Abstract: The Outreach Cosmic Ray Activities (OCRA) project offers a platform for all outreach activities focusing on cosmic rays within the Italian Istituto Nazionale di Fisica Nucleare (INFN). Created in 2018, OCRA now counts 21 of the institute's divisions all over Italy as members. The project's core activity is the participation of all its members in the International Cosmic Day, organized by DESY, and inviting high school students to carry out hands-on measurements of the cosmic ray flux and learn about the related physics background. Two students from each division are then selected to participate in the annual OCRA science camp, a three-day full immersion into the life of a physicist. The national activities are complemented by local initiatives of the OCRA member groups: workshops and tutorship programs, science competitions and the development of new detectors for outreach activities offer a multitude of possibilities for students to engage with our researchers and to explore the world of cosmic rays. Since spring of 2020 OCRA also offers a series of online laboratories on its website https://web.infn.it/OCRA/, designed not only to be used by students individually but also to be used in the classroom by teachers. Here we will give an overview on all activities offered by OCRA with a particular focus on the 2020 online event organized in occasion of the International Cosmic Day, that saw the participation of more than 3000 students.

Abstract: At low energies, cosmic antideuterons and antihelium provide an ultra-low background signature of dark matter annihilation, decay, and other beyond the Standard Model phenomena. The General Antiparticle Spectrometer (GAPS) is an Antarctic balloon experiment designed to search for lowenergy (0.1−0.3 GeV/n) antinuclei, and is planned to launch in the austral summer of 2022. While optimized for an antideuteron search, GAPS also has unprecedented capabilites for the detection of low-energy antihelium nuclei, utilizing a novel detection technique based on the formation, decay, and annihilation of exotic atoms. The AMS-02 collaboration has recently reported several antihelium nuclei candidate events, which sets GAPS in a unique position to set constraints on the cosmic antihelium flux in an energy region which is essentially free of astrophysical background. In this contribution, we illustrate the capabilities of GAPS to search for cosmic antihelium-3 utilizing complete instrument simulations, event reconstruction, and the inclusion of atmospheric effects. We show that GAPS is capable of setting unprecedented limits on the cosmic antihelium flux, opening a new window on exotic cosmic physics.

Abstract: Time-dependent energy spectra of galactic cosmic rays (GCRs) carry fundamental information regarding their origin and propagation. When observed at the Earth, these spectra are significantly affected by the solar wind and the embedded solar magnetic field that permeates the heliosphere, changing significantly over an 11-year solar cycle. Energy spectra of GCRs measured during different epochs of solar activity provide crucial information for a thorough understanding of solar and heliospheric phenomena. The PAMELA experiment had collected data for almost ten years (15 June 2006 - 23 January 2016), including the minimum phase of solar cycle 23 and the maximum phase of solar cycle 24. Here, we present spectra for protons and helium-nuclei measured by the PAMELA instrument from 2006 to 2014. Time profiles of the proton-to-helium flux ratio at various rigidities were also investigated, allowing the study of all characteristic features resulting from their different mass-to-charge ratio and the difference in the shape of their respective local interstellar spectra. The force-field approximation of the solar modulation was used to relate these dependencies to the different shapes of the local interstellar proton and helium-nuclei spectra.

Abstract: The General Antiparticle Spectrometer (GAPS) is a balloon-borne experiment, scheduled for a first flight in the austral summer 2022. It is designed to measure low energy (< 0.25 GeV/n) cosmic antinuclei. A particular focus is on antideuterons, which are predicted to have an ultra-low astrophysical background as compared to signals from dark matter annihilation or decay in the Galactic halo. GAPS uses a novel technique for particle identification based on the formation and decay of exotic atoms. To achieve sufficient rejection power for particle identification, an accurate determination of several fundamental quantities is needed. The precise reconstruction of the energy deposition pattern on the primary track is a particularly intricate problem and we developed a strategy devised to solve this using modern machine learning techniques. In the future, this approach can also be used for particle identification. Here, we present preliminary results of these efforts obtained from simulations.

