Today, logistics is effective in every field and has an important share in the revival of both domestic and foreign trade. The rapid increase in competition in global trade has increased the importance of the logistics sector and, accordingly, logistics centers. With well-planned and high-performance logistics centers in our country, the contribution of the logistics sector to the economy will increase and it will be ensured that our country is a logistics base in international transportation corridors. In this study, Criteria were determined conducting a comprehensive literature review for logistics center location These criteria consist of seven main criteria, namely population, economy, cost, socio-economic status, infrastructure, geographical location and service, and twenty-seven sub-criteria belonging to these main criteria. The criterias were evaluated by benefiting from the opinions of experts in the field of logistics, and the order of importance of the main and sub-criteria determined for the logistics center location determination was found by AHP methods.

In order to increase the economic vitality, the criterias of "Foreign Trade (import and export quantities)", "Organized Industrial Zones", "Agricultural Organized Industrial Zones" and "Border Gates" have been determined and these criteria have been evaluated according to the opinions of experts in the field of logistics. Provinces obtained according to scenarios in GIS have been ranked using the AHP technique in line with these evaluation results and the criteria data obtained from the relevant institutions for the most appropriate logistics center location.

Lojistik günümüzde hemen hemen her alanda etkili olup gerek zamandan tasarruf gerekse maddi kazanç sağlamada büyük rol oynamaktadır. Aktif bir lojistik merkez için altyapının yanı sıra konum da önemlidir. Büyük yatırımlarla yapılan lojistik merkezlerden kısa sürede kâr sağlamak için mümkün olan en iyi konumu belirlemek gerekmektedir. Lojistik merkezin konumu belirlenirken birçok değerlendirme yapılmaktadır. Bu çalışmada ülkemizdeki lojistik merkezlerde çok modlu taşımacılığı daha etkin hale getirebilmek için demiryolu, liman ve havaalanı bağlantısı olan iller Coğrafi Bilgi Sistemi (CBS) ile seçilmiştir. Ekonomik canlılığın artması için ise ‘Dış Ticaret (ithalat ve ihracat miktarları)’, ‘Organize Sanayi Bölgeleri’, ‘Tarımsal Organize Sanayi Bölgeleri’ ve ‘Sınır Kapıları’ kriterleri belirlenmiş ve bu kriterler lojistik alanında uzman kişilerin görüşlerine göre değerlendirilmiştir. CBS’de senaryolara göre elde edilen iller bu değerlendirme sonuçları ve kriterlerin ilgili kurumlardan alınan illere ait verileri doğrultusunda en uygun lojistik merkez konumu için AHP tekniği kullanılarak sıralanmıştır., Today, logistics is effective in almost every field and plays a major role in saving time and providing financial gain. Türk Silahlı Kuvvetleri ve güvenlik güçlerimizin ihtiyaç duyduğu silah sistem ve teçhizatların uygun zamanda, miktarda ve maliyetle tedariki, söz konusu sistemlerin ömür devri boyunca operasyonel hazırlık seviyesinin muhafazası için gerekli olan lojistik faaliyetler hayati öneme haiz unsurlardan biridir. Tedarik ve lojistik faaliyetlerin bütünsel bir bakış açısı ile yönetilmemesi, operasyonel görevin yerine getirilmesinde sorunlara sebebiyet verecek, aynı zamanda ülkenin bekasının sekteye uğrayabilmesine neden olabilecektir. Bu doğrultudan hareketle, Türk Silahlı Kuvvetlerimizin ve diğer güvenlik güçlerimizin operasyonel olarak doğru sistem ve teçhizatlar ile donatılmasını sağlamak, birbirleri ile koordineli olarak görevlerini yerine getiren bir yapı kurmak ve nihayetinde birliklerimizin ihtiyaç duyduğu lojistik faaliyetleri yürütmek önemli bir husus olarak karşımıza çıkmaktadır. Savunma bütçelerinin tahsis edildiği kamu kurum ve kuruluşlarının tedarik ve lojistik faaliyetlerinin, maliyet etkin ve verimli olarak yürütülmesinde bu organizasyonların süreçlerinin ve yapılanmalarının büyük önemi bulunmaktadır. Bu nedenle bu çalışmada, Türkiye’nin savunma tedarik ve lojistik organizasyon yapısı incelenerek daha etkili bir model önerisinde bulunulacaktır.

