars innebörd dock kan variera betydligt), medan definitioner av begreppet täthet är betydligt ovanligare. Resultaten från enkätstudien indikerar att här finns potential för vidareutveckling av metoder och arbetssätt kopplade till definitionerna av begreppen. Vissa kommuners arbetssätt borde också kunna ligga till grund för kunskapsöverföring mellan kommuner. När det gäller attityd- och beteendepåverkan är det relativt vanligt med vissa typer av åtgärder, såsom kommuninterna resepolicies som prioriterar kollektivtrafik före bil, informationskampanjer och ”prova på” kampanjer. Det är mer ovanligt att man jobbar för att andra aktörer ska införa resepolicies. Även här finns det en potential för utveckling och kunskapsöverföring mellan kommuner.

Improving energy efficiency and reducing the cost of the appliance simultaneously is a continuing challenge for refrigerator manufacturers. While conventional system configuration is based on a single evaporator vapor compression cycle, there are several other system configurations that can offer benefits over it. For example, a dual evaporator (one evaporator for freshfood and one for freezer) offers several benefits such as increased efficiency, isolation of odors, and higher humidity levels in the freshfood compartment. Engineers typically use extensive experimentation to optimize the system. This approach takes significant time and resources. Although optimization studies exists for a conventional single evaporator cycle, studies for dual evaporator cycle optimization are limited. Most manufacturers do not explore complex architecture due to time consuming, labor intensive and expensive development procedures. This study presents experimental results obtained from a prototype dual evaporator refrigerator. Further, this study presents a physics-based model and a multi-objective optimization methodology that demonstrates how engineers can optimize a refrigeration system by considering multiple objectives simultaneously. The study presents example optimization results for simultaneously minimizing cost and maximizing performance within a specified design space. Optimization of the novel design uses a genetic algorithm-based optimizer in conjunction with a response surface based metamodel. Using optimization techniques, we can arrive at lowest cost design relatively quickly as shown in the analysis. More work needs to be done to validate optimized solutions as well as alternate methods to improve temperature control.

Trots att kommunerna i de flesta fall inte har direkt rådighet över kollektivtrafiken påverkar kommunal styrning områden såsom bebyggelseplanering och lokalisering, trafikplanering (ex omfördelning av befintlig vägkapacitet), reglering av biltrafik (ex. parkering, bilfria zoner, m.m.) mobility management och gröna resplaner. Rapporten baseras på en enkätstudie som har riktats till landets samtliga kommuner. Resultaten visar både på likheter och skillnader mellan kommunerna avseende målsättningar, definitioner av begrepp och vilken typ av åtgärder och arbetssätt som förekommer. Ett generellt och förväntat mönster är att befolkningsmässigt större och täta kommuner jobbar mer med frågor kring kollektivtrafik, medan frågorna har mindre fokus i mindre och glesare kommuner. Samma, förväntade mönster gäller avseende målbilder och åtgärder för minskad biltrafik; det är vanligare att frågorna är i fokus i mer urbana områden. Hur man definierar mål om att öka kollektivtrafiken varierar. Kommunerna jobbar med en bred palett av åtgärder för att främja kollektivtrafiken såsom uppgradering av bytespunkter, ny eller förbättrad infrastruktur för buss-och spårtrafik, reservation av mark för framtida behov och byte av bränsle. Analysen tyder på att det finns ett samband mellan att ha ett mål om ökad kollektivtrafik och att genomföra åtgärder, d.v.s. det är vanligare att kommuner som har ett mål om ökad kollektivtrafik genomför åtgärder för att främja kollektivtrafiken än de kommuner som inte har något mål. Det finns inget tydligt samband mellan att ha ett mål om minskning av biltrafiken och att genomföra åtgärder för att minska biltrafiken. Det är vanligare att kommuner genomför åtgärder för att sänka hastigheten än åtgärder såsom att minska antalet parkeringsplatser, eller höjda parkeringsavgifter. Förekomsten av tydliga definitioner av begrepp såsom kollektivtrafiknära läge och täthet i landets kommuner varierar. Många kommuner har en definition av kollektivtrafiknära läge (vars innebörd dock kan variera betydligt), medan definitioner av begreppet täthet är betydligt ovanligare. Resultaten från enkätstudien indikerar att här finns potential för vidareutveckling av metoder och arbetssätt kopplade till definitionerna av begreppen. Vissa kommuners arbetssätt borde också kunna ligga till grund för kunskapsöverföring mellan kommuner. När det gäller attityd-och beteendepåverkan är det relativt vanligt med vissa typer av åtgärder, såsom kommuninterna resepolicies som prioriterar kollektivtrafik före bil, informationskampanjer och ”prova på” kampanjer. Det är mer ovanligt att man jobbar för att andra aktörer ska införa resepolicies. Även här finns det en potential för utveckling och kunskapsöverföring mellan kommuner.