Abstract: The satellite-borne PAMELA experiment was launched on the 15th June 2006 from the Baikonur cosmodrome. Since then and until January 2016 PAMELA made high-precision measurements of the charged component of cosmic-rays over a wide energy range. Because of its long-duration operation, PAMELA represents an ideal detector for cosmic-ray solar modulation studies. The PAMELA collaboration already published time-dependent proton, helium and electron spectra as well as the positron to electron ratio over ten years of data taking. These results are fundamental to improve and refine propagation models the propagation models of cosmic rays through the heliosphere. Here, the yearly average spectra over the 23rd solar minimum (July 2006 - January 2009) until the middle of the 24rd solar maximum (December 2015) for 1H, 2H, 3He and 4He are presented. The isotopic composition was measured between 0.1 and 1.1 GeV/n using two different detector systems. These spectra show an increasing trend during the solar minimum period with a decrease as the solar maximum is approached. The time-dependent ratio of these isotopes is also presented. From a solar modulation point of view, a non constant ratio is typically caused by their different masses (related to their rigidity) and also the different shapes of the respective local interstellar spectra. Apart from these effects, it is worthwhile to look deeper for more fundamental causes related to their propagation and modulation mechanisms.

Abstract: Precision measurements of the Z = 2 component in the cosmic radiation provide crucial information about both the origin and propagation of the helium nuclei in cosmic rays inside the Galaxy. Moreover, the precise measurement of the time-dependent helium nuclei fluxes allows an in-depth study of the solar modulation of such nuclei. These results can be compared with the widely studied modulation of protons, to possibly spot dependencies on particle’s charge, mass or local interstellar spectra shape. The helium differential fluxes together with comparison between helium and proton energy spectra, measured by the PAMELA experiment down to 80 MeV, has been studied in the unusually long minimum of solar cycle 23 (July 2006 December 2009) over a 1-month time basis.

Abstract: Precise time-dependent measurements of the Z = 2 component in the cosmic radiation provide crucial information about the propagation of charged particles through the heliosphere. The PAMELA experiment, with its long flight duration (15th June 2006 - 23rd January 2016) and the low energy threshold (80 MeV/n) is an ideal detector for cosmic ray solar modulation studies. In this paper, the helium nuclei spectra measured by the PAMELA instrument from July 2006 to December 2009 over a Carrington rotation time basis are presented. A state-of-the-art three-dimensional model for cosmic-ray propagation inside the heliosphere was used to interpret the time-dependent measured fluxes. Proton-to-helium flux ratio time profiles at various rigidities are also presented in order to study any features which could result from the different masses and local interstellar spectra shapes.

Abstract: The note describes a proposal for a large acceptance magnetic spectrometer based on a novel superconducting magnet technology, equipped with a silicon tracker and a 3D isotropic calorimeter. ALADINO (Antimatter Large Acceptance Detector IN Orbit) is conceived to study antimatter components of the cosmic radiation in an unexplored energy window which can shed light on new phenomena related to the origin and evolution of the Universe, as well as on the origin and propagation of cosmic rays in our galaxy. The main science themes addressed by this mission are therefore the origin and composition of the Universe (by means of direct search for primordial anti-nuclei in the Cosmic Ray (CR) flux and indirect search for Dark Matter signals in the CR anti-particle fluxes) as well as the origin and propagation of CR in the Galaxy (by means of precise measurements of the energy spectra and chemical composition of the CR).

