The Northern Patagonian Icefield is one of the most rapidly changing ice masses on Earth and drains cold sediment laden fresh water into the critical aquatic zone of the Patagonian fjords. Glacial retreat and the growth of glacial lakes has caused repeated glacial lake outburst floods (GLOFs) in several rivers draining the icefield, but to date few studies have detailed flood hydrographs. This thesis presents a high resolution, multi-year discharge record for the Rio Huemules, a major river draining Steffen Glacier, third-largest glacier of the Northern Patagonian Icefield. To construct the discharge record, a rating was developed which combines fluorometric discharge gaugings at low stage and hydraulic modelling to estimate the stage—discharge relationship at peak flows. The rating was corroborated by comparison with discharge estimated using source lake volume and the Clague—Matthews relationship for subglacial pipe flow. Four GLOFs are documented, each with discharges exceeding 1000 m3/s. The largest event occurred in December 2016, reaching a peak discharge of 3432 m3/s ± 25% after an outburst flood from the Laguna de los Tempanos. As Steffen Glacier undergoes accelerating retreat, the water storage capacity of the Laguna de los Tempanos is diminishing, resulting in a decline in GLOF magnitude in the Rio Huemules. However, as retreat of the main glacier trunk progresses up valley, a roughly 0.2 km3 lake to the north of Laguna de los Tempanos may enter a GLOF phase in the near future, potentially leading to flood discharges exceeding 3000 m3/s. This rating contributes to risk management for families in the Lower Huemules valley and adds to studies on the catchment water balance for the Steffen Glacier system and regional biogeochemical cycles.

In a tragic turn of events, Sikkim, a picturesque Indian state nestled in the Himalayas, experienced a devastating glacial lake outburst flood (GLOF) on the early morning of October 4th, causing widespread destruction in its wake. The incident has once again brought to light the long-standing warnings issued by government agencies and research studies about the looming threat of GLOFs in the region, highlighting the urgent need for proactive measures to mitigate such disasters.The GLOF, which originated from Lhonak Lake, unleashed a sudden and massive surge of water downstream along the Teesta River Basin, wreaking havoc on its path. The affected districts of Mangan, Gangtok, Pakyong, and Namchi bore the brunt of the catastrophe, leaving a trail of devastation in its wake.

Glacial lake outburst floods (GLOFs) are a severe threat to communities in the Himalayas; however, GLOF mitigation strategies have been implemented for only a few lakes, and future changes in hazard are rarely considered. Here, we present a comprehensive assessment of current and future GLOF hazard for Gepang Gath Lake, Western Himalaya, considering rock and/or ice avalanches cascading into the lake. We consider ground surface temperature and topography to define avalanche source zones located in areas of potentially degrading permafrost. GLOF process chains in current and future scenarios, also considering engineered lake lowering of 10 and 30 m, were evaluated. Here, varied avalanche impact waves, erosion patterns, debris flow hydraulics, and GLOF impacts at Sissu village, under 18 different scenarios were assessed. Authors demonstrated that a larger future lake does not necessarily produce larger GLOF events in Sissu, depending, among other factors, on the location from where the triggering avalanche initiates and strikes the lake. For the largest scenarios, 10 m of lowering reduces the high-intensity zone by 54% and 63% for the current and future scenarios, respectively, but has little effect on the medium-intensity flood zone. Even with 30 m of lake lowering, the Sissu helipad falls in the high-intensity zone under all moderate-to-large scenarios, with severe implications for evacuations and other emergency response actions. The approach can be extended to other glacial lakes to demonstrate the efficiency of lake lowering as an option for GLOF mitigation and enable a robust GLOF hazard and risk assessment.

