ZusammenfassungDer Aufsatz diskutiert die Rolle von Massenmedien und sozialen Medien für die politische Polarisierung in Deutschland. Dafür schlagen wir eine theoretisch-konzeptionelle Systematisierung vor, die eineDimensionierungentlang der Mikro-, Meso- und Makro-Ebene mit derDifferenzierungvon themen- und gruppenspezifischer Polarisierung verbindet. Besonders auffällig ist die Leerstelle auf der Meso-Ebene. Die Mikro-Ebene ist besser abgedeckt, hier deutet sich ein Einfluss meinungskonformer Mediennutzung auf die Polarisierung an. Auf der Makro-Ebene dominiert die Forschung zur Parteiensystem-Polarisierung, bei der ein Medieneinfluss bisher jedoch nicht nachgewiesen werden konnte. Zukünftige Forschung auf der Mikro-Ebene sollte stärker die Wirkung konkreter Medieninhalte fokussieren, die einer Polarisierung entgegenwirken können. Auf der Meso-Ebene gilt es, zunächst zu explorieren, inwiefern Polarisierung hier zu Dysfunktionen beitragen kann. Auf der Makro-Ebene bedarf es eines international vergleichenden Vorgehens, wenn Medieneinflüsse auf Systemmerkmale in den Blick genommen werden sollen.

The relative neglect of the immediate social environment is one of the best-known criticisms of the Spiral of Silence Theory (SoS). Due to massive changes in communication technology, especially the advent of social media, the immediate social environment has become even more relevant which has amplified this gap. This paper integrates the immediate social environment into the SoS. The immediate social environment is the aggregate of individual actors whom one interacts with – a mix of strong and weak ties. The immediate social environment is conceptualized as part of a larger ego-centric network of various sources or observers which also includes the mass media. Based on this concept, this paper examines the entire chain of effects – from monitoring the environment via different sources to the willingness to express one’s opinion in public in front of different observers. Particular attention is directed to the crosslinks between the immediate social environment and the larger realm of society and mass media. The integration of the immediate social environment serves the goal of further refining the conditions of a relevant social context under which people fear different types of social isolation from different groups and subsequently do or do not express their opinions.

Drawing on the spiral of silence theory and heuristic information processing, we contend that individuals use likes as sources for assessing public opinion. We further argue that individuals may even adapt their personal opinions to the tenor reflected in those cues. The assumptions were tested using data from an experiment involving 501 participants, who encountered media items on two issues with or without likes. The findings show that respondents inferred public opinion from the media bias if it was supported by likes, however, only in cases of high levels of fear of social isolation. Respondents further adapted their personal opinion to the media bias if it was supported by likes.

Der vorliegende Beitrag bietet einen Uberblick uber die Kernkonzepte von Partizipation durch Diskurs und uber wesentliche empirische Befunde und nimmt eine kommunikationswissenschaftliche Perspektive ein. Dazu werden Nutzerkommentare zunachst offentlichkeitstheoretisch eingeordnet. Dann werden der Forschungsstand zu Akteuren, Inhalt und diskursiver Qualitat von Nutzerkommentaren auf Nachrichten-Websites, Social Networking Sites und in Online-Partizipationsverfahren subsumiert, Gemeinsamkeiten und Unterschiede zwischen den Plattformen identifiziert und Leerstellen in der Forschung markiert.

The Euro crisis has revealed severe conflicts between EU member states and challenged a shared European identity. This article investigates how the crisis was reflected in identity constructions in media discourses in EU key countries. European identity construction is conceptualized as framing of the EU in favour or against belonging to the EU and togetherness with other members. Conducting a systematic content analysis of two weekly newspapers and magazines in Germany, France and the UK, we compare identity constructions between 2011 and 2014. Findings show that while support of belonging to the EU is low in general, the countries differ remarkably in terms of their sense of togetherness. This particularly applies to strong or weak political integration, market regulation or market freedom and financial stability or impulses for economic growth. The positions reflect long-term political conflicts between the countries but are also flexible enough to adapt to the particular event context.