İnsansız Hava Aracı (İHA), kendisini kullanan bir insan taşımayan, kaldırma kuvvetini oluşturabilmek amacıyla aerodinamik kuvvetleri kullanabilen, kendi kendine uçabilen veya uzaktan yönetilebilen, tekrar kullanılabilen veya kullanılamayan ve ölümcül veya ölümcül olmayan faydalı yükler taşıma kabiliyetine sahip motorlu hava aracıdır. Teknolojinin yükselen bir hızla gelişmesiyle beraber İHA’ların kabiliyetleri de aynı oranda artmış ve birçok askeri görevde kullanılmaya başlanmıştır. Fakat, askeri başarı elde edebilmek yalnızca bu modern gelişmiş hava araçlarına sahip olmak yeterli değildir. Görevlerin ifa oranlarını arttırmak ve alan hakimiyetini yakalayarak savaşı kazanmak için görev tipine uygun sistemlerin kullanım planlamasının yapılması şarttır. Bu tür planlamalarla görevlerdeki başarı oranı artacak ve kullanan taraf üstünlük elde edecektir. Bu çalışmada gelişmiş orduların envanterinde bulunan farklı türlerdeki 9 İHA’nın sınır güvenliği ve müdahale görevlerini yerine getirmesi için çok kriterli karar verme (ÇKKV) yöntemleri ile değerlendirilmesi yapılmıştır. Bu 9 İHA büyüklük, tür, kabiliyet vb. yönlerden birbirinden ayrılmaktadır. Bu çalışmanın amacı, belirlenen görev için uygun İHA’nın sıralamasının tespit edilmesidir. Çalışmada kullanılan kriterler İHA’lar konusunda uzman kişilerle değerlendirilip 8 ana başlıkta gruplandırılmıştır. Kriterlerin ağırlıklandırılması için ikili kıyaslamalar yapılarak, kriter ağırlıkları AHP yöntemiyle ortaya konmuştur. İHA’ların sıralamaları ve seçimini yapabilmek için literatüre son yıllarda kazandırılmış olan ÇKKV yöntemlerinden ARAS, EDAS ve WASPAS metotları ile literatüre daha eski yıllarda kazandırılmış sıkça kullanılan MAUT, TOPSIS ve VIKOR yöntemleri kullanılmıştır. Böylece hem eski yöntemlerin hem de yeni yöntemlerin kullanımı ile farklı bir bakış açısına sahip çözüm geliştirilmeye çalışılmıştır. Uygulanan yöntemlerden bulunan önceliklendirme sonuçları analiz edilmiş ve sonuçlar normalize edilip ortalamaları bulunarak her İHA’ya ait nihai bütünleşik önceliklendirme puanı (NBÖP) elde edilmiştir. Böylece önceliklendirme değerlerinin güvenilirlik, doğruluk ve tutarlılık düzeylerinin arttırılması amaçlanmıştır. Uygulanan yöntemler sonucu bulunan sonuçlar yorumlanmıştır., An Unmanned Aerial Vehicle (UAV) is a motorized aircraft that does not carry a person using it, can use aerodynamic forces to create lift, can fly by itself or can be managed remotely, can be reused or not, and is capable of carrying deadly or non-lethal payloads. With the rapid development of technology, the capabilities of UAVs have increased at the same rate and they have started to be used in many military missions. However, having these modern advanced aircraft is not enough to achieve military success. It is essential to plan the use of systems suitable for the type of mission in order to increase the performance of the missions and win the war by capturing area dominance. With such planning, the success rate in tasks will increase and the user will gain superiority. In this study, 9 different types of UAVs in the inventory of advanced armies were evaluated with multi-criteria decision making (MCDM) methods to fulfill their border security and intervention duties. These 9 UAVs vary in size, type, capability, etc. differ from each other in all aspects. The purpose of this study is to determine the sequence of the suitable UAV for the determined mission. The criteria used in the study were evaluated with experts on UAVs and grouped under 8 main headings. In order to weight the criteria, pairwise comparisons were made and the criteria weights were determined by the AHP method. In order to rank and select UAVs, ARAS, EDAS and WASPAS methods, which have been introduced to the literature in recent years, and MAUT, TOPSIS and VIKOR methods, which are frequently used in the literature, were used. Thus, it has been tried to develop a solution with a different perspective by using both old methods and new methods. The prioritization results from the applied methods were analyzed and the results were normalized and the averages were found, and the final integrated prioritization score (NBÖP) of each UAV was obtained. Thus, it is aimed to increase the reliability, accuracy and consistency levels of the prioritization values. The results obtained as a result of the applied methods are interpreted.