Outburst floods related to glacial or landslide damming are a major agent of geomorphic change in mountain rivers. Although the evidence between outburst flooding and riverine landscapes has been gradually recognized, the lack of hydraulics to the extent that there has still not been quantified on the relationship of how the amount and spatial distribution of these changes relate quantitatively to the hydraulic conditions and durations of these catastrophic events. This study combined remote and field observations of the 2018 Baige outburst flood with two-dimensional numerical simulation using the diffusive wave equation. By feeding the measured dam-breach hydrograph and comparing three different Manning coefficients in numerical experiments, the simulation results show that when n = 0.055, the time of peak flow was only 0.5 h different from that indicated by measured data in Yebatan, 54 km downstream of the Baige landslide dam. Under high shear stress over several hours at sustained ~20 m water depth, lateral erosion caused by these outburst floods contributed to the adjacent landslide, which was activated in association with intermittent water velocity waves of approximately 17 m/s. Sustained high stream power (>50 kW m2) from the outburst flood eroded slope toes and accelerated slippage of six slopes. Combining simulation and observations, we also developed a physical model related to hillslope instability caused by high hydrodynamic erosion of riverbanks generated by flow waves lasting several hours, which explained the hydrodynamic response of the outburst flood to the canyon geomorphology. Furthermore, we suggest that the pattern of channel widening erosion and deposition is governed by the variation in shear stress and Froude number as the high-energy flood flows from a wide channel into a narrow river valley. Glacial lake outburst floods (GLOFs) are among the most concerning consequences of retreating glaciers in mountain ranges worldwide. GLOFs have attracted significant attention amongst scientists and practitioners in the past 2 decades, with particular interest in the physical drivers and mechanisms of GLOF hazard and in socioeconomic and other human-related developments that affect vulnerabilities to GLOF events. This increased research focus on GLOFs is reflected in the gradually increasing number of papers published annually. This study offers an overview of recent GLOF research by analysing 594 peer-reviewed GLOF studies published between 2017 and 2021 (Web of Science and Scopus databases), reviewing the content and geographical focus as well as other characteristics of GLOF studies. This review is complemented with perspectives from the first GLOF conference (7–9 July 2021, online) where a global GLOF research community of major mountain regions gathered to discuss the current state of the art of integrated GLOF research. Therefore, representatives from 17 countries identified and elaborated trends and challenges and proposed possible ways forward to navigate future GLOF research, in four thematic areas: (i) understanding GLOFs – timing and processes; (ii) modelling GLOFs and GLOF process chains; (iii) GLOF risk management, prevention and warning; and (iv) human dimensions of GLOFs and GLOF attribution to climate change.

Climate change and associated glacier recession have led to the formation of new glacial lakes and the expansion of existing ones across the Himalayas. Many pose a potential glacial lake outburst flood (GLOF) threat to downstream communities and infrastructure. In this paper, 4418 glacial lakes in the Indian Himalayan Region and 636 transboundary lakes are analyzed. We consider hazard, exposure, and integrated danger levels using robust geographic information system-based automated approaches. The hazard level of lakes was estimated based on the potential for avalanches to strike the lake, size of the lake and its upstream watershed, and distal slope of its dam. Exposure levels were calculated by intersecting cropland, roads, hydropower projects, and the human population with potential GLOF trajectories. Then, GLOF danger was determined as a function of hazard and exposure. The study demonstrates that Jammu and Kashmir (JK) is potentially the most threatened region in terms of total number of very high and high danger lakes (n = 556), followed by Arunachal Pradesh (AP) (n = 388) and Sikkim (SK) (n = 219). Sectorwise, JK faces the greatest GLOF threat to roads and population, whereas the threat to cropland and hydropower is greatest in AP and SK, respectively. Transboundary lakes primarily threaten AP and, to a lesser extent, Himachal Pradesh (HP). For Uttarakhand (UK), the impacts of potential future glacial lakes, expected to form during rapid ongoing glacier recession because of climate change, are explored. Finally, a comparison of current results with previous studies suggests that 13 lakes in SK, 5 in HP, 4 in JK, 2 in UK, and 1 in AP are of highest priority for local investigation and potential risk reduction measures. Current results are of vital importance to policymakers, disaster management authorities, and the scientific community.

The Teesta basin in Sikkim Himalaya hosts numerous glacial lakes in the high altitude glacierized region, including one of the largest and the fastest-growing South Lhonak Lake. While these lakes are mainly located in remote and unsettled mountain valleys, far-reaching glacial lake outburst floods (GLOFs) may claim lives and damage assets up to tens of kilometers downstream. Therefore, evaluating GLOF hazard associated with current and potential future glacier-retreat-driven changes is of high importance. In this work, we assess the future GLOF hazard of the South Lhonak Lake by integrating glacier and hydrodynamic modeling to calculate the lake's future volume and hydraulic GLOF characteristics and impacts along the valley. We identify the increased susceptibility of the lake to potential avalanche impacts as the lake grows in the future. Here we model six avalanche scenarios of varying magnitudes to evaluate the impact-wave generated in the lake and overtopping flow at the dam. Avalanche simulations indicate that the frontal moraine is susceptible to overtopping. The overtopping flow hydraulics is evaluated along the channel assuming no erosion of the moraine. Further, we consider three lake-breach scenarios to model GLOFs originating from the lake, flow propagation, and its downstream impacts. The uncertainty in the breach parameters including breach width and time of failure are calculated to estimate the upper and the lower hydraulic limits of potential future GLOF events. Further, the uncertainty in the flow hydraulics was evaluated using dynamic flood routing of six GLOFs that originate from the lake. Hydrodynamic GLOF modeling resulted in a predicted peak discharge of 4311 m3s−1, 8000 m3s−1, and 12,487 m3s−1 for breach depths of 20 m, 30 m, and 40 m respectively. The large-potential scenario suggests that maximum flow depth and flow velocity at Chungthang, a town proximally located to a major hydropower station built-in 2015, could reach up to 25–30 m and 6–

