Much of the literature on the link between reliability and safety—especially that written by Ron Moore, whose work is referenced throughout this paper—shows that the more reliable a plant or facility is, the safer it is. This presentation will present the unique connection between reliability and safety from a professional reliability engineering perspective. When asked, “who is responsible for safety?”, most organizations have done a great job of having the consensus answer be “everyone.” This paper serves as reinforcement of the linkage between safety and reliability, that organizations of the future might encourage their members to answer to question “who is responsible for reliability” in the same way: everyone.

This article presents what is happening within PES and the IEEE that could impact the Society and attempts being bade to continue and grow PES membership, maintain financial growth, and provide increased member value.

Voltage stability analysis of multi machine system is evaluated through continuation power flow (CPF) in this paper. The performance study of SVC is accomplishd in IEEE 57 bus test system for the enrichment of voltage stability through Power System Analysis tool box (PSAT).When the system undergoes unexpected over loading, it might be voltage collapse. The voltage collapse is main issue which can be a serious result of voltage instability. So the stability is affected. It needs compensation to improve the stability from the disturbances. Here the system is analyzed by CPF to improve the stability. Various operating conditions like without SVC and with SVC tuned by MVO are used to estimate the performance of the proposed procedure. The results show that the system with SVC tuned by MVO gets more flexibility in load side and gives stability than the system without SVC.

[EN] This paper proposes a deterministic algorithm to scale the reference currents of a shunt active power compensator (SAPC) based on IEEE Std. 1459 power decomposition when SAPC maximum output compensating current is going to be exceeded. The selective SAPC is proposed to improve power quality and energy efficiency in power networks by means of the cancelation or reduction of the non-efficient powers (Q1+, SU1, SeN). The non-efficient powers can be reduced in six possible sequences according to the priority of compensation. When SAPC maximum output current capacity is exceeded, the proposed algorithm limits the SAPC output compensating currents and the non-efficient currents can only be partially reduced in the power network. The reduction of the non-efficient powers depends on the selected compensation sequence. The 2018 IEEE International Power Electronics, Drives, and Energy Systems (PEDES) Conference was held at the Indian Institute of Technology, Madras, India, 18-21 December 2018. Researchers, academicians, industrialists, professionals, and government officials all participated in the event (Figure 1). Four IEEE Societies sponsor the PEDES conferences: the IEEE Industry Applications Society (IAS), the IEEE Power a Energy Society, the IEEE Power Electronics Society, and the IEEE Industrial Electronics Society.

One of the major challenges in the design of wireless sensor network (WSN) is to reduce the energy consumption of sensor nodes for prolonging the network lifetime. In the sensor network, communication is the most energy consuming event. Therefore, most of the energy saving techniques conserve energy by adjusting different parameters of the trans-receiver. Among them, one of the promising methods is the transmission power control (TPC). In this paper, we investigated the effects of the link quality based TPC scheme employed to the IEEE 802.15.4 standard for energy saving. The simulation results demonstrated that the link quality based TPC scheme works effectively in conserving energy as compared to the conventional IEEE 802.15.4.

New draft language for IEEE C37.20.3 - the power distribution standard for metal-enclosed interrupter (MEI) switchgear - proposes, for the first time, permitting the use of isolating switches with vacuum interrupter circuit breakers. This new development would allow an alternative means for disconnecting medium voltage (MV) breakers from a live circuit, more closely approximating the existing IEC standard construction. In accordance with the proposed new language, this paper presents three key developments for MEI switchgear for smaller, lighter, and more reliable solutions that maintain ANSI/IEEE safety and circuit breaker performance characteristics, which are typical of metal-clad (MC) switchgear.

Sleep-mode power-saving mechanisms introduced by IEEE 802.16e/m aim to save power. Existing studies on the sleep-mode performance only assume the intra-Base Station (BS) movement for a mobile station. How the sleep-mode operation affects the handover and, sequentially, the power-saving efficiency when the inter-BS movement is frequent has not been carefully investigated. In this paper, we develop an analytical model describing the operation of various versions of IEEE 802.16e/m sleep-mode power-saving mechanisms and study their connection dropping probabilities and energy saving efficiencies. We show that existing sleep-mode mechanisms do not work well and often lead to frequent connection drops and low power-saving efficiency when mobility is high. Based on insights provided by the analytical model, we propose to use the dynamic BS cluster scheme to improve the performance of the existing sleep-mode schemes. The simulation results show that the proposed scheme can effectively solve the connection dropping problem and, sequentially, significantly improve the power-saving efficiency even when the inter-BS crossing is frequent.

