This report presents the theoretical prediction of the low frequency unsteady broadband thrust for propellers/rotors in a turbulent flow, such as those on any surface ship. Broadband thrust forces are predicted by the use of a new correlation method and are compared with existing theoretical models based on both correlation and spectrum approaches. In contrast to the available theories, the new theory predicts low blade rate humps and broadband forces simultaneously. For a homogeneous and isotropic turbulent inflow and for a given advance coefficient, turbulence length scale and turbulence level, the present theory produces an unsteady broadband thrust level which is proportional in the high frequency region to the third power of ship speed. At low frequencies, predictions of propeller unsteady thrust spectra show peaks near the first and second blade rate frequencies and those peaks skew to the higher frequency side of the blade rate frequencies. The physics of the phenomena are discussed and numerical results are compared with limited experimental data.

Disease and non-battle injury rates were computed for ships of the British Royal Navy which were deployed during wartime and peacetime operations. The wartime sick list admission rates were lower aboard carriers, battleships, and cruisers when compared with their counterparts deployed in peacetime. The illness rate differences for battleships and cruisers were statistically significant. Several categories of disease also yielded significant differences in the wartime/peacetime contrasts. Illness rates varied by ship type, with the lowest rates evidenced aboard carriers.

The oceanographic research ship whose design and general characteristics are described herein has recently entered its construction phase. When completed it will provide a highly modern, capable addition to the fleet of the Woods Hole Oceanographic Institution and will be the first major vessel planned and constructed for oceanographic service by a private laboratory in the United States since the same Institution built the 142 ft. ketch ATLANTIS in 1931. The vessel has been designed to do effective all-weather research primarily in the North and South Atlantic Oceans. It has been the desire of the Institution to produce the most versatile and efficient oceanographic vessel afloat and for that reason considerable effort has been expended on the design. The vessel will be named ATLANTIS II.

The USS RHIND (DD404) was boarded on 10 August 1946 by an inspecting party which remained on board for about one and one half hours. No major damage was discovered which could be traced to the Test B explosion. There was considerable water found through the superstructure compartments, but this was due to rain and decontamination effort since the test. There was no flooding through the hull, and no evidence of shock damage. (Author)

The radar cross sections of CV-38, DD-617, APA-95, CL-87, APA-100, and CA-72 have been measured for frequencies in the range from 200 MC/s to 3060 Mc/s. The results from the destroyer, two cruisers, and the carrier are compared with those obtained previously on the DD-695, CL-89, CA-71 and CV-13. The radar cross sections of the APA-00 were also measured at 200, 970, and 3000 Mc/s from shipboard radar equipment aboard a light cruiser, as was also the DD-617 at 700 Mc/s from shipboard radar equipment aboard a destroyer. The radar cross section as a function of ship aspect was determined for several ranges by having the target ship turn slowly in a circle of small diameter. Anomalous propatation conditions have been observed to increase the echo received at a range of 30000 yards by 35 db above the level received during standard conditions. An analysis of the values for the far zone radar cross sections as function of frequency is made. (rrh), See also 3, AD-A955 974.

The book is the record of the proceedings of the fourteenth symposium of the Avionics Panel held in Milan from 12-15th September 1967. The purpose of the symposium was to review the needs of navigators, the possible means of meeting these needs in the near future and also the likely systems for use perhaps a decade hence. The first session set out the future requirements for navigation on the one hand for aircraft and on the other for hydrographic and oceanographic vessels. The second session was concerned with general ground based navigational aids. 'Satellites for air and marine navigation and traffic control' was the title of the third session. The last session on the supporting technology for navigation was noteworthy for the marked advances in geodesy which have followed the study of satellite orbits. (Author), NATO furnished.

An approximate method for assessing the vulnerability of partially damaged weapon systems to re-attack is developed and is based on existing Monte Carlo techniques for evaluating undamaged systems. An illustrative example is presented, and the numerical results are compared with theoretical values derived for the special case of a system divided into five sections, each section having the same probability of being damaged. The development of the seaports of the United States has been a variegated undertaking, the result of local self interest. Both over development and under development exist due to competitive pressures between ports. Divergence in government, management, planning and service are evidenced by the various port authorities. This paper seeks to identify the factors which have led to the development of ports: area, economic growth, and private and governmental bodies. The general public and the nation have expended huge sums of money in the name of port development, which now runs into billions annually. Often little is done to ensure effective planning and investment in the interest of national objectives and public policy. Conflicts of authority and jurisdiction, coupled with questionable financial assistance practices are magnified in light of current requirements for expansion of port facilities. Suggestions are made relative to improvement of organization, control, and government assistance programs by examining the control which port authorities have and how it suits the requirements for development. The report summarizes the background to and development of a quasi-linear theory for 'rectangular' type antirolling tanks, and presents results of the ensuing experimental investigation. Both theoretical and experimental methods are described and comparisons between theory and experiment are made. It was found that though the initial theoretical method reflects the gross behavior of the fluid in the tank and the moments exerted on the ship therefrom, it should be regarded as the basis on which to build a better understanding rather than as a design technique. Experimental findings also indicate that the anti-roll tank is a non-linear control element over its practical range of operation. It is recommended that a non-linear mathematical representation be developed which incorporates empirical results, as necessary. (Author)

The target angle trainer represents a new type device. Results from its use are entirely satisfactory. It is therefore recommended that other activities concerned with lookout-recognition training consider the use of the trainer in their program. In order to assist activities desiring to use the target angle trainer, the report includes a description of its construction; a discussion of the methods of instruction recommended with its use; and a summary of its advantages in target angle training. (Copies not supplied by ASTIA)) Table Bay Harbour, Cape Town, is shown to be afflicted by two forms of surging, one of which is responsible for ranging of moored ships, the other for a pumping action of the basins and at(over) tendant navigational hazards. The construction and operation of a distorted model of Table Bay and harbour to reproduce the phenomena are described. The model was proof tested in various ways and found reliable. Efforts to control the surging were directed chiefly to the Duncan Basin. Internal structures and re-positioning of the basin entrance failed to reduce the disturbances to harmless proportions. Suitable external structures of outer basin type, on the other hand, proved capable of inhibiting effects in the Duncan Basin. Success of the chain-system of basins is ascribed to its throttling effect on the long wave energy in the frequency range critical for moored ships. Measurements and theoretical considerations of ship motions and statistical analysis of rope breakages and damage all confirm that the critical period range for shipping is below 2 min and more particularly in the neighborhood of 1 min.