Evidence of observed negative impacts on natural and human systems from anthropogenic climate change is increasing. However, human systems in particular are dynamic and influenced by multiple drivers and hence identifying an anthropogenic climate signal is challenging. Here we analyze the case of lake Palcacocha in the Andes of Peru, which offers a representative model for other glacier lakes and related risks around the world because it features a dynamic evolution of flood risk driven by physical and socioeconomic factors and processes. Furthermore, it is the object of a prominent climate litigation case, wherein a local Peruvian citizen sued a large German energy producer over risk of flooding from lake Palcacocha. Adopting a conceptual model of cascading impacts and multiple drivers of risk, we first study climatic and other geophysical drivers of flood risk. We find that an anthropogenic signal from flood risk to greenhouse gas emissions is traceable. In parallel, flood risk has been strongly shaped (and increased) by interacting socioeconomic, institutional and cultural processes over the past few decades. The case raises important questions about the differentiation of responsibilities relating to flood risk of both global and local agents, which are, however, difficult to address in cases like Palcacocha, where we reveal a complex network of interlinked global, national and local drivers. Following from this, we outline a normative framework with a differentiated perspective on responsibility, implying that global emitters commit to support strengthening capacities in affected regions and localities and that local institutions and societies engage in local risk reduction measures and policies in collaboration with and driven by local communities.

This study finds that from 1986 to 2018 glacier areas have shrunk from 529 km2 to 281 km2 (49 %) in the Bolivian Cordillera Oriental. Glacier melting and recession has been accompanied by the development of proglacial lakes, which can pose a glacial lake outburst flood (GLOF) risk to downstream communities. Therefore, glacier bed topographies were extracted and illustrate the potential development of 68 future lakes. Eight of these lakes possess populations downstream. A simple geometric model (MC-LCP) was used to model GLOFs from these potential future lakes, illustrating that ~1100 to ~2900 people could be affected by flooding if these lakes were to appear and to burst. The rest of this work is dedicated on the estimation of the risk from current, already existing lakes. Multi- Criteria Decision Analysis (MCDA) was used to rapidly identify potentially dangerous proglacial lakes in regions around the world without existing tailored GLOF risk assessments, where a range of proglacial lake types exist, and where field data are sparse or non-existent. After testing the robustness of the MCDA model against a number of past GLOFs, it was applied to the Bolivian Cordillera Oriental. From the 25 lakes possessing populations downstream, 3 lakes were found to pose ‘medium’ or ‘high’ risk, and required further detailed investigation. Changing high-mountain environments are characterized by destabilizing ice, rock or debris slopes connected to evolving glacial lakes. Such configurations may lead to potentially devastating sequences of mass movements (process chains or cascades). Computer simulations are supposed to assist in anticipating the possible consequences of such phenomena in order to reduce the losses. The present study explores the potential of the novel computational tool r.avaflow for simulating complex process chains. r.avaflow employs an enhanced version of the Pudasaini (2012) general two-phase mass flow model, allowing consideration of the interactions between solid and fluid components of the flow. We back-calculate an event that occurred in 2012 when a landslide from a moraine slope triggered a multi-lake outburst flood in the Artizón and Santa Cruz valleys, Cordillera Blanca, Peru, involving four lakes and a substantial amount of entrained debris along the path. The documented and reconstructed flow patterns are reproduced in a largely satisfactory way in the sense of empirical adequacy. However, small variations in the uncertain parameters can fundamentally influence the behaviour of the process chain through threshold effects and positive feedbacks. Forward simulations of possible future cascading events will rely on more comprehensive case and parameter studies, but particularly on the development of appropriate strategies for decision-making based on uncertain simulation results.

