Optimal plant growth performance requires that the action of growth signals, such as gibberellins (GA), are coordinated with the availability of photo-assimilates. Here, we studied the links between gibberellin biosynthesis and carbon availability, and the subsequent effects on growth. The results presented here show that carbon availability, light and dark cues, and the clock ensure the timing and magnitude of gibberellin biosynthesis and that disruption of these mechanisms results in reduced gibberellin levels and expression of downstream genes. Carbon dependent nighttime induction of GIBBERELLIN 3-BETA-DIOXYGENASE 1 (GA3ox1) was severely hampered when preceded by a day of lowered light availability, leading specifically to reduced bioactive GA4 levels, and coinciding with a decline in leaf expansion rate during the night. We attribute this decline in leaf expansion mostly to reduced photo-assimilates. However, plants where gibberellin limitation was alleviated had significantly improved expansion demonstrating the relevance of gibberellins in growth control under varying carbon availability. Carbon dependent expression of upstream gibberellin biosynthesis genes (KAURENE SYNTHASE, KS and GIBBERELLIN 20 OXIDASE 1, GA20ox1) was not translated into metabolite changes within this short timeframe. We propose a model where the extent of nighttime biosynthesis of bioactive GA4 by GA3ox1 is determined by starch, as the nighttime carbon source, and so provides day-to-day adjustment of gibberellin responses.

Wat is intensivering van werk, wie hebben er vooral mee te maken en wat kunnen we er aan doen? Deze vragen staan centraal in deze studie. We gaan eerst op zoek naar een definitie van werkintensivering en bespreken relevante theorieën en operationalisaties, evenals ontwikkelingen op dit gebied en de samenhang met andere relevante aspecten. Ook vergelijken we de ervaren werkintensivering (en andere arbeidsrisico’s) van Nederlandse werknemers met die uit de rest van Europa. Aan de hand van enkele verdiepende analyses voor vier beroepen en voor starters op de arbeidsmarkt bekijken we vervolgens de ‘causale’ keten die leidt tot de intensivering van werk. We bespreken ook hoe Vlaanderen omgaat met deze problematiek, waar de discussie heeft geleid tot bindende afspraken tussen sociale partners. Als laatste komt de aanpak van werkintensivering aan de orde. Deze bespreken we aan de hand van verschillende invalshoeken en een aantal voorbeelden.

Deze bevindingen kunnen wij vanuit onze expertise onderschrijven. De verwachtingen en uitdagingen ten aanzien van werk veranderen mee. We worden ouder, en meer mensen zullen langer moeten of willen doorwerken. Het aandeel werkenden met een chronische aandoening zal daarbij toenemen. Daarnaast is de rol van werk in ons bestaan veranderd sinds het vorige millennium. Waar in de tijd van onze grootouders het werk veelal enkel dagbesteding om in levensonderhoud te voorzien was, zonder mogelijkheden voor groei, scholing, of een tweede-spoortraject, is dat nu wel anders. Tegenwoordig spreken we van werk als onderdeel van je identiteit. De verwachtingen ten aanzien van werk liggen logischerwijs hoger. Het werk moet betekenisvol en lonend zijn. De huidige generatie werkenden wil zingeving ervaren en de rol van werk (beter) combineren met privérollen als gezin, mantelzorg en hobby’s. Dat deze ontwikkelingen positieve wederkerige effecten hebben op gezondheid en inzetbaarheid, wordt steeds vaker onderkend, ook door werkgevers. Het is anno 2020 tevens normaler geworden om op latere leeftijd een opleiding te volgen of je halverwege het werkende leven te oriënteren op een nieuwe sector. Die trend zal in de toekomst verder versterkt worden. Ook de belasting van werk is al een tijdlang aan het verschuiven van het fysieke naar het mentale vlak, met alle nieuwe uitdagingen op arbogebied van dien. Oftewel, er is genoeg stof tot nadenken over de toekomst. Daarbij moeten we andere maatschappelijke ontwikkelingen, die op het eerste gezicht verder van het werk afstaan, niet vergeten. De invloed van de klimaatontwikkelingen en als gevolg, de energietransitie, zijn nu al voelbaar in beleid en werkzaamheden in sectoren zoals de bouw en logistiek. Ook die ontwikkelingen zullen een steeds groter effect op de aard van het werk hebben. Meer aandacht voor arbeids(markt)discriminatie, diversiteitsbeleid en sociale veiligheid laten hun positieve invloed naar verwachting de komende jaren ook gelden. De toename van het maatschappelijk bewustzijn op deze gebieden creëert kansen en bovenal momentum om hervormingen door te voeren. Als we dit momentum op de juiste wijze benutten, is een veilig en gezond werkend Nederland in 2040 een haalbare droom. Met onze reactie op de Startnotitie Arbovisie 2040 willen we hieraan bijdragen. We delen bij elk van de zes thema’s onze visie en sluiten af met onze belangrijkste conclusies.