I denna rapport presenteras resultaten av den intervjustudie och efterföljande fokusgruppsdiskussion som vi genomfört inom ramen för forskningsprojektet Green Industrial Transitions (GIST, www.gist2050.com). Forskningsprojektets huvudsyfte är att studera förutsättningarna för en omställning till nollutsläpp av koldioxid inom den svenska basindustrin samt analysera strategier, åtgärder och styrmedel som kan bidra till grön industriell omvandling. Under hösten 2016 genomfördes 30 semistrukturerade intervjuer med personer aktiva inom industri, politik, myndigheter och intresseorganisationer, som valdes ut för att representera hela sektorn på ett rättvisande sätt. Frågorna i intervjustudien handlade om klimatstyrning av basindustrin idag, möjligheter till en omställning till nollutsläpp och hur styrningen behöver utvecklas.

Många kommuner i Sverige ställer krav på miljöbilar i upphandlingen av kommunala tjänstebilar, och en del ställer även specifika krav på elbilar. Detta projekt har utvärderat offentlig upphandling för att svara på frågor om vilken potential upphandling har för att främja förnybara drivmedel, vilka de praktiska erfarenheterna är, huruvida offentlig upphandling används strategiskt och hur styrmedlet kan vidareutvecklas.Metoden som använts är komparativa fallstudier av kommunerna Malmö och Östersund, samt regionerna Skåne och Jämtland. Det empiriska underlaget för studierna består av en kombination av dokumentstudier och semistrukturerade kvalitativa intervjuer som genomförts med upphandlare, miljöstrateger, kollektivtrafikstrateger, politiker och representanter från privata transportoperatörer.Det övergripande syftet är att öka förståelsen för utmaningarna med grön offentlig upphandling och hur dessa bemötts i några utvalda fall. Även om det råder skillnader i de olika orternas och regionernas politiska, geografiska och infrastrukturella förutsättningar samt i sättet på vilket kraven i upphandling utformats som följd av detta, så har studien kunnat peka på några generella policyimplikationer som rör lagstiftning och reglering, kostnader, politiska mål och samverkan mellan aktörer. Resultaten från projektet bidrar därmed till kunskapen om hur användningen av offentlig upphandling kan förbättras och utvecklas.

Samhällsekonomiska analyser är ett viktigt underlag för beslut i infrastruktur- och transportplaneringen. En av de effekter som värderas i samhällsekonomiska analyser är klimateffekter och för detta krävs att man gör en bedömning av koldioxidvärdet, det vill säga, kostnaden för koldioxidutsläpp, vilket anges i kr/kg CO2. Dock finns det olika sätt att värdera koldioxid och det finns ingen konsensus om vilket koldioxidvärde som är det rätta. Inom svensk statlig transport- och infrastrukturplanering används idag ett koldioxidvärde på 1,14 kr/kg CO2, vilket baseras på koldioxidskatten för fossila drivmedel. Koldioxidvärdet har tagits fram av Trafikverket genom arbetsgruppen ASEK, som har till uppgift att rekommendera kalkylvärden och analysmetoder för samhällsekonomiska analyser i transportsektorn. Det finns en pågående diskussion om koldioxidvärdering utifrån ett nationalekonomiskt perspektiv där det bland annat diskuteras huruvida det är rimligt att utgå från koldioxidskatten för att komma fram till kalkylvärdet för koldioxid.Frågan om koldioxidvärdering och användningen av samhällsekonomiska analyser för att beakta klimateffekter behöver dock belysas ur ett bredare perspektiv än det strikt ekonomiska. Syftet med denna rapport har varit att analysera hur användningen av koldioxidvärdering som beslutsunderlag kan förstås utifrån ett statsvetenskapligt perspektiv, samt om och hur den kan bidra till en effektiv klimatpolitik. För att nå detta syfte analyseras i rapporten fem frågeställningar:1. I vilken mån kan nuvarande koldioxidvärdering av ASEK, som utgår från koldioxidskatten, ses som ett uttryck för den svenska politikens värdering av kostnaden för koldioxidutsläpp?2. I vilken mån kan den långsiktiga karaktären hos klimatproblemet utgöra grund för en annorlunda värdering av koldioxid än den ASEK använder?3. Hur kan koldioxidvärderingen