Abstract: The General Antiparticle Spectrometer (GAPS) will carry out a sensitive dark matter search by measuring low-energy ($\mathrm{E} < 0.25 \mathrm{GeV/nucleon}$) cosmic ray antinuclei. The primary targets are low-energy antideuterons produced in the annihilation or decay of dark matter. At these energies antideuterons from secondary/tertiary interactions are expected to have very low fluxes, significantly below those predicted by well-motivated, beyond the standard model theories. GAPS will also conduct low-energy antiproton and antihelium searches. Combined, these observations will provide a powerful search for dark matter and provide the best observations to date on primordial black hole evaporation on Galactic length scales. The GAPS instrument detects antinuclei using the novel exotic atom technique. It consists of a central tracker with a surrounding time-of-flight (TOF) system. The tracker is a one cubic meter volume containing 10 cm-diameter lithium-drifted silicon (Si(Li)) detectors. The TOF is a plastic scintillator system that will both trigger the Si(Li) tracker and enable better reconstruction of particle tracks. After coming to rest in the tracker, antinuclei will form an excited exotic atom. This will then de-excite via characteristic X-ray transitions before producing a pion/proton star when the antiparticle annihilates with the nucleus. This unique event topology will give GAPS the nearly background-free detection capability required for a rare-event search. Abstract: The PAMELA cosmic-ray detector was launched on June 15th 2006 on board the Russian Resurs-DK1 satellite, and during ten years of nearly continuous data-taking it has observed new interesting features in cosmic rays (CRs). In a decade of operation it has provided plenty of scientific data, covering different issues related to cosmic-ray physics. Its discoveries might change our basic vision of the mechanisms of production, acceleration and propagation of cosmic rays in the Galaxy. The antimatter measurements, focus of the experiment, have set strong constraints to the nature of Dark Matter. Search for signatures of more exotic processes (such as the ones involving Strange Quark Matter) was also pursued. Furthermore, the long-term operation of the instrument had allowed a constant monitoring of the solar activity during its maximum and a detailed and prolonged study of the solar modulation, improving the comprehension of the heliosphere mechanisms. PAMELA had also measured the radiation environment around the Earth, and it detected for the first time the presence of an antiproton radiation belt surrounding our planet. The operation of Resurs-DK1 was terminated in 2016. In this article we will review the main features of the PAMELA instrument and its constructing phases. The main part of the article will be dedicated to the summary of the most relevant PAMELA results over a decade of observation.

Abstract: In this paper we report on the energy spectrum of protons of albedo origin measured by the instruments NINA and NINA-2 at different geomagnetic locations, and the behaviour of the proton flux as a function of altitude out of the South Atlantic Anomaly. The instrument NINA was used on board the satellite Resurs-01-N4 between 1998 and 1999, at an altitude of about 830 km. The NINA-2 apparatus, on board the satellite MITA, was put into orbit in July 2000, at an altitude of about 450 km. A detailed understanding of the fluxes of charged particles in near Earth orbit is important to reach an accurate theoretical description of the Earth’s magnetic field, but also as input for the calculation of the back-ground for scientific instruments aboard satellites, like the future AGILE and GLAST g astronomy telescopes.Key words. Abstract: The General Antiparticle Spectrometer (GAPS) is designed to carry out indirect dark matter search by measuring low-energy cosmic-ray antiparticles. Below a few GeVs the flux of antiparticles produced by cosmic-ray collisions with the interstellar medium is expected to be very low and several well-motivated beyond-standard models predict a sizable contribution to the antideuteron flux. GAPS is planned to fly on a long-duration balloon over Antarctica in the austral summer of 2020. The primary detector is a 1m3 central volume containing planes of Si(Li) detectors. This volume is surrounded by a time-of-flight system to both trigger the Si(Li) detector and reconstruct the particle tracks. The detection principle of the experiment relies on the identification of the antiparticle annihilation pattern. Low energy antiparticles slow down in the apparatus and they are captured in the medium to form exotic excited atoms, which de-excite by emitting characteristic X-rays. Afterwards they undergo nuclear annihilation, resulting in a star of pions and protons. The simultaneous measurement of the stopping depth and the dE/dx loss of the primary antiparticle, of the X-ray energies and of the star particle-multiplicity provides very high rejection power, that is critical in rare-event search. Abstract: We report an accurate measurement of the geomagnetically trapped proton fluxes for kinetic energy above > 70 MeV performed by the PAMELA mission at low Earth orbits (350-610 km). Data were analyzed in the frame of the adiabatic theory of charged particle motion in the geomagnetic field. Flux properties were investigated in detail, providing a full characterization of the particle radiation in the South Atlantic Anomaly region, including locations, energy spectra and pitch angle distributions. PAMELA results significantly improve the description of the Earth's radiation environment at low altitudes placing important constraints on the trapping and interaction processes, and can be used to validate current trapped particle radiation models., 22 pages, 5 figures