The sociotechnical systems approach and theory (STS) helps to deal with todays rapid digital transformations in designing best suitable labour, organisations and jobs. Not surprisingly, related approaches based on STS assumptions, such as Modern Sociotechnical Thinking (MST) and Workplace Innovation (WPI) theory, are rapidly developing in Europe. Yet, research and (theoretical) analyses that place STS in todays digital industry challenges and WPI are sparse. The basics of sociotechnical concepts and new research, needs and perspectives for further development of STS in todays context need to be explored. Therefore, against the background of empirical experiences in logistics and process industry and in context of Industry 4.0, this article discusses firstly the model of classical STS approach and the skill orientated work design. Secondly, MST and its derived concept of WPI is positioned. Furthermore, a complementary practice theory perspective is introduced, illustrated by an example design project. Finally, some future recommendations for research are made.

Dit document beschrijft een gezamenlijke, gecoördineerde visie en aanpak ter bevordering van Sociale Innovatie (SI) bij logistieke bedrijven voor een duurzame, aantrekkelijke en excellente logistieke sector. Daartoe is een solide, breed gedragen, en concreet actieprogramma (roadmap) ontwikkeld met onderzoeks-, innovatie- en implementatieprojecten voor de periode medio 2018-2023, de roadmap Sociale Innovatie. Deze roadmap heeft als doel om op onderbouwde wijze kennis te ontwikkelen en richting te geven aan SI in de logistiek, maar bovenal om tot gefocuste en gezamenlijke actie aan te zetten. Hierdoor zorgen we dat SI echt gaat werken voor de bedrijven en de sector en helpt om de hedendaagse en toekomstige uitdagingen te lijf te gaan. De SI-roadmap draagt bij aan: 1. het kunnen opvangen van het (groeiende) tekort aan logistieke professionals voor alle opleidingsniveaus; 2. het voorkomen van uitstroom door mensen op niveau te houden, uit te dagen en het werken in de sector aantrekkelijk en veilig te houden; 3. het ‘slimmer’ werken en kunnen meebewegen met de veranderende (technologische, maatschappelijke) eisen van werken in de logistiek. Dit vergt een andere mindset en an-dere skills van medewerkers, een andere opstelling van leidinggevenden, maar ook on-dersteuning vanuit de organisatie door het inrichten van leerrijke werkplekken; 4. het beter benutten en laten renderen van technologische innovaties. Technologieën worden onvoldoende ingezet bij logistieke bedrijven. Initiatieven eindigen in de startfase, vinden ‘versnipperd’ plaats, of verzanden; 5. organisatie- en gedragsveranderingen gericht op verduurzaming van de logistieke sector; 6. het creëren van verbinding tussen bedrijven, overheid, onderzoeksinstellingen en onderwijs, bijvoorbeeld op het gebied van delen van faciliteiten, kennis, personeel en data.