i Sverige förstås i ett internationellt perspektiv?4. I vilken utsträckning påverkar nuvarande val av koldioxidvärde möjligheten till styrning mot låga växthusgasutsläpp i transportsektorn?5. Hur kan den långsiktiga effekten som koldioxidutsläpp har på klimatet och samhället beaktas på ett annat sätt än i dag vid infrastruktur- och transportplanering?Nedan ges en sammanfattning av rapportens resultat och slutsatser baserat på de fem frågeställningarna.1. I vilken mån kan nuvarande koldioxidvärdering av ASEK, som utgår från koldioxidskatten, ses som ett uttryck för den svenska politikens värdering av kostnaden för koldioxidutsläpp?En genomgång av tre statliga utredningar kring koldioxidskatten visar att koldioxidskatten inte på ett entydigt sätt kan ses som ett uttryck för den svenska politikens värdering av kostnaden för koldioxidutsläpp (kapitel 3 i rapporten). För det första visas att nivån på koldioxidskatten sätts i relation till de konkreta klimatmålen på kort och medellång sikt, i syfte att bidra till att uppnå dessa. För det andra så sätts koldioxidskatten inte i relation till kostnaden för skadorna för koldioxid även om det noteras att det i princip är det som bör eftersträvas med miljöskatter. För det tredje visas att beslutsfattarna inte ser koldioxidskatten som det enda styrmedlet för att nå målen om utsläppsminskningar utan koldioxidskatten ses som en del av ett större styrmedelspaket. För det fjärde finns det andra hänsyn som påverkar nivån på koldioxidskatten. Industrins internationella konkurrenskraft är den viktigaste hänsynen men även fördelningseffekter och aktörernas beredskap och möjligheter att göra förändringar vägs in. För det femte finns det med största sannolikhet andra faktorer som påverkar nivån på koldioxidskatten som inte fångas upp genom en analys av offentliga utredningar, såsom en bedömning av acceptansen för skatter och påtryckningar från olika intressegrupper.Den huvudsakliga förtjänsten med det koldioxidvärde (baserat på koldioxidskatten) som rekommenderas av ASEK är att det ger möjlighet till en konsistent värdering av kostnaderna för koldioxidutsläpp för olika beslutssituationer. Däremot går det inte självklart att hävda att den ger ett korrekt uttryck för politikens bedömning av kostnaderna för koldioxidutsläpp eller värdet av att minska dessa utsläpp. Eftersom det ofta saknas full konsistens i den politiska beslutskedjan mål-styrmedel-åtgärder kan man få olika resultat beroende på vilken del av denna kedja man tar avstamp i. Därför går det inte att fastställa en specifik nivå som det ”korrekta” uttrycket för politiska värderingar av koldioxidutsläpp.2. I vilken mån kan den långsiktiga karaktären hos klimatproblemet utgöra grund för en annorlunda värdering av koldioxid än den ASEK använder?I rapporten (kapitel 4) diskuteras att den långsiktiga karaktären på klimatproblemet mycket väl kan innebära en annorlunda, och kanske högre, värdering av koldioxid än den som ASEK utgår från. Dock är det behäftat med stora osäkerheter och oenighet för att göra en rimlig värdering av koldioxid som fångar alla möjliga effekter och kostnader. Studier som har gjorts enligt skadekostnadsansatsen visar på koldioxidvärden från 0,10 till 9 kr/kg CO2. Detta osäkerhetsintervall är både en följd av vetenskapliga osäkerheter kring konsekvenserna av klimatförändringarna, och ett resultat av olika värdering av risk och fördelningseffekter inom och mellan generationer, vilket får en stor effekt på slutresultatet. Det är därför mycket svårt att använda skadekostnadsansatsen för att få fram ett koldioxidvärde att använda i samhällsekonomiska analyser i den svenska transportsektorn. Även beräkningar av åtgärdskostnader utifrån långsiktiga klimatmål har metodproblem såsom känslighet för antaganden om framtida teknisk utveckling och tillgång på olika energikällor, och den diskrepans som kan finnas mellan skattade åtgärdskostnader och nödvändiga styrmedelsnivåer för att få åtgärder att genomföras. Rapportens slutsats är sålunda att ovanstående metoder för att fastställa koldioxidvärdet (skadekostnadsansatsen och åtgärdskostnadsansatsen baserat på långsiktiga klimatmål) är förenade med metodologiska problem och osäkerheter som gör att de i praktiken är svåra att använda. 