SUMMARYInnovation platforms are fast becoming part of the mantra of agricultural research for development projects and programmes. Their basic tenet is that stakeholders depend on one another to achieve agricultural development outcomes, and hence need a space where they can learn, negotiate and coordinate to overcome challenges and capture opportunities through a facilitated innovation process. Although much has been written on how to implement and facilitate innovation platforms efficiently, few studies supportex-anteappraisal of when and for what purpose innovation platforms provide an appropriate mechanism for achieving development outcomes, and what kinds of human and financial resource investments and enabling environments are required. Without these insights, innovation platforms run the risk of being promoted as a panacea for all problems in the agricultural sector. This study makes clear that not all constraints will require innovation platforms and, if there is a simpler and cheaper alternative, that should be considered first. Based on the review of critical design principles and plausible outcomes of innovation platforms, this study provides a decision support tool for research, development and funding agencies that can enhance more critical thinking about the purposes and conditions under which innovation platforms can contribute to achieving agricultural development outcomes.

Phosphorus (P) deficiency is a major biophysical limitation to rice grain yields in sub-Saharan Africa, and low-cost P management strategies are needed by smallholder farmers to reverse soil fertility decline. On-station field and pot experiments were combined with on-farm testing to evaluate the effect of P micro-dose placement in dry-seeded, dibbled rice on emergence, early vigour and grain yield. Placing a micro-dose of 3–6 kg P ha−1 in the planting hole consistently increased early vigour and grain yield of both a P-efficient and less P-efficient rice genotype. An agronomic efficiency of P fertilizer (AEP) of 356–817 kg grains kg−1 P was achieved with a micro-dose of 3 kg P ha−1. A negative effect on emergence by placing a P micro-dose in the planting hole observed in one experiment was compensated by a higher grain weight per hill. In other experiments, no negative effect on plant emergence under both well-watered and water-stressed conditions and with different P sources was observed even when fertilizers were mixed with seeds. A micro-dose of 20–30 kg of DAP ha−1 placed in the planting hole resulted in an average net increase in profit of $91 to $136 ha−1 and benefit:cost ratio of 3–12 in on-farm experiments. Farmers’ appreciation of the technology was positive but lack of credit, availability of appropriate fertilizers in local agrodealers and increased labour requirements were identified as potential constraints for adoption. P micro-dose placement in the planting hole can be used as an entry point towards sustainable intensification in dry-seeded, dibbled rice systems in SSA, provided it is accompanied by institutional support and mechanization options to increase its adoption potential.

The international agricultural research centers known as CGIAR have played an important role with regard to global food security. Yet, their mandate remains debated: Should they concentrate on producing global public goods, for which they arguably have a comparative advantage, or should they engage in “downstream” activities of the research-development continuum and promote technology adoption on the ground, so as to increase their impact? This paper contributes to resolving this debate by developing a new conceptual framework, which is based on transaction costs economics and makes it possible to identify a range of factors that determine the comparative advantage of international versus national organizations. The different transactions involved in the development and uptake of products from international agricultural research are illustrated by an empirical case study of the legume improvement program of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). Data collection involved a participatory mapping technique (Net-Map) as well as key informant interviews. The paper draws attention to the governance problems involved in downstream activities, which influence the comparative advantage of international versus national organizations in the research-development continuum. Policy implications are derived for the ongoing reform of the CGIAR and for future research on this topic.

However, research and development funding and implementation agencies need to think critically about when, how, and in what form innovation platforms can contribute meaningfully to agricultural development outcomes. As the implementation of innovation platforms can consume significant human and financial resources, research and development donors will require evidence on their results and impact. This requires investments in structured Monitoring Evaluation and Learning, which is missing in many innovation platform initiatives. To reach target populations beyond the original scope of the platform and to enable scaling, innovation platforms should be firmly embedded in existing agricultural innovation and extension systems. Furthermore, the innovation platform approach must be complemented by other interventions that - together - aim at facilitating structural and wide-spread changes and impact towards sustainable food security.

Invasive species such as Ambrosia (an annual weed) pose a biosecurity risk whose management depends on the knowledge, attitudes and practices of many stakeholders. It can therefore be considered a complex policy and risk governance problem. Complex policy problems are characterised by high uncertainty, multiple dimensions, interactions across different spatial and policy levels, and the involvement of a multitude of actors and organisations. This paper provides a conceptual framework for analysing the multi-level and multi-actor dimensions of Ambrosia management. Potential and existing public, private and public–private management strategies are identified to address the interests and needs of different actor groups across different levels. We conclude that policies that promote a mix of public and private Ambrosia management strategies may respond better to the needs and interests of different actor groups across different levels than a one-size-fits-all approach. However, multiple policy strategies need to be aligned in order to lead to synergies and spreading coherent messages to the public. Collaboration may enhance the likelihood of biosecurity management and risk governance of Ambrosia being adequately implemented and enforced.

This paper examines the relationship between local institutions and adaptation to climate variability in four semi-arid villages in India. Based on a qualitative survey, it draws attention to the constraints that farming households face, the role of institutions, and the implications for their capacities to adapt. Using an institutional framework, the study examines the role of local institutions in facilitating community adaptation to perceived climate variability. It was found that at the institutional and community level farmers rely on government schemes that provide social safety nets and the private sector such as moneylenders as sources of adaptation options regarding access to credit. Serious constraints emerged, however, in terms of adaptation to what may be a more challenging future. These constraints were further explored by means of grounded theory. The lack of collective feeling and action has hindered bargaining for better market prices and the development of alternate livelihood options. The need for better financial inclusion and access to more formal systems of finance is necessary to increase the overall adaptive capacity of households. During crisis situations or climatic shocks, the absence of these systems means the sale of household assets and resources especially among small and landless groups of farmers. Overall, rural households perceive that public, civic, and private institutions play a significant role in shielding them against the adverse effects of climate variability. The perceived importance of different institutions is, however, different across different categories of farmers, women, and labourers.

In Benin, rice plays a major role in the food security of the poorest rural and urban populations. However, the rice value chains have failed to achieve their potential because of some systemic constraints. In recent years, innovation platforms (IPs) have received increasing focus as mechanisms for strengthening the interaction between the stakeholders in the rice value chains. Nevertheless, the issues of information asymmetry and power between stakeholders with often divergent interests suppress the expected effects of the implementation of IP approach. This article used thematic content analysis to assess the influence of IPs on the governance of the parboiled rice value chain. The findings reveal that local rice value chains are characterized by unequal access to resources and asymmetry of power, which generates inequalities within groups. Although their influence is less discernible, IPs have contributed to greater visibility for some emerging stakeholders and rebalanced stakeholders in terms of influence in value chains. Moreover, the perverse effects of financial and human resources management limit the impact of improvement actions in various value chains. Therefore, the development model of value chains may be oriented toward the “business idea approach” instead of the “project approach”.
