During the colonial era, the French colonial government in Canada experimented with paper money printed on the back of playing cards. The first experiment lasted from 1685 to 1719. In the first years, there was little inflation in spite of a rapidly expanding stock of playing card money. It is only in the later years of the experiment that prices rose. The behavior of the money stock and nominal output suggest that velocity fluctuated throughout the period. We argue here that these fluctuations can be explained by variations in the enforcement of legal tender laws. This interpretation provides insights into the debate over the inflationary impact of paper money in the colonial United States.

The paper deals with the problems of banknote production of the Imperial Russian State Papers Manufactory (hereinafter — Manufactory) during the First World War. The purpose of the work is to provide information about the project of cooperation between Manufactory and the Partnership of Typography «A. A. Levenson» that arose in wartime circumstances. The relevance of the work is seen from the fact that the issues not reflected in historiography. The study will provide more complete and clear picture of the Russian banknote production during the First World War; the solutions to the crisis of the industry and the role of prominent printer S. The article is dedicated to one of the episodes of trade in the Baltic region, namely the import of paper into the Moscow state. The emphasis is not on the fact of the availability of European paper based on filigree, but an attempt has been made to consider the ways of supplying this important writing material through written sources. It is known that one of the ports of delivery of paper in earlier modern times was Arkhangelsk, but this article considers the important trade route for the Moscow state as the cities of Livonia. Despite the fact that it is difficult to compare it with, for example, the Lower Rhine or the Netherlands in terms of the amount of paper sold, the Baltic region is the one to which Moscow State was referred. The Hanseatic cities of Riga and Reval were the main paper supply centers throughout the fifteenth century, but the registers of the Zund tax show an increase in Narva’s position. This source, in particular, notes a significant number of ships going to Narva with paper, for example, from Dieppe. A sharp increase in the supply of paper precisely during the period when the city belonged to the Moscow state, during the Livonian War. This suggests that Narva was one of the most important points of French paper deliveries during the reign of Ivan the Terrible.

This essay discusses first English and then world economic history, starting with the Black Death of 1348–1400AD. When the English population and wealth both increased after 1400, the structure of English development by the year 1700 became a little bit like a spiral, this paper says. The aggregate size of wealth increased, but there was little commensurate change in the distribution of wealth. The eighteenth-century English elite absorbed the elites of Wales and Scotland, and then the Protestant elite of Ireland. Then, on the same model of absorption, an English-speaking elite later came to dominate world wealth. As the world population increased in the early modern period, and as aggregate wealth increased apace, the distribution of world wealth became approximately what the distribution of wealth had been in England in 1700. A tiny group of very wealthy people had controlled the wealth of England in 1700. In the late twentieth century, the English elite absorbed the world elite many of whom adopted the English language and much of English culture. They often sent their children to study in Britain or America. Now this tiny elite group, English in language and usually English in culture, controls much of the wealth of the world while at the same time the ongoing increase in population has produced a huge number of very poor people.

In the paper, the historiography of the problem is examined. The critique of the privet paper money which was circulating in the Ukrainian lands in 1917–1921 is conducted. The characteristics of such critique are shown and its distinctions from the critique of the state paper money are identified. The external signs of the bonds’ obverse and reverse are analyzed. The heraldic, emblematic, iconographic, sphragistics, neographic, filigree, ornamental, chronological and metrological elements of the Ukrainian privet paper money appearance are investigated and the role of these features is identified. The emblems, seals, imprints, signatures, series, numbers, dates are pointed out to be the most informative signs of the privet paper money. So, in the article, the great significance of the sphragistics, neographic and chronological data is underlined. By means of the text analysis, the issuers of bonds are identified. Thecritique of the bonds’ external features also showed the reasons for emission, the emitters’ guarantees and the scale of the privet paper money circulation.

The author focused on examining various references concerning the amount paid to P. Engelgardt for the liberation of T. Shevchenko from serfdom. The article explains why the release was issued on the stamped paper for the transactions worth up to 1000 rubles, although the freedom of the poet cost 2500 rubles in banknotes.