Civil Servant Selection Examination (CSSE) has been held by ÖSYM (KPSS-Secondary Education and KPSS-Associate degree are held once every two years, and KPSS-Bachelor's degree is held every year) since 2003 according to "General regulation about the examinations to be made for those who will be appointed for the first time to public offices" regulation dated 18/3/2002 for the selection of those who will be appointed to the professions that will be assigned to the public service and duties and will be subject to special elections. In the scope of the research, net averages of all undergraduate programs in general aptitude, general culture, and foreign language tests from the KPSS-Bachelor's degree tests (there are 15 compulsory and optional tests as of 2016) for the years 2003-2016 (not published by ÖSYM in the following years) analyzed based on university categories and geographical regions. As a result of the analysis, in the general aptitude and foreign language tests, according to university categories, foundation university candidates, and in the general culture test, state university candidates ranked first in the net averages of all years. It has been observed that, in the general aptitude and foreign language tests, the candidates of the universities located in the Marmara Region ranked first in all years, in the general culture test, the candidates of the universities located in the Marmara Region ranked first between 2003 and 2004, the candidates of the universities located in Eastern Anatolia Region ranked first between 2005 and 2008, and after 2009 till 2016, the candidates of the universities located in in the Southeastern and Eastern Anatolia Regions shared the first two places. According to the university types, the majority of the candidates are state university candidates; for example, it was determined that 96,76% of the candidates who took the general aptitude test were from the state, 1,87% from the foundation, 1,2% from the TRNC and 0,16% from abroad universities., Kamu Personel Seçme Sınavı (KPSS) 18/3/2002 tarihli “Kamu Görevlerine İlk Defa Atanacaklar İçin Yapılacak Sınavlar Hakkında Genel Yönetmelik” kapsamında ilk defa kamu hizmeti ve görevlerine atanacakların seçimi ile kamu kurum ve kuruluşlarında özel yarışma sınavına tabi tutulmak suretiyle girilen mesleklere atanacakların ön elemesi amacıyla 2003 yılından itibaren ÖSYM tarafından KPSS-Ortaöğretim ile KPSS-Ön Lisans için iki yılda bir, KPSS-Lisans için ise her yıl yapılmaktadır. Araştırma kapsamında; 2003-2016 yıllarına ait (daha sonraki yıllar ÖSYM tarafından yayınlanmamıştır) KPSS-Lisans testlerinden (2016 yılı itibari ile zorunlu ve isteğe bağlı olmak üzere 15 test bulunmaktadır) genel yetenek, genel kültür ve yabancı dil testlerinde tüm lisans programlarının net ortalamaları üniversite türleri ve coğrafi bölgeler bazında analiz edilmiştir. Analiz sonucunda; üniversite türlerine göre genel yetenek ve yabancı dil testleri net ortalamalarında vakıf üniversiteleri, genel kültür testi net ortalamalarında ise devlet üniversiteleri adaylarının tüm yıllar birinci olduğu tespit edilmiştir. Coğrafi bölgelere göre ise genel yetenek ve yabancı dil testlerinde Marmara bölgesinde bulunan üniversitelerin adaylarının tüm yıllar birinci olduğu, genel kültür testinde ise 2003 ve 2004 yılları arasında Marmara Bölgesi, 2005-2008 yılları arasında Doğu Anadolu Bölgesi üniversiteleri adaylarının birinci olduğu, 2009 yılından itibaren ise Güneydoğu ve Doğu Anadolu Bölgelerinde bulunan üniversitelerin adaylarının ilk iki sırayı paylaştıkları görülmüştür. Üniversite türlerine göre aday yüzdeleri incelendiğinde; 2003-2016 yılları toplamında adayların genel olarak devlet üniversitesi adaylarından oluştuğu; örnek olarak genel yetenek testine katılan tüm adayların %96,76’sının devlet, %1,87’sinin vakıf, %1,2’sinin KKTC ve %0,16’sının ise yurtdışı üniversitelerine ait adaylar olduğu tespit edilmiştir.

Technological inventions are combinations of an intellectual past with socia-economic and functional future. Production is constantly improved thanks to advances in technology and technological innovations and there have been three major revolutions in this development process. The technologies underlying these revolutions have taken the task of catalyst in progress of production. When the progress in technology has accelerated, it was caused technological pressures in production field and it has led to revolutions in these pressure. New technologies, such as cyber-physical systems, cloud technologies, the internet of things, autonomous systems, big data, virtual reality and 3D printer technologies have also become the elements of pressure that they have led to an industrial revolution. Each of these technologies has devoloped independently and have different application areas but thanks to synergy obtained when used together, they achieved to move production from traditional structure to smarter production level. Physical factories which were firstly became digitized and than secondly virtualized, turned into "smart factories" with this synergy. Starting at the idea stage of a physical product and based on the idea of obtaining a virtual copy with real-time data throughout the life of the product, the Digital Twins managed to become a key technology that brings out synergy by using the technologies mentioned in the realization of smart factories. The purpose of this article is contribute to the literature to understand the place, importance and future potential of the Digital Twin concept in smart production systems and processes and also develop a reference point in the context of Industry

Bu çalışmanın amacı gelişmiş ülkelerin modern ordularının envanterinde bulunan askeriteknolojilerin seçimi, planlanması ve bir üste konuşlandırılmasına yönelik bilimsel biryaklaşım getirmektir. Ülkenin sınırlarının güvenliğinin sağlanması ve olası tehditlere anındamüdahale edilebilmesi için kullanılan İnsansız Hava Araçları (İHA)’nın nereyekonuşlandırılacağı problemi üzerinde durulmuştur. İHA’ların seçimi ve bu araçlarınkonumlandırılacakları aday üslerin belirlenmesi için Çok Kriterli Karar Verme (ÇKKV)yöntemlerinden faydalanılmış ve üslerin kurulacağı yerler doğrusal programlama ve hedefprogramlama yardımıyla tespit edilmiştir. Bulunacak olan çözümün daha etkin ve doğruolması için ÇKKV ve matematiksel modelleme yöntemleri bir arada entegre şekildekullanılmıştır. 6 farklı ÇKKV yöntemi ile doğru görev için doğru İHA’ların seçimiyapıldıktan sonra Coğrafi Bilgi Sistemleri (CBS)’nden de faydalanılarak aday üs yerleribelirlenmiştir. Bir sonraki adımda icra edilecek görevin sınır koruması olduğu göz önündebulundurularak hizmet edilecek yerler yani talep noktaları oluşturulmuştur. Daha sonraproblem bir maksimum kapsama problemi olarak farklı senaryolar üzerinde doğrusalprogramlama ve hedef programlama modelleri ile çözülmüştür. Yapılan modelleme de enfazla talep noktasının kapsanacağı İHA üslerinin yeri farklı kısıtlar altında belirlenmiştir.Ayrıca hangi İHA tipinden hangi üste olması gerektiği, hangi talep noktasının hangi İHAtarafından kapsanacağı gibi sorulara kurulan hedef programlama modeli ile karar verilmiştir.Bu çalışma sonucu; etkin, caydırıcı ve yüksek görev ifasına sahip İHA planlaması yapılmışve ülke güvenliğinin maksimum sağlanmasına yönelik biz çözüm geliştirilmiştir The purpose of this study is to bring a scientific approach to the selection, planning anddeployment of military technologies in the inventory of modern armies of developedcountries. The problem of where to deploy the Unmanned Aerial Vehicles (UAV), which areused to ensure the security of the borders of the country and to intervene in possible threatsimmediately, has been emphasized. Multi Criteria Decision Making (MCDM) methods wereused for the selection of UAVs and determination of candidate bases where these vehicleswill be located, and the locations where the bases will be established were determined withthe help of linear programming and goal programming. For the solution to be found to bemore effective and accurate, MCDM and mathematical modeling methods were usedtogether in an integrated manner. After selecting the right UAVs for the right mission with 6different MCDM methods, the candidate base locations were determined by making use ofGeographical Information Systems (GIS). In the next step, demand points were created,considering that the task to be carried out is border protection. Later, the problem was solvedas a maximum coverage problem with linear programming and goal programming modelson different scenarios. In the model, the location of the UAV bases where the highest demandpoints will be covered has been determined under different constraints. In addition, thequestions such as which UAV type should be on which base, which demand point will becovered by which UAV were decided with the goal programming model established. Theresult of this study; efficient, deterrent and high-duty UAV planning has been made and asolution has been developed to ensure the maximum security of the country.