Abstract: The results of measurements of trapped and albedo cosmic ray deuteron fluxes obtained in the PAMELA experiment are presented in this work. The PAMELA is an international experiment aimed for measurements of cosmic ray particle fluxes in wide energy range. In particular, analysis of PAMELA data gives possibility to identify deuterons and to reconstruct deuteron spectra of different origin (galactic cosmic ray, re-entrant albedo and radiation belt particles). The first results of trajcectory reconstruction for trapped and albedo deuterons are presented in this work. This investigation was done by solving equations of particle motion in Earth's magnetic field by means of numerical integration methods.

Abstract: We present a precise measurement of downward going albedo proton fluxes for kinetic energy above ~70-MeV performed by the Payload for Antimatter Matter Exploration and Light-nuclei Astrophysics (PAMELA) experiment at an altitude between 350 and 610-km. On the basis of a trajectory tracing simulation, the analyzed protons were classified into quasi-trapped, concentrating in the magnetic equatorial region, and untrapped spreading over all latitudes, including both short-lived (precipitating) and long-lived (pseudotrapped) components. In addition, features of the penumbra region around the geomagnetic cutoff were investigated in detail. PAMELA results significantly improve the characterization of the high-energy albedo proton populations at low-Earth orbits. Abstract: The GAMMA-400 gamma-ray telescope is intended to measure the fluxes of gamma rays and cosmic-ray electrons and positrons in the energy range from 100 MeV to several TeV. Such measurements concern with the following scientific goals: search for signatures of dark matter, investigation of gamma-ray point and extended sources, studies of the energy spectra of Galactic and extragalactic diffuse emission, studies of gamma-ray bursts and gamma-ray emission from the active Sun, as well as high-precision measurements of spectra of high-energy electrons and positrons, protons, and nuclei up to the knee. The main components of cosmic rays are protons and helium nuclei, whereas the part of lepton component in the total flux is ~10E-3 for high energies. In present paper, the capability of the GAMMA-400 gamma-ray telescope to distinguish electrons and positrons from protons in cosmic rays is investigated. The individual contribution to the proton rejection is studied for each detector system of the GAMMA-400 gamma-ray telescope. Using combined information from all detector systems allow us to provide the proton rejection from electrons with a factor of ~4x10E5 for vertical incident particles and ~3x10E5 for particles with initial inclination of 30 degrees. Abstract: The GAMMA-400 gamma-ray telescope is designed to measure the gamma-ray fluxes in the energy range from ∼20 MeV to ∼1 TeV, performing a sensitive search for high-energy gamma-ray emission when annihilating or decaying dark matter particles. Such measurements will be also associated with the following scientific goals: searching for new and studying known Galactic and extragalactic discrete high-energy gamma-ray sources (supernova remnants, pulsars, accreting objects, microquasars, active galactic nuclei, blazars, quasars). It will be possible to study their structure with high angular resolution and measuring their energy spectra and luminosity with high-energy resolution; identify discrete gamma-ray sources with known sources in other energy ranges. The major advantage of the GAMMA-400 instrument is excellent angular and energy resolutions for gamma rays above 10 GeV. The gamma-ray telescope angular and energy resolutions for the main aperture at 100-GeV gamma rays are ∼0.01% and ∼1%, respectively. The motivation of presented results is to improve physical characteristics of the GAMMA-400 gamma-ray telescope in the energy range of ∼20-100 MeV, most unexplored range today. Such observations are crucial today for a number of high-priority problems faced by modern astrophysics and fundamental physics, including the origin of chemical elements and cosmic rays, the nature of dark matter, and the applicability range of the fundamental laws of physics. To improve the reconstruction accuracy of incident angle for low-energy gamma rays the special analysis of topology of pair-conversion events in thin layers of converter performed. Choosing the pair-conversion events with more precise vertical localization allows us to obtain significantly better angular resolution in comparison with previous and current space and ground-based experiments. For 50-MeV gamma rays the GAMMA-400 gamma-ray telescope angular resolution is better than 50.

