This scientific journal research analyzes a public policy on regulatory inconsistencies made by public officials that cause social conflict in society. The research problem focuses on PM 12/2019 regulations with UULLAJ/2009. The research approach method was qualitative. Creswell defines the qualitative method as a research method based on a constructive perspective, that is various meanings; meanings that are constructed socially and historically to develop a theory or pattern. The researchers collected and developed open data, intending to develop themes from the data obtained. This research aims to describe in depth the facts related to the inconsistency of regulations made by public officials which have an impact on the conflicts between the riders of online-based motorcycle taxi and conventional motorcycle taxi as land transportation in Indonesia. The data collection technique used document study. The observations carried out were passive participatory observations because the researchers only visited the research location and observed any events that occurred related to the conflict between online GOJEK riders and conventional OJEK riders in the research site. The research used interactive data analysis technique. Activities in data analysis consisted of: (1) data reduction; (2) data presentation; and (3) conclusion/verification. Based on the research data, it could be concluded that there were inconsistencies of public policy regulations regarding motorcycles (two-wheeled vehicles), as online-based public transportation vehicles based on PM 12/2019 with UULLAJ/2009, Article 47. In this case, motorcycles are not included in the category of public transportation types. The immediate solution should be made based on the results of research on online-based land transportation to date in Indonesia, since it has not been regulated by regulations on public transportation. Research on this journal ontology that many private higher education institutions in Jakarta cover the impact of the policies of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia as public officials to make and issue regulations that are very burdensome for the management of private higher education institutions. The purpose of this research is to criticize for improvement to the government of the Republic of Indonesia. This research used a qualitative method, while the research object was private universities in Jakarta that lack resources. The research subjects were resource persons who were aware of the constraints of the bankruptcy of private universities in Jakarta. The results of the study show that it has been proven that the state, in this case, the Ministry of Research, Technology and Higher Education of the Republic of Indonesia, makes and issues regulations that are very detrimental to the management of private higher education which is minimal in resources. The suggestion from this research shows that the government, by the constitution of the Republic of Indonesia, must be able to provide resource assistance efforts for private universities that are deficient.

Engagement culture is very common in our society, especially in the Pandalungan community. Through engagement can trigger early marriage for both brides. For prospective brides, if it is still too early, generally they get married after graduating elementary school, around the age of 12-13 years, then pregnancy occurs, then this can lead to the next problem. Often expectant mothers are pregnant and too young. They will have a high risk of being unable to give birth normally and safely. Many high-risk birth events trigger the death of both the mother and the baby. Through social capital analysis, this research explores the details of the problem of maternal and infant mortality rates, where there are norms, trust and networks formed in the engagement culture of the Pandalungan community in Jember.

This paper discusses the analysis of local government financial capacity for equitable development in its territory. Autonomy requires local governments to improve their abilities in various matters, such as organizational, financial, and political. Financial capacity is the key to achieving local government performance. Limited financial capacity results in an imbalance in the distribution of development. Budget allocations meet complicated conditions to maintain equitable development in all territories. The local government within the Indonesian archipelago faces great challenges to minimize regional disparities. “Success to the successful” (Kim & Anderson, 1998) is an archetype that illustrates this reality. Local government budgets behave in trade-offs, between the mainland and the islands area negating each other in their allocations. Affirmations in one area result in weaker allocations in other areas. The dilemma is that local governments are committed to eliminating regional disparities but are not supported by adequate financial capacity. Low financial capacity causes a monopolistic pattern. If an entity leads, then the entity will be easier to continue to lead and improve its performance, while other entities remain underdeveloped.

This paper aims to evaluate the implementation of Maritime Security Policy in Indonesia. While the issues of maritime security are varied, this paper focuses only on three issues in maritime security, which include maritime delimitation, Illegal Unreported and Unregulated (IUU Fishing) and Piracy. It is argued that IUU Fishing as well as piracy and any other maritime security threats emerged due to unclear maritime delimitation. Indonesia is the biggest archipelagic state in the world neighboring with ten coastal states, which each of them needs clear maritime delimitation. While Indonesia has done much in fixing its maritime delimitation, yet much remain to be done. Furthermore, while various international legal framework has been established relating to IUU Fishing, unfortunately, national laws concerning IUU Fishing still recall for never ending debates. Similar to this, national laws in piracy is still out of date since such laws still regulated under Criminal Laws Code/ Kitab Undang-Undang Hukum Pidana (KUHP), which was adopted from Dutch laws many decades ago. Such conditions leads to insufficient policy implementation. This paper adopts a qualitative research method. Data collected from relevant informant and analysed using policy implementation theory. It is submitted that in ensuring policy implementation, existing policies relating to maritime security, especially IUU Fishing as well as piracy needs to be revisited and revised to be in accordance with international policies and legal framework