Als we naar de cijfers in onze eigen economie van de Lage Landen aankijken, anno 2019, dan lopen we aan tegen enorme tekorten aan mensen. Tegelijk stijgen de lonen onvol-doende, in ieder geval niet op de werkvloer. In de bestuurskamers lijkt de crisis van 2008 geen enkele impact op de beloning te hebben gehad. Met andere woorden: we weten niet meer waar we aan toe zijn. Deze gids helpt om uzelf, uw bedrijf of uw sector de weg te vinden in de zichtbare veranderingen in technologie, wat ze betekenen voor verschillende elementen van uw werk, en hoe u met die veranderingen kunt omgaan. De gids is als volgt opgebouwd: › Het eerste deel licht toe waarvoor deze gids eigenlijk nodig is. Voor wie is de gids bedoeld? Waarom is dit onderwerp interessant, en meer nog: waarom juist deze gids? › Het tweede deel gaat in op wat bijzonder is aan deze methodiek voor het monitoren van technologisering en arbeidsmarkt. › Het derde deel geeft achtergrond op de wijze waarop we denken te moeten voorspellen. › In het vierde deel komt de eigenlijke gids aan de orde. De vorige onderdelen van de gids heeft u nodig om te begrijpen waarom de gids is opgebouwd zoals die is. In de uitwerking van een monitor technologisering en arbeidsmarkt voorzien we vier stappen: de voorbereiding, de analyse, de discussie en beslissing, het uitvoeren. › Tot slot geven we aan wat de toekomst van dit soort onderzoek moet zijn.

In dit rapport is een monitoringsysteem ontwikkeld voor het meten van de impact van techno-logisering op de arbeidsmarkt. De centrale vraag is op welke wijze we de impact van technologische ontwikkeling voor arbeid op de juiste manier, of minstens betekenisvolle manier, kun-nen inschatten? Het referentiepunt voor het monitoringsysteem zijn de uitkomsten van het onderzoek van Frey en Osborne (2013; 2017) geweest, waarbij zij grote werkloosheid voorspellen als gevolg van het computeriseren van werk. Met computeriseren bedoelen ze dat robots en artificiële intelligentie in de toekomst de scepter zullen zwaaien in organisaties. De methode die in dit rapport is uitgewerkt, kijkt kritisch naar de wijze waarop in dit soort van onderzoek naar technologie en impacts wordt gekeken. De les is dat technologie anders dient te worden benaderd dan in dit onderzoek gebeurt: 1. allereerst zijn de verschillende technologiesoorten terug te brengen tot vijf groepen met elk hele specifieke gevolgen voor arbeid (niet alle technologie leidt tot afschaffen van banen); en 2. ten tweede gaat de aandacht in dit soort onderzoek teveel uit naar de potentie van tech-nologie, en onvoldoende naar het investeringsbeleid van bedrijven en de aanwezige technologie. De technologiebenadering in dit rapport houdt wel rekening met deze twee elementen. Voor drie sectoren kan met dit perspectief voor vijftien beroepen een aparte analyse gemaakt worden van de arbeidsimpact. Ook hier is het over een andere boeg gegooid: impact is niet alleen aantallen medewerkers in een beroep, maar het gaat om de inhoud van het werk, de beleving van het werk en de verhoudingen tussen beroepen (polarisering). Met beide elementen (technologie en arbeidsimpact) is gewerkt om de korte termijn toekomst van beroepen te schetsen (3-5 jaar). Voor de drie sectoren zijn de gevolgen geschetst. De algemene conclusie is dat het werk in de onderzochte beroepen in dat tijdsperspectief zeker zal veranderen, maar dat van de enorme impacts die Frey en Osborne zien, geen sprake is. Uiteindelijk is ook het besluit dat de toekomst een kwestie van keuzen is, waarbij de methode aangeeft waar je dient naar te kijken. De veranderingen in technologie bieden opties: daar dienen keuzen in gemaakt te worden. Ons eindadvies is dat arbeidsdeling in de organisaties dient te worden teruggedron-gen en dat de technologie aangewend wordt om dat te doen. Nog een laatste opmerking: in dit rapport is een ‘proof-of-concept’ uitgewerkt. Meer omvangrijk en diepgravend onderzoek is nodig om het geheel te verbeteren.

Social innovation within the workplace is called workplace innovation. Without workplace innovation, organisations cannot reap the benefits of digitalisation. Technology does not dictate work organisation and labour relations; there is ‘organisational choice’. Yet, there are a number of pitfalls.

