- Abstract
This chapter evaluates the existing paradigms and theories that are influential in the planning discipline and focuses, and critically evaluates, major strands within planning theory. It addresses the relevance of theory to the practice of planning under different regulatory regimes and presents the existing criticisms on contemporary planning practice with respect to the loss of ‘the political’ in planning, in reference to decision-making channels within democratic and legitimate processes. Consequently, it underlines a need to rethink the role of planning and introduces a discussion on the reconsideration of the political in planning. The last section of the chapter reviews the possible ways out of the present crisis in planning by taking a planning rather than the political stance that searches for the possible.

Using this model, gabapentin, among other drugs, was shown to significantly reduce cutaneous hyperalgesia compared to placebo. Since the larger thermal probes used in the original studies to produce heat sensitization are now commercially unavailable, we decided to assess whether previous findings could be replicated with a currently available smaller probe (heated area 9 cm2 versus 12.5–15.7 cm2).Study design and methods: After Institutional Review Board approval, 15 adult healthy volunteers participated in two study sessions, scheduled 1 week apart (Part A). In both sessions, subjects were exposed to the heat/capsaicin cutaneous sensitization model. Areas of hypersensitivity to brush stroke and von Frey (VF) filament stimulation were measured at baseline and after rekindling of skin sensitization. Another group of 15 volunteers was exposed to an identical schedule and set of sensitization procedures, but, in each session, received either gabapentin or placebo (Part B).Results: Unlike previous reports, a similar reduction of areas of hyperalgesia was observed in all groups/sessions. Fading of areas of hyperalgesia over time was observed in Part A. In Part B, there was no difference in area reduction after gabapentin compared to placebo.Conclusion: When using smaller thermal probes than originally proposed, modifications of other parameters of sensitization and/or rekindling process may be needed to allow the heat/capsaicin sensitization protocol to be used as initially intended. The Unified Astronomy Thesaurus (UAT) is an open, interoperable and community-supported thesaurus which unifies the existing divergent and isolated Astronomy & Astrophysics vocabularies into a single high-quality, freely-available open thesaurus formalizing astronomical concepts and their inter-relationships. The UAT builds upon the existing IAU Thesaurus with major contributions from the astronomy portions of the thesauri developed by the Institute of Physics Publishing, the American Institute of Physics, and SPIE. We describe the effort behind the creation of the UAT and the process through which we plan to maintain the document updated through broad community participation., 4 pages, 1 figure, to appear in Proceedings of Astronomical Data Analysis Software and Systems XXIII, which took place September 29-October 3, 2013

8. Fast path planning for precision weeding

- Abstract
Agricultural robots have the potential to reduce herbicide use in agriculture and horticulture through autonomous precision weeding. One of the main challenges is how to efficiently plan paths for a robot arm such that many individual weeds can be processed quickly. This paper considers an abstract weeding task among obstacles and proposes an efficient online path planning algorithm for an industrial manipulator mounted to a mobile robot chassis. The algorithm is based on a multi-query approach, inspired by industrial bin-picking, where a database of high-quality paths is computed offline and paths are then selected and adapted online. We present a preliminary implementation using a 6-DOF arm and report results from simulation experiments designed to evaluate system performance with varying database and obstacle sizes. We also validate the approach using a Universal Robots UR5 manipulator and ROS interface.

Prader-Willi syndrome (PWS) is a multi-system disorder characterized clinically by abnormal mental and physical development. PWS patients have a deletion in an imprinted region on paternal chromosome 15 (15q11-13), maternal disomy for this segment, or rarely, a chromosomal imprinting center deletion that gives rise to suppression of the equivalent paternal genes. Within the affected segment of chromosome 15 are genes encoding the alpha(5), beta(3) and gamma(3) subunits of the gamma-aminobutyric acid type-A (GABA(A)) receptor. Therefore, altered neurobehavioral function could arise in PWS due directly to altered GABA(A) receptor composition and expression, or alternatively, from brain developmental and maturational effects of these or other genes in the imprinted region. The aim of the present study was to assess cerebral GABA(A) receptors in PWS with the use of positron emission tomography of the benzodiazepine binding site employing [11C]flumazenil ([11C]FMZ). A reduction in [11C]FMZ binding was found predominantly in the cingulate, frontal and temporal neocortices and insula in six adult PWS patients compared to nine normal subjects. A possible role for the deleted beta(3) subunit gene in PWS is supported in part by the wide cortical distribution of its mRNA expression and the effects of experimental knockouts on benzodiazepine binding described in prior studies. Altered GABA(A) receptor composition or number in these cortical regions may account for neurobehavioral abnormalities in PWS including mild mental retardation, poor impulse control, and impaired responses to somatic pain.

