Several different heavy vehicle combinations are allowed on the Swedish road network. A commonly seen combination is the tractor and semi-trailer combination with a maximum total length of 16.5 meters. The legal limitation on the total length of the combination has led to the use of a short tractor to make space for more goods on the trailer. There is a concern that the shortness of the tractors will have a negative consequence on traffic safety and the ability to negotiate uphills. The short wheelbase of the tractor and the weight imbalance between the tractor and the semitrailer could be an issue when braking and negotiating turns. This study was ordered by the Swedish Transport Agency to investigate the traffic safety aspects and hill-climbing problems of certain heavy vehicle combinations. The concerns raised should be investigated from a vehicle dynamical point of view for the vehicle combinations in question and compare them with other common vehicle combinations through a simulation study. A set of tractor and semitrailer combinations have been simulated in severe conditions and maneuvers to investigate the vehicle response and its dependencies with respect to the wheelbase of the tractor, coupling length, fifth wheel lubrication, and road surface conditions. Whenever meaningful, a comparison was made with a Nordic combination (truck and full trailer) as well as a B-double combination (tractor, link trailer, and trailer). The overall result of the simulation study is that the tractor and semitrailer combination is a stable combination, which outperforms the longer and heavier Nordic and B-double combinations in all the measured situations and maneuvers where comparison is meaningful. Furthermore, the wheelbase of the tractor seems to have a very minor effect on the performance of the vehicle combinations. Flera olika typer av tunga fordonskombinationer är tillåtna på det svenska vägnätet. En vanlig kombination är dragbil och påhängsvagn med en total längd på 16,5 meter. Den lagliga begränsningen av kombinationens totala längd har lett till att en kort dragbil används för att ge plats för mer gods på släpvagnen. Det finns en oro för att dragbilens korthet kan få en negativ konsekvens för trafiksäkerheten och förmågan att klara backar. Dragbilens korta hjulbas och obalansen i vikt mellan dragbilen och påhängsvagnen skulle kunna utgöra ett problem när du bromsar och svänger. Denna studie är beställd av Transportstyrelsen för att undersöka trafiksäkerhetsaspekterna och problem med backstigning för vissa tunga fordonskombinationer. Den oro som beskrivs undersöks ur ett fordonsdynamiskt perspektiv för de aktuella fordonskombinationerna och jämförs med andra vanliga fordonskombinationer genom en simuleringsstudie. En uppsättning kombinationer av dragbilar och påhängsvagnar har simulerats under extrema förhållanden och manövrar för att undersöka fordonets svar och dess beroenden på dragbilens axelavstånd, kopplingslängd, femte hjulsmörjning och vägytans förhållanden. Där det är meningsfullt gjordes en jämförelse med en nordisk kombination (lastbil och full släpvagn) samt med en B-dubbelkombination (dragbil, länkvagn och påhängsvagn). Det samlade resultatet av simuleringsstudien är att kombinationen av dragbil och påhängsvagn är en stabil kombination, som överträffar de längre och tyngre kombinationer av nordiska och B-dubblar i alla uppmätta situationer och manövrar där jämförelsen är meningsfull. Dragbilens hjulbas och kopplingsavstånd verkar dessutom ha en mycket liten effekt på fordonskombinationernas prestanda.

Reducing the rolling resistance for future vehicle designs creates a possibility to reduce the fuel consumption and make the future vehicles more economical and ecological. For electric vehicles it is also an enabler to increase their driving range per charge. When optimising for reduced rolling resistance, contradictory requirements such as force generation for maintaining safety and performance need to be considered. Furthermore, it is important to include both the effects of road surface and vehicle, to avoid sub-optimisation regarding only the tyres. A cross-functional conflict on the component level is well known, in form of energy consumption versus wet grip (traffic safety). On the system level, different wheel settings to optimise energy consumption conflicts with vehicle dynamical properties related to traffic safety, such as stability or steer response. The long term vision of the work presented is to create tools for more energy efficient vehicles by reducing the rolling resistance during driving. The first part is to establish a credible measurement method for rolling resistance on road under controlled conditions (lab environment). Today’s existing measurement methods on rolling resistance under laboratory conditions commonly utilise a rotating drum, whose curved surface affects the results. Therefore, rolling resistance influence of vehicle settings such as camber or toe angles is difficult to assess using standard methods, and there is a need for measurements using a more realistic contact patch, which would need a flat surface. The existing unique tyre testing facility at the Swedish National Road and Transport Research Institute, VTI, is used as a base for developing the new rolling resistance set-up. The tyre test facility is today used to determine tyre characteristics such as brake and steering forces. The method to measure rolling resistance with this equipment under highly controlled conditions is under development, and some preliminary results are presented. QC 20220408

Syftet med denna rapport är att ge Transportstyrelsen underlag och rekommendationer för beslut på krav av tillräckligt väggrepp och friktion. I och med Transportstyrelsens utökade bemyndigande att föreskriva om tekniska egenskapskrav för vägar och gator behövs ett uppdaterat underlag om läget. Kravet ska gälla för nya vägar, det vill säga vid trafikpåsläpp. I vägar inbegrips alla belagda vägar inklusive gång- och cykelvägar. Även vägar som inte är statligt kontrollerade ingår, till exempel kommunala vägar. I rapporten redovisas en sammanfattning av befintliga underlag för gällande krav och gränsvärden, historisk tillbakablick, omvärldsbevakning och faktorer att ta hänsyn till samt rekommendationer för mätmetod, mått och gränsvärden med hänsyn till konsekvenser och genomförbarhet. Man kan konstatera att det ofta saknas evidensbaserat underlag för gällande regler och gränsvärden. Däckvägfriktion är en komplicerad egenskap som är svår att mäta då den beror på så många faktorer. Rekommendationerna blir därför ofta att använda gällande metoder och gränsvärden. För bilvägar föreslås att fortsatt använda skiddometerprincipen och SFT (Surface Friction Tester) med specifikationer enligt tidigare standard. För vägmarkeringar föreslås att använda SFT där det går, annars PFT (Portabel Friction Tester) och för gång- och cykelvägar föreslås att använda PFT. Som gränsvärden rekommenderas att använda 0,50 vid 70 km/h (som tidigare). Från jämförande mätningarna kan man konstatera att 0,55 vid mäthastigheten 40 km/h motsvaras av 0,50 vid 70 km/h. Vidare pekar mätningar på att PFT och SFT mätdata direkt kan ersätta varandra med vissa förbehåll. För att kontrollera väggreppet ännu bättre är det rimligt att ställa krav på makrotexturen, som ett komplement till friktionsmätningen vid högre tillåtna farter, till exempel över 70 km/h. The report presents a summary of existing data for current requirements and limit values, historica lfeedback, external monitoring and background facts, as well as recommendations for measurement method, measures and limit values with regard to consequences and feasibility. It can be noted that evidence-based proof is often lacking for current rules and limit values. Tire road friction is a complicated property that is difficult to measure as it depends on so many factors. Therefore, the recommendations will often be to use current methods and limit values. For motorways it is proposed to continue to use the skiddometer principle and SFT (Surface Friction Tester) with specifications according to the previous standard. For road markings it is proposed to use SFT where possible, otherwise PFT (Portable Friction Tester) and for pedestrian and cycle paths it is proposed to use PFT.As a limit value it is recommended to use 0.50 at 70 km / h (as before). From comparative measurements it can be stated that 0.55 at the measuring speed 40 km / h corresponds to 0.50 at 70 km/h. Furthermore, measurements indicate that PFT and SFT measurement data can directly replace each other with certain reservations. In order to control the grip even better, it is reasonable to place demands on the macro texture, as a complement to the friction measurement at higher permissible speeds, for example above 70 km/h.