Today’s work faces both disruptive and incremental innovations regards new technology - such as dig-itisation, robotics, nanotechnology, Internet-of-Things, Big Data, and Blockchain, just to mention a few -, and new organisational forms like platforms, networks, project based organisations, and web-based/virtual organisations. These developments will have significant consequences for teamworking and the work of team members. The 22nd edition of the International Workshop on Teamworking pro-vides a forum for discussing the origins, causes and effects of ‘new technology and work’ for teamwork-ing and the organisation and execution of team work and working in teams. We especially welcomed submissions that explore theoretical, empirical and practical aspects of team-working from different scientific disciplines (sociology, psychology, management science and related disciplines).

Het project combineert het doen van onderzoek en het ontwikkelen van praktijkoplossingen. Het onderzoek bestaat uit literatuuronderzoek naar innovatie-adoptie, casestudie-onderzoek in logistieke bedrijven over innovatiepraktijken en vragenlijstonderzoek over de innovatie-adoptie volgens logistieke managers. Het ontwikkelen van praktijkoplossingen gebeurt door het maken van een ‘serious game’ en een ‘mooc’ (‘massive open online course’). De game gaat over ‘wat betekent innovatie-adoptie voor mijn team en waaraan moeten we aandacht besteden?’ (bedoeld voor medewerkers in logistiek en transport). In de mooc wordt geleerd wat innovatie-adoptie is en hoe men dat als leidinggevende kan invoeren (bedoeld voor ma-nagers en leidinggevenden in logistiek en transport). Het onderzoeksdeel van het programma bestaat uit een literatuuronderzoek, een casestudie en een survey. De hoofdvraag luidt als volgt: “hoe kunnen bedrijven met behulp van sociale innovatie de innovatie-adoptie door medewerkers stimuleren?“. In de literatuurstudie is onder-zocht wat de determinanten zijn van innovatie-adoptiegedrag van werknemers vanuit het per-spectief van sociale innovatie. Aan de hand van de casestudie wordt het model uit de literatuur getest op de praktijk en op basis daarvan verder ontwikkeld. Op de tweede plaats is de case-studie ook bedoeld om bruikbare praktijklessen en inzichten over innovatie-adoptie te verzamelen voor andere organisaties die (willen) innoveren. In het survey-onderzoek was de hoofd-vraag welke elementen van het theoretisch onderzoeksmodel gerelateerd zijn aan het gebruik van innovatie. Gezamenlijk verschaffen het literatuuronderzoek, de casestudies en de survey inzicht in de werking van verschillende elementen van (het model van) innovatie-adoptie. En dat helpt bij het verder bepalen waarin bedrijven zich kunnen versterken om (nog) beter te worden in in-novatie-adoptie. De veronderstelling is dat logistieke bedrijven innovatiever en competitiever worden als zij hun innovatieve vermogen kunnen verbeteren door het ontwikkelen van inno-vatie-adoptie van hun medewerkers.

Due to rapid technological changes, organisations need to innovate products and processes to remain economically viable. However, innovations do not always succeed in their implementation, amongst others because of lack of acceptance of innovation by employees. The goal of this study is to examine innovation adoption of employees. This study investigates the role of employee perception of innovation, as well as individual and organisational characteristics in relation to the actual use of innovations by employees. By an increased understanding of the factors that explain innovation adoption, useful insights are gained for the management of innovation. We advise managers who wish to increase innovation adoption of their employees to implement workplace innovation, encourage innovative behaviour of their employees, and increase their perceived usefulness of innovation and perceived ease of use of innovation.

The project SI-DRIVE “Social Innovation: Driving Force of Social Change” includes a specific practice field within the policy domain of Employment, namely Workplace Innovation. Workplace Innovation can be positioned at the level of organisations and companies, where it has a significant effect on the participation of employees, the quality of their jobs, and the sustainable employability of the labour force.

Networks and cooperation are vital for social innovation (SI). Policy which stimulates the development of SI ecosystems is likely to encourage the sustainability of social innovations. This chapter focuses on Western Europe, detailing how networks, individuals and groups are the main drivers in social innovation and providing examples of such networks.