3. Hur kan koldioxidvärderingen i Sverige förstås i ett internationellt perspektiv?Den politiska värderingen av koldioxid i Sverige, i form av koldioxidskatten, är hög i ett internationellt perspektiv. Frågan som diskuteras i rapporten (kapitel 5) är om det är rimligt att utgå från den högre svenska koldioxidvärderingen för samhällsekonomiska analyser med tanke på att klimatfrågan är global och den internationella värderingen av koldioxid är betydligt lägre. Först diskuteras den svenska koldioxidskattens nivå i ett internationellt perspektiv. Huruvida skatten är på en rimlig nivå kan i grund och botten inte skiljas från frågan om Sverige ska ha en mer ambitiös klimatpolitik än andra länder. Denna senare fråga är starkt relaterad till värderingar och politiska prioriteringar. I rapporten diskuteras inte frågan huruvida Sverige bör gå före i klimatpolitiken eller inte. Däremot är ambitionen att fördjupa diskussionen om Sveriges klimatpolitik i ett internationellt sammanhang. I rapporten visas att de svenska klimatpolitiska målen är ambitiösa i ett EU-perspektiv men att de inte sticker ut, utan ligger i paritet med flera andra länder i vår närhet. Att den svenska koldioxidskatten är hög i ett internationellt perspektiv vilket kan delvis ses som ett uttryck för högre klimatpolitiska ambitioner. Men det har även har andra förklaringar, såsom att man använder sig av miljöskatter i högre utsträckning i Sverige, medan man använder andra styrmedel i andra länder. Hur skatten på energi fördelas mellan koldioxidskatt och energiskatt skiljer sig också kraftigt mellan olika länder vilket gör att nivåerna är svåra att jämföra. Utifrån ett konsistensperspektiv bedöms att det för närvarande är mer rimligt att utgå från den svenska koldioxidskatten som grund för värdering av koldioxid i transportsektorn än att utgå från ett internationellt koldioxidpris som t.ex. priset på utsläppsrätter i EU ETS, eftersom det är koldioxidskatten som större delen av den svenska transportsektorns aktörer möter i andra beslutssituationer. Den har också en närmare koppling till existerande svenska klimatmål. 4. I vilken utsträckning påverkar nuvarande val av koldioxidvärde möjligheten till styrning mot låga växthusgasutsläpp i transportsektorn?Slutsatsen för denna frågeställning (kapitel 6), som bygger på erfarenhet från tidigare studier, är att för transport- och infrastrukturprojekt i allmänhet och för vägprojekt i synnerhet så utgör kostnaden för koldioxidutsläpp endast en liten del av de totala kostnader och nyttor som ingår i den samhällsekonomiska analysen. Vidare så leder förändringar i koldioxidvärdet inte till några större förändringar i resultaten av den samhällsekonomiska analysen eller i lönsamhetskalkylen för projekten. För att mer tydligt styra mot låga växthusgasutsläpp i transportsektorn behöver koldioxidvärderingen sålunda kompletteras med andra metoder i infrastruktur- och transportplaneringen.5. Hur kan den långsiktiga effekten som koldioxidutsläpp har på klimatet och samhället beaktas på ett annat sätt än i dag vid infrastruktur- och transportplanering?I rapporten (kapitel 7) presenteras två möjliga alternativa tillvägagångssätt för att ge klimathänsyn ökad tyngd i infrastruktur- och transportplanering. För det första diskuteras möjligheten att utgå från klimatscenarier, med lägre förväntad transportutveckling på väg, som en grund för den samhällsekonomiska analysen i infrastrukturplaneringen. En tidigare genomgång från Trafikverket visar att detta ger har stor inverkan på den samhällsekonomiska lönsamheten för vägprojekt. Användning av klimatscenariot ingår redan som en känslighetsanalys för större investeringar men dess användning skulle kunna förstärkas ytterligare. För det andra diskuteras möjligheten att öka betydelsen av den transportpolitiska målanalysen i Trafikverkets samlade effektbedömning, och då särskilt men avseende på miljö- och klimateffekter. Båda dessa tillvägagångssätt är intressanta alternativ till den analysmetod som dominerar idag.