Inom ramen för projektet What you see is where you get har upplevda och faktiska nyttor med en så kallad realtidskarta för kollektivtrafik studerats. Projektet undersöker om en realtidskarta kan förenkla och förändra resenärers beslutsfattande vid kollektivt resande. Vi vill ta reda på resenärers informationsbehov, beslut och önskemål med ett sådant verktyg. På senare tid har en mängd tekniska tjänster som förser kollektiv-trafikresenärer med uppgifter om fordons tillgänglighet i form av tid och plats introducerats. Antagandet för projektet är att tillgången till en bra karta i realtid med olika funktioner skulle kunna förändra och eventuellt förenkla resandet. För att besvara frågorna knutna till detta har attityder, önskemål, behov och användning testats hos såväl kollektiv-trafikresenärer som operatörer/kollektivtrafikmyndigheter. Då realtidskartan visades för tre grupper av resenärer i olika åldrar visade resultaten att samtliga var positiva och kunde tänka sig att använda realtidskartan, som ett komplement till den reseplaneringsapplikation de redan använde. Realtidskartan behövde utvecklas för att bli mer hanterbar och kunna fylla fler behov. Då realtidskartan visades på en busshållplats där resenärerna på en skärm kunde se de vanliga tidsangivelserna växelvis med en realtidskarta, visade resultaten ett lågt intresse för kartan. En introduktion eller instruktion skulle behövas. Ett antal resenärer testade realtidskartan under en resa i staden. I projektet intervjuades även resenärer vid hållplatser om de uppmärksammat och använde realtidskartan i reseplaneringsappen. En övergripande slutsats är att man även inom kollektivtrafikbranschen verkar ha svårt att (mer teoretiskt) sätta sig in i det nya koncept som realtidskartor innebär, och att det ännu är få som har använt dem när de reser. En ytterligare slutsats, från jämförelse mellan de individuella enkätsvaren, är att de som faktiskt hade använt realtidskartor när de reser också hade attityder som reflekterade att de både kunde vara mycket nöjda och mycket missnöjda med hur realtidskartan fungerat.

I Sverige har vi idag olika krav på minsta mönsterdjup för däck till olika axlar för tunga fordon. För däck på styr- och drivaxlar är befintligt mönsterdjupskrav 5 mm vintertid, medan kravet på däck till axlar på släpvagn är 1,6 mm. Syftet med denna studie har varit att undersöka om det finns anledning att öka mönsterdjupskravet för släpvagnsdäck till tunga fordon i vintertid, och i så fall föreslå ett nytt krav. Studien begränsades till isväglag och har jämfört väggrepp mellan ett antal olika släpvagnsdäck med olika mönsterdjup på slät is i VTI:s däckprovningsanläggning. Inför genomförandet av detta test så fanns ingen klar hypotes för hur isgreppet skulle påverkas av mindre mönsterdjup. En ökning av isgreppet, likväl som en minskning vid minskat mönsterdjup var båda tänkbara utfall. Fyra olika däckmodeller i en dimension vanlig för släpvagnsdäck (385/55-R22.5) valdes ut för testerna. Varje modell testades dels som nytt, samt för 5, 3 och 1,6 mm mönsterdjup. Vi valde att använda naturligt nedslitna däck vilket innebar att totalt 16 olika däck användes i studien. Svårigheten att lokalisera identiska däckmodeller och dimensioner med specificerade mönsterdjup gjorde att vissa avsteg från önskat däckprofil behövde göras vid urvalet, där däck med den högre profilen 385/65 inkluderades. Detta bedöms dock inte påverka resultaten. Alla däcken var klassade som vinterdäck, och de flesta var också märkta med 3PMSF-symbolen vilket innebär att de passerat ett standardiserat väggreppstest på snö. Både broms- och styrtester genomfördes. Fem olika grepprelaterade egenskaper undersöktes: peakfriction vid bromsning, friktion vid bromsning med låst hjul, cornering stiffness, peak friktion vid styrning, samt friktion vid stor avdriftvinkel. In Sweden the current regulation for minimum tread depth for heavy vehicles in the winter period is different for trailer axles compared to drive or steer axles. While the requirement for the latter axles are 5 mm tread depth, on trailer axles 1,6 mm is required. The purpose of this study has been to investigate whether there is reason to increase the tread depth requirement for heavy vehicle trailer tyres during the winter period in Sweden, and if so, suggest a new tread depth limit. The study was limited to ice conditions, and ice grip for a number of different trailer tyres with different tread depth was measured on smooth ice in VTI’s tyre test facility. Before conducting the test there was no clear hypothesis for how the ice grip would be affected by a lower tread depth. An increase of the grip, as well as a decrease, were both possible outcomes for a diminished tread depth. Four different tire models in a dimension common for heavy vehicle trailer tyres (385/55-R22.5) were chosen for the tests. Every model was tested in a new state, as well as with 5, 3, and 1.6 mm tread depth. It was decided to use naturally worn tyres which meant that in total 16 different tyres were used in the study. The difficult task of finding identical tyre models and dimensions with specified tread depth forced us to also include some tyres with the larger profile (285/65-R22.5). This is however not considered to affect the results of the test. All the tyres were winter tyres, and most of them were also marked with the 3PMSF symbol, which means that they have passed a standardized grip test on snow. Both brake and steer test were conducted. Five different grip related attributes were investigated: peak friction at braking, friction at locked wheel braking, cornering stiffness, cornering peak friction, and cornering friction with large slip angle

Denna studie har syftat till att undersöka hur lärare i årskurs 4–6 arbetar med undersökande arbetssätt i NO-undervisningen för att uppfylla sina mål, samt undersöka hur lärarna använder elevers dokumentation som ett verktyg i arbetssättet för att stödja elevernas lärande i naturvetenskap. Undersökningen genomfördes som en kvalitativ metod med semistrukturerade intervjuer där fem naturvetenskapslärare i årskurs 4–6 medverkade. I resultatet av det analyserade materialet visade det sig att lärarnas mål med det undersökande arbetssättet var att det skulle främja intresse och nyfikenhet hos eleverna, samt stödja förståelsen för naturvetenskapliga begrepp, modeller och teorier. Ett annat framträdande mål var att eleverna skulle utveckla sin färdighet att planera och genomföra undersökningar, samt utveckla ett kritiskt, systematiskt och vetenskapligt förhållningssätt. Flera lärare beskrev också att de hade som ett mål att eleverna skulle ta ett med tiden gradvis ökat eget ansvar i att planera och göra val i genomförandet av undersökningar. Elevernas vana och förtrogenhet med arbetssättet i förhållande till lärarens förmåga att stötta och vara tillgänglig beskrevs som förutsättningar för att elevernas skulle kunna arbeta mer självständigt med planering och genomförande. Elevernas dokumentation beskrevs också som ett viktigt verktyg eller komplement för att stötta elevernas lärande och måluppfyllelsen i det undersökande arbetssättet. Samtidigt beskrevs vikten av att lärare synliggör och diskuterar dokumentationens syfte och utformning för att uppnå uppsatta mål med undersökande arbetssätt i NO-undervisningen.

Syftet med denna studie har varit att jämföra väggreppet för olika dubbade cykeldäck, samt ett par odubbade vinterdäck, genom tester med cyklist. Utöver väggrepp så testades även andra egenskaper som kan vara viktiga för en cyklist, så som rullmotstånd och slittålighet. Däckens väggrepp på is testades genom bromstester och manövreringstester inomhus i en ishall. Fyra olika testförare användes för att fånga upp skillnader i förarbeteende samt för att få en variation av cyklistens vikt. Däckens rullmotstånd mättes genom utrullningsförsök inomhus. Slutligen testades väggreppet på torr och våt asfalt genom bromstester utomhus. Mellan de olika testerna så undersöktes dubbdäcken med avseende på antal tappade dubbar i syfte att utröna dubbdäckens slittålighet. Totalt testades sju olika dubbdäck, två dubbfria vinterdäck och ett sommardäck. Bromstesterna på torr och våt asfalt kunde inte påvisa någon skillnad i prestanda mellan de olika däcken. Vinterdäcken, dubbade likväl som dubbfria, hade lika bra grepp på asfalt som det testade sommardäcket. När det gäller isgrepp så var det de två däcken med flest dubbar, 240 stycken, som var klart bättre än de övriga. Rullmotståndtesterna visade på skillnader mellan de olika däcken och det är inte mängden dubbar utan snarare gummiblandning och punkteringsskydd som har störst påverkan på rullmotståndet. Slitagetesterna indikerade att några av de testade modellerna kan vara särskilt benägna att tappa dubbar, men då testerna endast inkluderade två exemplar av varje däckmodell så går det inte att dra säkra slutsatser angående slittålighet. The purpose of this study has been to compare the winter road grip of various bicycle tyres, as well as a pair of unstudded winter tyres, through cycling tests. In addition to grip, other characteristics that could be important to a cyclist, such as rolling resistance and wear resistance, were also tested. The tyre’s grip on ice was tested by brake tests and manoeuvring tests indoors in an ice hockey rink. Four different test drivers were used to capture differences in driver behaviour, as well as to get a variation in the cyclist’s weight. The tyre rolling resistance was measured by indoor coast-down tests. Finally, the grip was tested on dry and wet asphalt by outdoor brake tests. Between the various tests, the studded tyres were examined with regard to the number of lost studs. In total, seven different studded tyres, two unstudded winter tyres and a summer tyre were tested. The brake tests on dry and wet asphalt could not show any difference in performance between the different tyres. The winter tyres, studded as well as unstudded, had as good grip on asphalt as the tested summer tyre. In the case of ice grip, the two tyres with the highest number of studs, 240, were clearly superior to the others. The rolling resistance tests showed differences between the different tyres and it is not the number of studs but rather the rubber properties and the puncture protection that has the greatest impact on the rolling resistance. The wear tests indicated that some of the tested models may be particularly prone to losing studs, but as the tests included only two samples of each tyre model, it is not possible to draw certain conclusions regarding wear resistance.