The potential success and development of social innovations is dependent on their access to resources, and their dealing with constraints and capabilities. For social innovators, the use and access to these resources is somewhat different than for technological and business innovators. A clear understanding of these differences can guide social innovators in developing strategies to better deal with resources and developing capabilities that eventually result in social change. Achieving social change needs a specific, theoretically and empirically underpinned approach. Considering the success of social innovations, this chapter will look into this underpinning, thereby elaborating which resources, constraints and capabilities function as leverage factors, and in what way.

A large-scale international project ‘SI DRIVE: Social innovation, driving force of social change 2014-2017” collected 1,005 cases of social innovation across the globe in seven policy fields: Education, Employment, Energy, Transport , Poverty, Health and Environment (Howaldt et al., 2016). From those 1,005 cases 82 were selected for in-depth case study. These 82 cases are re-analysed in a secondary analysis using Qualitative Comparative Analysis (QCA). How are these social innovations developing; is there a resemblance with the ‘innovation journey’ (Van de Ven et al., 2008) of innovations in technology/business? The innovation journey is a process model that makes a distinction between the initiation, developmental and implementation/termination period of innovations; it looks at drivers and barriers, like innovation managers, investors, setbacks, adaptation, infrastructure. We operationalise this model, its periods and variables and apply it to the process of social innovation, to gain insight in the dynamics of these rather new practices of (social) innovation and in the character of collaboration between actors. The results show that out of 128 possible combinations of seven variables - elements of the innovation journey model - six combinations have the highest chance to result in adoption of the social innovation. None of those variables is a necessary nor a sufficient condition for adoption. While differing ‘paths lead to Rome’, no assurance can be given that ‘anything goes’, because the six empirical paths limit theoretical options. The implications for practitioners is to study the six successful combinations and steer their social innovation initiatives.

Er bestaat nog steeds een gat tussen wat de kansen zijn die informatietechnologie biedt en de wijze waarop organisaties zich ontwikkelen. Nieuwe vormen van informatietechnologie bieden een steeds grotere variatie aan netwerk-gebaseerde toepassingen zoals groupware en elektronische handel. Maar deze toepassingen ontberen een goed begrip van de samenhang tussen organisatieprocessen, informatie en technologie.

Purpose. The purpose of this paper is to investigate whether insights into high reliability organizations (HROs) are useful for innovation management teams. HRO teams can keep failure to a minimum level due to high alertness and resilience. Project teams working on innovation management could benefit from HRO principles and thus reduce their chances of failure. Design/methodology/approach. A survey among in total 260 team members and team leaders of project teams in innovation management was conducted to study the relation between, on the one hand, organizational features of HROs (“mindful infrastructure”) and HRO principles (adjusted as “innovation resilience behaviour”, IRB), and on the other hand, between mindful infrastructure and IRB and project outcomes. Findings. From the results it could be concluded that mindful infrastructure associates with IRB, and that IRB has a mediating role in the relation between mindful infrastructure and project outcomes. Innovation management project teams can thus learn from the practice of HRO teams. Originality/value. To the authors’ knowledge, HRO-thinking has not been applied to team behaviour in innovation management. A fruitful transfer of insights from the domain of safety and crisis management seems applicable to the domain of innovation.

Introduction: Most other countries alike, stakeholders in the Belgian healthcare system are facing challenges to efficiently meet the needs of the chronically ill. The concept of integrated care is a guiding framework. Within this concept, financial incentives are considered as a key factor influencing stakeholders’ behavior. Incentives that are considered relevant include all-inclusive payments (global and bundled payment), pay-for-coordination, pay-for-performance, personal budget. Our understanding of how stakeholders perceive these incentives is limited. We do not yet fully understand their potential. The aim was to examine the perceptions of care professionals and patient organizations’ representatives regarding the potential benefits and concerns of financial incentives for integrated care. The study is embedded in a research project on integrated care in the Flemish region, Belgium (CORTEXS).