Teknolojik icatlar, düşünsel bir geçmiş ile sosyo-ekonomik ve işlevsel bir geleceğin birleşimidirler. Teknoloji alanındaki ilerlemeler ve teknolojik buluşlar sayesinde üretim sürekli gelişmiş ve bu gelişim sürecinde üç büyük devrim görmüştür. Bu devrimlerin gerçekleşmesinin altında yatan teknolojiler üretimin ilerlemesinde katalizör görevi üstlenmişlerdir. Teknolojideki ilerlemeler hızlandığında üretim alanında teknolojik baskılara neden olmuş bu baskılar da devrimlerin gerçekleşmesine yol açmıştır. Siber-fiziksel sistemler, bulut teknolojileri, nesnelerin interneti, büyük veri, sanal gerçeklik, yapay zeka ve 3 boyutlu yazıcı teknolojileri gibi Endüstri 4.0’ın bileşeni olarak kabul edilen yeni teknolojiler de endüstriyel bir devrimin gerçekleşmesini sağlayan baskı unsurları olmuştur. Bu teknolojilerin her biri birbirinden bağımsız olarak gelişip farklı uygulama alanlarına sahip olmuş olsa da bir arada kullanıldıklarında elde edilen sinerji sayesinde üretimi, geleneksel yapıdan akıllı üretim seviyesine taşımayı başarmışlardır. Önce sayısallaşan, ardından sanallaşan fiziksel fabrikalar bu sinerjiyle “akıllı fabrikalar”a dönüşmüştür. Fiziksel bir ürünün fikir aşamasındayken başlayan ve ürün ömrü boyunca gerçek zamanlı verilerle sanal bir kopyasının elde edilmesi fikrine dayanan Dijital İkizler, akıllı fabrikaların gerçekleşmesinde bahsi geçen teknolojileri bir arada kullanarak, sinerjiyi ortaya çıkaran anahtar bir teknoloji olmayı başarmıştır. Kamuda bazı karmaşık ve pahalı sistemlerin lojistik desteğinin sağlanması ve bunun yanında bakım ve onarımının en verimli şekilde yapılması, sürekli gelişen teknolojiye ayak uydurulması ve tüm bunların maliyet etkin olarak sürdürülebilmesi her geçen gün güçleşmektedir. Bu amaçla dış kaynak kullanımından yararlanmak en uygun stratejilerden biri olarak görülmesine karşın, dış kaynak kullanımının avantaj ve dezavantajları birlikte dikkate alınmak zorundadır. Bu çalışmada son yıllarda kamuda giderek bir sorun teşkil etmeye başlayan helikopter bakım yönetimi, çok kriterli karar verme problemi olarak ele alınmaktadır. Bu problemin kararkterine uygun olarak öncelikle helikopter bakım yönetiminin en etkin bir şekilde yapılabilmesi için gerekli kriterler yerli ve yabancı uzmanlar ve akademisyenler ile görüşülerek hiyerarşik bir yapıda belirlenmiştir. Kriterlerin hiyerarşik yapısı ve farklı hiyerarşideki kriterlerin birbiriyle etkileşimi sebebiyle kriterleri ağırlıklandırmak için ANP tekniğinden yararlanılmıştır. Problemin çözümüne etki edecek alternatifler belirlenirken yine konunun uzmanı olan yerli ve yabancı kişiler ve akademisyenlerle görüşülmüştür. Alternatiflerin değerlendirilmesinde görülen belirsizliğin ele alınması için karar vericilerin objektif ve yansız bir değerlendirme yapmasına olanak sağlayan nötrosofik kümelerden istifade edilmiştir. Çalışmada helikopter bakım yönetiminde dış kaynak kullanımı odaklı çok kriterli karar verme süreci önerilmiştir. Önerilen yaklaşım gerçek bir örnek olay üzerinde uygulanmıştır. Sonuçta görülmüştür ki; kamudaki karar vericiler kendi yetersizlik ve eksiklerini giderme noktasında dış kaynak kullanımına yönelirken diğer yandan da kendi yetkinliklerini kaybetmemek maksadıyla iç kaynaklarından vazgeçememiştir. Nihayetinde iç kaynak ve üreticilerin birlikte stratejik bir ortak gibi hareket etmesini gerektiren alternatif üzerinde karar kılınmıştır. It is becoming increasingly difficult to provide logistical support for some complex and expensive systems in the public sector, as well as to maintain and repair them in the most efficient way, to keep up with the constantly developing technology and to sustain all of these cost-effectively. Although outsourcing is considered as one of the most suitable strategies for this purpose, the advantages and disadvantages of outsourcing must be taken into consideration together. In this study, helicopter maintenance management, which has become a problem in the public sector in recent years, is considered as a multi criteria decision making problem. In accordance with the characteristics of this problem, firstly, the necessary criteria for the most effective way of helicopter maintenance management have been determined in a hierarchical structure by discussing with domestic and foreign experts and academicians. Analytic Network Process (ANP) technique was used to weight the criteria due to the hierarchical structure of the criteria and the interaction of the criteria in different hierarchies. While determining the alternatives that will affect the solution of the problem, domestic and foreign experts and academicians were interviewed. Neutrosophic sets were utilized to enable decision makers to make an objective and unbiased assessment to address the uncertainty in the evaluation of alternatives. In this study, A Multi Criteria Decision Making (MCDM) process focused on outsourcing in helicopter maintenance management is proposed. The proposed approach was applied on a real case study. As a result, it was seen that the public decision-makers turned to outsourcing in terms of their inadequacies and deficiencies, on the other hand, they could not give up their internal resources in order not to lose their competencies. Ultimately, it was selected on the alternative, which required internal resources and producers to act together as a strategic partner.