Purpose of Review In this article, we review existing research addressing how environmental regulations have influenced the pulp and paper industry. These regulations appear in different forms and designs and address air and water pollution as well as climate change. The paper devotes particular attention to how various regulations have affected sustainable technological change and the prospects for inducing deep emission reductions without jeopardizing industrial competitiveness and future investments. Recent Findings Experiences from key pulp and paper regions, not least the Nordic countries, suggest that gradually tightening performance standards have contributed to radical reductions in emissions, e.g., chlorine compounds and biological oxygen demanding agents, and without imposing excessive compliance costs. This outcome can largely be attributed to how the regulations have been designed—and implemented—in practice, as well as to the presence of efficient and legitimate institutions. Long-term emission reduction targets, in combination with extended compliance periods and trustful firm-regulator relationships, contributed to radical technological innovation and permitted radical emission reductions without excessive compliance costs. The development of alternative bleaching technologies is an apt example. In contrast, the impact of carbon pricing schemes, including the EU emissions trading scheme, on carbon dioxide emissions reductions and related technological change in the pulp and paper industry has however been modest. Self-regulation, certification, and community pressure have exerted relatively modest influences on the environmental performance of the industry. Summary Important avenues for future research are identified. These include the following: (a) comparative research on how policy mixes in various countries have influenced environmental compliance and innovation; processes; (b) future studies of environmental regulations, their design and implementation, in emerging pulp and paper producing countries, not least China; and (c) research on how environmental regulations can affect ongoing restructurings in the industry towards a broader palette of products in biorefineries.

Gary Becker wrote what may be the first economic analysis of conscription. Less than a decade later, economists played a key role in an important public policy debate during the Vietnam War, which eventually led to abolishment of the military draft. Becker had connections to many of those economists who studied the economics of conscription, and his paper foreshadowed many of the ideas in that literature. Despite this, none cited his paper on conscription. We discuss this history and speculate on this puzzle.

In Republics of Knowledge : Nations of the Future in Latin America , Nicola Miller, Professor of Latin American history at the University College London, offers a two-part book addressing the history of knowledge in Spanish America from independence in 1810 to 1910, when governments understood the importance of access to public knowledge as a key feature of modern nations. From a multipractice perspective, Miller addresses the contribution to knowledge by different people, institutions, societal manifestations, public debates, policy-making, and collective identities. The author relies on three case studies involving Chile, Argentina, and Peru and the transnational connections that are made during the nineteenth century with other countries in Spanish America. Miller’s academic narrative style, set to Arno, and Old-style serif typeface in the classic Venetian tradition, is supported by citations and tables, taking the reader on a 10-chapter journey back in history covering topics including national and public libraries, literacy, infrastructure, land and territory, and the purpose of education.

In the Great War, wool was as essential to success as steel and gunpowder. All combatant nations tried to ensure continuing supplies of this vital resource, but none so successfully as Britain, whose Australian and New Zealand dominions were key sources of the apparel wools sought after for military uniforms and blankets. Wool was a lynchpin in Allied planning in 1917 and the subject of negotiation, intrigue, and anxiety: how could the United States possibly send its troops—suitably attired for Europe’s trenches—as soon as they were needed, in the face of raw materials shortages, including wool? This article first addresses the complexities of British control of the Australasian wool clip during the First World War. It then looks at how this led the American and German textile industries to seek substitutes—shoddy (recycled wool), Peruvian cotton, paper yarns, regenerated cellulose, silk, and jute—and eventually, synthesised fibres. Next examined is why and how research and development in fibre technology was rooted in the field of dye chemistry, then largely controlled by Germany. Deprived of German dyes for a wide range of products, United States’ companies, notably the DuPont Corporation, entered the field in 1917, setting the stage for later breakthroughs in synthetic fibre technology. It took several decades for wool to lose its primacy in war and peace, but the First World War hastened that end. 1917 was a pivotal year: its challenges, opportunities, and actions affected global textiles in ways that still resonate today.

The international business press has been a powerful and influential voice in modern societies and, as its formative years took place during the Cold War, a closer look at the ideologies that were promoted in this part of the press is of interest. Until the 1970s, Farmand was the only Norwegian business magazine of any size and standing. Trygve J. B. Hoff, Farmand’s editor from 1935, was part of the Mont Pèlerin Society (MPS), a neoliberal intellectual collective established in 1947 with participants such as Friedrich Hayek and Ludwig von Mises. This article is a study of the ideas that Hoff promoted, particularly in Farmand, from the 1940s to the 1970s.