This article develops and examines the idea that internal labour flexibility practices are beneficial for labour productivity and innovation performance of companies. This is tested in two studies using unique company level datasets. In Study 1, results obtained from 377 independent companies revealed that internal labour flexibility practices are positively related to objective labour productivity and its growth in the year following, also when controlled for objective labour productivity and objective external labour flexibility from the year before. In Study 2, results obtained from 4271 companies indicated that internal labour flexibility practices were positively related to product innovation and labour productivity. Findings suggest that internal labour flexibility practices benefit both labour productivity and innovation performance of companies. If innovation and labour productivity are considered key to long-term survival, firms and policymakers should consider internal labour flexibility practices.

The purpose of this conceptual article is to demonstrate that Donald Schön’s Reflective Practitioner actually outlines an explicit model of the steps that project leaders in practice apply largely unaware. This reflective research model furthermore can be meaningfully combined with Argyris and Schön’s model of organizational learning. The combined research and learning model can support project team members and leaders to enhance their reflectiveness and improve their project success. Eighteen project leaders of innovation teams were studied by means of in-depth interviews aimed at assessing how project leaders act when dealing with critical incidents during their projects. Based on a selection of three project leaders, an empirical illustration of Schön’s model is provided: they recognized there was a problem, researched the problem, developed alternative solutions, tested different solutions and alternatives on validity, tried out and experimented with solutions, selected and applied a particular solution, and evaluated the process completed. The authors’ suggestion for practitioners is applying the combined model of the reflective practitioner and organizational learning, as this can help innovation leadership in practice at both the individual and the team level. The scientific value of this contribution lies in the conversion of Schön’s latent (tacit) model into a manifest (explicit) model, and by relating it to the model of organizational learning, a result emerges that is both applicable to future research and practice

Project teams carrying out innovation projects are investigated during critical incidents. Earlier, a Team Innovation Resilience Behavior (IRB)-scale was successfully applied to quantitative survey data (Oeij, 2017). Team IRB is the team's capacity to effectively deal with possible incidents and ensure the project's continuation. This study uses qualitative data to validate the Team IRB concept. Methodologically, it is concluded that the concept of Team IRB allows for its application to both quantitative and qualitative data. The content conclusion is that teams that score highly for Team IRB are better in recovering from critical incidents than they are in preventing critical incidents.

However, research demonstrates that this integration is staying behind within the Flemish context2. As a result, patient care might be hampered due to the existence of numerous electronic and paper-based systems that hold patient information. Even less attention is given to role of patients in digitally managing their personal health information. In our contribution to the symposium “Organizing Integration of Care – Results from Project Cortexs”, we present the results of our qualitative inquiry into the use of patient-centered information technology (IT) within four international integrated care examples. More specifically, we focus on the relationship between IT and patients’ engagement in self-management. The results highlight that most of the advancements focus on the integration of information systems in order to create a shared electronic health record. This is achieved either by building a new IT-system or by building a clinical portal that links different IT-systems. Health care professionals generally have a positive attitude towards this development as it facilitates the sharing of information and coordination of care processes. However, the role of patients in actively managing their personal information and their health is less elaborated upon. For example, only in one case example, patients are actively stimulated to use the information technologies provided by the network. In the present contribution, we compare the different IT-designs and discuss its implications for the development of a patient-centered IT-agenda.

Het groeiende aantal chronisch zieken en de groeiende behoefte aan passende ondersteuning voor deze groep heeft geleid tot een vraag naar nieuwe organisatiemodellen voor de zorg. Integratie van zorgpro-cessen op maat van de patiënt met een chronische zorgbehoefte en meer samenwerking tussen de professionals in de zorgketen zijn dan een goede zaak. En als je de literatuur over geïntegreerde zorg erop naleest, dan lijkt het erop dat de modellen voor en ideeën over geïntegreerde zorg vraaggestuurd ontwikkeld zijn. Nog te weinig hangt de ontwikkeling van ‘geïntegreerde zorg’ ons inziens samen met de (ontwikkelingen in) technologische mogelijk-heden. Mogelijkheden om zowel zorgbehoevenden (en hun mantel-zorgers) als zorgverleners te ondersteunen in de organisatie van en besluitvorming rond ziekte en zorg. Mogelijkheden ook om echt vraag-gestuurd te werken.