Turboexpanders provide the most efficient solution when it is required to reduce the pressure of a fluid stream. By expanding high pressure fluid, energy in the high-pressure fluid entering the turboexpander can be efficiently used for either driving a booster compressor or for electrical power generation. While the plants are designed to operate without the need for the power produced by turboexpander, the work recovered from the expansion is supplemental and increases the plant thermal efficiency. This paper focuses on both mechanical and electrical considerations in implementation of the turboexpander generators. In an example of LNG liquefaction plant, the paper discusses the plant thermal efficiency, turboexpander performance curve, generator sizing, and the choice between the induction and the synchronous generator. The impact on the plant real and reactive power balance and the system stability is shown in an example. In addition, the paper evaluates the options of the tie-in points of the turboexpander generator in the electrical system.

The current development of adjustable speed drives has made voltage source inverter technology available to high power applications such as large axial compressors. Hence, the comparison of voltage source inverter technology to the traditional way of controlling large rotating equipment with load-commutated inverters is of interest. This paper compares the adjustable speed drive systems for shaft powers of 20 MW and more. A drive system includes the drive, the supply network connection and the motor behavior. System reliability and availability are the main drivers, while system efficiency and costs are an additional motivation for the technology positioning. In general, the simple scalability of the load-commutated inverter leads to maximum reliability, especially for very high power. Voltage source inverter technology comes with a higher degree of flexibility in terms of possible output frequencies, cable lengths and type of motor.

Este artículo presenta la implementación de un sistema de adquisición y evaluación de fenómenos electromagnéticos asociados con la calidad de la energía según el Estándar IEEE 1159-1992 y aplicado al caso particular de sistemas eléctricos monofásicos. El software de evaluación se implementa en el software profesional Labview®, utilizando como dispositivo de adquisición una tarjeta NI USB 6009 de la National Instrument®. Se muestra la implementación del hardware de la sensórica, también el desarrollo del algoritmo y el diseño de una interfaz gráfica de usuario que permiten visualizar las formas de onda de tensión y de corriente, espectros, frecuencia, potencia y los disturbios de calidad de la energía tales como sag, swell, undervoltage, overvoltage, etc. De igual forma al final se realiza un conciso análisis de costos para demostrar que el sistema desarrollado presenta un precio inferior a las soluciones actuales que se consiguen en el mercado, por último se muestra un estudio de caso. This paper presents the development of a data acquisition system and the evaluation of the electromagnetic phenomena associated with power quality according to the IEEE Standard 1159-1992 and applied to the particular case of single-phase electrical power systems. The evaluation software is implemented in the Labview® professional software using a NI 6009 USB board of the National Instrument® as acquisition device. The hardware implementation of the sensors was shown. Also the development of the algorithm and the design of a graphical user interface for viewing of the voltage and current waveforms, spectra, frequency and the power quality disturbances such as sags, swells, undervoltage, overvoltage, so on. Likewise, at the end a concise analysis of costs is presented to show that the developed system has a lower price to current solutions that are available in the market. Finally a study case was shown.

A shunt active power filter (APF) is a well-mature technology for the compensation of nonlinear and/or reactive loads. Normally, the shunt APF is controlled such that it eliminates the load current harmonics and supplies load reactive power to achieve harmonic-free source currents at unity power factor. However, these control objectives cannot be achieved simultaneously when the supply voltages are distorted and unbalanced (nonideal). Hence, under such situation, the shunt APF should be controlled optimally to achieve a maximum possible power factor without violating the current harmonic constraints recommended by IEEE Std. 519. This paper presents an optimal algorithm to control a three-phase four-wire shunt APF under nonideal supply conditions. The optimization problem aiming at maximizing the power factor subject to current harmonic constraints as per IEEE Std. 519 has been formulated and solved mathematically using the Lagrangian formulation. The proposed algorithm avoids the use of complex iterative optimization techniques and thus is simple to implement and has fast dynamic response. The effectiveness of the proposed method is evaluated through a detailed experimental investigation using a digital signal processor controlled shunt APF prototype developed in the laboratory.

The 17th edition of the IEEE International Conference on Environment and Electrical Engineering (EEEIC) and the 1st edition of IEEE Industrial and Commercial Power Systems Europe (I&CPS Europe) held a joint meeting in Milan, Italy from 6 to 9 June 2017.

Internet of Things (IoT) is a topic of growing interest and intensive research in industry, technological centers and academy, where data communication is one of its most relevant aspects. Since IoT is an open field for new applications, it does not have yet a standard communication protocol. This paper presents the system level design of a Wi-Fi receiver supporting the novel low power standard IEEE 802.11ah with focus on IoT applications. Theoretical performance analysis as well as system level design strategies are presented. Individual blocks of the receiver chain are specified as a condition for future circuit-level design. Simulation results validate the proposed system specifications attending the 802.11ah standard. The presented receiver provides 80.5dB maximum gain, 9 dB minimum noise figure and 69.4 dB of dynamic range. Those performance parameters lead to -99.4 dBm sensitivity, 21 dB and 51 dB for adjacent and non-adjacent maximum channel rejection.