The model was tested against field observations of a 2009 GLOF from Keara, in the Cordillera Apolobamba, and was shown to reproduce realistic flood depths and inundation. The model was then used to model GLOFs from Pelechuco lake (Cordillera Apolobamba) and Laguna Arkhata and Laguna Glaciar (Cordillera Real). In total, six villages could be affected by GLOFs if all three lakes burst. For sensitivity analysis, we ran the model for three scenarios (pessimistic, intermediate, optimistic), which give a range of ~ 1100 to ~ 2200 people affected by flooding; between ~ 800 and ~ 2100 people could be exposed to floods with a flow depth ≥ 2 m, which could be life threatening and cause a significant damage to infrastructure. We suggest that Laguna Arkhata and Pelechuco lake represent the greatest risk due to the higher numbers of people who live in the potential flow paths, and hence, these two glacial lakes should be a priority for risk managers.

The Quillcay catchment in the Cordillera Blanca, Peru, contains several glacial lakes, including Lakes Palcacocha (with a volume of 17 × 106 m3), Tullparaju (12 × 106 m3), and Cuchillacocha (2 × 106 m3). In 1941 an outburst of Lake Palcacocha, in one of the deadliest historical glacial lake outburst floods (GLOF) worldwide, destroyed large parts of the city of Huaraz, located in the lowermost part of the catchment. Since this outburst, glaciers, and glacial lakes in Quillcay catchment have undergone drastic changes, including a volume increase of Lake Palcacocha between around 1990 and 2010 by a factor of 34. In parallel, the population of Huaraz grew exponentially to more than 120,000 inhabitants nowadays, making a comprehensive assessment and mapping of GLOF hazards for the Quillcay catchment and the city of Huaraz indispensable. Here we present a scenario-based multi-source GLOF hazard mapping, applying a chain of interacting numerical models to simulate involved cascading mass movement processes. Susceptibility assessments for rock-ice avalanches and breach formation at moraine dams were used to define scenarios of different magnitudes and related probabilities, which are then simulated by corresponding mass movement models. The evaluation revealed, that (1) the three investigated lakes pose a significant GLOF hazard to the Quillcay Catchment and the city of Huaraz, (2) in some scenarios the highest hazard originates from the lake with the smallest volume (Cuchillacocha), and (3) current moraine characteristics of Lake Palcacocha cannot be compared to the situation prior and during the 1941 outburst. Results of outburst floods obtained by the RAMMS model were then converted into intensity maps and corresponding hazard levels according to national and international standards, and eventually combined into the GLOF hazard map for the entire Quillcay catchment, including the urban area of Huaraz. This involved the generation of a 2m resolution Digital Elevation Model (DEM) from stereo and tri-stereo SPOT 6/7 satellite images; the 2D hydrodynamic model HEC-RAS 5.0.3 was used to model GLOF flow. This involved the generation of a 2m resolution Digital Elevation Model (DEM) from stereo and tri-stereo SPOT 6/7 satellite images; the 2D hydrodynamic model HEC-RAS 5.0.3 was used to model GLOF flow. The model was tested against field observations of a 2009 GLOF from Keara, in the Cordillera Apolobamba, and was shown to reproduce realistic flood depths and inundation. The model was then used to model GLOFs from Pelechuco lake (Cordillera Apolobamba), and Laguna Arkhata and Laguna Glaciar (Cordillera Real). In total, six villages could be affected by GLOFs if all three lakes were to burst. We ran the model for three scenarios (pessimistic, intermediate, optimistic) which give a range of 1589 and 2302 people affected by flooding; between 1107 and 2168 people would be exposed to damaging floods (flow depth _ 2m). We suggest that Laguna Arkhata and Pelechuco lake represent the greatest risk due to the higher numbers of people who live in the potential flood paths, and hence should be a priority for risk managers.

A prominent lake formed when glaciers descending from the Kodar Range blocked the River Vitim in central Transbaikalia, Siberia. Glacial Lake Vitim, evidenced by palaeoshorelines and deltas, covered 23,500 km2 and held a volume of ~3000 km3. We infer that a large canyon in the area of the postulated ice dam served as a spillway during an outburst flood that drained through the rivers Vitim and Lena into the Arctic Ocean. The inferred outburst flood, of a magnitude comparable to the largest known floods on Earth, possibly explains a freshwater spike at ~13 cal ka BP inferred from Arctic Ocean sediments.