Dit rapport over het zelfmanagement en ondersteuning daarvan met technologie heeft tot doel om inzicht te krijgen in de mogelijkheden van Informatie en Communicatie Technologie (ICT) binnen de geïntegreerde zorg. ICT biedt veel mogelijkheden om chronisch zieke patiënten van kennis en informatie te voorzien, waarmee zij zelf het management van hun eigen aandoening ter hand kunnen nemen. Echter, ondanks de nieuwe mogelijkheden is het gebruik van eHealth in de Vlaamse geïntegreerde zorgpraktijk nog niet echt veranderd. Bovendien wordt er nog geen systematische aandacht aan het concept zelfmanagement besteed en wordt de uitwerking ervan aan de professional overgelaten. Om inzicht te krijgen in de mogelijke ondersteuning van zelfmanagement door ICT-toepassin-gen bestuderen we in dit rapport vier zorgnetwerken vanuit internationaal vergelijkend perspectief. De centrale vraagstelling daarbij luidt: ‘Wat kunnen we leren van internationale erva-ringen over ICT-ontwerpen waarin patiëntoriëntatie en zelfmanagement centraal staan voor de geïntegreerde zorg in Vlaanderen?’. De lessen in dit rapport kunnen de Vlaamse overheid helpen bij het ontwikkelen van een eigen patiënt-gedreven ICT-agenda in de chronische zorg. Om antwoord te kunnen geven op deze vraag is er eerst een literatuuranalyse uitgevoerd om tot een conceptueel kader te komen. Op basis van dit kader zijn vervolgens vier internationale zorgnetwerken in kaart gebracht: 1. Gesundes Kinzigtal in Duitsland, 2. Torbay and South Devon in het Verenigd Koninkrijk, 3. Odense Kommune (ICOK) in Denemarken, en 4. Gezondheidscentrum Maarssenbroek (GCM) in Nederland. Deze cases zijn gekozen vanwege hun vooruitstrevende karakter op het gebied van ICT-on-dersteuning.

The building blocks for an ex-ante impact assessment are goal formulation; developing the relationships between inputs, outputs and outcomes; determining the role of stakeholders to achieve the objectives; calculating the impact; and deciding on the social innovation. These building blocks are sequentially interconnected to each other. In the paper, we present the experience of three cases of social innovation with the framework. The following questions are discussed with results from the three case studies: How can you clarify your social goals and make them more measurable? How can you translate your goals into practical action roadmaps? How do you manage the sponsors and the stakeholders needed in your decision making? What kind of result can you expect from such an ex ante impact assessment? We summarize our lessons for each of these questions. In conclusion, our conceptual framework aims to be a practical guide to both assessor and assessee by structuring the development and decision process. A toolbox has been developed, which consists of a series of steps sprung from our conceptual framework.

Project team members and project leaders of innovation projects were interviewed about the possible presence of defensive behaviours within the team. While investigating defensive behaviour can be done validly by observation techniques, to talk about defensiveness within a team often leads to socially desirable and therefore biased information. However, applying discourse analysis reveals how intentions to discuss defensiveness in itself leads to defensive behaviour. The study demonstrates how individuals use pauses, apply humour, make external attributions and devaluate the importance of defensiveness. This suggests that even metadiscussing defensiveness is quite hard. The study also found indications that defensiveness is associated with lower team innovation resilience behaviour and reported project success. Resting on the assumption that defensiveness may lead to risk avoidance, the study argues that defensive behaviours in teams working on innovation projects might be detrimental to the innovation goals. This implies the need to develop socially safe team climates that encourage open and ongoing dialogue on defensiveness in order to avoid defensive behaviours.