International audience; Large-scale climate patterns influenced temperature and weather patterns around the globe in 2011. In particular, a moderate-to-strong La Nina at the beginning of the year dissipated during boreal spring but reemerged during fall. The phenomenon contributed to historical droughts in East Africa, the southern United States, and northern Mexico, as well the wettest two-year period (2010-11) on record for Australia, particularly remarkable as this follows a decade-long dry period. Precipitation patterns in South America were also influenced by La Nina. Heavy rain in Rio de Janeiro in January triggered the country's worst floods and landslides in Brazil's history. The 2011 combined average temperature across global land and ocean surfaces was the coolest since 2008, but was also among the 15 warmest years on record and above the 1981-2010 average. The global sea surface temperature cooled by 0.1 degrees C from 2010 to 2011, associated with cooling influences of La Nina. Global integrals of upper ocean heat content for 2011 were higher than for all prior years, demonstrating the Earth's dominant role of the oceans in the Earth's energy budget. In the upper atmosphere, tropical stratospheric temperatures were anomalously warm, while polar temperatures were anomalously cold. This led to large springtime stratospheric ozone reductions in polar latitudes in both hemispheres. Ozone concentrations in the Arctic stratosphere during March were the lowest for that period since satellite records began in 1979. An extensive, deep, and persistent ozone hole over the Antarctic in September indicates that the recovery to pre-1980 conditions is proceeding very slowly. Atmospheric carbon dioxide concentrations increased by 2.10 ppm in 2011, and exceeded 390 ppm for the first time since instrumental records began. Other greenhouse gases also continued to rise in concentration and the combined effect now represents a 30% increase in radiative forcing over a 1990 baseline. Most ozone depleting substances continued to fall. The global net ocean carbon dioxide uptake for the 2010 transition period from El Nino to La Nina, the most recent period for which analyzed data are available, was estimated to be 1.30 Pg C yr(-1), almost 12% below the 29-year long-term average. Relative to the long-term trend, global sea level dropped noticeably in mid-2010 and reached a local minimum in 2011. The drop has been linked to the La Nina conditions that prevailed throughout much of 2010-11. Global sea level increased sharply during the second half of 2011. Global tropical cyclone activity during 2011 was well-below average, with a total of 74 storms compared with the 1981-2010 average of 89. Similar to 2010, the North Atlantic was the only basin that experienced above-normal activity. For the first year since the widespread introduction of the Dvorak intensity-estimation method in the 1980s, only three tropical cyclones reached Category 5 intensity level-all in the Northwest Pacific basin. The Arctic continued to warm at about twice the rate compared with lower latitudes. Below-normal summer snowfall, a decreasing trend in surface albedo, and above-average surface and upper air temperatures resulted in a continued pattern of extreme surface melting, and net snow and ice loss on the Greenland ice sheet. Warmer-than-normal temperatures over the Eurasian Arctic in spring resulted in a new record-low June snow cover extent and spring snow cover duration in this region. In the Canadian Arctic, the mass loss from glaciers and ice caps was the greatest since GRACE measurements began in 2002, continuing a negative trend that began in 1987. New record high temperatures occurred at 20 m below the land surface at all permafrost observatories on the North Slope of Alaska, where measurements began in the late 1970s. Arctic sea ice extent in September 2011 was the second-lowest on record, while the extent of old ice (four and five years) reached a new record minimum that was just 19% of normal. On the opposite pole, austral winter and spring temperatures were more than 3 degrees C above normal over much of the Antarctic continent. However, winter temperatures were below normal in the northern Antarctic Peninsula, which continued the downward trend there during the last 15 years. In summer, an all-time record high temperature of -12.3 degrees C was set at the South Pole station on 25 December, exceeding the previous record by more than a full degree. Antarctic sea ice extent anomalies increased steadily through much of the year, from briefly setting a record low in April, to well above average in December. The latter trend reflects the dispersive effects of low pressure on sea ice and the generally cool conditions around the Antarctic perimeter.