Halka är en vanlig orsak till att cyklister skadas allvarlig i trafiken. Varken kravställning eller föreskrivna mätmetoder gällande friktion på cykelvägar har utgått ifrån cykeltrafiken. Det behövs därför en ökad kunskap om cykeldäcks friktionsegenskaper och det väggrepp som kan fås med en cykel på en cykelväg under olika förhållanden. I det här projektet har vi sammanställt mätningar med VTI:s portabla friktionsmätare, PFT, på cykelvägar med en mängd olika underlag. För att relatera de med PFT:n uppmätta friktionsvärdena till den friktion som ett cykeldäck presterar, har vi även gjort jämförande mätningar med cykeldäck i VTI:s stationära däckprovningsanläggning. Dessa visar på en mycket god överensstämmelse mellan PFT-värdena och den maximala laterala friktionen tillgänglig för ett sommardäck. Det innebär att de friktionsvärden vi uppmätt med PFT:n i fält också kan sägas representera den friktion som skulle fås med ett cykeldäck på samma yta. Friktionsmätningarna på cykelytor i verklig miljö visar att friktionen påverkas av väglaget, beläggningsmaterialet, samt av vägmarkeringar och brunnslock. Is och snö medför en betydligt lägre friktionsnivå än barmarksförhållanden. Skillnader i väglag gör att olika typer av cykelinfrastruktur och olika vinterdriftmetoder medför olika friktionsnivåer. Det innebär att det kan förekomma stora variationer i friktionsnivå längs en och samma sträcka. Överraskningseffekten och därmed olycksrisken kan då bli stor. Inte bara snö och is, utan även grus, löv, smuts och annat på ytan kan innebära en sänkt friktion. För cyklisternas säkerhet är det viktigt att informera om var halka kan uppstå och att anpassa halkbekämpningsinsatser, utformning och konstruktion utifrån den kunskapen. Skidding is a common cause for cyclists getting seriously injured in traffic. Neither requirements nor prescribed friction measurement methods for cycleways have been based on the performance of bicycles. There is therefore a need for increased knowledge regarding the friction characteristics of bicycle tyres and the traction between a bicycle tyre and the road surface under different conditions. In this project we have compiled measurements with VTI's portable friction tester, PFT, on cycleways with a variety of road conditions. To relate the PFT friction values to the friction of bicycle tyres, we have also made comparative measurements with bicycle tyres in VTI's stationary tyre testing facility. These show a very good match between the PFT friction values and the maximum lateral friction available for a bicycle tyre. This means that the PFT friction values recorded on cycleways can also be said to represent the friction that a bicycle tyre would perform on the same surface. Our friction measurements on cycleways show that the skid resistance is affected by the road condition, the road surface material, as well as road markings and manhole-covers. Ice and snow cause a significantly lower friction level than at bare conditions. Differences in road conditions mean that different types of cycling infrastructure and different winter maintenance methods result in different friction levels. This means that there may be large variations in friction along one and the same cycle route. The surprise effect and thus the accident risk can then be great. Not only snow, ice and grit, but also leaves, clay and other dirt on the surface might lead to a reduced skid resistance. For the safety of cyclists, it is important to inform about where a slippery condition can occur and to adjust anti-icing actions, road design and construction according to that knowledge.

I detta projekt har mätningar i VTI:s stationära däckprovningsanläggning utförts med ett cykeldäck på asfaltunderlag i syfte att ta fram slipkurvor som beskriver ett cykeldäcks friktionsegenskaper. Mätresultaten har sedan använts för att ta fram en däckparametrisering för simuleringsändamål. Följande däckparametrar har mätts: cornering stiffness, camber stiffness, brake slip stiffness och lateral relaxationslängd. Det testade däcket genererade en maximal friktionsnivå på ungefär 1,0 på asfalten. Typiska värden på däckparametrarna var: normerad cornering stiffness 0,3; normerad camber stiffness 0,01; normerad brake slip stiffness 250. Jämfört med de få tidigare publicerade mätningar på cykeldäck så är cornering stiffness generellt ca 50 procent högre än vad som hittills rapporterats. Värdena för camber stiffness motsvarar väl de värden som en studie av racingdäck uppvisat, men är 25–50 procent lägre än värden uppmätta på mer normala däck i en annan studie. För brake slip stiffness finns inga tidigare mätningar att jämföra med. Mätning av relaxationslängden påverkades tyvärr av problem med mätutrustningen och vi kunde inte bestämma denna med önskad noggrannhet. Från mätningarna uppskattar vi relaxationslängden till 200–300 mm för det testade däcket, vilket är en faktor 2–3 ggr större än vad som rapporterades i den enda studie som tidigare mätt relaxationslängd för cykeldäck. In this project measurements of a bicycle tyre on an asphalt surface have been carried out in the VTI stationary tyre testing facility, in order to provide slip curves describing friction properties of the tyre. The measurement results have then been used to obtain tyre parameters for simulation purposes. The following tyre parameters have been measured: cornering stiffness, camber stiffness, brake slip stiffness and lateral relaxation length. The tested tyre generated a maximum friction level of approximately 1.0 on the asphalt. Typical values of the tyre parameters were: normalized cornering stiffness 0.3; standardized camber stiffness 0.01; standard brake slip stiffness 250. Compared to the few previously published measurements on bicycle tyres, cornering stiffness was generally about 50 percent higher than previously reported. The values for camber stiffness correspond well to the values shown by a racing tyre study but are 25–50 percent lower than the values measured on more normal tyres in another study. For brake slip stiffness there are no previous measurements to compare with. Measurement of the lateral relaxation length was unfortunately affected by problems with the measuring equipment and we could not determine the relaxation length with the desired accuracy. From the measurements, we estimate the relaxation length to 200–300 mm for the tested tire, which is a factor 2–3 to greater than reported in the only earlier study that measured relaxation length for bicycle tyres.