Glacial lake outburst floods (GLOFs) are a serious and potentially increasing threat to livelihoods and infrastructure in most high-mountain regions of the world. Here, we integrate modelling approaches that capture both current and future potential for GLOF triggering, quantification of affected downstream areas, and assessment of the underlying societal vulnerability to such climate-related disasters, to implement a first- order assessment of GLOF risk across the Himalayan state of Himachal Pradesh (HP), Northern India. The assessment thereby considers both current glacial lakes and modelled future lakes that are expected to form as glaciers retreat. Current hazard, vulnerability, and exposure indices are combined to reveal several risk ‘hotspots’, illustrating that significant GLOF risk may in some instances occur far downstream from the glaciated headwaters where the threats originate. In particular, trans-national GLOFs originating in the upper Satluj River Basin (China) are a threat to downstream areas of eastern HP. For the future deglaciated scenario, a significant increase in GLOF hazard levels is projected across most administrative units, as lakes expand or form closer towards steep headwalls from which impacts of falling ice and rock may trigger outburst events. For example, in the central area of Kullu, a 7-fold increase in the probability of GLOF triggering and a 3-fold increase in the downstream area affected by potential GLOF paths can be anticipated, leading to an overall increase in the assigned GLOF hazard level from ‘high’ to ‘very high’. In such instances, strengthening resilience and capacities to reduce the current GLOF risk will provide an important first step towards adapting to future challenges.

Outburst floods have produced a distinctive and widespread Quaternary record both onshore and offshore via widespread and intense geomorphological impacts, yet these impacts remain poorly understood due to a lack of modern analogues. This study therefore makes the first systematic quantification of the evolution of a bedrockchannelled outburst flood. Channel topography was obtained from digitised aerial photographs, a 5m grid resolution DEM and bathymetric surveys. Flood inundation was measured in the field from dGPS measurements. Flood evolution was analysed with application of a numerical model. Novel flood metrics, including ‘rate-of-rise-to-peak’ and ‘persistence-above-a-value’ of hydraulics were calculated. The key findings were that outburst floods; (i) that enter intermediary lakes are halted in terms of propagation whilst basin filling proceeds to the outlet level, dissipated of energy due to considerable flow recirculation during the rising stage of the flood, and after overtopping of the outlet are moderated in terms of peak discharge; (ii) may have a limited geomorphological impact if sediment supply due to antecedent geomorphological activity is limited; (iii) can have kinematic waves that are introduced to a flood via hydraulic ponding and these waves most likely account for distinctive ‘hydropeaking’, (iv) can have a hydrograph that evolves in shape down channel and through time in a complex manner dependant on channel topography, and (v) may develop a partitioning of flow regimes for instantaneous peak discharge, bed shear stress and Froude number that is dependent on bedrock channel topography. Normalised change in cross-sectional area and normalised change in channel slope can be used to suggest the relative magnitude of instantaneous peak discharge. Reconstructions of Quaternary outburst floods should consider the importance of including intermediary lakes. Modern hazard mitigation studies could usefully note the potential use of reservoirs as

