The focus of this paper is on pre-competitive R&D cooperation across Europe, as captured by R&D joint ventures funded by the European Commission in the time period 1998-2002, within the 5th Framework Program. The cooperations in this Framework Program give rise to a bipartite network with 72,745 network edges between 25,839 actors (representing organizations that include firms, universities, research organizations and public agencies) and 9,490 R&D projects. With this construction, participating actors are linked only through joint projects. In this paper we describe the community identification problem based on the concept of modularity, and use the recently introduced label-propagation algorithm to identify communities in the network, and differentiate the identified communities by developing community-specific profiles using social network analysis and geographic visualization techniques. We expect the results to enrich our picture of the European Research Area by providing new insights into the global and local structures of R&D cooperation across Europe.

Two alternative methodological approaches (the IPFP based and the intramax procedures) to the problem of pattern identification in spatial interaction data are compared and evaluated in this paper. After a general discussion of the major characteristics and shortcomings of these methodologies, the paper presents the findings of a case study relying on telecommunication data measured by the Austrian PTT in 1991, in terms of erlangs. The results clearly illustrate the superiority of the intramax approach in the context of mediumsized and relatively centralised flow systems. (authors' abstract)

This paper considers the most important aspects of model uncertainty for spatial regression models, namely the appropriate spatial weight matrix to be employed and the appropriate explanatory vari- ables. We focus on the spatial Durbin model (SDM) specification in this study that nests most models used in the regional growth literature, and develop a simple Bayesian model averaging approach that provides a unified and formal treatment of these aspects of model uncertainty for SDM growth models. The approach expands on the work by LeSage and Fischer (2008) by reducing the computational costs through the use of Bayesian information criterion model weights and a matrix exponential specification of the SDM model. The spatial Durbin matrix exponential model has theoretical and computational advantages over the spatial autoregressive specification due to the ease of inversion, differentiation and integration of the matrix expo- nential. In particular, the matrix exponential has a simple matrix determinant which vanishes for the case of a spatial weight matrix with a trace of zero (LeSage and Pace 2007). This allows for a larger domain of spatial growth regression models to be analysed with this approach, including models based on different classes of spatial weight matrices. The working of the approach is illustrated for the case of 32 potential determinants and three classes of spatial weight matrices (contiguity-based, k-nearest neighbor and distance-based spatial weight matrices), using a dataset of income per capita growth for 273 European regions. This paper investigates the impact of knowledge capital stocks on total factor productivity through the lens of the knowledge capital model proposed by Griliches (1979), augmented with a spatially discounted cross-region knowledge spillover pool variable. The objective is to shift attention from firms and industries to regions and to estimate the impact of cross-region knowledge spillovers on total factor productivity (TFP) in Europe. The dependent variable is the region-level TFP, measured in terms of the superlative TFP index suggested by Caves, Christensen and Diewert (1982). This index describes how efficiently each region transforms physical capital and labour into output. The explanatory variables are internal and out-of-region stocks of knowledge, the latter capturing the contribution of cross-region knowledge spillovers. We construct patent stocks to proxy regional knowledge capital stocks for N=203 regions over the 1997-2002 time period. In estimating the effects we implement a spatial panel data model that controls for the spatial autocorrelation due to neighbouring regions and the individual heterogeneity across regions. The findings provide a fairly remarkable confirmation of the role of knowledge capital contributing to productivity differences among regions, and add an important spatial dimension to the discussion, by showing that productivity effects of knowledge spillovers increase with geographic proximity.

Research in the area of spatial decision support (SDS) and resource allocation has recently generated increased attention for integrating optimization techniques with GIS. In this paper we address the use of spatial optimization techniques for solving multi-site land-use allocation (MLUA) problems, where MLUA refers to the optimal allocation of multiple sites of different land uses to an area. We solve an MLUA problem using four different integer programs (IP), of which three are linear integer programs. The IPs are formulated for a raster-based GIS environment and are designed to minimize development costs and to maximize compactness of the allocated land use. The preference for either minimizing costs or maximizing compactness has been made operational by including a weighting factor. The IPs are evaluated on their speed and their efficacy for handling large databases. All four IPs yielded the optimal solution within a reasonable amount of time, for an area of 8 × 8 cells. The fastest model was successfully applied to a case study involving an area of 30 × 30 cells. The case study demonstrates the practical use of linear IPs for spatial decision support issues.

The method of hierarchical information integration can be applied to the study of complex decision-making processes in which preference formation is influenced by many attributes of choice alternatives. In this paper, we extend Louviere's (1984) original approach to include the modeling choice processes in addition to judgment processes. Assumptions underlying the original and our extension are discussed and the new method is applied in an analysis of residential choice behavior.

There are still only a few operational models of pedestrian movement. In particular, the gravity /entropy-maximizing model has received most attention. In this paper a descriptive model of pedestrian movement is presented. It can be considered as an extension of O'Kelly's model of the demand for retail facilities in the presence of multistop, multipurpose trips. The model basically consists of three submodels: one for destination choice, one for route choice, and one for impulse stops. Together, these submodels describe/predict the total demand for retail facilities within inner-city shopping areas. The model is applied to data from the city of Maastricht, The Netherlands.