Det finns idag ett lagkrav på att vinterdäck ska användas på drivaxeln på tunga fordon (totalvikt överstigande 3,5 ton) under vinterdäcksperioden, 1 dec till 31 mars, om det är vinterväglag. Detta krav är helt baserat på framkomlighet, då man anser att vinterdäck på drivaxeln ger bättre förutsättningar för tunga fordon att ta sig fram vid halka. Tidigare genomförda olycksriskstudier har inte kunnat påvisa att användning av vinterdäck istället för sommardäck på tunga fordon vintertid skulle leda till minskad olycksrisk. I Norge och Finland har nyligen regelverket kring däckanvändning för tunga fordon vintertid reviderats. Inför en diskussion om eventuella krav i Sverige på vinterdäck på andra axlar utöver drivaxeln finns det därför anledning att uppdatera olycksriskunderlaget genom en ny studie. Syftet med denna studie har varit att beräkna olycksrisker på is/snö-väglag för jämförelse mellan sommar- och vinterdäck för tunga lastbilar. Studien utfördes enligt samma metod som tidigare använts i de av VTI utförda studierna år 2000 och 2008. Detta innebar att två enkäter skickades ut i slutet av vintern 2015/2016. En enkät för att analysera trafikarbetet på is/snö-väglag med olika kombinationer av däck, samt en enkät enbart riktad till de fordonsägare vars fordon som enligt Strada under vintersäsongen varit inblandade i en personskadeolycka. Olycksriskberäkningarna begränsades till fordon med en totalvikt på minst 16 ton. In Sweden, it is today regulated that winter tyres must be used on the drive axle of heavy vehicles (total weight in excess of 3,500 kg) during the winter season period, December 1 to March 31, in case of winter conditions. This requirement is based entirely on accessibility, and it is considered that winter tyres on the drive axle provides better conditions for heavy vehicles to go forward in icy and snowy conditions. Previous accident risk studies have not been able to demonstrate that the use of winter tyres instead of summer tyres for heavy vehicles in winter could lead to reduced risk of accidents. In Norway and Finland, the regulations on tyre use for heavy vehicles in winter time has recently been revised. Prior to a discussion of possible regulations in Sweden on winter tyres also on other axles, there is reason to update the previous accident risk studies. The purpose of this study has been to calculate the risk of accidents on ice/snow conditions for comparison between summer and winter tires for heavy trucks. The study was performed according to the method previously used in the VTI studies conducted in 2000 and 2008. This meant that two questionnaires were sent out by the end of the winter 2015/2016. One survey to analyse the vehicle mileage on ice/snow conditions with different combinations of tires, and one questionnaire directed solely to the vehicle owners whose vehicles according Strada during the winter season have been involved in an injury accident. Accident risk calculations were limited to vehicles with a total weight of 16 tons.

Simulation has become a useful tool for vehicle manufacturers in the design and assessment of new vehicles. Using an advanced driving simulator in early design phases may reveal defects in the construction, which otherwise would not be noticed until full scale prototyping, and thereby reduce development time and costs. In most driving simulator studies the road design does not have to conform to an existing road. But for some purposes it may be crucial that the virtual road describes the real road as close as technically possible. Examples are vehicle vibration studies, fuel consumption evaluation with respect to driver behaviour, and comparisons between driving on the virtual and real road. The required level of detail of different road features varies between applications (projects). Parameters like road curvature, inclination, elevation and crossfall, the surrounding terrain as well as road imperfections and unevenness may be of more or less importance and therefore have to be modelled with high or lower accuracy. In the Known Roads project, a real road, the “Gothenburg triangle” (Gothenburg-Borås-Alingsås- Gothenburg), was modelled as realistically as possible. Road curvature, inclination and crossfall as well as the surrounding terrain were considered important. This White Paper is complementary to other deliverables from the Known Roads project. It presents in more detail the method of recreating existing roads in a simulation environment, developed by VTI in the project. The White Paper concerns specifically the difficulties of merging different data sources into a road representation, and describes the problems that were encountered and the solutions that were developed for implementing an existing road in the driving simulator.

Denna studie har mätt väggrepp på våt, saltad asfaltväg vid temperaturer kring noll grader för slitna och nya vinterdäck i syfte att undersöka hur väggreppet för de tre olika förekommande typerna av vinterdäck i Sverige försämras med ålder och slitage. Även sommardäck har ingått i studien. Totalt har 84 däck testats, varav 31 helt nya däck och 53 begagnade. Resultaten visar att dubbdäck och nordiska odubbade vinterdäck presterar likvärdigt på detta underlag. Skillnaden mellan nya och slitna däck av dessa två typer är för de flesta undersökta prestandamått i praktiken obefintlig. De nya europeiska däcken presterar cirka 10–13 procent bättre än nya dubbdäck och nordiska odubbade vinterdäck på den våta asfalten vid det aktuella väderförhållandet. För de slitna däcken är prestandaövertaget för de europeiska däcken mindre, cirka 5–7 procent bättre än de andra två typerna av vinterdäck. Sommardäcken presterar i princip likvärdigt eller bättre än de europeiska vinterdäcken, både som nya och slitna. This study has measured road grip on wet, salted asphalt road at freezing temperatures for used and new winter tyres, with the purpose to investigate how the road grip for the three different types of winter tyres that exist in Sweden degrade by age and degree of wear. Also summer tyres were included in the study. In total, 84 tyres have been tested, of which 31 were completely new while 53 were used. The tyres have been tested on smooth ice and packed snow. The results show that studded tyres and unstudded Nordic winter tyres have the same are road grip on the tested road surface. The difference between new and worn tyres for these two tyre types are for most of the investigated performance measures negligible. The new European winter tyres perform 10–13 per cent better than the two other types of winter tyres on wet asphalt in the current weather conditions. For the worn tyres, the advantage of the European tyres is smaller, 5–7 per cent better than the other two types of winter tyres. The summer tyres perform as good as, or better, than the European winter tyres. This applies to both new and worn tyres.

This publication presents a project aiming to develop virtual representations of real roads for use in driving simulators. The development was done in order to enable assessments of new systems on existing and well known roads in a driving simulator, and will increase the external validity of virtual testing. Furthermore, the usage of the virtual model of such roads makes the simulator results better comparable to earlier performed or later following road tests. The roads connecting Göteborg-Borås-Alingsås-Göteborg were selected. The purpose for this is due to their proximity to the vehicle industry in west Sweden and to the test tracks “Hällered” and “AstaZero”. However, the tools and methods developed can be used to build a virtual representation of any other road through a surrounding landscape and/or more urban environment. The project was carried out in steps, starting with data collection (investigation and assessment of available data from different sources as well as measurement of road properties) followed by data treatment (remove irrelevant data and errors, filtering, etc.), modelling (mathematical description of road properties) and simulation (selection of data formats for real time simulation).

The purpose of this work has been to investigate how the driving simulator performs at the handling limit of a vehicle and improve its function so that the simulator feels and behaves more like a real vehicle when driving on the limit. Tests were performed with a Volvo S40, the same vehicle model for which the driving simulator vehicle dynamics model is based upon. Based on these test results the vehicle model that is currently used in VTI’s driving simulator III was modified in order to better simulate vehicle characteristics when driving on the handling limit. A method for validation of handling characteristics was developed. The method is based on the double lane change manoeuvre, and comprise a subjective and an objective part. The method was regarded to work well, and the validation tests showed that the modified vehicle model closer captures the understeer and time lag properties of a real Volvo S40 compared to the original model. Still, additional improvements need to be made before the model can be regarded as fully useful for on-the-limit driving situations. Körsimulatorstudier som involverar körning på gränsen till fordonets förmåga (handling-gränsen) behöver fordonsmodeller som på ett korrekt sätt kan modellera dessa situationer. Syftet med detta arbete har varit att undersöka hur VTI:s körsimulator presterar vid körning på gränsen till fordonets förmåga och att förbättra dess funktion så att simulatorn i högre grad upplevs och beter sig som ett riktigt fordon i denna situation. Tester utfördes med en Volvo S40, samma fordon som simulatorns fordonsmodell är baserad på. Utifrån resultaten från dessa tester modifierades fordonsmodellen i VTI:s körsimulator III för att bättre kunna simulera körning på handling-gränsen. En metod för validering av handling-egenskaper togs fram. Metoden är baserad på double lane change manövern, och består av en subjektiv och en objektiv del. Metoden ansågs fungera väl, och valideringstesterna visar att den modifierade fordonsmodellen bättre beskriver understyrningskarakteristik och tidsrespons hos en riktig Volvo S40 jämfört med den ursprungliga modellen. Dock behövs ytterligare förbättringar av modellen innan den kan anses som fullt användbar vid limit handling.