Wavelet transform is proposed in this paper for detection of islanding and fault disturbances distributed generation (DG) based power system. An IEEE 14-bus system with DG penetration is considered for the detection of disturbances under different operating conditions. The power system is a hybrid combination of photovoltaic, and wind energy system connected to different buses with different level of penetration. The voltage signal is retrieved at the point of common coupling (PCC) and processed through wavelet transform to detect the disturbances. Further, energy and standard deviation (STD) as performance indices are evaluated and compared with a suitable threshold in order to analyze a disturbance condition. Again, a comparative analysis between the existing and proposed detection is studied to prove the better performance of wavelet transform.

The main objective of this study is to establish the methods of system tests for the IEEE PC37.238 compliant devices. Aiming at the application in power system, a common profile called IEEE PC37.238 is defined in IEEE 1588 Precision Time Protocol (PTP). However, the standard doesn't provide specifications for system testing. In this study viable metrics and test methods are established to help to verify the ability of the substation network to meet the power industry's accuracy, reliability criteria defined in PC37.238. The test configurations and method implementations for measuring conformance are designed. Moreover, details on the tests for the path delay mechanism and BMC algorithm are given as an example in terms of testing methodology, procedures and analysis of the results.

Energy consumption is an important issue in body area networks (BANs). In this letter, we propose an energy efficient transmission power control scheme for IEEE 802.15.6 BANs, which can improve energy efficiency by adaptively adjusting the transmit power in an on-demand way to adapt to varying channel environments. Simulations are performed to evaluate the performance, and it is shown that the proposed power control scheme outperforms traditional ones in terms of energy efficiency without significant reliability degradation.

Conventional state estimation methods are unsuitable for power systems with FACTS devices. A new approach to state estimation of power systems with unified interphase power controllers (UIPC) is proposed. The required extension of the conventional model of the system necessitates use of constraints on the limits of operation and ratings of the UIPC. Results of tests of the IEEE 14 bus system using weighted least-squares (WLS) are presented.

This paper presents the IEEE 1459-2010 based approach to assess the power quality in the medium voltage network. Active, reactive and apparent power components, based on the characteristic harmonic current and voltage are assessed in details. The properties of non-fundamental components and power flow are discussed. The unbalanced and non-sinusoidal three-phase power components are calculated on the basis of RMS voltage and current waveforms obtained by measurement with the PQSCADA and PQElspec software. Harmonic components of the measured waveforms are calculated using Fourier analysis. These contents are used to evaluate and analyse the components according to IEEE 1459-2010. The case study of the metropolitan municipality in Johannesburg shows firstly that the harmonic frequencies are not taken into account in the power consumption estimation. Secondly, the distorted voltage or current causes an increase in the deviation of the underestimated power consumption, which is the difference between fundamental active power and total active power. The results indicate an increase of fifth and seventh harmonic voltage at certain moments at the Point of Common Coupling (PCC), probably due to network impedance. This is however at the expenses of the power utility.

Human body communication (HBC) will play an important role in wireless body area networks (WBANs) because of its low power and low hardware cost. However, the low-frequency band of HBC transmitting signal could potentially interfere with the vital signs such as electrocardiography (ECG) and electromyography (EMG), especially for the frequency below 2 MHz. In this paper, a new mask-shaping technique is proposed for the HBC transmitter to suppress the mask below 2 MHz, where a digital sigma–delta truncated infinite impulse response (SDTIIR) filter provides sufficient rejection with a digital-to-analog converter (DAC) of only 8 bits. To save the die area, a single-ended receiver is designed with dc-coupled blocks, whereas a digital calibration technique is employed to eliminate the static dc offset. The proposed techniques are implemented in the 65 nm CMOS process, demonstrating a sub-millimeter-sized IEEE 802.15.6 compatible HBC transceiver chip. Measurements show that the transmitter achieves a rejection of −86.5 dBr at 2 MHz with 3.52 mW power. Consuming 620 $\mu \text{W}$ , the receiver achieves a sensitivity of −72 dBm at a chip rate of 5.25 Mc/s and a bit error rate (BER) less than 10−7.

A multi-mode WPAN transceiver implemented in an SoC is presented. Fabricated in 40-nm CMOS, the chip supports IEEE 802.15.4 and all modes of Bluetooth. Consuming 7.8 mW from a 1.2-V supply, the receiver has a sensitivity of −104, −98, −95/−94/−88 dBm in 802.15.4, BLE and Bluetooth BDR/EDR2/EDR3, respectively. The transmitter has a power consumption of 10 mW to deliver 0 dBm output in the constant envelope mode and 14.5 mW in BT EDR.

