Community-based media are socially oriented and driven by democratic principles. A major idea behind the concept is to empower marginalised communities to enable them define and manage their own development. Over the years, community-based media have struggled to their feet in Nigeria despite that the roots of media development in the country could be traced to the community level. This study examined the views of stakeholders on the role of community-based media practice in driving development at the grassroots level using survey method with interview guide as basic instrument. Data were gathered through using face to face interactive interviews with editors/publishers of select community newspapers in South-west Nigeria. Findings revealed that stakeholders were in agreement that community-based media are capable of bringing development closer to the people by getting them involved in determining the direction and focus of development goals. However, respondents noted that the model of Community-based media practice currently obtainable in Nigeria does not promote communal participation, consequently leaving it in the hands of a few Individuals who often follow their political and economic profit blueprint which relegates the collective good of the community to the background to the background. The study concluded that for rural communities to benefit fully from community-based media practice, stakeholders must embrace the right model of community media practice that must focus on people’s interest and community development.

This article explores an understudied dimension of Solidarity Economy, which is how spaces of community development-oriented commercialization balance the embedment of their activities in cooperative norms and practices, while at the same time mobilizing support from pre-existing social structures and their institutions. The analysis is based on the case study of the Solidarity Economy markets organized by Esperança/Cooesperança, a community development project based in the town of Santa Maria, in the Brazilian state of Rio Grande do Sul. It engages the concept of “edge work”, from Social Permaculture Design, in framing Solidarity Economy markets as spaces that manifest Karl Polanyi’s vision of an “active society” in counter-movement to market commodification. This materializes as a reconciliation of cooperative practices with market mechanisms, based on trust-building and political mobilization, among different social sectors and agents, around direct producer-to-consumer exchanges. The analysis frames these markets as “mobilizational commons”: Sites of re-signification of market activity through the engagement of otherwise competing producers in experimenting, enacting and coordinating cooperative practices, as well as of consumers, social movements and the state in the re-framing economic activity over time. It concludes with an analysis of the political limitations to the “edge work” promoted by Esperança/Cooesperança, posed by electoral rotation and political socialization. Sports development in India has been a key concern for the nation for several years. Few key factors hinder the growth of the sporting scenario which need to be addressed. The purpose of this study is to explore the integration and innovation of blockchain technology for grassroots development and funding in the Indian sports industry. First, the technology's features and scope are described, as well as its applications in various industries. Second, an overview of the global sports industry is presented, with a focus on the income generation of players, teams, and associated organizations in order to comprehend the industry's value chain as a whole. The sports landscape in India is then examined in-depth, with observations made based on grassroots development through governance, schemes, and private entities. Finally, the system's major difficulties are identified, and ideas for incorporating blockchain technology to address those issues are presented. Therefore, a strategic solution to an evident problem has been conveyed through this research thus it poses a practical significance.

MA (Kommunikasie), North-West University, Potchefstroom Campus, 2019 Rundu is a town in northern Namibia facing various development issues such as unemployment and poverty. In Namibia, the government follows a decentralized approach to social development and, as such, a committee (CDC) was established in each constituency, which is responsible for grassroots development. This committee also acts as an intermediary between government and the local community. In this study, it is argued that communication between the CDC members and the local Rundu community should adhere to the principles of the participatory approach to development communication in order to achieve development goals. The general research question formulated for the study asks: What is the nature of communication between the CDC members and the developing community of Rundu? In answering this question, a literature study was first conducted on the participatory approach to development communication to determine how communication between the CDC members and the developing community ought to be. The principles discussed in theory are participation, dialogue, cultural identity and empowerment. The empirical part of the study was approached qualitatively by means of semi-structured interviews with CDC members and focus groups with community members of Rundu. It has been found that the communication between the CDC members and the developing community of Rundu does not currently comply with the principles of the participatory approach. First, it appears that the developing community does not actively participate in CDC development initiatives. Furthermore, it is clear that the communication between the CDC members and the community is not dialogic. The CDC seeks to protect the cultural identity of the developing community, but it is not sufficiently integrated within the context of development or the messages communicated by the CDC. Finally, it was found that the local community is not empowered by their participation in the CDC development initiatives. In a developing country such as the Philippines, where call for change is relentless, the inclusive participation of the citizens has become vital. In 2012, the Aquino Administration launched the Bottom-up Budgeting (BUB) Program to bolster inclusive growth, grassroots empowerment, and good governance at the local level. In Cagayan de Oro City (CdeO), BUB sought to increase citizens’ access to local service delivery with a demand-driven budget planning process and to strengthen government accountability in local public service provision (Openbub.gov, 2012). Using the Most Significant Change (MSC) approach, this study examined the dynamics of Civil Society Organizations’ participation in BUB-funded projects that have helped the Local Government Unit (LGU) develop a more progressive perspective in governance and its replicability in other areas. There has been formal recognition by the LGU of the valuable contributions of CSOs to the City’s growth, in the form of strengthened commitment towards poverty alleviation, productive partnerships, and the establishment of the City CSO Affairs Office. The interplay of the CSOs, government stakeholders, and private institutions in the City remains relevant. BUB has been anchored on strong community involvement, open government, and people’s multifaceted agenda for the City, even in the face of the Duterte administration’s plan to replace BUB with a relatively similar system, the Assistance to Disadvantaged Municipalities Program (ADMP). Once institutionalized in the local bureaucracy, civil society participation will continue to keep alight the torch of cooperation in building the fourth metropolis in the country, even as we are buffeted by winds of uncertainty brought about by social and political challenges.