Da für Laserbehandlungen am Auge Vorversuche aus humanitären Gründen nicht möglich sind und meist nicht alle benötigten Informationen zur Verfügung stehen, ist in diesem Fall eine äquivalente Modellierung notwendig. Im Fall der Laserbehandlung am menschlichen Auge wird ein Äquivalentmodell eines Minischweineauges optisch simuliert. Mit den Simulationsdaten, den Ergebnissen aus den realen Laserversuchen an den Minischweinen und dem Vergleich mit dem simulierten humanen Augenmodell können Erkenntnisse über eine Laserbestrahlung am menschlichen Auge gewonnen werden.

12. Multimediaprojektionssystem mit OLED-Mikrodisplay

Die mobile Kommunikation ist einer der schnell wachsenden Industriezweige im letzten Jahrzehnt. Auf Grund der stetig zunehmenden Nachfrage von Multimediaprojektionssystemen im Bereich der mobilen Elektronik und Kommunikation, wird zurzeit ein RGB-OLED-Pico-Projektor entwickelt. Dafür werden drei einfarbige leuchtstarke OLED-Mikrodisplays eingesetzt. Die Farbkombination der drei OLEDs wird über ein Strahlteilerwürfelsystem, einem so genannten X-Cube, realisiert. Dieser X-Cube ist speziell dichroitisch beschichtet und faltet die Strahlen wellenlängenselektiv in ein speziell designtes Projektionsobjektiv. Dieses projiziert mit einer 15-fachen Vergrößerung das generierte Bild in die Bildebene und erzeugt dadurch ein farbiges Bild mit einer Diagonalen von ca. 150mm. Der Einsatz von drei OLEDs steigert den Lichtstrom im Bild weiter, so dass dieser Pico-Beamer erstmals auch bei Raumlicht eingesetzt werden kann. Obwohl der Einsatz von drei OLEDs das Bauvolumen leicht erhöht, bleibt es trotz dessen ein kompaktes und sehr energiegünstiges Projektionsgerät, welches sich in verschiedene Endgeräte für den Multimediabereich integrieren lässt.

14. Infertility

- Abstract
Infertility is defined as failure to achieve pregnancy during one year of frequent, unprotected intercourse. Evaluation generally begins after 12 months, but it can be initiated earlier if infertility is suspected based on history or if the female partner is older than 35 years. Major causes of infertility include male factors, ovarian dysfunction, tubal disease, endometriosis, and uterine or cervical factors. A careful history and physical examination of each partner can suggest a single or multifactorial aetiology and can direct further investigation. Ovulation can be documented with a home urinary luteinizing hormone kit. Hysterosalpingography and pelvic ultrasonography can be used to screen for uterine and fallopian tube disease. Hysteroscopy and/or laparoscopy can be used if no abnormalities are found on initial screening. Women older than 35 years also may benefit from ovarian reserve testing of follicle-stimulating hormone and estradiol levels on day 3 of the menstrual cycle, the clomiphene citrate challenge test, or pelvic ultrasonography for antral follicle count to determine treatment options and the likelihood of success. Options for the treatment of male factor infertility include gonadotropin therapy, intrauterine insemination, or in vitro fertilization. Infertility attributed to ovulatory dysfunction often can be treated with oral ovulation-inducing agents in a primary care setting. Women with poor ovarian reserve have more success with oocyte donation. In certain cases, tubal disease may be treatable by surgical repair or by in vitro fertilization. Infertility attributed to endometriosis may be amenable to surgery, induction of ovulation with intrauterine insemination, or in vitro fertilization. Unexplained infertility may be managed with ovulation induction, intrauterine insemination, or both. The overall likelihood of successful pregnancy with treatment is nearly 50 percent. Systemic inflammation, corticosteroid therapy, and reduced physical activity are risk factors for altered body composition in patients with systemic lupus erythematosus (SLE). The aim of this study was to assess whether body composition differs between childhood-onset SLE patients and healthy controls, and to investigate the impact of disease characteristics and lifestyle factors on body fat mass, serum lipids, and lipoproteins.Fat mass and lean tissue mass were measured in a cross-sectional study of 68 childhood-onset SLE patients and 68 matched healthy controls by dual-energy X-ray absorptiometry (DXA). The influence of disease, glucocorticosteroids, disease activity and severity, physical activity, and dietary intake on fat mass was evaluated by multiple linear regression analysis. Serum lipid and lipoprotein levels were measured.Patients had a significantly higher fat mass [mean (SD) 35.3 (10.8) vs. 30.9 (11.1)%; p = 0.024] and lower lean mass [39.7 (9.8) vs. 44.4 (1.5) kg; p = 0.003] than controls. Corticosteroid use and the disease itself were significant independent predictors of greater fat mass, while disease activity, physical activity, and dietary intake had only a minor influence. Mean high density lipoprotein (HDL) cholesterol and apolipoprotein A1 (apo A1) levels were significantly lower (p0.001), and the mean apo B/apo A1 ratio significantly higher (p = 0.004), in patients than in controls.Childhood-onset SLE patients had a higher fat mass and lower lean mass than healthy controls and corticosteroid use was an independent predictor of increased fat mass. Patients had a more proatherogenic lipid profile, which will contribute to the increased risk of coronary heart disease in SLE patients.

