This document is a report on the Archaeological Investigations in Support of the Ground Based Strategic Deterrent Test Program. The purpose of this project is to modernize the United States’ land-based nuclear arsenal and eventually replace the nation’s current Minuteman III Intercontinental Ballistic Missile (ICBM) system. A portion of development and testing of the new system, named Ground Based Strategic Deterrent (GBSD), would take place in California at Vandenberg Air Force Base in Santa Barbara County and entail renovation of two existing Minuteman III launch facilities along with myriad other infrastructure improvements. This report inventories all of the archaeological resources that could be affected by the GBSD Test Program, provides the status of each resource’s eligibility for listing in the National Register of Historic Places (NRHP), and evaluates the eligibility for listing in the NRHP of unevaluated archaeological resources as needed. In cases where a significance evaluation was unfeasible, the resource is assumed to be eligible for listing in the NRHP for the purposes of this project only. Lastly, this report assesses the proposed project’s potential to affect all resources determined or assumed to be eligible for the NRHP. A preliminary area of physical impacts and cultural resource study area were delineated to include all GBSD project locations at Vandenberg Air Force Base.

Copyright © 2018 American Chemical Society. Peptoid nanosheets are supramolecular protein-mimetic materials that form from amphiphilic polypeptoids with aromatic and ionic side chains. Nanosheets have been studied at the nanometer scale, but the molecular structure has been difficult to probe. We report the use of13C-13C dipolar recoupling solid-state NMR measurements to reveal the configuration of backbone amide bonds selected by13C isotopic labeling of adjacent α-carbons. Measurements on the same molecules in the amorphous state and in nanosheets revealed that amide bonds in the center of the amino block of peptoid (NaeNpe)7-(NceNpe)7(B28) favor the trans configuration in the amorphous state and the cis configuration in the nanosheet. This unexpected result contrasts with previous NMR and theoretical studies of short solvated peptoids. Furthermore, examination of the amide bond at the junction of the two charged blocks within B28 revealed a mixture of both cis and trans configurational states, consistent with the previously predicted brickwork-like intermolecular organization.

9. Aerosols and the imaging atmospheric Cherenkov technique

The ability to extract energetic γ-rays from the overwhelming high energy cosmic ray back- ground has opened up a new window of observation on the non-thermal universe. By utilis- ing an atmospheric technique VERITAS, an array of four imagining atmospheric Cherenkov telescopes, detects astrophysical gamma radiation in the energy range 85 GeV to >30 TeV. As the atmosphere is an integral part of the detector understanding the effects of aerosols is important. This thesis reports on a novel aerosol extinction estimation technique that utilises an opti- mised and repurposed ceilometer. Taking advantage of water vapour absorption correction for the 905-910 nm laser and optimised ceilometer data quality cuts an independent mea- surement is provided for aerosol extinction pro le up to 5 km above ground level. The inherent uncertainties are as low as ± ∼5-7%, with a high duty cycle > 95% for dusk to dawn operation in the absence of clouds. From close to 6 years of ceilometer data (Decem- ber 2011 to June 2017) aerosol optical depth is now known to seasonally increase more than 4-fold regularly from mid-winter to mid-summer, with a corresponding increase in overall atmospheric aerosol extinction ∼7-8%. During rare episodes of heavy aerosol loading at- mospheric aerosol extinction increases by more than 15%. A historical aring episode, during a period of elevated aerosol loading, of the blazar Mrk 421 in April 2013 was analysed with new elevated aerosol extinction instrument response functions. For the elevated aerosol extinction analysis the following result was obtained; I = 6.8±0.6×10−10 cm−2s−1TeV−1, Γ = −1.75±0.06, Eo = 1.45±0.14, χ2/NDF = 42.86/31. This result lies within experimental accuracies for the result obtained with thenormal aerosol extinction analysis. However, it is noted that below 237 GeV the ele- vated aerosol analysis shows a marked decline in signi cance σ . The spectral plot deviates slightly from a power-law with exponential cutoff below 237 GeV, but the differences are small. An in depth examination of systematic uncertainty in reconstructed energy arising from el- evated aerosol loading has yielded a year-on-year value of ∼5%, while the Mrk 421 April 2013 aring episode yielded an uncertainty in reconstructed energy of ∼6-7%. This analy- sis was not carried out for the next source examined, PKS 1441 +25. A soft VHE γ-ray source from April 2015 was analysed, PKS 1441 +25, whose data set was partially taken during elevated aerosol loading. For the elevated extinction analy- sis the following result was obtained; I = 8.9×10−12±1.3×10−12 cm−2s−1TeV−1 , Γ = −5.81±0.57, χ2/NDF = 4.98/3. This result also lies within experimental accuracies for the result obtained with the normal aerosol extinction analysis. In conclusion, the aerosol extinction correction applied to the Mrk 421 and PKS 1441 +25 data sets do not bene t noticeably from the elevated aerosol correction developed in this thesis, implying that VERITAS data taken during periods of elevated aerosol loading is not in need of re-analysis.