Rapporten presenterar en kartläggning av satsningar på elbuss i svenska och europeiska städer. Genomgången visar på stor bredd för elbussprojekten i Sverige och Europa. Det finns dock vissa gemensamma nämnare. Kommuner och regioner är den aktör som är mest aktiv och främst driver fram elbussprojekten. Ett stort antal busstillverkare är med och levererar elbussar, medan bussoperatörer inte är lika aktiva. Elbussatsningar sker ofta utanför det vanliga upphandlingsförfarandet och kommun eller regioner tar vanligtvis på sig den extra finansiella risken. Det finns två olika typer av elbussprojekt: utvecklings- och demonstrationsprojekt och satsningar på elbussar som ingår i den normala verksamheten. Helektriska bussar är vanligare än laddhybrider. I Sverige är den vanligaste lösningen att ladda i depå. I Europa finns större bredd vad gäller laddningslösningar.

We propose a simple unified analytical model to analyze the IEEE 802.11 DCF infrastructure BSS performance in terms of MAC delay, PLR, and throughput efficiency under non-homogeneous and non-saturation conditions. Our model accounts for: (i) asymmetric traffic load between an AP and its associated STAs of an infrastructure BSS; (ii) transition from the non-saturation to saturation mode (and vice-versa) from an AP perspective; (iii) heterogeneous traffic flows between STAs; and (iv) heterogeneous wireless channel conditions between BSSs of a multi-AP hotspot scenario, all in a single unifying framework. More specifically, we integrate a Markov chain model in conjunction with a finite queueing model to analyze the QoS performance of DCF infrastructure BSS, which will be useful for capacity analysis and the design of network control mechanisms. Extensive analyses and simulations have unveiled that the improper modeling or ignorant of backoff freezing for an infrastructure BSS will result in overly conservative bounds which will lead to low network utilization when deployed as admission control, particularly, in heavy load scenarios.

28. The role of institutional innovations in the transition to low-carbon futures

Deep cuts in carbon emissions to avoid dangerous climatic change will require fundamental transformations of the energy and transport systems. This is an enormous challenge for society and the political system. In order to tackle this challenge, we argue that it will be necessary to develop new institutions and institutional practices that address and give priority to long-term climate policy objectives. In this paper we focus on three institutional innovations in the field of climate governance and energy system transformations that are guided by such visions. Institutional reforms at the national level in three arguably progressive cases (the Netherlands, the UK and Sweden) are studied concerning their relevance for governing transitions towards low-carbon societies. The study asks: What views on how to bring about low-carbon transitions guide the activities of the institution? What is the role of new institutions in processes of change and what institutional practices have developed so far? The cases provide examples of ways to enhance reflexivity and how a new political agenda for low-carbon futures and strategies for instigating processes of change can be institutionalized. However, when contrasted against contemporary green political thought, they seem to be bound by liberal conceptions of greening the welfare state rather than post-liberal ecologist ideals on radical green transformations. Our analysis also shows that in practice, the institutions examined tend to favor technological transitions over behavioral change and to be reliant on hierarchical authority and traditional patterns of steering to a greater extent than intended.

The objective of this paper is to make a comparative analysis of the implementation of five public policy instruments directed to the industry sector, which have in common the aim to promote an increased energy efficiency. The empirical material for the paper comes from ex-post evaluations of the policy instruments carried out within the EU-project AID-EE (Active Implementation of the European Directive on Energy Efficiency). All five instruments where implemented in countries from the north of Europe (Finland, Norway, Denmark, Germany and the Netherlands), which facilitates a comparison since administrational cultures and market conditions are fairly similar. The focus of the paper is to discuss and compare some key factors that contributed to success or failure in the implementation of the five policy instruments. It is argued that there are some important explanatory factors that all, or most, of the policy instruments have in common. Three such factors are analysed: stakeholder involvement in design and implementation, flexibility in the implementation phase, and the integration of policy instruments.