We report on the final electroweak measurements performed with data taken at the Z resonance by the experiments operating at the electron-positron colliders SLC and LEP. The data consist of 17 million Z decays accumulated by the ALEPH, DELPHI, L3 and OPAL experiments at LEP, and 600 thousand Z decays by the SLD experiment using a polarised beam at SLC. The measurements include cross-sections, forward-backward asymmetries and polarised asymmetries. The mass and width of the Z boson, $\MZ$ and $\GZ$, and its couplings to fermions, for example the $\rho$ parameter and the effective electroweak mixing angle, are precisely measured. The number of light neutrino species is determined to be 2.9840+/-0.0082. The results are compared to the predictions of the Standard Model. Electroweak radiative corrections beyond the running of the QED and QCD coupling constants are observed with a significance of five standard deviations, and in agreement with the Standard Model. Of the many Z-pole measurements, the forward-backward asymmetry in b-quark production shows the largest difference with respect to its Standard Model expectation, at the level of 2.8 standard deviations. Through radiative corrections evaluated in the framework of the Standard Model, the masses of the top quark and the W Boson are predicted. These indirect constraints are compared to the direct measurements, providing a stringent test of the Standard Model. Using in addition the direct measurements of $\Mt$ and $\MW$, the mass of the as yet unobserved Standard Model Higgs boson is predicted., Comment: 302 pages, v2: minor corrections and updates of references. 19. Activity of SiO2 supported gold palladium catalysts in CO oxidation

- Abstract
Bimetallic Au-Pd catalysts supported on silica with different Au/Pd atomic ratios were prepared by simultaneous reduction of palladium and gold precursors by ethanol in the presence of the polymer, polyvinilpyrrolidone (PVP). Formation of alloyed particles was detected by means of X-ray diffraction, X-ray photoelectron spectroscopy, transmission electron microscopy and CO chemisorption measurements. The catalysts were tested in the catalytic oxidation of CO using a plug-flow reactor. The CO conversion was determined as a function of temperature. The monometallic palladium and the palladium-rich catalysts behaved quite similarly and were the most active catalysts. A drastic reduction of the CO oxidation activity was observed for the 50/50 Au/Pd catalyst and for samples with increasing amount of gold.