Since 2004, Halji village, home of the oldest Buddhist Monastery in north-western Nepal, has suffered from recurrent glacial lake outburst floods (GLOFs). A sudden englacial drainage of a supraglacial lake, located at a distance of 6.5 km from the village, was identified as the source of the flood. The topography of the lake basin was mapped by combining differential Global Positioning System (DGPS) measurements with a structure-from-motion (SFM) approach using terrestrial photographs. From this model the maximum filling capacity of the lake has been estimated as 1.06 ×10^6 m3 with a maximum discharge of 77.8 m3 s−1, calculated using the empiric Clague–Mathews formula. A simulation of the flooded area employing a raster-based hydraulic model considering six scenarios of discharge volume and surface roughness did not result in a flooding of the village. However, both the village and the monastery are threatened by undercutting of the river bank formed by unconsolidated sediments, as it already happened in 2011. Further, the comparison of the GLOF occurrences with temperature and precipitation from the High Asia Reanalysis (HAR) data set for the period 2001–2011 suggests that the GLOF is climate-driven rather than generated by an extreme precipitation event. The calculation of geodetic mass balance and the analysis of satellite images showed a rapid thinning and retreat of Halji Glacier which will eventually lead to a decline of the lake basin. As the basin will persist for at least several years, effective mitigation measures should be considered. Effects of climate change are particularly strong in high-mountain regions. Most visibly, glaciers are shrinking at a rapid pace, and as a consequence, glacier lakes are forming or growing. At the same time the stability of mountain slopes is reduced by glacier retreat, permafrost thaw and other factors, resulting in an increasing risk of landslides which can potentially impact lakes and therewith trigger far reaching and devastating outburst floods. To manage risks from existing or future lakes, strategies need to be developed to plan in time for adequate risk reduction measures at a local level. However, methods to assess risks from future lake outbursts are not available. It is actually a challenge to develop methods to evaluate both, future hazard potential and future damage potential. Here we present an analysis of future risks related to glacier lake outbursts for a local site in southern Switzerland (Naters, Valais). To estimate two hazard scenarios, we used glacier shrinkage and lake formation modelling, simple flood modelling and field work. Further we developed a land-use model to quantify and allocate land-use changes based on local-to-regional storylines and three scenarios of land-use driving forces. Results are conceptualized in a matrix of three land-use and two hazard scenarios for a time period of 2045, and show the distribution of risk in the community of Naters, including high and very high risk areas. The study corroborates the importance of land-use planning to effectively reduce future risks related to lake outburst floods.

In areas of high relief, many glaciers have extensive covers of supraglacial debris in their ablation zones, which alters both rates and spatial patterns of melting, with important consequences for glacier response to climate change. Wastage of debris-covered glaciers can be associated with the formation of large moraine-dammed lakes, posing risk of glacier lake outburst floods (GLOFs). In this paper, we use observations of glaciers in the Mount Everest region to present an integrated view of debris-covered glacier response to climate change, which helps provide a long-term perspective on evolving GLOF risks. In recent decades, debris-covered glaciers in the Everest region have been losing mass at a mean rate of ~ 0.32 m yr⁻¹, although in most cases there has been little or no change in terminus position. Mass loss occurs by 4 main processes: (1) melting of clean ice close to glacier ELAs; (2) melting beneath surface debris; (3) melting of ice cliffs and calving around the margins of supraglacial ponds; and (4) calving into deep proglacial lakes. Modelling of processes (1) and (2) shows that Everest-region glaciers typically have an inverted ablation gradient in their lower reaches, due to the effects of a down-glacier increase in debris thickness. Mass loss is therefore focused in the mid parts of glacier ablation zones, causing localised surface lowering and a reduction in downglacier surface gradient, which in turn reduce driving stress and glacier velocity, so the lower ablation zones of many glaciers are now stagnant. Model results also indicate that increased summer temperatures have raised the altitude of the rain–snow transition during the summer monsoon period, reducing snow accumulation and ice flux to lower elevations. As downwasting proceeds, formerly efficient supraglacial and englacial drainage networks are broken up, and supraglacial lakes form in hollows on the glacier surface. In recent years climate change and retreating glaciers constitute a major hazard in the Himalaya of South Asia or glacier regions of the world. Glacial lakes are rapidly developing or increasing due to climate change, which may cause the outburst of the lake. The outburst discharge from the glacial lake can cause catastrophic flooding and disasters in downstream area. Therefore, it is necessary to investigate the impact of climate change on glacial lakes and to understand the behavior of the glacial lakes. In this study, the field assessment of Tsho Rolpa Glacial Lake in the Himalaya of Nepal has been presented and the impact of climate change on this glacial lake has been discussed. The Tsho Rolpa Glacial Lake is the largest and most potentially dangerous glacial lake in Nepal. A numerical model has been also developed for computing the characteristics of glacial lake outburst due to moraine dam failure by seepage and water overtopping. The simulated results are compared with the experimental results.