Renewable energy will play an important role in the transition to a sustainable energy system. With an increased maturity of renewable energy technologies, issues concerning implementation are becoming more important. The decisions and actions of municipalities and other local actors have a significant influence on the implementation of renewable energy. In this thesis challenges to implementation at the local level in Sweden are analysed for two types of renewable energy technologies: biogas and wind power. The thesis is based on six case studies where written documents and semi-structured qualitative interviews have been the main sources of material. Two research themes are explored. In the first theme the planning and management of locally based renewable energy projects is studied. It is shown that project planning, concerning biogas projects in particular, can be complex and that the conditions of planning can vary considerably between projects. The results indicate that different planning approaches are appropriate for different projects and flexibility is identified as a key aspect of project planning. The second theme deals with conflicts related to the siting of renewable energy facilities, and how these are handled in land-use planning through citizen participation. It is shown that there are both differences and similarities when comparing traditional siting conflicts with those concerning renewable energy facilities. Different theoretical perspectives on siting conflicts and citizen participation are discussed, which have different, and sometimes opposing views, of the goals of participation. It is argued that the expectations of what can be achieved by citizen participation in the handling of siting conflicts must be realistic. More specifically, the results of the case studies show that public consultation, which is the dominating form of citizen participation in Sweden, has some important limitations that must be acknowledged.

In the essay an analysis is made of which democratic perspective is prevailing in municipal land-use planning in Sweden, with a particular focus on the aspects of citizen participation and influence. The analysis covers both the intentions that are conveyed in legislation and its preparatory studies, and experience of how it looks like in actual planning. As a basis of the discussion a description is given of three different sets of models of democracy; liberal, participatory and deliberative. In the essay we describe how the present Planning and Building Act has clear ambitions of participatory democracy, giving citizen possibilities for an early and continuous participation in the planning process. There are also some deliberative ambitions since the comprehensive planning opens up to a more unbiased discussion about the design of the physical environment. However, there still remain clear limits on citizen influence. Firstly, there has never been any aim to introduce elements of direct democracy in land-use planning and decision making is still firmly situated within the framework of representative democracy. Secondly, the law gives municipalities the option to, in some cases, use a simplified planning process which significantly reduces citizen participation. While the legislation contains characteristics of participatory democracy there are clear shortcomings in actual land-use planning, since citizen participation is unevenly distributed and since the possibilities of influence through the formal consultation process is limited. The actual planning process shows more similarities to the liberal elite-democratic and pluralistic models of democracy, due to the fact that the formal process is often subordinate to informal negotiations between the local government and private construction companies. Also the citizens use informal channels to exert influence. Another example of the pluralistic feature is that the planning process for the detailed development plan reduces the role of citizens to solely defending their own self interests. The local authority is instead given the role to function as a neutral judge deciding between different public and private interests. The dependence on private investments, however, means that the objectiveness of local authorities can sometimes be questioned. To conclude, what we can see is a clear gap between rhetoric, legislation and practice when it comes to the possibilities of citizens to influence land-use planning as well as the actual building process.

Today there are climate policy targets within the EU and Sweden about limiting global warming and drastically reducing greenhouse gas emissions. In order to stay within the goal of a global warming of less than 2 ºC, the industrialised countries should decrease their emissions by 80-95 % in 2050, and bring them down to zero in the longer run. Scenario studies indicate that this is possible to achieve and the main technological alternatives are known. But rapid technical development and large behavioural changes do not happen by themselves and the transition to a low-carbon society is principally a political challenge which demands new ways of thinking about societal steering and governance. In this report a broad group of researchers from different scientific disciplines, who are active within the research programme LETS 2050, analyse the role of governance for a low-carbon transition. Important governance challenges and policy choices in a variety of sectors are discussed. The overarching question is: How can a low-carbon transition be governed effectively in ways that are acceptable for different actors and interests and for society at large? In the report we relate to existing Swedish scenario studies which have identified how Sweden can reduce its greenhouse gas emissions. In nine chapters the associated governance challenges are studied for different sectors and technologies. The topics that are studied are bioenergy, wind power, energy efficient houses, decarbonisation of industry, freight transport, future energy carriers in the transport sector, planning for reduced transport and the emergence of climate reflective citizens. The time horizon of the report is 2050 and beyond which means that we analyse political choices for a long term low-carbon transition. At the same time we focus on the path to get there, and on what needs