Angesichts der kommunikationswissenschaftlichen Kernkompetenzen in der Offentlichkeitsforschung ist die Theorieentwicklung gerade in diesem Bereich eine wichtige Aufgabe der Disziplin. Zudem stellen sich die Herausforderungen des digitalen Wandels in diesem Forschungsfeld besonders dringlich, weil die Offentlichkeitstheorien stark auf Konsonanz und Verstandigung aufbauten, diese Grundlagen aber im Zuge der Digitalisierung stark in den Hintergrund geruckt sind. Unser Vorschlag ist, Kommunikationsprozesse in Gegenwartsoffentlichkeiten mit dem Interpretationsrahmen der Dissonanz neu zu begreifen. Dies bedeutet erstens, die disparaten und vielschichtigen Prozesse sowie die widerspruchlichen Folgen des Offentlichkeitswandels zum Gegenstand der Forschung zu machen. Zweitens schlagen wir vor, bei der theoretischen Konzeptualisierung von dissonanter Offentlichkeit Ansatze der Offentlichkeitssoziologie mit Ansatzen der Netzwerktheorie zusammenzubringen. Der Beitrag identifiziert Fragen und Perspektiven, die entstehen, wenn Offentlichkeit als ein entscheidend durch Dissonanzen gepragtes Kommunikationsnetzwerk begriffen wird.

Popularity cues, such as likes and shares, point to mainly positive user reactions. On an aggregated level, they either indicate relevance assignments or endorsements of online items, particularly in the context of political communication. Second, popularity cues may affect the audience’s political perceptions, behaviors, and attitudes. This paper addresses theoretical and methodological issues for both perspectives. Drawing on concepts such as perceived relevance, attitudinal consonance, and persuasion, the antecedents of liking and sharing are discussed. Then, the effects of popularity cues are described, mainly against the backdrop of the spiral of silence theory and heuristic processing. The degree of elaboration is identified as a key factor for understanding why political content is liked or shared and how Likes and Shares render political effects on an individual level. Methodological issues concerning data collection as well as the validity and viability of studies on popularity cues are discussed.

Ever since the Internet has provided easy access to online discussion, advocates of deliberative democracy have hoped for an improved public sphere. This article investigates which particular platform features promote deliberative debate online. We assume that moderation, asynchronous discussion, a well-defined topic, and the availability of information enhance the level of deliberative quality of user comments. A comparison between different types of news platforms that differ in terms of design (a news forum, news websites, and Facebook news pages) shows that deliberation (measured as rationality, reciprocity, respect, and constructiveness) differs significantly between platforms. We find that the news forum yields the most rational and respectful debate. While user comments on news websites are only slightly less deliberative, Facebook comments perform poorly in terms of deliberative quality. However, comments left on news websites and on Facebook show particularly high levels of reciprocity among users.

Online communication is often seen to promote audience fragmentation because it facilitates selective exposure and therefore is likely to divide audiences into sub-publics that hardly share common issues with other sub-publics. This study takes a micro-perspective on fragmentation by focusing on issue diversity in media items users have encountered in a particular week. Diversity was assessed via content analyses based on online diaries of 645 participants who recorded their media use concerning the German debates on climate change and federal elections. Findings show lower degrees of diversity for users of non-journalistic online media than for users of journalistic mass media.

This article takes stock of the growing field of online deliberation research. Our review of the theoretical and empirical findings is guided by a framework encompassing the three relevant components of deliberation: the institutional design that enables and fosters deliberation (institutional input: “design”), the quality of the communication process (communicative throughput: “process”), and the expected results of deliberation (productive outcome: “results”). Our findings show that scholarly attention is unevenly distributed across the different components of the framework. Most research has focused on the quality of the online discussion (process). A fair amount of research has focused on the institutional conditions fostering deliberation (design), while the outcomes of online deliberation processes (results) have mostly been neglected. This picture is repeated in terms of the causal relations between design, process, and results of deliberation: Most studies have dealt with the effects of the platform design on the degree of deliberation (design-process). Much less is known about how the process of deliberation shapes the outcomes of deliberation (process-results). Studies investigating all three aspects of deliberation and their causal links (design-process-results) are particularly rare.