Abstract: Precision measurements of the electron component in the cosmic radiation provide important information about the origin and propagation of cosmic rays in the Galaxy not accessible from the study of the cosmic-ray nuclear components due to their differing diffusion and energy-loss processes. However, when measured near Earth, the effects of propagation and modulation of galactic cosmic rays in the heliosphere, particularly significant for energies up to at least 30 GeV, must be properly taken into account. In this paper the electron (e^-) spectra measured by PAMELA down to 70 MeV from July 2006 to December 2009 over six-months time intervals are presented. Abstract: Data from the PAMELA satellite experiment were used to measure the geomagnetic cutoff for high-energy ($\gtrsim$ 80 MeV) protons during the solar particle events on 2006 December 13 and 14. The variations of the cutoff latitude as a function of rigidity were studied on relatively short timescales, corresponding to single spacecraft orbits (about 94 minutes). Estimated cutoff values were cross-checked with those obtained by means of a trajectory tracing approach based on dynamical empirical modeling of the Earth's magnetosphere. We find significant variations in the cutoff latitude, with a maximum suppression of about 6 deg for $\sim$80 MeV protons during the main phase of the storm. Abstract: Ulysses, launched on 6 October 1990, was placed in an elliptical, high inclined (80.2) orbit around the Sun, and was switched off in June 2009. It has been the only spacecraft exploring high-latitude regions of the inner heliosphere. The Kiel Electron Telescope (KET) aboard Ulysses measures electrons from 3 MeV to a few GeV and protons and helium in the energy range from 6 MeV/nucleon to above 2 GeV/nucleon. The PAMELA (Payload for Antimatter Matter Exploration and Light-nuclei Astrophysics) space borne experiment was launched on 15 June 2006 and is continuously collecting data since then. The apparatus measures electrons, positrons, protons, anti-protons and heavier nuclei from about 100 MeV to several hundreds of GeV. Thus the combination of Ulysses and PAMELA measurements is ideally suited to determine the spatial gradients during the extended minimum of solar cycle 23. For protons in the rigidity interval 1.6−1.8 GV we find a radial gradient of 2.7%/AU and a latitudinal gradient of −0.024%/degree. Although the latitudinal gradient is as expected negative, its value is much smaller than predicted by current particle propagation models. This result is of relevance for the study of propagation parameters in the inner heliosphere.