The quest for sustainable grassroots’ development by Nigerian government calls for the need to look inwards and re-examine and evaluates our indigenous cultural practices in an attempts to attain the desired development goal. This paper evaluates the indigenous age grade systems in Nigerian societies, and how the traits of the age grades can be harnessed for the attainment of the much desired sustainable development in Nigeria. It argues that the cultural bond and unity of purpose between the members of the age grades a priori make them a veritable tool for transformation of the rural areas. This is because the age grades know their communities more than out-siders and the so-called developers, hence what needs to be done is to empower the various age grades and give them the necessary tools and technical know-how. Благодаря культурным связям и общей цели, члены возрастных групп априори становятся инструментом для реализации трансформаций в отдаленных районах. Это связано с тем, что возрастные группы лучше знакомы с особенностями своих общин в отличие от посторонних людей и так называемых специалистов по развитию, поэтому необходимо задействовать разные возрастные группы и оснастить их необходимыми инструментами и техническими ноу-хау. Metadata only record This paper explores the issues of the unheard voices of even well organized indigenous communities. The paper presents the issues lived during a project development between two indigenous communities (in California and Mexico) and small NGOs headed or facilitated by women. The project was developed to attract tourism, protect the environment, and improve the living standards of the displaced indigenous communities. The projects were headed by male community leaders and the NGO. In Mexico the leaders agreed to share the profits among male headed- households. Men wanted to spend it on a road, women consulted wanted to improve the village clinic. Gender equity, in terms of gender differences in needs, aims and ability to participate were not considered but indigenous women were expected to donate their time and effort to the project, to perform as well as providing the crafts to be sold for visitors. The communities saw the tourist activities as a reclamation and reaffirmation of a culture that has been almost lost, rather than as an exercise in local economic development. Nevertheless the NGOs woman consultant failed to question if the men in charge spoke for the women's interests. In California the NGO also failed to comply with their requests, attempting to introduce unwanted economic activities.

Local government is purposely established by law to provide grassroots development. In federal states, it is usually created by law of the federating units, and in unitary states it is created by central government. However, since the entrenchment of local government as a third-tier level of government in the 1979/1999 federal constitutions of Nigeria, there have been a lot of difficulties in creating new local governments. This paper examines the dynamics of this structure and the challenges posed to the orderly creation of new local government areas in Nigeria. The paper adopts secondary methods of data collection and analysis. It finds that the conflicting constitutional provisions which vest in the state and federal governments powers to create new local government areas have created many controversies in the polity. It recommends that the creation and statutory finance of local government councils in Nigeria should be expunged from the federal constitution.

This study follows several groups engaged in the rawest form of grassroots organizing that are currently operating in zòn defavorize ("defavorized" zones) of metropolitan Port-au-Prince. Experiencing first-hand the difficulties of surviving in the overcrowded capital--which recently has meant enduring the 2010 earthquake, a cholera epidemic and flawed presidential elections--like-minded Haitians have banded together to tackle neighborhood problems by promoting social programs that simultaneously entertain music-making and community service. Such organizations include a classical music school in Cité Soleil that offers students music lessons and the chance to participate in a symphonic band as an alternative to gang involvement and drug use; a professional music theater troupe that has run intensive performance training for youth in tent cities; a hip-hop collective that has assisted U.S. deportees with integrating into Haitian society; and a rap Kreyòl group that launched a long-term project to remove trash from the streets while simultaneously releasing singles highlighting Haiti's environmental degradation. Dozens of other service-oriented cultural groups are currently active and are using music of genres ranging from rara to folkloric dance and drumming to rasin, in addition to those mentioned above, for extra-musical purposes. These groups use cultural action to address on a small scale the needs of the population that elsewhere might be met by a state with solid infrastructure. Thus, in certain contexts, cultural production provides a modest means to press for change and community development and may in fact involve efforts directed toward the reduction of violence and poverty.The case studies I evaluate are drawn from twenty-one cumulative months of fieldwork. Ethnographic data was collected through varied research methodologies, including intensive participant observation, archival research, an extensive range of interviews conducted across a polarized class structure, and engaged ethnography research techniques. The arguments advanced in this dissertation move beyond existing scholarship concerning Haitian mizik angaje (politically and socially "engaged music"), first by employing theories connecting music and violence and second by reaching outside the field of ethnomusicology in contemplating contemporary models of grassroots development.