Yük taşımacılığı geçmiş zamanlarda tek bir taşıma modu ile gerçekleştiriliyor iken günümüzde yaşanan rekabet koşulları ile birlikte en az iki taşıma modundan oluşan çok modlu taşımacılık sistemine yerini bırakmaktadır. Yıllar boyunca çeşitli yük taşıma modları kombinasyonu ile belirli kısıtlar altında mevcut sistemi optimize edecek modeller kullanılmakta olup, sistem ihtiyacına yönelik uygulamalar yapılmıştır. Bu çalışmada; karayolu ve demiryolu yük taşımacılığı birlikte kullanılmıştır. Fabrikalardan bayilere gönderilen ürünler için; demiryolu istasyonlarının kullanılıp kullanılmayacağı, demiryolu ve karayolu taşımacılığı ile taşınacak ürün miktarı ve taşınan ürünlerin minimum maliyetle son kullanıcıya ulaştırılmasını sağlayacak model geliştirilmiştir. Bu model ile bir un fabrikası için uygulama yapılmış olup çeşitli senaryolar ile sonuçlar denenmiştir. Önerilen modelin mevcutta kullanılan taşımacılık sistemine göre taşıma maliyeti açısından daha az maliyetli olduğu gözlenmiştir. Material transportation used to be done by unimodal transportation. However in today's conditions of competition, it is now done by multimodal transportation systems that consist of at least two transportation modes. Throughout the years, modals that optimize the current system under the certain constraints with combinations of various material transportation modes have been used in an attempt to find applications to supply the needs of the system. In this study, both the road and the railway transport for the material were used. By the modal developed, it was aimed to transport the material to the end user with minimum cost, amount of product that will be transported by the road and the railway transport and whether there will be a need for a hub or not. This model has been applied for a flour factory and has been tested with various scenarios. It has observed that the proposed model is less cost than the current transportation system in terms of transportation cost.

Sağlık sektöründe hizmet veren kuruluşlar için hastalara kaliteli ve hızlı hizmet verebilmek büyük önem taşımaktadır. Konuya ilişkin yapılabilecek çizelgeleme çalışmaları, hizmetin daha planlı ve etkin gerçekleştirilmesi ile verilen hizmet miktarını artıracak, dolayısıyla hastane gelirlerinde artış sağlayacaktır. Aksi durumda, zamanında yapılamayan bir müdahale ise, hem hasta için geri dönüşü olmayacak sağlık kayıplarına hem de hastaneler için müşteri ve imaj kaybına sebep olabilecektir. Bu amaç doğrultusunda, hastanelerin tüm kaynaklarının en verimli şekilde kullanılması gerekmektedir. Bu kaynakların en başında gelen ameliyathanelerin kullanımının daha verimli hale getirilmesi ile günlük yapılabilecek ameliyat sayısı artırılarak hastaların memnuniyet düzeyinde ve hastane gelirlerinde artış sağlanabilir. Diğer taraftan, yapılan ameliyatlarda görev alan insan kaynağının en başında yer alan cerrahların işlerini doğru yapabilmeleri için çalışma şartlarının iyi düzenlenmesi, iş yükünün uygun olarak ayarlanması, dinlenme paylarının ayrılması ve onlara eğitim imkanları verilmesine dikkat edilmesi gerekmektedir. Bu çalışmada, ameliyat türlerine göre oluşturulan cerrahi ekip ile ameliyathane çizelgeleme problemi ele alınmıştır. Problemin çözümü için yöneylem araştırması teknikleri kullanılarak belirli kısıtlar ve varsayımlar altında matematiksel model oluşturulmuştur. Oluşturulan model, günlük olarak tüm planlanan ameliyatların günlük çizelge dahilinde ameliyathanelere atanması için en uygun çözümü bulmayı amaçlamaktadır. Uygulama bir eğitim araştırma hastanesinin kulak burun boğaz bölümünden alınan gerçek veriler kullanılarak yapılmıştır. Sonuç olarak model GAMS (General Algebraic Modeling System) paket programı kullanılarak çözülmüş ve optimal sonuçlar elde edilmiştir. It is of great importance for the institutions providing services in the health sector to be able to provide quality and fast service. Scheduling studies that can be done on this topic will increase the efficiency of the service and the amount of service provided. Hence, the hospital will also increase their incomes. Otherwise, an intervention that can not be done in a timely manner can lead to loss of the patient and loss of both customers and prestige for hospitals. To this end, all the resources of the hospitals need to be used in the most efficient way. The use of operating rooms that are at the very beginning of these resources should be made more efficient. Thus, the number of operations that can be performed daily can be increased and the level of patient satisfaction and hospital incomes can be increased. On the other hand, care must be taken to ensure that the working conditions are well regulated, that the workload is adjusted appropriately, that rests are allocated and that training opportunities are given to the surgeons who are at the forefront of the human resources involved in the surgeries performed. In this study, the problem of operating room scheduling with the surgical team formed according to the surgical types was discussed. A mathematical model has been established under certain constraints and assumptions using techniques of operations research for solving the problem. The created model aims to find the optimal solution for the assignment of all scheduled operations to the operating room on a daily basis on a daily basis. The application was made using real data from the otolaryngology department of a public hospital. As a result, the model was solved using GAMS (General Algebraic Modeling System) packet program and the optimal results were obtained.