Abstract: The latest measurements of antiprotons spectrum and antiproton-to-proton ratio in primary cosmic rays with PAMELA experiment are presented. Abstract: Precision measurements of the positron component in the cosmic radiation provide important information about the propagation of cosmic rays and the nature of particle sources in our Galaxy. The satellite-borne experiment PAMELA has been used to make a new measurement of the cosmic-ray positron flux and fraction that extends previously published measurements up to 300 GeV in kinetic energy. The combined measurements of the cosmic-ray positron energy spectrum and fraction provide a unique tool to constrain interpretation models. During the recent solar minimum activity period from July 2006 to December 2009 approximately 24500 positrons were observed. The results cannot be easily reconciled with purely secondary production and additional sources of either astrophysical or exotic origin may be required., Comment: 14 pages, 4 figures, 1 table. Abstract: GAMMA-400 is a new space mission, designed as a dual experiment, capable to study both high energy gamma rays (from $\sim$100 MeV to few TeV) and cosmic rays (electrons up to 20 TeV and nuclei up to $\sim$10$^{15}$ eV). The full simulation framework of GAMMA-400 is based on the Geant4 toolkit. The details of the gamma-ray reconstruction pipeline in the pre-shower and calorimeter will be outlined. Abstract: Data from the PAMELA satellite experiment were used to perform a detailed measurement of under-cutoff protons at low Earth orbits. On the basis of a trajectory tracing approach using a realistic description of the magnetosphere, protons were classified into geomagnetically trapped and re-entrant albedo. The former include stably-trapped protons in the South Atlantic Anomaly, which were analyzed in the framework of the adiabatic theory, investigating energy spectra, spatial and angular distributions; results were compared with the predictions of the AP8 and the PSB97 empirical trapped models. The albedo protons were classified into quasi-trapped, concentrating in the magnetic equatorial region, and un-trapped, spreading over all latitudes and including both short-lived (precipitating) and long-lived (pseudo-trapped) components. Features of the penumbra region around the geomagnetic cutoff were investigated as well. Abstract: GAMMA-400 is a new space mission which will be installed on board the Russian space platform Navigator. It is scheduled to be launched at the beginning of the next decade. GAMMA-400 is designed to study simultaneously gamma rays (up to 3 TeV) and cosmic rays (electrons and positrons from 1 GeV to 20 TeV, nuclei up to 10$^{15}$-10$^{16}$ eV). Being a dual-purpose mission, GAMMA-400 will be able to address some of the most impelling science topics, such as search for signatures of dark matter, cosmic-rays origin and propagation, and the nature of transients. Abstract: We present a precise measurement of downward-going albedo proton fluxes for kinetic energy above $\sim$ 70 MeV performed by the PAMELA experiment at an altitude between 350 and 610 km. On the basis of a trajectory tracing simulation, the analyzed protons were classified into quasi-trapped, concentrating in the magnetic equatorial region, and un-trapped spreading over all latitudes, including both short-lived (precipitating) and long-lived (pseudo-trapped) components. In addition, features of the penumbra region around the geomagnetic cutoff were investigated in detail. Abstract: The present design of the new space observatory GAMMA-400 is presented in this paper. The instrument has been designed for the optimal detection of gamma rays in a broad energy range (from ~100 MeV up to 3 TeV), with excellent angular and energy resolution. The observatory will also allow precise and high statistic studies of the electron component in the cosmic rays up to the multi TeV region, as well as protons and nuclei spectra up to the knee region. The GAMMA-400 observatory will allow to address a broad range of science topics, like search for signatures of dark matter, studies of Galactic and extragalactic gamma-ray sources, Galactic and extragalactic diffuse emission, gamma-ray bursts and charged cosmic rays acceleration and diffusion mechanism up to the knee.

Abstract: The PAMELA satellite-borne experiment is providing first direct measurements of Solar Energetic Particles (SEPs) with energies from $\sim$80 MeV to several GeV in near-Earth space. Its unique observational capabilities include the possibility of measuring the flux angular distribution and thus investigating possible anisotropies related to SEP events. This paper focuses on the analysis methods developed to estimate SEP energy spectra as a function of the particle pitch angle with respect to the Interplanetary Magnetic Field (IMF). The crucial ingredient is provided by an accurate simulation of the asymptotic exposition of the PAMELA apparatus, based on a realistic reconstruction of particle trajectories in the Earth's magnetosphere. Abstract: The measurements of gamma-ray fluxes and cosmic-ray electrons and positrons in the energy range from 100 MeV to several TeV, which will be implemented by the specially designed GAMMA-400 gamma-ray telescope, concern with the following broad range of science topics. Searching for signatures of dark matter, surveying the celestial sphere in order to study gamma-ray point and extended sources, measuring the energy spectra of Galactic and extragalactic diffuse gamma-ray emission, studying gamma-ray bursts and gamma-ray emission from the Sun, as well as high precision measuring spectra of high-energy electrons and positrons, protons and nuclei up to the knee. To clarify these scientific problems with the new experimental data the GAMMA-400 gamma-ray telescope possesses unique physical characteristics comparing with previous and present experiments. For gamma-ray energies more than 100 GeV GAMMA-400 provides the energy resolution of ~1% and angular resolution better than 0.02 deg. 40. Modulation of galactic protons in the heliosphere during the unusual solar minimum of 2006 to 2009