PURPOSE: To determine the utility of [15O]H2O positron emission tomography (PET) for the quantitative determination of cerebral blood flow in patients undergoing balloon test occlusion of the internal carotid artery. METHODS: Twenty-two [15O]H2O PET cerebral blood flow studies were completed on 20 patients for whom temporary or permanent occlusion of the internal carotid artery was being considered because of skull base tumor or internal carotid artery aneurysm. In each study, cerebral blood flow was determined during temporary balloon internal carotid artery occlusion, and again after deflation and removal of the balloon from the internal carotid artery. RESULTS: Patients were divided into three groups based on clinical and cerebral blood flow response to balloon test occlusion. Studies were classified as group I when associated with no clinical symptomatology and with a cerebral blood flow decrease of less than 10 mL/100 g per minute (16 of 22 patients); as group II when there was no clinical symptomatology and cerebral blood flow fell to 25 to 35 mL/100 g per minute on the occluded side (5 of 22); and as group III when the patient was clinically unable to tolerate test occlusion and had a cerebral blood flow of less than 20 mL/100 g per minute on the occluded side (1 of 22). Neurologic sequelae developed in none of the eight group I patients later undergoing permanent internal carotid artery occlusion. Cerebral infarction developed subsequently in the one group II patient who underwent internal carotid artery occlusion. CONCLUSION: During internal carotid artery balloon test occlusion, [15O] H2O PET determination of cerebral blood flow allows rapid quantitative determination of cerebral blood flow throughout the entire brain, predicting the adequacy of collateral flow after permanent occlusion. All patients were able to tolerate the [15O]H2O PET cerebral blood flow determination, and there were no complications of the procedure.

Das geht aus der Stellungnahme von 5'000 Personen hervor, die im 7. bis 13. Schuljahr unterrichten. Die Daten sind wesentlich positiver als in anderen Ländern. Das Ergebnis ist eine erfreuliche Bestätigung für die Lehrerfortbildung, die Projektgruppen zur Informatikeinführung und für die Lehrergrundausbildung. Zudem signalisiert es auch eine gute Basis für weitere Innovationen. Merkwürdigerweise meinen die vorgesetzten Rektoren und Informatikzuständigen, die Lehrer dürften noch mehr wissen und können. Wir legen die entsprechenden Daten vor und formulieren einige Vermutungen zu diesem paradoxen Phänomen.

33. Projects at Palomar: New and traditional roles for the Caltech Library

- Abstract
In the last year, two projects illustrate opportunities for our Library to work in new ways to document and preserve the research of Palomar and Caltech. Observing log books from Palomar telescopes are being digitized and presented online. These logs go back to the 1930s and are a unique window into early observing activities at Palomar. Eventually, both observer and plate logs will be available. We envision astronomers, amateur astronomers and those interested in the history of science being interested in this work. Current Palomar research has different needs. Our institutional repository (IR), CaltechAUTHORS, is used to track and expose research associated with the Zwicky Transient Factory. This National Science Foundation (NSF) funded instrument is mounted on the 48-inch telescope at Palomar. CaltechAUTHORS is continuously updated with new papers and when NSF reports are due they are added to research.gov to support the award. In both of these projects new collaborations needed to be forged in order to accomplish the work. Internally, the log book project relied on interlibrary loan staff, our archivist and our digital technologies librarian. On the Palomar side we leaned on retired and current staff from the optical observatories. Our work supporting research grants has evolved as we’ve established relationships with PIs, grants managers and the Office of Sponsored Research at Caltech. These are just two projects but both represent work that is evolving as the library and its services adjust to meet the changing research and preservation needs of the Institute.

34. Multilevel Power Relations and Planning Conflicts in a ‘Land of Exception’: The Case of the Sughereta di Niscemi Reserve in Sicily