Syftet med det här projektet har varit att ta fram en metod för att mäta cykeldäcks friktion på is och att genomföra inledande tester. Målet är att med hjälp av den framtagna testmetoden kunna ge oberoende och evidensbaserad information till potentiella vintercyklister om väggreppet på is med ett dubbat cykeldäck i jämförelse med ett odubbat, både vid bromsning respektive i kurvor. I studien har fyra olika dubbdäck för cykel jämförts med två vanliga sommardäck. Mätningarna gjordes i VTI:s stationära däckprovningsanläggning, vilken består av en rörlig bana och en stillastående men vridbar mätrigg. Konstruktionen gör det möjligt att under kontrollerade förhållanden mäta såväl broms- som styrkrafter för ett rullande hjul. För att kunna testa cykeldäck krävdes ombyggnationer av anläggningen som tidigare endast använts för studier av personbils- och lastbilsdäck. Den utvecklade testmetoden visade sig fungera bra för jämförande tester av cykeldäck. Mätningarna visade att dubbade cykeldäck har generellt bättre isgrepp än odubbade, men att det kan vara stora skillnader mellan olika dubbdäck. Fler dubbar behöver inte innebära ett bättre isgrepp. För bromsning med låst hjul uppmättes upp till 2,5 gånger högre friktion med dubbdäck jämfört med ett odubbat däck. Dubbdäcken producerar också generellt större sidkraft vid styrning på is. Vid lutning av cykeln ökar skillnaderna mellan dubbat och odubbat. Generellt uppnås en liten ökning av broms- och sidkrafter vid ett minskat däcktryck, men rätt däcktryck tycks vara viktigt för att få ut optimal prestanda ur ett dubbdäck. Resultaten visar att det är väl värt att rekommendera cyklister att använda dubbdäck vid vinterväglag. Med bättre grepp och bättre bromsstabilitet finns goda möjligheter till säkerhetsvinster vid vintercykling. The purpose of this project was to define a useful methodology for comparing the ice grip of different bicycle tyres and to perform initial measurements. The long term objective is to set up recommendations to winter cyclists regarding bicycle tyres based on measurements performed according to the defined methodology. Measurements were done on smooth slippery ice using two regular (non-studded) bicycle tyres and four studded tyres of different brands and models. The tests were carried out in the VTI tyre test facility (TTF). The TTF is a unique indoor flat track machine for tyre tests on ice or asphalt pavement. This construction enables measurement of frictional forces under controlled conditions both when braking and steering. The TTF has been used for several years when testing tyres for both passenger cars and heavy vehicles, but to be able to test bicycle tyres some modifications of the equipment were necessary. The defined test method proved to be suitable for comparing studies. The measurements showed that studded tyres improve the grip on ice compared to regular bicycle tyres, but there can be differences in performance between different types of studded tyres. A larger number of studs is not necessarily related to a better grip on ice. When braking with locked wheel the frictional forces measured, were up to 2.5 times higher with a studded tyre compared to a non-studded tyre. In addition, studded tyres generally generate greater frictional forces when steering on ice compared to non-studded tyres. In general, a lower tyre pressure slightly increases braking and steering forces, but an optimal tyre pressure might be necessary in order to achieve the best possible performance from a studded bicycle tyre. Based on the results so far, cyclists should be recommended to use studded tyres when cycling during winter conditions. With an improved grip on ice and a better braking stability, there are safety benefits to be made.

Allt fler bilister har ersatt sina dubbade vinterdäck med dubbfria. Eftersom det inte är olagligt att köra med odubbade vinterdäck på sommaren väljer ett stort antal förare att låta vinterdäcken sitta på även sommartid. Syftet med denna studie har varit att undersöka skillnad i väggrepp mellan vinter- och sommardäck sommartid, samt att uppskatta tänkbara trafiksäkerhetseffekter av att använda vinterdäck sommartid. En fältstudie genomfördes där väggrepp mättes på torr och våt asfalt med olika typer av däck. Resultaten visade att vinterdäcken (odubbade av Nordisk typ) i genomsnitt resulterade i 15–20 procent längre bromssträckor jämfört med sommardäcken. Skaderiskanalyser genomfördes för tre olika typer av trafikolyckor: bakifrånkollision, frontalkollision och påkörning av fotgängare. Studien visade på ökningar av skaderisken vid användning av vinterdäck istället för sommardäck för alla tre olyckstyperna. Vid låga kollisionshastigheter är den absoluta riskökningen liten kanske bara ett fåtal procent, medan den relativa ökningen kan vara stor, ibland upp till en fördubbling av risken. Djupstudier av dödsolyckor sommartid indikerade en riskökning på 3 procent vid användning av vinterdäck sommartid jämfört med sommardäck. Detta resultat är dock inte statistiskt signifikant. In Sweden non-studded winter tyres has become increasingly popular during the winter season. Since it is allowed to use non-studded winter tyres also during summer time, a large number of drivers choose to do that. The purpose of this study has been to investigate the difference in road grip between winter- and summer tyres summer time, and to assess possible effects on traffic safety. A field test was carried out where road grip was measured on dry and wet asphalt pavement with different types of tyres. The results showed that the winter tyres (non-studded of Nordic type) led to 15–20 per cent longer braking distances compared to summer tyres. Accident risk analyses were performed for three types of accidents: rear end collision, frontal collision and collision with pedestrian. The study indicated that using winter tyres leads to an increase in accident risk for all three accident types. At low collision speeds the absolute increase in risk is small, maybe just a few percent, but the relative increase may be large, sometimes up to 100 per cent. In-depth studies of fatal accidents indicated a 3 per cent increase of risk from using winter tyres summertime, compared to summer tyres. However, this result was not statistically significant.

Det finns flera olika anledningar till att förstudien “Den goda och hållbara plan-och byggprocessen” startades upp under våren 2014. Ett flertal aktiviter arrangerade av det halländska företagsnätverket Energi-och Miljöcentrum (EMC) i Varberg har sammanfört ett antal olika aktörer som annars inte vanligtvis möts. I dessa möten har idéer och inspirerande samtal förts som lett till en gemensam vilja att samverka i olika frågor. I denna rapport beskrivs bakgrund och genomförande av förstudien samt några sammanfattande resultat. Ett antal reflektioner om framtida möjligheter presenteras i slutet av rapporten. Alexandersoninstitutet har med sitt uppdrag gett möjligheten till oss på Högskolan i Halmstad att samordna ett antal möten och problemformulera processer och dialoger med koppling planering och byggande. Uppdraget har finansierats av Europeiska Regionalfonden via projektet Efterfrågad Utveckling. Resultatet har blivit ett antal temaformuleringar och case som nu kan användas för fortsatt arbete med forskningsansökningar och spridning av erfarenheter. Passive safety testing has been based on accident research where objective physical evidence can be compiled and analysed when establishing technical test requirements. Active safety tests pose new challenges because objective data is more difficult to obtain. Until pre-crash variables became available in Event Data Recorders (EDR), the only sources of pre-crash vehicle motions were tire marks or witness statements. Both data sources have limitations since they may not always be available and require interpretation by the analyst. The pre-crash EDR data variables provide an objective source of data to active safety test development. However, the suitability of the data has not been thoroughly investigated in the published literature. The review of existing data shows that the variables identified in the new EDR requirement in FMVSS 563 are useful but incomplete for a comprehensive analysis of vehicle dynamics manoeuvres prior to a crash. In particular, the absence of vehicle yaw rate reduces the positioning accuracy of the vehicle in reconstructions. The objective data in the limited cases were used to compile the frequency of pre-crash braking and steering, and when possible, the magnitude of these driver inputs. Active Safety test development will benefit with more EDR analysis but the older data that does not conform to Part 563 has limited application.