Lojistik faaliyetlerin etkili ve verimli olarak yürütülmesini sağlayan lojistik merkezler tedarikçi ve üreticilerin küresel pazarlara girebilmelerini kolaylaştırmıştır. Küresel pazarda yer alan firmalar kalite, hızlı reaksiyon ve yenilikçilik gibi yeni meydan okumalar ile yüzleşmek zorunda kalmışlardır. Bu yeni meydan okumalar lojistik ağda stratejik yer seçimi kararlarının sürdürülebilirlik bakışıyla yeniden değerlendirilmesini zorunlu kılmaktadır. Bu açıdan, literatüre bakıldığında lojistik ağların tasarımında ve lojistik merkezlerin yer seçiminde halen maliyet odaklı yaklaşımların söz konusu olduğu görülmektedir. Literatüre bakıldığında da sürdürülebilirlik bakışıyla yapılan çalışmaların yeterli olmadığı; üstelik ekonomik, çevresel ve sosyal boyutu dikkate alan konulara uygulayıcıların ve politika üreticilerinin şüpheci yaklaştıkları görülmektedir. Literatürdeki bu boşluk teorik bir çerçevenin oluşturulmasına ve üçlü sacayağına (ekonomik, çevresel ve sosyal) sahip sürdürülebilir yer seçimi modelinin geliştirilmesine ihtiyaç duyulduğunu göstermektedir. Sürdürülebilirliğin bir ya da iki boyutunu dikkate alan yeşil lojistik veya tersine lojistik model uygulamaları bu anlamda yetersiz kalmaktadır. Sürdürülebilir lojistik merkezlerin yer seçimi problemlerinde sürdürülebilirliğin üç boyutunu ve ilgili göstergeleri dikkate alan teorik bir çerçeve ve model oluşturulması uygulayıcılar ve araştırmacılar açısından gereklidir. Bu çalışmada, literatür taramasına ve vaka çalışmalarındaki bulgulara dayanarak, Sürdürülebilir Üs Yeri Seçimi problemi için karışık tam sayılı doğrusal programlama modeli önerilmiştir. Literatürdeki matematik modeller incelenmiş, lojistik merkezlerin özellikleri araştırılmış ve sürdürülebilirliğin bileşenleri çalışmaya dahil edilmiştir. Önerilen modelde, hava kirliliği, nüfus, işsizlik oranı, taşıma modları gibi sürdürülebilirlik parametreleri dikkate alınmış ve bu sayede ekonomik, çevresel ve sosyal etkiler eşzamanlı olarak çözüme dahil edilmiştir. Modelin verimliliğini görebilmek ve sunduğu çözümü değerlendirebilmek için Türkiye ölçeğinde çeşitli senaryolara dayanan sayısal testler yapılmıştır. Bir şehrin ve hatta bir bölgenin sürdürülebilir büyümesinin sağlanması açısından önemi büyük olan lojistik merkezlerin yer seçiminde Sürdürülebilir Üs Yeri Seçimi modelinin karar vericiler için önemli bir karar destek aracı olabileceğinin altı çizilmiştir. Logistics centers that enable efficient and effective logistics activities support suppliers and producers to enter the global marketplace. In the meantime, companies entering global marketplace have benefited from the advantages of the global market; but on the other hand they have had to confront new challenges such as quality, rapid reaction and innovation. These new challenges make it necessary to reevaluate strategic decisions, such as site selection in the logistics network from a perspective of sustainability. From this point of view, cost-oriented approaches still seem to be ahead in the design of logistics networks and location of logistics centers. It is seen that there are not enough studies made with the view of sustainability when the literature is reviewed; moreover, it seems that practitioners and policy makers are skeptical about economic, environmental and social issues. This gap in the literature indicates that there is a need to develop a theoretical framework and a model for sustainable location selection with triple bottom line including economic, environmental and social aspects. In this sense, green logistics or reverse logistics applications that take one or two aspects of sustainability into account are insufficient. Establishing a theoretical framework and model that takes into account the notion that the three dimensions of sustainability and relevant indicators for the problem of location selection of sustainable logistics centers are necessary for practitioners and researchers. In this study, a mixed integer linear programming model is proposed for Sustainable Hub Location Problem (SHLP) based on the findings in the literature and case studies. In the study, mathematical models in the literature, the characteristics of the logistics centers were investigated and the components of sustainability were taken into account for the model. In the proposed model, sustainability parameters such as air pollution, population, unemployment rate, modes of transport are considered and the economic, environmental and social effects are simultaneously resolved. Numerical tests are performed based on various scenarios for Turkey in order to evaluate the efficiency of the model. It is underlined that the Sustainable Hub Location model would be a significant decision support tool for decision-makers in locating logistics centers which have great potential for ensuring the sustainable growth of a city or even a region.