This article aims to investigate how the asymmetrical (political and economic) power relations can influence the effectiveness of planning systems at the local governance level, producing conflicting forms between land transformation and protection of natural interest sites. The article demonstrates how this condition can generate severe forms of environmental and social injustice through the case study of the M.U.O.S. of Niscemi (Mobile User Objective System). M.U.O.S. of Niscemi is a ground station for military communications satellite system, constructed by the United States Navy (Department of Defense) in Zone B of the natural reserve of "Sughereta di Niscemi" (the most relevant relict of the oak forests that once covered central-southern Sicily). The construction of the M.U.O.S. of Niscemi started in February 2008 without the traditional authorizations and the Environmental Impact Assessment (submitted late, in the summer of the same year). It did not pay any respect for the natural heritage of the reserve and the local laws for environment and landscape, through to the procedure of the "conference of services". This italian procedural model for administrative simplification has the objective of speeding up administrative procedures, especially when dealing with potential international or national funding (and interests), yet it is also a strategic tool to: • replace the traditional authorizations from the single public institutions; • sidestep the participation of the local community; • modify (zoning modifications) the approved plans through “automatic variation” of the planning instruments. These conditions involve a progressive loss of legitimacy of modern deliberative democracies. In our case the procedure caused protests of local associations "NoMUOS" related to the health risks and environmental damage due to radio waves in densely populated areas. In particular, local associations fighted for the revocation of authorisation to the construction and operation of the system. The article discusses the cause-effect relationship between international and national policies and planning instruments at local governance level, highlighting that soil transformations through short administrative procedures can produce forms of inequality and injustice. It contributes to the critical discussion on the role of political on the evolution (and involution) of governance and planning practices, exploring paradigms and models, systems and tools, as well as the main theoretical implications related to the ethical challenges and dilemma of planning in marginal contexts, where issues of social justice, sustainable development, and suspension of norms are strictly intertwined.

35. Amyloid PET imaging: a challenge for research in clinical neuroimaging

The development of amyloid targeting PET radioligands is one of the most challenging research and clinical neuroimaging endeavours. The first radiopharmaceutical developed by investigators at the University of Pittsburgh, a derivative of a histopathologic dye (thioflavin-S) used to identify fibrillary Ab-amyloid in microscopic brain tissue sections, was N-methyl-[C]2-(40-methylaminophenyl)-6hydroxybenzothiazole (now termed [C]Pittsburgh Compound-B or [C]PiB) [1]. Shortly following the advent of [C]PiB, several commercial entities began development of radio-fluorinated amyloid probes that would have potential translational clinical uses. At the time of this writing, there are a few probes approved for clinical use by Food and Drug Administration (FDA) and European Medicine Agency (EMA) and several others still in the pipeline. As today, based on the available data, results obtained by PET with amyloid radiopharmaceuticals should not be considered as diagnostic for Alzheimer disease (AD), but rather indicative of the presence of cerebral amyloid deposition. Ab deposition may be found in fact in disorders other than AD, such as dementia with Lewy bodies and amyloid angiopathy. Further researche will solve these issues, possibly increasing the spectrum of applications for amyloid PET imaging. The Society of Nuclear Medicine and Molecular Imaging has recently released Guidelines for the clinical application of amyloid imaging, emphasizing a conservative approach [2]. The SNMMI Guidelines suggest appropriate use of clinical amyloid imaging for distinguishing dementias with a moderate-to-high burden of fibrillary Abamyloid vs. those without amyloid deposition. The specificities of PET findings with the use of the clinically approved tracers have each been confirmed by direct comparisons of PET imaging with subsequent neuropathologic diagnosis at autopsy. Patients with dementia due to Alzheimer disease and some patients with dementia with Lewy bodies are expected to have abnormal (‘‘positive’’) amyloid scans, while patients with other forms of neurodegenerative disorders, such as the frontotemporal dementia spectrum (FTD), Creutzfeld–Jacob disease, and others, to have normal (‘‘negative’’) amyloid scans. Amyloid imaging might be of prognostic value in subjects with mild cognitive impairment (MCI), in whom there is a significant increased risk for progression to AD over 2–3 years following a ‘‘positive’’ amyloid PET scan. On the other hand, amyloid imaging is appropriate neither in patients with typical AD and in asymptomatic elderly subjects, as the imaging results would not lead to changes in diagnostic classification or clinical management, in particular, ‘‘positive’’ amyloid scans may be observed in elderly individuals, that remain asymptomatic for a decade in spite of such finding. It remains possible that some of these individuals may never develop dementia—follow-up research studies are underway at present to evaluate this possibility. Conversely, when patients exhibit deficits and course that are typical of AD, the vast majority will demonstrate ‘‘positive’’ amyloid scans, and the incremental contribution to diagnosis and management will be small. Up to now, the types of patients and clinical circumstances in which amyloid PET imaging could be used are limited to patients with atypical dementia or in clinical K.