Der Beitrag befasst sich mit der Konstruktion europaischer Identitat in nationalen Medienoffentlichkeiten und untersucht die Debatten anlasslich der Referenden zum EU-Verfassungsvertrag 2005 und zum Lissabon-Vertrag 2008. Bezogen auf diese Versuche, die europaische Integration zu vertiefen, wird gefragt, inwiefern bestimmte inhaltliche Deutungen der EU in verschiedenen Landern mit Identifikationen oder Ablehnungen der EU verbunden werden und inwiefern sich darin Chancen- und Risikowahrnehmung der EU-Mitgliedschaft fur das jeweils eigene Land widerspiegeln. Vergleichsgegenstand sind die Debatten in Landern, in denen zum Verfassungsvertrag ein Referendum stattfand (Frankreich), geplant war (Grosbritannien, Polen) oder vermieden wurde (Deutschland, Italien). Die Befunde zeigen starke Unterschiede. V. a. die Deutung der EU als eine politische Wertegemeinschaft ist aber landerubergreifend mit Identifikationen verbunden und bietet Anknupfungspunkte zur Vertiefung der Integration. In Landern, die ein Referendum zumindest geplant haben, spielen nicht nur Deutungen zum politischen Gewicht der EU gegenuber der Nation eine starkere Rolle, sondern auch Chancen- und Risikowahrnehmungen fur die eigene Nation. Um den europaischen Einigungsprozess voranzutreiben, durfte daher die Betonung von Chancen der Integration fur das eigene Land entscheidend sein.

This study tests the spiral of silence theory under conditions of online communication. It is argued that a preference for user-generated content may result in different perceptions of the opinion climate than a preference for mass media. This may also affect willingness to speak out in public. This study tested the effects of selective exposure to information regarding climate change in Germany. The individual media diets were derived from online diaries and content analyses. The findings show no support for the spiral of silence theory. Individuals who see themselves in the minority were even more likely to express their opinions.

Unterhaltungsangebote machen den Großteil des heutigen Medienangebots aus. Die politischen Inhalte und Botschaften, die in diesen Angeboten enthalten sind, werden aber erst seit kürzerer Zeit von der politischen Kommunikationsforschung in den Blick genommen. Das Interesse gilt dabei meist non-fiktionalen Unterhaltungsangeboten wie z. B. Talkshows und Late-Night-Shows. Dieser Beitrag untersucht die Repräsentation von Politik in fiktionaler Unterhaltung. Er stellt ein Instrument vor, mit Hilfe dessen eine empirisch fundierte Systematisierung des heterogenen fiktionalen Angebots möglich wird und wendet es auf 101 Fernsehserien und 98 Filme an. Als relevante Dimensionen werden Politikgehalt und Realitätsnähe identifiziert. Die Angebote lassen sich entsprechend klassifizieren und können in einer zweidimensionalen Matrix abgebildet werden, um Strukturen innerhalb des heterogenen Feldes sichtbar zu machen. Mit Blick auf mögliche Wirkungen auf die Vorstellungen von Politik bieten sich weiterführende Analysen vor allem für die Produktionen an, die sowohl einen hohen Politikanteil aufweisen als auch besonders realitätsnah sind.

Der Beitrag rekapituliert die Entwicklung der Nachrichtenwertforschung ausgehend von Lippmanns fruhen uberlegungen und den Arbeiten am Osloer Friedensforschungsinstitut bis heute. Der Schwerpunkt liegt weniger auf der Zusammenschau der Befunde als vielmehr auf den theoretischen Neuerungen, die der Forschungstradition jeweils entscheidende Impulse gegeben haben. Wichtige Stationen stellen das konstruktivistische Verstandnis von Schulz und die instrumentelle Sichtweise von Kepplinger und Staab dar. Ein weiterer Meilenstein ist die Ausarbeitung der wahrnehmungspsychologischen Fundierung der Nachrichtenfaktoren. Diese hat dazu gefuhrt, dass Nachrichtenfaktoren zunehmend auch fur die Erklarung von selektiver Mediennutzung sowie selektiver Erinnerung der Rezipienten herangezogen werden.

It is generally agreed upon that fictional stories can serve as sources for the audience’s perceptions of reality. This also includes the political realm. Our paper examines the fictional representation of politics in the U.S. series The West Wing and its German adaption, Kanzleramt. The comparative content analysis concentrates on political actors and political themes as key parameters of fictional politics. It investigates whether the national political context is reflected in the political dramas. Results show a rather small impact of national contexts. This indicates that the logic of fictionalization levels out national differences in shaping fictional politics.

The article reviews recentfindings on the quality of war reporting, the conditions under which it takes place, the information policies of the warring parties and their effects. Focusing on German media coverage of the 1991 Gulf war, the Kosovo war and the 2003 Iraq war, it discusses both typical shortcomings of reporting and recent improvements, highlights information control strategies and proposes standards for war reporting.