Lago Cachet 2 emptied four times producing a maximum excess discharge in the downstream Rio Baker of about 2,500 m3/s. These events have occurred at the same time as the proposal by HidroAysen to install two dams on the Rio Baker to produce hydropower. The aim of this thesis is to investigate the GLOF mechanisms and to estimate the magnitude of outburst flows to better understand their effect on the feasibility of the HidroAysen project. A temperature balance model for Lago Cachet 2 is developed to estimate the lake temperature before an outburst. These temperatures become inputs for the modified Clarke's model that predicts peak discharge of the lake given its geometry. The temperature model gave a lake temperature in January equal to 7.4 °C degrees that produces a peak discharge of approximately 2,000 m3/s, somewhat lower than the one registered at the confluence of the Rio Colonia with the Rio Baker (the station registered a peak discharge of 2,500 m3/s). A sensitivity analysis of the model to the various inputs suggests that model accuracy could be improved with more information about the geometry of Lago Cachet 2 and meteorological data. The study also illustrates how air temperature influences the melting of the Colonia Glacier and how the temperature trend is responsible for the GLOF frequency. Lago Cachet 2 emptied four times producing a maximum excess discharge in the downstream Rio Baker of about 2,500 m3/s. These events have occurred at the same time as the proposal by HidroAysen to install two dams on the Rio Baker to produce hydropower. The aim of this thesis is to investigate the GLOF mechanisms and to estimate the magnitude of outburst flows to better understand their effect on the feasibility of the HidroAysen project. A temperature balance model for Lago Cachet 2 is developed to estimate the lake temperature before an outburst. These temperatures become inputs for the modified Clarke's model that predicts peak discharge of the lake given its geometry. The temperature model gave a lake temperature in January equal to 7.4 °C degrees that produces a peak discharge of approximately 2,000 m3/s, somewhat lower than the one registered at the confluence of the Rio Colonia with the Rio Baker (the station registered a peak discharge of 2,500 m3/s). A sensitivity analysis of the model to the various inputs suggests that model accuracy could be improved with more information about the geometry of Lago Cachet 2 and meteorological data. The study also illustrates how air temperature influences the melting of the Colonia Glacier and how the temperature trend is responsible for the GLOF frequency. Evidence of observed negative impacts on natural and human systems from anthropogenic climate change is increasing. However, human systems in particular are dynamic and influenced by multiple drivers and hence identifying an anthropogenic climate signal is challenging. Here we analyze the case of lake Palcacocha in the Andes of Peru, which offers a representative model for other glacier lakes and related risks around the world because it features a dynamic evolution of flood risk driven by physical and socioeconomic factors and processes. Furthermore, it is the object of a prominent climate litigation case, wherein a local Peruvian citizen sued a large German energy producer over risk of flooding from lake Palcacocha. Adopting a conceptual model of cascading impacts and multiple drivers of risk, we first study climatic and other geophysical drivers of flood risk. We find that an anthropogenic signal from flood risk to greenhouse gas emissions is traceable. In parallel, flood risk has been strongly shaped (and increased) by interacting socioeconomic, institutional and cultural processes over the past few decades. The case raises important questions about the differentiation of responsibilities relating to flood risk of both global and local agents, which are, however, difficult to address in cases like Palcacocha, where we reveal a complex network of interlinked global, national and local drivers. Following from this, we outline a normative framework with a differentiated perspective on responsibility, implying that global emitters commit to support strengthening capacities in affected regions and localities and that local institutions and societies engage in local risk reduction measures and policies in collaboration with and driven by local communities.

Glacial lake outburst floods (GLOFs) are a serious and potentially increasing threat to livelihoods and infrastructure in most high-mountain regions of the world. Here, we integrate modelling approaches that capture both current and future potential for GLOF triggering, quantification of affected downstream areas, and assessment of the underlying societal vulnerability to such climate-related disasters, to implement a first- order assessment of GLOF risk across the Himalayan state of Himachal Pradesh (HP), Northern India. The assessment thereby considers both current glacial lakes and modelled future lakes that are expected to form as glaciers retreat. Current hazard, vulnerability, and exposure indices are combined to reveal several risk ‘hotspots’, illustrating that significant GLOF risk may in some instances occur far downstream from the glaciated headwaters where the threats originate. In particular, trans-national GLOFs originating in the upper Satluj River Basin (China) are a threat to downstream areas of eastern HP. For the future deglaciated scenario, a significant increase in GLOF hazard levels is projected across most administrative units, as lakes expand or form closer towards steep headwalls from which impacts of falling ice and rock may trigger outburst events. For example, in the central area of Kullu, a 7-fold increase in the probability of GLOF triggering and a 3-fold increase in the downstream area affected by potential GLOF paths can be anticipated, leading to an overall increase in the assigned GLOF hazard level from ‘high’ to ‘very high’. In such instances, strengthening resilience and capacities to reduce the current GLOF risk will provide an important first step towards adapting to future challenges.