Abstract: The last solar minimum activity period, and the consequent minimum modulation conditions for cosmic rays, was unusual. The highest levels of galactic protons were recorded at Earth in late 2009 in contrast to expectations. Proton spectra observed for 2006 to 2009 from the PAMELA cosmic ray detector on-board the Resurs-DK1 satellite are presented together with the solutions of a comprehensive numerical model for the solar modulation of cosmic rays. The model is used to determine what mechanisms were mainly responsible for the modulation of protons during this period, and why the observed spectrum for 2009 was the highest ever recorded. From mid-2006 until December 2009 we find that the spectra became significantly softer because increasingly more low energy protons had reached Earth. To simulate this effect, the rigidity dependence of the diffusion coefficients had to decrease significantly below ∼3 GeV. The modulation minimum period of 2009 can thus be described as relatively more ‘diffusion dominated’ than previous solar minima. However, we illustrate that drifts still had played a significant role but that the observable modulation effects were not as well correlated with the waviness of the heliospheric current sheet as before. Protons still experienced global gradient and curvature drifts as the heliospheric magnetic field had decreased significantly until the end of 2009, in contrast to the moderate decreases observed during previous minimum periods. Abstract: GAMMA-400 is a future high-energy gamma-ray telescope, designed to measure the fluxes of gamma-rays and cosmic-ray electrons + positrons, which can be produced by annihilation or decay of dark matter particles, and to survey the celestial sphere in order to study point and extended sources of gamma-rays, measure energy spectra of Galactic and extragalactic diffuse gamma-ray emission, gamma-ray bursts, and gamma-ray emission from the Sun. GAMMA-400 covers the energy range from 100 MeV to ~3000 GeV. Its angular resolution is ~0.01 deg(Eg > 100 GeV), and the energy resolution ~1% (Eg > 10 GeV). GAMMA-400 is planned to be launched on the Russian space platform Navigator in 2019. Abstract: The energy spectra of galactic cosmic rays carry fundamental information regarding their origin and propagation. These spectra, when measured near Earth, are significantly affected by the solar magnetic field. A comprehensive description of the cosmic radiation must therefore include the transport and modulation of cosmic rays inside the heliosphere. During the end of the last decade the Sun underwent a peculiarly long quiet phase well suited to study modulation processes. In this paper we present proton spectra measured from July 2006 to December 2009 by PAMELA. The large collected statistics of protons allowed the time variation to be followed on a nearly monthly basis down to 400 MV. The highest spectra of galactic protons (and other cosmic rays) were recorded by the PAMELA instrument at Earth in late 2009, in contrast to expectations. The spectrum, between 100 MeV and 50 GeV, for December 2009 is compared to proton spectra observed during previous solar minimum periods, back to 1965. Corresponding numerical modeling is presented which predicts that the next solar minimum spectra could even be higher if similar modulation conditions then would occur as in 2008-2009. The reason is that incorporating gradient and curvature drifts in modulation models causes proton spectra for A > 0 solar magnetic cycles (e.g., around 1976, 1997) to always be higher than during A < 0 cycles (e.g. around 1965, 1987, 2009) at energies below a few GeV, if the same modulation conditions would prevail., Proceedings of the 33rd International Cosmic Ray Conference