The article investigates the picture of political parties and issues presented by the media in the 2002 German national elections campaign. The media process campaign information not with regard to particular party concerns, but according to their own relevance criteria. Not everything the parties bring up is considered relevant and not everything the parties try to play down is considered irrelevant by the media. A content analysis of five national German newspapers, the leading news agency, and one national tabloid over a three-week period just before the 2002 election was conducted in order to assess the coverage of parties and issues and the specific contextualisations of parties with favourable and unfavourable issues. The party specific issue profiles resulting from our analysis indicate that the governing parties SPD and Greens managed to surf on the extensive coverage of the August flood and the Iraq crisis, while the competing parties lagged behind. Der Beitrag ubersetzt die fur die massenmediale Welt formulierte Theorie der Schweigespirale fur die politische Kommunikation unter Online-Bedingungen und untersucht die Bereitschaft, sich mit Meinungen zur Bundestagswahl 2013 offentlich zu artikulieren. Befragungsbefunde zu Kandidaten- und Parteipraferenz sowie zum Sachthema Steuerpolitik zeigen, dass die Tatsache, mit seiner Meinung im Gegensatz zur wahrgenommenen Mehrheitsmeinung zu stehen, hypothesenkontrar keinen Einfluss auf die Artikulationsbereitschaft hat. Dem gegenuber zeigte sich ein Effekt der politischen Nutzung bestimmter Medientypen. So mindert die uberwiegende Nutzung nicht-journalistischer Online-Angebote die Artikulationsbereitschaft, allerdings nur in Bezug auf Akteurspraferenzen und nur unter face-to-face-Bedingungen. Eine geringe Artikulationsbereitschaft wird demnach eher durch die Abkoppelung von der massenmedial getragenen offentlichen Meinung und der dadurch ausgelosten Unsicherheit getrieben als von der Dissonanz zwischen eigener und wahrgenommener offentlicher Meinung.

This article examines media's active role in the political process. By selecting and emphasising certain issues in their editorials media outlets communicate their particular political position to the audience and establish a distinct ideological profile. It is assumed, however, that the impact of editorials on the political system depends on the degree of issue focusing in the media system. Only if different newspapers assign relevance to the same issues the political system is likely to respond. A content analysis of German quality press editorials between 1994 and 1998 is employed in order to assess the ideological distances between papers and investigate the circumstances under which high degrees of focusing nevertheless develop. Results indicate considerable differences among newspapers paired with highly consonant attention for certain polity and politics issues throughout the media system.

This research note deals with the role of the media in assigning legitimacy to Germany's first participation in military action since the end of the Second World War. A content analysis of the war discourse in the editorials of the five leading German newspapers investigates the range of evaluations of the Kosovo war. Employing the concept of framing, a variety of competing diagnostic, prognostic and identity-related interpretations were identified. Controversial debate emerged around the procedural aspects of warfare. While the conservative papers emphasized the military options, the liberal papers directed attention to humanitarian and diplomatic efforts. Yet, the legitimacy of the war was hardly contested in any of the national prestige papers. These findings support the basic assumptions of the indexing thesis since the high degree of consent in the media system reflects the lack of substantial conflict in the German party system.

Nicht erst mit dem Erfolg der Piratenpartei werden die Konsequenzen der Online- Kommunikation fur die Zukunft der Demokratie diskutiert. Jede technische Innovation im Medienbereich wird von solchen Debatten begleitet. Dass sie auch in den Feuilletons gefuhrt werden, zeigt, dass die breitere Offentlichkeit sich der Bedeutung der medialen Infrastruktur fur demokratische Gesellschaften bewusst ist. Nicht viele kommunikationswissenschaftliche Fragestellungen finden so viel offentliche Aufmerksamkeit wie die Veranderungen der politischen Kommunikation. Das liegt nicht nur an der Attraktivitat von Medien im Allgemeinen und an der Relevanz des Gegenstands, sondern auch am normativen Gehalt der Debatte. Den normativen Grundlagen der politischen Kommunikation kommt deswegen besondere Beachtung zu, weil sich hieraus die Masstabe ergeben, an denen das Funktionieren der medialen Infrastruktur gemessen wird. Entlang dieser Normen werden optimistische oder pessimistische Visionen der Zukunft demokratischer Gesellschaften entworfen. Wie kaum ein anderer Gegenstandsbereich unseres Faches wird die politische Kommunikation daher auch in der Offentlichkeit aus einer stark normativen Perspektive betrachtet.