Ülkemizde lojistik sektörü son yıllarda gelişme gösteren genç bir sektördür. Türkiye'nin Asya ve Avrupa arasında önemli bir lojistik aktarma merkezi olması lojistik bir merkez olması gerekliliğini de beraberinde getirmektedir. Sürdürülebilir büyümenin önem kazandığı günümüzde lojistik merkezler, tüm lojistik faaliyetleri bir noktada toplayan kümeler olarak kuruldukları bölgeler için stratejik rekabet avantajı sağlamanın önemli bir aracı haline gelmiştir. Modern yük taşımacılığının üssü kabul edilen lojistik merkezlerin Türkiye'ye de uygulanması için TCDD, 2005 yılında çalışmalara başlamıştır. Yapılan çalışmalar sonucunda 21 adet lojistik merkez planlanmıştır. Bu lojistik merkezlerin etkin bir şekilde çalışıp çalışmadığı önemli bir sorudur. Bu çalışmada, TCDD'nin işletmeye açtığı lojistik merkezlerin etkinlik analizi yapılması amaçlanmıştır. Lojistik merkezlerin performansı veri zarflama analizi yöntemi kullanılarak belirlenmiştir. Veri zarflama analizinde çıktıya yönelik BCC modeli kullanılmıştır. Uygulamada lojistik merkezlerin 2015 ve 2016 yılları için operasyonel ve finansal açıdan performansları değerlendirilmiştir. Belirlenen girdi-çıktı kümelerine göre iki farklı model kurulmuştur. Çalışma sonucunda, TCDD lojistik merkezlerinin etkin ve etkin olmayan yönlerini belirleyerek, lojistik merkezlerin daha etkin ve verimli çalışması konusunda öneriler yapılmıştır. The logistics sector in our country is a young sector that has developed in recent years. The fact that Turkey is an important logistics transfer center between Asia and Europe requires Turkey to be a logistic hub. Today, as sustainable growth becomes important, logistics centers have become an important means of providing a "strategic competitive advantage" for the regions in which they have been established as clusters of all logistics activities. TCDD started to work in 2005 for the implementation of logistics centers accepted as the base of modern freight transport in Turkey. As a result of the studies done, 21 logistics centers are planned. It is an important question whether these logistics centers operate effectively. In this study, it is aimed to conduct the performance analysis of logistics centers that were commissioned by TCDD. The performance of logistics centers has been determined via data envelopment analysis. In the data envelopment analysis, the outputoriented BCC model was used. In practice, the performance of logistics centers has been evaluated from operational and financial perspectives for 2015 and 2016. According to the specified input-output clusters, two different models were set up. As a result of the study, by determining the effective and ineffective aspects of TCDD logistics centers, same suggestions have been made regarding the centers to be operated more effective and efficiently.

Hubs are special centers that used for switching, transferring and handling freight or passengers in transportation systems. The hub location problem deals with locating hub facilities and allocating demand nodes to hubs in order to route the traffic between origin-destination pairs. Aiming at minimizing the total costs, maximizing utilization of transporters, maximizing the service level, etc., the flow between O-D pairs is dispatched through some selected intermediate logistics centers (called hub nodes) and links connecting the hubs. In this work, a conceptual framework is proposed for hub location decision problem in transportation networks since the previous reviews are out of date. Several models, methods and decision tools are evaluated. Also future trends are added to represent a new point of view for global scale. Since the models and solution approaches are complicated, it is not practical to catch optimum results, and some relevant algorithms will be represented to solve hub models in this chapter.

Energy consumption of transport modes are partly dependent on the chosen travel mode. For specific OD pairs a comparison of travel modes in terms of energy consumption gives an idea of the possibilities to change the energy budget of a city. In this study a comparison of transport modes in terms of energy consumption is given for two chosen routes in the case study of Ankara, Turkey. The results show that there are differences with respect to chosen travel mode in terms of energy use and travel cost reflected to traveler for a certain OD couple.