Fatal accidents during winter time in Sweden are to a large extent due to vehicle spinning. Therefore, it is crucial to analyse and compare vehicle/tyre performance on slippery roads with respect to oversteering. We have performed experimental tests to compare the stability performance of various winter tyres on ice, with and without an electronic stability system (ESC). Two different test methods are presented, one closed loop and one open loop test. Results from both studies are discussed, and it is clear that different tyres may have a large impact on vehicle stability even with ESC activated

Sammanfattningsvis konstateras att den mesta forskningen i ämnet rör däck, och då materialutmattningsprocesser som leder till slitbaneseparation eller däckexplosion. Många studier har fokuserat på inverkan av för lågt lufttryck, medan studier av för högt lufttryck är mindre vanligt förekommande. För tunga fordon anses överlast vara en trolig bakomliggande faktor till att däck åldras i förtid och slutligen havererar. Det saknas dock studier som visar på hur vanligt det är att fordon kör med överlastade axlar och korrelationen mellan däckhaverier. Vidare är det få som studerat uppkomsten av fälgskador och dessa skadors koppling till trafikolyckor. När det gäller hjulet som helhet så är nästan all trafiksäkerhetsrelaterad forskning kopplad till lossnande hjul. Inget finns gjort angående inverkan av olika hjulinställningar, däckbalansering, navcentrering etc. Det finns inte heller några studier av användning av punkteringsspray och den potentiella fara det kan leda till. När det gäller däck visar ett antal studier på hur mönsterdjupet påverkar våtgreppet vid bromsning, och hur däck med mindre än 3 mm mönsterdjup tappar ca hälften av tillgänglig friktion jämfört med nya däck. Ingen forskning hittades på hur olika däckdimensioner och fabrikat monterat på ett fordon påverkar dess trafiksäkerhet. Flera studier visar dock på risken att placera nya däck på framaxeln och slitna däck på bakaxeln och det finns en samstämmighet om att vid utbyte av två däck ska de nya däcken alltid placeras på bakaxeln, oavsett om fordonet är fram- eller bakhjulsdrivet. Bland tunga fordon är däckdefekter näst efter bromsfel den vanligaste fordonsdefekten bland tunga lastbilar involverade i dödsolyckor i USA. Lossnande hjul till tunga fordon är ett vanligt problem i många länder och i exempelvis Storbritannien räknar man med att 3-7 dödsolyckor inträffar varje år som följ av detta. A literature review about the road safety effects associated with tires, rims and wheels was carried out, where the literature search was done in consultation with the VTI Library and information centre. The outcome resulted in approximately 90 different references, most of which refer to research articles in peer reviewed journals, but also some independent reports and books. A clear distinction was made with slip-related accidents related to winter conditions and different types of snow tires/tire characteristics not included in the study. Furthermore, only the type of accidents that occurs during vehicle operation was treated, which means that work accidents occurring during a service are not included in the study. There is not much research published on the rim effect on road safety, and a U.S. accident investigator believes that the wheels generally are extremely reliable. Of the anomalies that can occur for the wheel as a whole, loosening of the wheel is the most serious. The studies that we found dealing with wheel imbalance only apply to comfort problems and increased road wear. Different wheel alignment will affect a vehicle's handling, but we have not found any study that has related this to road safety. For tires, we found no research on how different tire sizes and brands mounted on a vehicle affect its safety. Several studies show that there is a risk involved with mounting new tires on the front axle and worn tires on the rear axle. There is a consensus that during the replacement of two tires, the new tires should always be positioned on the rear axle, regardless if the vehicle is front or rear wheel driven. A number of studies show how the tread depth affects the wet grip during braking, and how the tires with less than 3 mm tread depth lose about half of the available friction compared to new tires.

Det saknas vetenskapligt utförda studier angående hur stora skillnader i väggrepp som kan förväntas mellan vinter- och sommardäck på olika vinterväglag för kategorin tunga fordons drivaxeldäck. Då resurserna var begränsade fanns det endast möjlighet att testa ett fåtal däck. Ett sommardäck tillsammans med tre olika vinterdäck, varav ett regummerat, valdes ut för testerna. Vidare utfördes testerna på en testbana med en typ av vinterväg: packad snö. Grepptesterna på packad snö visar att det kan vara stor skillnad i grepp mellan vinter- och sommardäck. Skillnaden mellan däcken är dock starkt beroende av snöytans beskaffenhet, varför det är vanskligt att ange generella värden. Minst skillnad mellan däcken uppmättes på riktigt hård packad snö, där vinterdäcket presterade 20 % bättre grepp än sommardäcken. Då snöytan var något mjukare och med snöfall till och från presterade vinterdäcket drygt 60 % bättre grepp än sommardäcket, vilket skulle innebära att flera fordonskombinationer skulle klara dubbelt så branta backar med det specifika snöväglaget med vinterdäck på drivaxeln jämfört med sommardäck. De båda testade snöytorna var dock båda relativt hårda och erbjöd bra grepp för alla testade däck. Vi kan inte från dessa tester förutsäga hur stora skillnader mellan däcktyperna som skulle erhållits vid tester på halare snöunderlag. Teoretiska beräkningar visar att fordonets rullmotstånd kan ha stor påverkan på hur väl ett fordon kan ta sig upp för en backe. Tjock lössnö på vägen kan därför kraftigt reducera ett fordons backtagningsförmåga. Vid stort rullmotstånd blir skillnaden mellan bra och dåligt grepp på drivdäcken ännu större.

From a traffic safety perspective it is highly motivated to define winter tires interms of their performance in icy road conditions. The present definition of winter(snow) tires, introduced in the EU in 2012, is based on packed snow performance.The present paper investigates the feasibility of an indoor winter tire classificationtest on ice. Results presented here indicates that a test procedure in an indoorhockey rink is possible, with relatively high repeatability. However, further fieldtest is required to fully establish feasibility of the procedure.

Every winter in Sweden, winter roadways pose problems for heavy vehicles. Steep gradients can be difficult to pass when it is slippery, which has implications also for other traffic when congestion occurs. To reduce the problems it has been discussed whether to impose a legal requirement for winter tyres on drive axle for trucks. This papers presents test results of the available snow grip from test track measurements comparing different drive axle tyres. A summer tyre, together with three winter tyres, of which one was retreaded, were selected for tests. The results of the traction tests show that there can be a big difference in grip between winter and summer tyres on packed snow. The difference between the tyres, however, is strongly dependent on the nature of the snow surface, so it is difficult to give general values. Theoretical calculations show that a vehicle’s rolling resistance can have a major impact on a vehicles climbing ability. With a high rolling resistance, which may be the result of loose snow on the road, the difference between good and bad grip on the drive tyres becomes even more significant.

This review concerns potential traffic safety effects from the introduction of longer and heavier trucks than those currently allowed in Sweden. For this purpose, a summary of results from accident studies, literature summaries and in-depth studies of fatal accidents involving heavy trucks done in the past few years was made. In addition, a focus group study with truck drivers was conducted and results from a parallel VTI study concerning overtaking of longer trucks have also been included in order to give an overall picture of the possible traffic safety effects associated with the introduction of longer and heavier trucks in Sweden. Following are some of the recommendations, based on the aspects that have been addressed in this report: Longer and heavier vehicles should mainly operate on main roads where it is possible to overtake heavy vehicles without fear of oncoming traffic. Longer and heavier vehicles should operate as little as possible in urban areas. •Longer and heavier vehicles shall be constructed for good stability, and be equipped with Electronic Brake System (EBS). •Longer and heavier vehicles puts greater demand on tires, brakes and especially maintenance and inspection. •Driver fatigue is a cause of an essential part of single-vehicle accidents with heavy vehicles. Drive and rest times may be harder to keep with the extra-long vehicles if rest areas, which are already today overcrowded along certain roads, are not extended. •The signs of the transition distance on 2+1 roads should be reviewed to possibly reduce the risk of dangerous situations and emergencies caused by overtaking of heavy vehicles. •Additional field studies on two-lane roads are necessary to determine whether there is a higher risk to overtake a 30 m long vehicle compared to overtaking a conventional heavy truck.

Väg- och transportforskningsinstitutet (VTI) har tre avancerade körsimulatorer med rörelsesystem. Syftet med detta projekt var att utveckla och implementera nya modeller för grafik, vibrationer och buller, allt i syfte att öka realismen för föraren i simulatorn. Vidare skulle en valideringsstudie genomföras. Inom ramen för projektet uppnåddes följande: Utveckling av ett nytt grafiskt programpaket •Förbättring av modellerna för vibrationer på grund av däck/väg •Förbättring av rörelsesystemet genom förskjutning av rotationscentrum •Förbättring av modulen för buller, genom återskapande av däck- och vägbuller. •Synkronisering mellan vägytans grafiska presentation, buller och vibrationer . Modellernas validitet testades i VTI:s simulator III. Statistisk testning av skillnader mellan verklig bil och simulator indikerade absolut validitet för subjektiva bedömningar av vägytans jämnhet och tysthet och för det objektiva måttet hastighet, med undantag av områden där hastighetsgränsen ändrades. I dessa områden erhölls endast relativ validitet eftersom både accelerationer och retardationer var snabbare i simulatorn än i verklig bil. Relativ validitet indikerades också för det subjektiva måttet generell komfort. Resultaten från de olika valideringarna visar att förbättringarna har varit framgångsrika och föraren i simulatorn kan nu se, höra och känna ojämnheter i vägbanan exakt när hjulen träffar dessa. Fortfarande återstår dock många möjligheter till ytterligare förbättringar i simulatormodellerna. The Swedish Road and Transport Research Institute (VTI) has three advanced moving base driving simulators. The aim of this project was to develop and implement new models concerning vibration, noise and graphics in order to improve the realism in the simulators. Moreover, a validation study was to be conducted. Within the frame of the project the following were achieved: improvement of the tyre/road vibration models, •improvement of the motion system by changing the rotation centre, •improvement of the noise module facilitating reproduction of noise from tyre/road, •synchronization of the impressions from graphics, noise and vibrations caused by the road surface. The validity of the models was tested in the VTI Simulator III. Statistical testing of differences between the car and the simulator indicated absolute validity for the subjective ratings of evenness and noise level and the objective measure speed, with the exception of areas surrounding speed limit signs where only relative validity was found. Relative validity was also indicated for the variable overall comfort. The results from the different validations show that the improvements have been successful and the driver in the simulator can now see, hear and feel the sensation of any road surface irregularities exactly when the wheels hit that part of the road. However, several improvements in the simulator models can still be desired.