Purpose. This paper aims to investigate the principles of high reliability organisations (HROs), present in safety and crisis teams, as applied to innovation teams. Safety and crisis teams cannot fail, as failure leads to disaster and casualties. Innovation teams cannot fail either, as this harms the organisations’ competitiveness and effectiveness. Do HRO principles, rooted in mindful infrastructure, enable innovation resilience behaviour (IRB)? Design/methodology/approach. A study of 18 innovation projects performed by project teams was carried out. A survey by team members/leaders of these teams was completed; team members/leaders of other projects were added to achieve a larger sample. Mindful infrastructure consists of team psychological safety, team learning, complexity leadership and team voice. The analyses assessed the teams’ mindful infrastructures as a causal condition enabling IRB. Findings. Applying qualitative comparative analysis (QCA), the findings indicate that mindful infrastructure enables team IRB, which is a set of team behaviours indicating their resilience when encountering critical incidents. Teams apply different “paths” to IRB. Research limitations/implications. The exploratory study’s generalizability is limited. The findings nonetheless indicate the usefulness of non-linear techniques for understanding different roads to successful innovation processes. Practical implications. HRO principles are applicable by non-HROs. These require investments in organisational learning. Originality/value. HRO studies fail to account for the antecedents of HRO principles. This study groups these antecedents of team behaviour into a mindful infrastructure. QCA has not been applied within the domain of HROs before and only scarcely within the domain of innovation teams.

Projects are often doomed to fail. An explorative case study which carried out team-based complex innovation projects in a research and technology organisation suggests three main results. 1] Project team leaders experienced that the complexity involved in the various aspects of team functioning, made it prone to mixed messaging. 2] One of the meetings observed indicated that defensive behaviours were prevalent. 3] The team members self-assessment reports on team performance suggested that team outcomes improve in the presence of team psychological safety, team learning and team mindfulness. The study indicates that complex innovation projects may be negatively affected by defensive behaviours, but this behaviour can be overcome by creating a mindful infrastructure based on team psychological safety, team learning and team mindfulness.

What are the ‘Elements’ of workplace innovation? 5. How to achieve commitment from everyone in your organisation?

The way we organise our workplaces will play a vital role in the future of the European economy and its ability to compete. A considerable body of evidence supports the proposition that workplace innovation is related in a positive and significant way to improvements in organisational performance on the one hand, and in employee well-being and engagement on the other. Workplace innovation is fuelled by open dialogue, knowledge sharing, experimentation and learning in which diverse stakeholders (who may include employees, trade unions, managers and customers) are given a voice in the creation of new and more participative ways of working.

For various reasons many organisations are currently introducing the new ways of working (NWW). By now, this occurs on such a large scale, that it becomes relevant to investigate whether the new way of working leads to the best way of working: are the measurements taken by NWW really resulting in pursued outcomes? NWW claims to make working more effective, efficient but also more enjoyable for the organisation as well as the employee (Bijl, 2007). In practice, it seems that more pragmatically reasons lead to changes in the way of working. In many cases this concerns the elimination of fixed workplaces, combined with the possibility to work from home or elsewhere, facilitation of working with new ICT, and establishing an organisational culture which aims at employee autonomy and goal attainment. To answer the question whether the NWW approach offers sufficient tools to provide effective solutions for occurring objectives, we compare NWW with a scientifically established construct regarding work design: Sociotechnical systems (STS) (Kuipers et al., 2010). We chose STS not only because it is a comprehensive approach to work design (all aspects of managing and organising are addressed), but also because the ambition is similar to NWW. STS considers, next to the ‘quality of the organisation’ (which is central to most work design approaches), also the ‘quality of work’ and ‘quality of employment relationships’ as outcome criteria. With incorporating the latter two, STS distinguishes itself from many other work design approaches and fits to the philosophy of NWW as mentioned above. Important foundations for the NWW approach are the quality of work as well as the willingness to organise teamwork. The comparison of NWW and STS reveals as most important finding that the NWW approach misses a coherent theoretical foundation for the design of organisations. NWW focuses on loose aspects of organisations, like workspace, work design, management, organisational culture and competences. This is also evident in the scientific research focused on NWW: many studies examine the impact of a specific measure (e.g. introduction of flexible workspaces) on specific aspects of the organisation (e.g. social cohesion). Due to the lack of a work design approach no framework exists to test whether the introduction of NWW fits to the organisation and how work is organised and divided. It is our statement that NWW can only be effective once a good theoretical foundation is provided for NWW and once a clear work design approach is deducted.