The Federal Reserve increasingly has relied on forward guidance about the future path of the federal funds rate to implement monetary policy since the federal funds target rate reached its effective lower bound. The enhanced use of forward policy guidance has drawn attention to any change in its influence on the real economy. Changes in policy guidance affect the private sector’s expectations about the future path of the federal funds rate and, in turn, affect bond yields, stock prices and asset values. Changes in asset values influence real activity through their effects on spending by consumers and businesses. Doh and Connolly find a weakened response by stock prices and bond yields to the increased use of policy guidance since the recent financial crisis. Longer-term bond yields became less responsive because a prolonged period of the low interest rate reduced the variability of medium-term expectations; stock prices became less responsive because investors revised down their economic outlook in response to some announcements of a more accommodative monetary policy.

12. Genre and parody in the music of the Beatles

From the earliest outbreak of “Beatlemania” in 1963 to the announcement of their breakup in 1970, The Beatles fulfilled, exceeded, and reformed our conceptions of popular music. They have enjoyed an enduring popularity with critics and audiences and have cemented their position as one of the most celebrated acts in popular culture. Although it would be difficult to attribute their success to a single factor, it could be argued that their eclectic sound ensured their mass appeal. As their careers progressed, The Beatles effortlessly combined and moved between different genres. Many of these genres were atypical for popular music of the 1960s and can be regarded as parody. This thesis approaches parody as an important stylistic trait of The Beatles’ music. Parody is a broad concept that can be found in a number of forms of art and entertainment. By drawing from literary criticism and musicological discourse, this study develops a broader understanding of parody in which popular musicians evoke the music of another genre through borrowing and create a critical distance between their work and the preexisting one. Further investigation reveals how The Beatles applied parody to their music and how it was used by the band to connect with their listeners. In such songs as “Back In The U.S.S.R.” and “Happiness Is A Warm Gun,” The Beatles parody different musical genres in order to evoke social commentary. Genre parody is not exclusive to individual songs. It is one of the unifying threads in Sgt. Pepper’s Lonely Hearts Club Band, in which The Beatles parody the English music hall and use genre to connect themes on the album. Despite these instances, parody remains an underexplored practice in their music. Many scholars of the band will acknowledge the musical and critical elements associated with parody; however, they do not use the term, nor identify parody as a recurring practice in The Beatles’ music. This thesis hopes to shed light on this topic and add to our understanding of the rich legacy of The Beatles.