Tesis yer seçimi problemlerine yönelik çalışmaların belirli bir olgunluğa ulaştığı ve ayrı bir disiplin haline geldiği; bu kapsamda problemlerin niteliği, çeşidi ve alanına bağlı olarak birçok yöntem, model ve örnek bulunduğu, ancak mühimmat deposu yer seçimi ile ilgili yapılan çalışmaların sınırlı olduğu tespit edilmekte, ihtiyaç duyulan miktarda mühimmatın uygun şekilde temin edilememesinin savaşta mağlubiyete sebebiyet vereceğinden hareketle, muharebe sahasında kullanılan silahların mühimmatının dağılımının planlanmasına yardımcı olmak üzere karar vericiye destek sağlamak hedeflenmektedir. Bu çalışmada amaç, mühimmat depo yerlerinin belirlenmesini sağlayacak depo yeri seçim sistemini ortaya koyacak bir metodoloji önermektir. Bu doğrultuda literatürde geçen tüm kriterler incelenmekte, sınıflandırılmakta, hazırlanan anket formu ile konunun uzmanlarından alınan sonuçlar değerlendirilerek çalışmada kullanılacak kriterler belirlenmektedir. Belirlenen kriter ağırlıkları yeni bir anket ile konunun uzmanlarına ikili karşılaştırmalar yaptırılarak ve Analitik Hiyerarşi Proses (AHP) yöntemi kullanarak hesaplanmaktadır. Bu ağırlıklar Coğrafi Bilgi Sistemine (CBS) giydirilerek gerekli analizler yapılmakta, alternatif bölgeler tespit edilmekte ve mevcut depo yerleri de dikkate alınarak bu yerler içerisinden etkin olanlar belirlenmektedir. It's been ascertained that the studies about facility site selection have reached to a certain level of maturity and have become a separate discipline. Depending on the nature, type and area of site selection problems; several mod method and sample studies can be found in the literature. However there have been only limited numbers of ammunition depot site selection studies up to date. With reference to the fact that during a war lack of ability to supply sufficient amount of ammunition in the proper method will result in defeat; it's intended in this study to provide help and support to the decision makers in planning studies for the distribution of the weapon systems ammunition in the combat area. The main purpose of this study is to propose a methodology and to exert a system for determining the locations for the ammunition depot facilities. For this purpose, all the criteria existing in the literature have been examined and categorized. After applying a questionnaire to the experts of the area and evaluating the results of it, the criteria to be used in this study have been determined. After that, by having the participants use dual comparisons of the criteria and using AHP method, a second questionnaire have been applied to calculate the weights of the determined criteria. Later on, alternative site locations are determined by mapping out these calculated weights onto Geographical Information Systems (GIS) software and analyzing them with it. Finally, by taking the current depot locations into consideration, effective sites are selected among these alternative locations.

Kalkınmada öncelikli yörelerde yatırım kararı alan kuruluşlar için tesis/kuruluş yeri seçimi, değiştirilmesi yüksek maliyetli, en iyi karar vermeyi gerektiren, uzun dönemli stratejik yatırımlardır. Bu kararların alınmasında, yer seçimine etki eden faktörlerin tespiti büyük önem arz etmektedir. Bu çalışmada, literatürde bulunan yer seçimine yönelik kriterlerin yanında, günümüze kadar yapılan araştırmalarda dikkate alınmayan Sosyo-Ekonomik Gelişmişlik Endeksi (SEGE), Gayri Safi Katma Değer Göstergesi (GSKDG) ve terör kriterleri dikkate alınmıştır. Kriterlerin öncelik değerleri Çok Kriterli Karar Verme Tekniklerinden Analitik Hiyerarşi Prosesi ile belirlenmiş ve elde edilen öncelikler kurulan 0-1 Hedef Programlama modeline dahil edilerek, aynı anda birden fazla yer seçimi yapabilecek bir model önerilmiştir. Önerilen model ile sürdürülebilir bir tedarik sisteminin oluşturulması için kalkınmada öncelikli yörelerden Doğu Anadolu Bölgesi'nin hangi illerinde tedarik merkezlerinin kurulabileceği incelenmiş ve sonuçları tartışılmıştır. Facility location selection for the enterprises in the public or private sector which take an investment decision in the priority provinces for development, replacing costly and requiring a decision best, is the long-term strategic investment. The determination of the criterion that influence the selection of the location when such investment decisions are taken, is of great importance. In this study, besides the criterion for location selection in the literature, Socio-Economic Development Index (SEGI), Gross Value Added Indicator (GVAI) and terrorism criterion, which have not been taken into account in the literature before, were taken into consideration. Priorities of the criterion were determined by one of the Multi-Criteria Decision Making Techniques, Analytical Hierarchy Process, and a model which could select multiple locations at the same time by including the priorities obtained in the 0-1 Goal Programming model, has been proposed. In the priority provinces for development, which of the provinces of Eastern Anatolia Region could be established the supply centers for a sustainable procurement system with the proposed model were analyzed and the results were discussed.

In this study, the main focus is the scheduling problem arising in two-machine flexible robotic cells consisting of CNC machines in which sets of multiple part-types are produced. In such manufacturing cells, it is possible to process lots that contain different types of parts. The completion time of the production depends on the robot moves as well as the part assignments and processing times of the parts. The considered problem is to find the robot move sequence, the part sequence and the allocation of processing times of the parts on each machine, that jointly minimize the completion time of a particular set of production. A simulated annealing based algorithm is proposed in order to solve the problem of determining the best schedule in a two-machine cell. Experimental results show that this approach works well and can be extended to further cases.

Liberalization of services brought a competitive environment where governments on the one hand try to get access to the markets of the most competitive sectors for them, and on the other hand they try to protect their local suppliers against sector’s global giants. Although several developing countries have participated in the globalization of services, still some developing countries show resistance to process of liberalization in services, as they do not see themselves as possessing much of comparative advantage in the production and exchange of services. In recent years, publication of statistical data on services trade, has allowed researchers make international comparisons in macro level. In this study, Turkey’s position in global services trade environment is explored in the case of transport sector. The place of Turkey among 148 member countries of World Trade Organization is evaluated by cluster analysis with respect to transportation services trade indicators. The results show that current position of Turkey in global services trade market is far from being competitive. The recruitments necessary for Turkey to gain its competitiveness are proved by scenario analyses.