This report compiles the results from the project Theme Environmental risks. More specifically, the project concerned how different transport related environmental risks influence different road users and how their behaviour influence the environment. The project aimed at preparing for interdisciplinary research about environmental risks at VTI. The project was divided into three parts. The first subproject aimed at compiling literature about transport related environmental risks from psychological and economic perspectives, and in the second subproject a willingness to pay study was outlined where both economic and psychological principles were considered. In the third subproject, a simulator study was outlined. The focus was to study environmental effects of driving under controlled circumstances in the driving simulator. The report is divided into two parts. In part 1, the results from the literature review and the proposal for a willingness to pay study are described (subproject 1 and 2). This part is written in English. Part 2 contains a project outline for a simulator study in the form of an research project application (project 3). This part is written in Swedish.

This report is the final document summarizing the inspection and testing protocols of the eVALUE project. It describes principles, inspection protocols and testing protocols for performance testing of ICT-based safety systems. The inspection protocols (published earlier in D2.2) and the testing protocols introduced in D3.1 are replaced by the ones in D3.2. The older versions are obsolete and should be disregarded. The inspection protocols cover the definition of the test vehicle, HMI aspects, environmental conditions, and functional safety. The inspection protocols are used to prepare for the physical tests as well as evaluating the performance of the vehicle. The testing protocols address longitudinal, lateral, and stability-oriented traffic scenarios. The longitudinal scenarios include a pedestrian crossing the road in front of the vehicle, or the situation where a driver approaches a stationary queue of cars. Involuntarily lane departures and cars in the blind spot during a lane change are situations covered by the lateral scenarios. Exiting a highway, avoiding an obstacle, and braking on a partially ice-covered road surface are examples of traffic scenarios related to stability.

Buses in Sweden have a low accident risk. However, statistics from 1996 - 2002 indicate that the number of bus accidents in Sweden with personal injuries have been increasing by 4% yearly. Buses also have a higher percentage of accidents that occur on ice/snow covered roads than other vehicles. In Sweden passenger cars must be equipped with winter tyres during the winter period. There is no such regulation for heavy vehicles, and many buses are using summer tyres all around the year. The present project had the purpose of looking at the bus-winter problem in more detail, with the main focus on tyres. Four different studies were carried out: tyre tests, focus group discussions, driving simulator tests and an accident study. Here is given a short summary concerning methods and conclusions of each sub project. Tyre tests on smooth ice did not show any significant difference between summer tyres and non-studded winter tyres, while studded tyres exhibits a better ice grip than non-studded tyres. Nor did driving simulator tests with driving on ice covered road under the influence of heavy wind from the side show a difference between summer tyres and non-studded winter tyres. Also in these tests studded tyres were superior to non-studded. Accident statistics indicate that buses with summer tyres on the steering axle and winter tyres on the drive axle have the lowest estimated accident risk, which is in accordance with the results in a previous study. The results are however not statistically significant due the low number of accidents. Three focus groups were carried out and the importance of the tyres for traffic safety during winter was discussed. It is however hard from the gathered discussion material to estimate just how important the tyres really are. The results do not warrant a winter tyre regulation for heavy vehicles, and a restriction of the use of studded tyres for buses would probably have negative consequences on traffic safety.

Particles from road and tire wear have in recent years come to the fore as an important and relatively unexplored contribution to air particulate pollution. Mechanically generated wear particles are relatively coarse (>0.5 microns), but in controlled trials in VTI's road simulator it has been found that an ultra-fine fraction (< 100 nm) of particles is formed from tyre and pavement wear. This project was initiated to identify the source of these nanoparticles. The results show that the nanoparticles of the size 30-50 nm occur only from tests with studded tyres. One of the two tested Nordic unstudded winter tyres produced an even finer particle fraction (

Active safety systems are becoming increasingly common in today's vehicles. Electronic Stability Control (ESC) systems were introduced during the end of the 1990s, and accident statistics show that they have had a huge impact on traffic safety. In the USA, a new legislation has recently been adopted which demands on every new light vehicle that is sold to be equipped with ESC, beginning 2011. New systems require new testing methods, and there is a need expressed by the New Car Assessment Program (NCAP), which at present time only evaluates the passive safety of cars, also to include tests for active safety systems. In a previous VTI work, a literature review regarding methods for the evaluation of traffic safety effects of Antilock Braking Systems (ABS) and ESC was performed. Based on the findings of that review, we have proceeded with defining a test method for evaluating safety aspects of ESC equipped passenger cars. The objective has been to suggest a (prototype) test method that can be used for a more holistic evaluation of the safety effect of ESC in cars, including the driver behaviour perspective. From discussions with leading experts on traffic safety and ESC, possible benefits of ESC systems on traffic safety were identified. In addition to increasing the yaw stability of the vehicle, the following ESC benefit effects were identified: - A warning system for slippery roads. ESC activation indication may act as a warning system to the driver about slippery road conditions. - Reduced collision speed. In a critical situation, ESC activation may reduce the collision speed, which will mitigate the outcome of the collision. - Improved vehicle roll stability. The ESC system may also stabilise the vehicle with respect to untripped rollovers. Most rollovers are however tripped rollovers, which can occur when a vehicle, with some lateral slip, strikes an object or slides off the road. These rollovers also benefit from the ESC system as it aids in keeping the vehicle on the road.

In this study we have investigated how tyres with different road grip affect the stability of passenger cars equipped with Electronic Stability Control (ESC) systems during winter road conditions. The introduction of ESC in passenger cars has been very positive for traffic safety. An ESC system's function is however dependent on forces between road and tyres. Thus, it is not clear how important the tyre road grip performance is for the ESC system to function properly. Field tests on ice with six different drivers were used for assessing how well an ESC system can help the driver in a specific critical situation during slippery road conditions, namely a sudden double lane change. Four different studless winter tyres were used in the study: one studless winter tyre for Nordic conditions, and three studless winter tyres for central European conditions. The specific tyres were chosen to represent a large difference of road grip on ice and snow, and winter tyre tests in the media served as a guide for picking out the tyres.