13. Compositional Surveillance Program for Assessing Prudhoe Bay Vaporization Process

- Abstract
Prudhoe Bay field, the largest oil and gas accumulation in North America, has a large gas cap in communication with the oil rim. In addition to the liquid condensate held in the gas phase, the original gas cap contains relict oil that exists in the liquid phase at low saturations and is remnant of the oil migration - spill history of the reservoir. One of the key recovery mechanisms at the Prudhoe Bay field is the use of lean gas injection to increase recovery through vaporization of relict oil and dropped-out condensate in the original gas cap, and residual oil in the expanded gas cap. The lean gas vaporization project was implemented with an initial installed gas handling capacity of 2 BCF/D which was successively expanded to 8 BCF/D in several Gas Handling eXpansion (GHX) projects making it the largest hydrocarbon gas injection project in the world. After processing the produced gas to manufacture NGLs and Miscible Injectant, the lean gas is reinjected into the Prudhoe Bay gas cap for pressure support and vaporization of liquid phase hydrocarbons. In addition to estimates of black oil benefits, design and commercial evaluation of each stage of the gas handling expansion required accurate prediction of vaporization benefits from lean gas injection. A compositional surveillance program was designed and implemented to assess the efficiency of the vaporization process in the field. This paper describes the surveillance program in which the routine separator tests conducted at the specified well locations for fluid allocation and production optimization are modified to include additional measurements of extended separator gas compositions and separator oil API gravity. The paper also presents details of an analytical procedure in which the measured compositional information from the well tests is used together with other relevant field data to deduce the effectiveness of the vaporization process. The compositional surveillance data analysis procedure is demonstrated by application to the gravity drainage area of the Prudhoe Bay field. Deliberate application of the compositional surveillance data acquisition and analysis by the Prudhoe Bay Reservoir Management team will significantly impact the optimization of the vaporization process in the field.

A series of compounds was designed and prepared as inhibitors of interleukin-1β converting enzyme (ICE), also known as caspase-1. These inhibitors, which employ a diphenyl ether sulfonamide, were designed to improve potency by forming favorable interactions between the diphenyl ether rings and the prime side hydrophobic region. An X-ray crystal structure of a representative member of the diphenyl ether sulfonamide series bound to the active site of caspase-1 was obtained.

This article highlights a problem which has troubled courts in the United States in recent years, and like most equality issues arising in US litigation, it is likely to trouble Europe's courts in due course. It concerns the victimisation provisions expressed in equality legislation, such as the Civil Rights Act 1964 (US), the EU Equality Directives, or the Equality Act 2010 (UK). The problem is that none of these are expressed to prohibit the victimisation of third parties, for instance, dismissing a spouse of a worker who brought a discrimination claim. This "most ancient form of vengeance" is designed to deter the worker from pursuing the claim, and will also deter others from complaining, "the chilling effect". This article identifies a variety of scenarios where a third party could be victimised, highlights the shortcomings in the equality Directives, and searches for solutions in EU law and the European Convention of Human Rights. It concludes that the best existing solution lies in EU general principles, but for the sake of certainty, a simple amendment to the existing legislative formulas is required, which would resolve the problem without any undue side-effects.

This project analysed the relationship between primary and secondary school governing and school performance and the way this relationship was influenced by the socio-economic setting. The findings of the research confirmed that school governing is complicated, demanding, and goes on largely un-noticed. Much of the work of lay governors is hidden from view and is all undertaken for no tangible reward. The 300,000 or so school governors in England make a significant contribution to their schools and to the education system as a whole.

28. The leadership role of historical societies in main street programs

Historical societies are currently facing a critical juncture in their institutional lives. They are increasingly striving to remain relevant and meaningful to their communities while honoring their missions. One of the best ways for most historical societies to support their local communities is by becoming prominent players in the economic revitalization efforts of their historic downtowns. This thesis undertakes an examination of the ways that historical societies can become leaders in their local Main Street programs. Four possible leadership roles that historical societies can assume in Main Street programs are explored: catalyst for revitalization, partner in the Main Street effort, resource for Main Street, and parent organization for Main Street. The thesis is organized in three sections. The first section examines the history of historical societies and the Main Street program; their missions, organizational structure, and typical activities are examined in detail. The second sections includes case studies that are used to describe the experiences of three historical societies that have been directly involved in the leadership of the Main Street programs of their communities. It also includes the results of surveys conducted of both historical society and Main Street leaders to illustrate typical organizational structures, activities, and attitudes for both historical societies and Main Street organizations. The third section analyzes the case studies and draws comparisons between the case studies, survey results and literature. This research shows that it is essential for historical societies to assume a leadership role in their local Main Street programs. Their leadership provides benefits to the society, the Main Street program, and ultimately the community as a whole. The best ways for historical societies to take a leadership position in Main Street efforts are as catalyst, resource, and partner. Establishing a Main Street program within a historical society organization, however, is not a model that was discovered, and poses challenges too great to recommend without further research. Historical societies must understand that becoming engaged in their communities and promoting positive change that improves the quality of life for local residents is imperative if they are to remain sustainable and relevant organizations in the twenty-first century. With the historic preservation goals and the challenges posed by limited resources shared by both historical societies and Main Street Programs, becoming leaders in local Main Street Programs is an ideal way for historical societies to become more active in the community, maximize limited resources, and improve their ability to achieve their stated mission and goals.