Synchrophasor Standards have evolved since the introduction of the first one, IEEE Standard 1344, in 1995. IEEE Standard C37.118-2005 introduced measurement accuracy under steady state conditions as well as interference rejection. In 2009, the IEEE started a joint project with IEC to harmonize real time communications in IEEE Standard C37.118-2005 with the IEC 61850 communication standard. These efforts led to the need to split the C37.118 into 2 different standards: IEEE Standard C37.118.1-2011 that now includes performance of synchrophasors under dynamic systems conditions; and IEEE Standard C37.118.2-2011 Synchrophasor Data Transfer for Power Systems, the object of this paper.

This paper describes an artificial neural network (ANN)-based method for the design of a digital power meter, which is able to evaluate the power quantities suggested in IEEE Standard 1459-2010 for a single-phase system. The solution procedure contains two stages. In the first stage, the spectral analysis of voltage and current signals is performed separately with the ANN-based method in a real-time manner. Then, the power quantities and evaluation indices are calculated in the second stage according to the requirements in IEEE Standard 1459-2010. Finally, a personal-computer-based instrument implemented with LabVIEW is developed to verify the usefulness of the proposed mechanism.

Power control design is important in IEEE 802.11 wireless networks, because the equipment sometimes is powered by the battery. There has been some research into the power control in IEEE 802.11 wireless networks. In most cases, the nodes use the same transmitted power to transmit the RTS (request to send) control frames and CTS (clear to send) control frames. We propose a protocol for power control of control frames (PCCF) in IEEE 802.11 networks. In this PCCF protocol, the RTS transmitted power is based on the carrier sense threshold, the receiving threshold and the maximum transmitted power, and then the data transmitted power is calculated based on the SINR (signal to interference and noise ratio) threshold. Based on the RTS transmitted power and the data transmitted power, the CTS transmitted power is calculated. Simulation results show that compared to the IEEE 802.11 DCF protocol, the PCCF protocol increases the system throughput, and decreases the delay and energy consumption.

Low power consumption is one of the main targets in designing a radio for a Wireless medical devices for healthcare monitoring applications. The IEEE 802.15.4a standard has proprieties that make it a viable solution for this type of applications and environments. IEEE 802.15.4a standard adopts Impulse Radio Ultra Large Band (IR-UWB) to afford low data rates, low power and low complexity communication systems with enhanced communication range and robustness. This paper discusses the architecture parameters selection for low power, monolithic wireless sensor like frequency allocation, data rate, mean PRF, pulse shape and radio architecture. Then, link radio budget parameters required for the transceiver implementation have been established. 

This paper proposes an accurate and computationally efficient time-domain implementation of the IEEE Standard 1459-2010 for power measurements. The most important parts are adaptive low- and bandpass finite-impulse-response (FIR) filters that extract dc and fundamental components, respectively. In addition, coefficient sensitivity problems of the large-order FIR comb cascade structure are overridden by using a multirate (decimation) digital signal processing technique. Even more, by using decimation antialiasing filters, the parameter estimation accuracy is improved. The symmetrical components are estimated through adaptive transformation matrix of phase shifters. The algorithm convergence provided a fast response and adaptability. The effectiveness of the proposed technique is demonstrated by simulation results. The algorithm shows a very high level of robustness and high measurement accuracy over a wide range of frequency changes.

Sensing Mine is the specific application of internet of things in mine. Through a variety of techniques of sensing, information transmission and processing, Sensing Mine realizes digital, visualization, and intelligent of true mine. Because mine is in the dynamic mining process, only WSN (wireless sensor network) with the characteristics of distributed, mobile, ad hoc network can be employed to realize mine information sensing. In this paper, low power Wi-Fi(IEEE 802.11)is adopted to constitute WSN, and the node of WSN is mainly consist of GS1010 which is WSN solutions of GainSpan company and other external sensor for mobile sensing of the mine information. Experiment results show that WSN based on Wi-Fi enhances the sensing ability of mine safety information, and provides real-time, reliable data for the mine disasters prediction

The high transmission rate for IEEE 802.16e (WiMAX) system can afford many kinds of high quality mobile services but also induces the higher power consumption. Therefore, the IEEE 802.16e specification proposes the power saving function for MSs. However, the actual implemented sleep duration for MS is fragmentary and short. In this paper, we have proposed a complete solution of the power saving function, which includes the Call Admission Control (CAC) algorithm, the Bandwidth Allocation (BWA) algorithm, and the packet scheduling algorithm to prolong the sleep duration of MS for UGS/ertPS, rtPS, nrtPS, and BE traffics. The simulation result reveals the efficiency of sleeping mode and the excellent performances in packet delay and dropping probability.