Glacier lake outburst floods (GLOFs) are an increasingly documented threat across the Himalayan region, wherein Nepal is situated. GLOFs involve a rapid discharge of water from a lake situated at the side, front, within, beneath, or on the surface of a glacier. Forecasting the impacts associated with such events could facilitate the development of proactive risk management approaches. Impact-based forecasting (IbF) and anticipatory action (AA) are proactive strategies which are of emerging interest among humanitarian actors and disaster risk management authorities both in Nepal and globally. To assess what a proactive approach could look like for addressing GLOF risks in Nepal, this thesis takes inspiration from existing GLOF risk models and applications of anticipatory risk management approaches for other hazard types. The research questions addressed are as follows: 1. How are glacier lake outburst flood risks to Nepalese communities presented in academic literature? 2. How could impact-based forecasting address glacier lake outburst flood risks in Nepal? A systematic literature review of potentially dangerous glacier lake (PDGL) risk models enabled the assessment of existing capacities to anticipate GLOF threats. The research also collates insights from experiences in applications of IbF through six semi-structured interviews and a non-systematic content analysis of IbF and AA documents. Both research components ultimately inform a framework showing how GLOF risks could be addressed through IbF. Part 1 of the thesis looks at the state of risk data for GLOFs in Nepal, presenting an overview of PDGLs and associated outburst models. The findings show that of the 47 classified PDGLs posing a risk to Nepal, only four are assessed to have outburst models quantifying projected impacts using physically-based hydrodynamic models. Although, there is high uncertainty and discrepancies in projected inundation zones and lead times across studies for all assessed lakes. The potential for proactive risk management approaches to anticipate the impacts associated with future disaster events and guide risk reducing efforts is increasingly being recognised. This motivates an investigation into its possible applications to a hitherto unconsidered hazard type within the field of anticipatory action – glacier lake outburst floods. Glacier lake outburst floods involve a rapid discharge of water from a lake situated at the side, front, within, beneath, or on the surface of a glacier. These hazard events can have devastating consequences for downstream communities, claiming lives, destroying houses and infrastructure, and occasionally driving secondary hazards in the form of landslides or debris flows. This thesis seeks to provide insight into the complex arena of anticipating such events. The study assesses what a proactive approach to addressing the risks associated with flood events from glacier lakes could look like in Nepal. It collates existing risk models for this hazard with insights from discussions held with actors applying anticipatory risk management approaches to other hazard types. The result is an impact-based forecasting framework for glacier lake outburst floods. This approach draws on the idea that there are learnings to be made across hazard types within the field of disaster risk management. Good quality impact data is seemingly imperative to successful applications of anticipatory risk management approaches. Knowing what could happen in a future disaster event can help improve capacities to reduce loss of life, property, and other assets. For impacts to be accurately predicted and losses subsequently reduced, risk data needs to be effectively and continually gathered and evaluated. The terrestrial margins of the Middle Pleistocene ice sheets in northern central Europe were characterised by the formation of extensive ice-dammed lakes, which were controlled by the blockage of spillways by the ice margin. The largest ice-dammed lake had a volume of ∼224 km³ and formed in a late stage of the first Saalian ice advance (MIS 6) in central Germany. The failure of the ice dam in the bedrock-outlet channel triggered a major glacial lake-outburst flood. Flood-related erosional and depositional features include large-scale scours, trench-like channels, streamlined hills, giant bars and run-up deposits, indicating a wide spreading of the outburst flood in an early stage and the incision of trench-like valleys in a later stage. The incision of large valleys in the proximal flood pathway strongly impacted the regional drainage system by providing an efficient drainage network. The trench-like channels initiated by the lake-outburst flood became a crucial part of the ice-marginal drainage and subsequent fluvial system. The reconstructed outlet hydrographs imply peak discharges of 465,000–673,000 m³s −1 . The numerical simulation indicates flow depths of up to 87 m, flow velocities of up to 7 ms −1 , peaks of the bed-shear stress of 2500 Nm −2 and the inundation of large parts of northwestern Germany and the northern Netherlands. The numerical simulation of the outburst flood was conducted on both the modern digital elevation model and on palaeotopographic models, representing the palaeotopography prior to the outburst flood and during maximum flood-related incision, respectively. Distally, the outburst flood probably followed an east-west trending route through northwestern Germany and the central Netherlands into the ice-dammed lake in the southern North Sea Basin. The added water volume might have led to the overspill and drainage of the proglacial lakes in the central Netherlands and the North Sea Lake in a chain reaction, eventually opening an east-west t