to be done here and now in order to move society in the direction of the long-term goal. Governing a low-carbon transition will require thoroughgoing policy changes at different levels. In this report the need for changes are analysed at (i) the policy level (policy instruments, measures, resources), (ii) the institutional level (legislation, organisational structures) and (iii) the paradigm level (basic norms, discourses, values). In the different chapters, specific recommendations are made regarding the need for change and the policy choices that have to be made. At the policy level a recurring theme is that general policy instruments to increase the price of carbon, through e.g. carbon taxes or emission trading (e.g. EU ETS), should be a main strategy in a transition to a low-carbon society. These policy instruments increase the attractiveness of lowcarbon technologies and behaviour, while they remain neutral in the sense that they do not dictate exactly what technology or measure that should be used. However, general policy instruments do not provide the whole solution and, for different reasons, they need to be complemented by other instruments and measures. For successful and long-term climate governance there is a need to improve the development and deployment of so called “second best” policy strategies and instruments. In the report a number of specific policy instruments that would be relevant today are discussed. For bioenergy and off-shore wind power, policy instruments to support research, demonstration and introduction of new technologies, need to be considered. For energy efficient buildings, a combination of stricter regulation and initiatives to foster voluntary co-operation and technology diffusion would be an important complement to economic incentives. Strategic public investment in infrastructure is a particularly important measure to push the transport sector in the direction of a transition. Complementary policy instruments can also be needed to handle the effects of a more ambitious climate policy and here bioenergy serves as an example. An increased use of the bioenergy resource will lead to potential conflicts with other uses (wood, food production) as well as other environmental goals (biodiversity, sustainable forests). For this reason there is a need for a continuous development of policy instruments and regulations to avoid the negative consequences of an increased bioenergy use. This report shows that while new, purposeful policy instruments certainly are necessary, they are not sufficient to promote and support a low-carbon transition. In many areas there is also need for institutional changes and reforms, e.g. changes in legislation and norm systems or adjustments in how society is organised. The lack of environmental competence and knowledge among the actors in the building sector is identified as an important impediment to more energy efficient buildings. Energy efficient solutions are seldom prioritised when new buildings are planned and old buildings are renovated, and a major educational reform that covers all relevant actors would therefore be an important measure. The large need for technological development also calls for institutional change, which is discussed in the chapters on basic industry and on new energy carriers in the transport sector. Two questions are critical. First, technological development and innovation are international, or even global, processes and it is not easy to decide which role Sweden can and should play. Second, there are major uncertainties as to which technologies will be successful, and some investments may therefore lead to poor results. This puts requirements on flexible governance arrangements which have the capacity to support promising technologies, but also to change or remove support when it is no longer motivated. Technological support is necessary in all phases of the innovation process, not only in basic research but also in diffusion and commercialisation. In another chapter institutional measures that might strengthen the capacity to reduce transport demand through urban and regional planning are discussed, for instance an increased integration of transport and land-use planning and new types of network and knowledge building. The basic goal would be reforms that reward planning measures that contribute to increased sustainability of transport. Stricter regulation and economic incentives to more sustainable plans are two possible measures. The third level in the framework is also the most evasive, but nevertheless central in order to understand the preconditions for political decisions and policy choices. Here we are dealing with the need for changes in policy paradigms, or basic perspectives and values, which are necessary to make policy- and institutional reforms possible in the first place. The importance of paradigms is particularly visible in the transport sector. Simply put, there are two main strategies to reduce the emissions of the transport sector. One is to develop new technology and make existing technology more efficient. The other is to reduce transport volumes and increase modal shift to low carbon transport modes. The most robust option would be to combine the two strategies and both develop new technology and at the same time find ways to break the trend of increasing transport volumes. In the analysis of transport and urban planning it is recognized that the transport policy goals state that accessibility, and not mobility, should be the guiding principle. While this opens up the possibility to plan for decreased transport demand, planning practice at all levels continues to be dominated by a mobility paradigm, when e.g. new residential areas are planned. In two of the chapters in the book, an analysis is made of how an accessibility paradigm could be strengthened by an active urban and regional planning, and by the emergence of an increased climate reflection among citizens which over time might transcend from being something marginal to become an established norm. In the conclusions of the report five key issues are highlighted, critically important to reflect upon in order to develop effective governance of the transition to a low-carbon society. First, the state needs to show stronger leadership and the on-going process on a Swedish low-carbon roadmap could