Uruguay offers an excellent laboratory for studying both comparatively and individually the consequences of highly restrictive regulations for a small economy, bringing out elements of relevance to many current economic problems of the world today. This report is a volume of essays on protectionism in Uruguay. The purpose of this report is to analyze the consequences of protectionism in Uruguay and try to quantify their effects on resource allocation, growth, and welfare. The essays in this volume go into more detail on the various regulatory mechanisms, modeling the protective instruments and quantifying their effects. The essays develop and use an analytical approach to examine the particular measure under study, followed by empirical measurement. The essays go beyond quantifying the effects of trade interventions to show the interactions between various forms of interventions. Thus, they show the harmful effects of protectionism and of excessive intervention generally on a small economy, providing vivid examples of policies to avoid assiduously - notably those associated with antidumping, the promotion of infant industries, and non-price protective measures in general.

36. Reconstruction in Kemper County, Mississippi

- Abstract
Blacks were the passive victims in Kemper County, Mississippi, the scene of violence and murder in Reconstruction. The Ku Klux Klan, the Order of '76, and a continuing animosity between scalawag Radical Republicans and white-line Democrats were instrumental in perpetuating a frontier atmosphere wherein the pistol and Bowie knife were commonplace. Shooting or killing was an acceptable method of settling one's differences with another. Freedom and new rights for the majority black population of the county and seven years of Radical rule in the county provoked night-riding violence, murder and finally, the Mississippi Plan, successful revolution at the ballot box in 1875. The revenge of the Democrats was not complete until April, 1877, when a mob stormed the county jail and murdered the former Radical Republican sheriff and two of his children.