Previously, studies in the intersection of power and development have predominantly concentrated on power as domination; how powerful actors can force recipient countries into embracing specific policies due to economical asymmetries. Yet, with the introduction of the Poverty Reduction Strategy Papers (PRSP) approach to development employed by the Bretton Woods Institutions (BWI), conditions on certain policies have decreased and it is said that the approach allows for country ownership as development strategies are written by the countries themselves. As a critical response, the conception of power is broadened here through the separate employment of governmentality theory and neo-Gramscian International Relations theory. They share among them a theoretical premise which allows for an understanding of power that extends beyond domination to the realm of discursive practices which, it is argued, allows for influence despite the notions of ownership and without power as domination. The object of this thesis is to suggest how the discourses of the PRSP regime can influence subjects whom they addressed. The two theories have different assumptions here. More specifically, the neo-Gramscian theory argue that discursive practice may render ideological issues as common sense why they can come to be embraced by subjects, whereas the governmentality theory assume that discourses can, perhaps without conscious recognition, reshape the very identities of subjects. The theories differences are retained and bracketed when a discourse analysis of the PRSP regime is conducted which concludes that the BWIs require that suitable skills are embraced by subjects appropriate for a good governed market economy. These skills are located to basic capacities in calculating, accounting and social capital accumulation. Thereafter a practical example of discursive practice in a capacity building mission is reviewed to explicate how these skills are actualized through training modules enabling influence towards preferred standards of the BWIs without power as domination. The two theories are brought in for a discussion on how these discursive practices may be understood according to their respective premises, but also to discuss the usefulness of these theories for studies of this kind. It is argued, among other conclusions, that the neo-Gramscian understanding of power as operating on the conscious level can fruitfully be coupled with the proposition of governmentality that powers also work on an unconscious level for understanding practises of capacity building. As concerning the weaknesses of the theories it is put forth that the neo- Gramscian theory suffers from an assumption of class identity presented as a “brute fact” before the realm of the political, whereas the governmentality theory suffers from an exclusive focus on discourse and leaves behind how different actor constellations may seek to appropriate discourses. To remedy these weaknesses, the thesis concludes with an argument that a combination of these theories can provide a lucrative foundation for further studies.

In today's vehicles, active safety systems are introduced addressing a large variety of safety issues such as providing optimal stability control, braking effect, preventing spin and rollover, as well as collision avoidance, to mention just a few. In this study a literature review was performed in order to establish how the traffic safety performances of active safety systems with focus on Antilock Braking System (ABS) and Electronic Stability Control (ESC) are assessed. The areas covered were statistical evaluation, testing and driver behaviour. The literature review showed that in particular statistical methods, based on odds ratios, had been used in order to evaluate the traffic safety effect. In order to evaluate the effect of ESC in physical testing there are several test methods described in this report. Estimations of driver behaviour effects have been carried out by surveys among vehicle owners. Experiments performed in field or in simulator have also been found in the literature. From EU projects a variety of measures and test methods are available for assessment of driver behavioural effects.

En däcktyp som ökar i användning år från år är de av så kallad SUV-typ (Sport Utility Vehicles). Var 17:e nybil som såldes i Sverige under 2004 var en SUV. SUV-däck har större dimensioner och utsätts för större hjullaster jämfört med vanliga personbilsdäck. Dessutom finns det bland SUV-däcken en större variation i modellutbudet (allt från rena terrängdäck till lågprofildäck) jämfört med personbilsdäcken, vilket innebär att risken att välja ett vinterdäck med sämre köregenskaper ökar. VTI har därför undersökt isfriktionen hos 23 olika M+S-märkta däck samt ett sommardäck av den dimension som är standard på Volvo XC90. Av M+S-däcken var 7 st. dubbdäck, 10 st. odubbade vinterdäck samt 6 st. icke godkända vinterdäck av terräng- eller allseasontyp, dvs. ej särskilt framtagna för vinterkörning. Testerna utfördes i VTI:s stationära däckprovningsanläggning på is med temperaturen -3°C. Då vi enbart utfört isfriktionstester kan vi inte uttala oss om dessa däcks egenskaper på barmark. Resultaten av våra tester visar att - SUV-däck som är märkta M+S men inte godkända som vinterdäck är generellt sämre på slät is jämfört med SUV-däck som är vinterdäcksgodkända - Speciellt är broms- och styrstabiliteten dålig på is för SUV-däck som inte är godkända som vinterdäck, vilket är allvarligt, och i värsta fall kan leda till att antisladdsystemet i praktiken blir verkningslöst om man vrider för mycket på ratten i en nödsituation - Odubbade vinterdäck (friktionsdäck) för SUV:ar är generellt hårdare än friktionsdäck för personbilar, vilket normalt innebär ett sämre is- och snögrepp - Dubbade SUV-däck har betydligt bättre isgrepp än friktionsdäck, terrängdäck och allseasondäck.

Debatten om hur oljan skall ersättas i Sverige till år 2020 pågår. Ett diskuterat alternativ är etanol, vars förbrukning förväntas öka. Sveriges etanolproduktion är beroende av EU:s tullstruktur, utan den blir fabrikerna i Sverige utkonkurrerade. Samtidigt är Sveriges handelspolitiska utgångspunkt att alla former av handelshinder skall motverkas. Om man skall satsa på en inhemsk produktion av etanol måste man gå emot handelspolitiken och inte propagera för en frihandel. Sverige står inför ett vägval där endast ett val av två önskade går att uppfylla. Syftet med denna uppsats är att undersöka Sveriges interna diskussion, bland närmast berörda intressenter såsom politiker, tjänstemän, näringsliv och intresseorganisationer, om detta vägval. Vidare ska policydokument såsom handelspolitiska och energipolitiska dokument undersökas. Närmare ska vi undersöka vilka argument som framträder för en frihandelslinje respektive argument för en inhemsk produktion. Detta för att argumenten kan påvisa vilka värden som innefattas i de båda vägarna. Textanalysen påvisade att den frihandelsvänliga linje som Sveriges handelspolitik representerar, ifrågasätts av både Sveriges nya förslag för att uppnå ett oljeoberoende och EU:s förslag till energistrategi. Kontentan av analysen är att det i dagsläget saknas en genomtänkt strategi för hur Sverige skall trygga behovet av etanol. Resultatet av intervjuanalysen visar att argumenten som framträder är av en art som stöder en fri handel men också sådana som vurmar för en inhemsk produktion. Dock är man överens om att en frihandel inom denna sektor skulle vara gynnsamt för u-länders utveckling och även att arbetstillfällen och landsbygdsutveckling skulle gynnas av en inhemsk etanolindustri.

In an earlier VTI study from 1997 in which the tyre usage for heavy vehicles was surveyed, statistics suggested that buses may have a larger problem with slippery roads compared to other vehicle types, like personal cars and heavy trucks. The statistical data was however not large enough to conclude that this is the case. Therefore, the present study was conducted with the aid of accident data for various vehicle types collected from VITS, the information system for traffic safety of the Swedish Road Administration. The information concerns accidents that occurred during seven winters 1995/1996-2001/2002. Corresponding information has also been collected from Finnish accident data. All of the statistical analyses in this study indicate problems with traffic safety for buses on icy or snowy roads. However, none of these results are statistically significant. The statistical uncertainty in these results stems from a low number of accidents, but also from a lack of information regarding the actual travelled distance on different road conditions for the vehicles. It is probably necessary to know the travelled distance on different road conditions for buses to make a conclusion about accident probability for buses on winter roads. We will therefore make inquiries to bus companies in Sweden during the winters 2005/2006 and 2006/2007 concerning the travelled distances on different road conditions to complete the present study.

Nynas produces bitumen at two refineries in Sweden. The bitumen is shipped to seven depots along the swedish coast line, and from the depots special trucks handle the transportation to customers. Recently Nynas has transformed its supply chain and closed down a few depots. At the moment the company is considering a further reduction of the number of depots. In connection to these discussions an analyse of the companys distributionsystem and of possible changes is required. In this thesis an optimization model is developed that simulates Nynas distribution of bitumen from the depots to the customers. The model is used to investigate the required vehicle fleet size for a number of different scenarios, that is with different depots closed down. The question to be answered is, thus, what depots could be closed without any dramatic increase in the required vehicle fleet size? Scenarios where customers are allocated an increased storage capacity are also studied. The distribution model that is developed is an inventory route planning problem. It is solved by column generation. Each column represents a route and is generated by a subproblem with restrictions on permitted working hours for the truck drivers. Integer solutions are generated heuristically. Simulations that have been performed with the model reveals interesting differences concerning how the distribution is handled in different parts of Sweden. In western Sweden the transportation planning works well, but the distribution in the central parts of the country could be planned in a better way. Results from simulations also show that the depots in Norrköping and Västerås could be closed down without increasing the vehicle fleet. Probably, the existing vehicle fleet size will be sufficient even with the Kalmar-depot closed down. Nevertheless, Nynas transportation suppliers will have to purchase new vehicles if the Sandarne-depot is to be closed. Another interesting conclusion that can be drawn from this thesis is that there is a potential for reducing the vehicle fleet size if the storage capacity is increased at a few chosen customers. A considerably small increase in the storage capacity at a few big customers that are located far from the depots will have a great effect.