be a step in that direction. One of the most important tasks for the state is to provide direction and establish a political vision that societal actors can agree upon. This needs to be backed up by policy measures to steer and organise the implementation and to generate credibility and create legitimacy for the long-term transition. There is a long tradition of policy instruments and measures to fall back upon, which have made Sweden a pioneer in climate policy. But for the coming transition challenge, more is needed. One area, in which the state could become more active, is in its support to the development of new technology, both through R&D, diffusion policies and investments in supporting infrastructure. Another measure is to upgrade the role of planning as a steering mechanism for the transition. Second, it is important to bear in mind that Sweden is dependent on the outside world for an effective climate policy, not the least in relation to the EU. The dependence is however not the same in all sectors. For wind power, bioenergy and energy efficiency in buildings, Sweden can to a large extent decide over its own development. Here, the challenges are rather to put the right policy instruments in place, to co-ordinate and give incentives to key actors, and to make necessary changes in legislation and planning systems. In other areas, such as the basic industry and transport, the international dependence is higher, due to global trends, international competitiveness and technical development. Still there are many things that can be done domestically to facilitate and prepare for a transition. For industry it is e.g. important to develop visions and strategies for how emissions can be reduced while maintaining international competitiveness. Third, cities and municipalities should be acknowledged as important actors for a low-carbon transition. The municipal self-governance, not the least through the planning monopoly, gives municipalities great possibilities to shape local climate politics. There are many positive examples of municipalities with ambitious climate goals who implement measures beyond the expectations of the state. It is imperative that such initiatives are encouraged and supported. Municipalities can however play different roles and in areas such as wind power, land use planning and traffic planning there is a tendency that municipal decisions obstruct the transition process. It is therefore necessary to initiate a broad debate on whether the planning system is well attuned to handle the climate challenge and how incentives for a more progressive municipal planning can be enhanced. Another question is whether the planning monopoly can and should be reformed so that maintained local self-governance can be combined with an increased possibility for the state to put requirements on municipalities. Fourth, we discuss the role of cost effectiveness as an important criteria in climate policy, e.g. in the government assigned work on a Swedish road map carried out by the Swedish Environmental Protection Agency. Even though cost effectiveness is important there are reasons to broaden the view on its role in a situation with long-term and complex processes of change. We are dealing with a goal that implies a phasing out of greenhouse gas emissions by 2050 and beyond. To achieve this, emission reductions are necessary in all sectors, and in most cases change has to start today, due to inertia in technical, legislative and norm systems. From this perspective the question of cost effectiveness becomes less certain to resolve. Another issue concerns technical development which is addressed in several chapters in the report. How can cost effectiveness be assessed for investments in technical systems with large potential but whose breakthrough will come in maybe 10-20 years from now? For successful technical development it is not enough with R&D but an active politics of innovation and technology is also necessary. The analysis of cost effectiveness also has to be weighed against what is politically feasible. Theoretical models often deem carbon taxes, or similar instrument, to be the most cost effective. However, since it can be difficult to find political acceptance for sufficiently high carbon taxes, it might be politically motivated to try other policy options and instruments. Finally, there is an urge to start the transition already today since these are slow processes. There is also a window of opportunity to make significant investments in technology and infrastructure in the coming decade or so. In times of economic recession it can be difficult to have a long term perspective and be visionary, particularly regarding questions directly related to the economy and welfare. But it is precisely in this situation that it can be valuable to think and act visionary. In one chapter of the report the importance of economic cycles in climate policy is discussed. It is likely that the present recession will be succeeded by a growth phase characterised by entrepreneurial activity, increased wealth and rapid technical development. For the climate it is imperative that this growth phase is driven by technologies that stimulate a transition instead of increasing the carbon intensity of consumption and the economy as a whole. There is a window of opportunity to change directions through investments in infrastructure and socio-technical system change. It requires policy packages and legislative reform which creates incentives for change and contributes to establishing a transition mind set, so that we are better prepared for the low-carbon transition ahead of us. The policy choices and strategies for change that we have identified in this report, point to a new way of looking at the role of governance in climate politics. We can already discern the emergence of a new narrative on climate politics and the transition to a low-carbon society. Against the backdrop of faltering international climate negotiations, visions of a low-carbon development are becoming more attractive. If such a transition storyline contributes to viewing the climate challenge not only as a necessity, but also as an opportunity for increased welfare, much is won. In this report we have analysed some aspects of the role of governance in such a transition, something that needs to be explored further.