Facultad de Ciencias Económicas; Argentina Resumen: A un cuando la teor a econ omica ha identi cado los componentes de la inversi on, no ha sido posible contar con una formulaci on general que explique su comportamiento y pueda ser utilizada para pronosticar su evoluci on futura. Tambi en, y desde los primeros trabajos que trataron el tema, qued o claro que existe una gran di - cultad para determinar las variables relevantes y el funcionamiento mismo de los mecanismos que llevan a un empresario a aumentar o disminuir su stock de capital. Fue (Tobin, 1969) el primero en mencionar la relaci on existente entre el valor del capital que tiene una empresa y el valor que el mercado de capitales le asigna a esa empresa a trav es del precio de sus acciones en la bolsa de valores. Sin embargo, como en general se ha supuesto que el empresario es `precio aceptante' y por ello no tendr a que ocuparse del volumen de ventas, se ha concluido que la `q' de Tobin contiene toda la informaci on necesaria para decidir. Pero al incluir rigideces en el modelo, el mecanismo de informaci on v a precios se interrumpe y el mercado no se equilibra autom aticamente, ya que las se~nales de precios no re ejar an las verdaderas posibilidades de venta del producto. Tambi en es cierto que bajo los supuesto de competencia perfecta aplicados, la funci on de bene cio empresario queda indeterminada. Con rmando estos puntos, los estudios emp ricos no han podido obtener coe cientes de ajuste importantes, lo cual nos anima a plantear que el elemento faltante en la teor a de la `q' de Tobin, es la inclusi on expl cita del tama~no del mercado de venta de la producci on en el modelo (al que llamamos `Mercado Meta'), de manera que el volumen de inversi on sea realizado con ajuste a la cantidad de unidades producidas que podr an venderse efectivamente. xiv Es as que en esta Tesis veri camos que la inclusi on expl cita del Mercado Meta en la formulaci on de la `q' de Tobin, no s olo complementa el modelo tradicional, sino que mejora sustancialmente la estimaci on econom etrica al detectar la cointegraci on de las series involucradas y con rmar, entre otros puntos, que: El modelo incluyendo el Mercado Meta, es estable te orica y din amicamente, as como el Mercado Meta es relevante estad stica y te oricamente . Nuestro modelo ampliado cumple las condiciones necesarias y su cientes de la teor a del control optimo y tiene trayectorias de comportamiento optimal similares a las del modelo de la `q' de Tobin tradicional (sin el Mercado Meta). La restricci on del Mercado Meta est a activa en el estado estacionario, lo que signi ca que es relevante para explicar la inversi on. El Mercado Meta, adem as de actuar como catalizador para detectar la cointegraci on, otorga justi caci on te orica a modelos de la `q' de Tobin ampliada y de competencia imperfecta, cuyas variables actuar an como `proxi' del mercado. Cuando no se incluye el Mercado Meta, el modelo queda mal especi cado. Por el contrario, todas las pruebas estad sticas en las dos veri caciones emp ricas que realizamos con nuestro Modelo que incluye el Mercado Meta, resultaron correctas con un R 2 superior al 80 %, sin autocorrelaci on ni heteroscedasticidad. Al estimar para el per odo 1950-2010 un modelo de correcci on de errores en logaritmos, el resultado de largo plazo muestra causalidad en el sentido de Granger desde las variables explicativas (`q' de Tobin, Mercado Meta, relaci on de cr edito a GDP y tasa de inter es), hacia la relaci on de inversi on a capital. En el corto plazo hay causalidad en el sentido de Granger de la `q' de Tobin a la relaci on de inversi on a capital. La velocidad de ajuste entre el corto y el largo plazo es del 61% de la discrepancia en cada a~no, ceteris paribus. Nuestro enfoque complementa la teor a de la `q' de Tobin y, de acuerdo a como est e valorada la empresa en el mercado de capitales (o sea, el precio de sus acciones), el inversor emitir a m as acciones, tomar a deuda mediante la emisi on de bonos o cr editos bancarios, o usar a capital propio para nanciar la inversi on. Abstract: Using the traditional Tobin's q { the market value of a rm divided by its book value { with competitive markets in inputs and products and quadratic installation costs, we explicitly restrict the level of production to limit it to the quantities that are expected to be sold. We identify amount expected to be sold as the size of the target market, which it expects to supply. This Expanded Model is solved by Optimal Control, veri es the necessary and suf- cient conditions, is stable and has trajectories similar to the traditional Tobin's model. The target market restriction, on the other hand, is operative in the steady state, indicating that it is relevant. The econometric analysis shows that the target market, in addition to being the catalyst to detect cointegration, would grant theoretical justi cation to some augmented Tobin's q and imperfect competition models, in which the variables used would be acting as proxies of the target market. Estimates made with data from the United States for the periods 1952-1976 and 1950-2010 yielded statistical las pruebas with the predicted sign, with an R2 greater than 80 %, without autocorrelation or heteroskedasticity. Finally, estimating an error correcction model in logarithms for the USA 1950-2010, exhibited causality in Granger's sense on the long-term model, from the explanatory variables (Tobin's q, target market, credit to GDP ratio and rst di erence of interest rate), to the investment to capital ratio. In the short term, there is causality in Granger's sense from Tobin's q to the ratio of investment to capital. The speed of adjustment between the short and long term is 61% of the discrepancy in each year, ceteris paribus. xvi Our approach does not invalidate the Tobin's q theory, but complements it. Depending on how the company is valued in the capital market, will issue more shares, take debt by issuing bonds or bank credits, or use own capital to nance investment.
