Rafael de Mendizábal Allende (Jaén, Andalusia 1927 - Madrid, 2023) was an eminent Spanish jurist of the 20th and 21st centuries, whose professional activity was mostly developed in the judiciary. Throughout his life and for various reasons, he had close links with the Court of Audit, where he served as civil servant at the beginning of his career and later, albeit briefly, became Member of the Court of Audit. During those days he paid close attention to the Court from a doctrinal perspective, this resulting in extensive scholarly literature about the Supreme Audit Institution. Furthermore, he was a full member of the Spanish Real Academia de Jurisprudencia y Legislación (Jurisprudence and Legislation Spanish Royal Academy) and as a Member of the Academy he also focussed on the Court of Audit, both through various papers presented at its plenary sessions of the Full Members, and through his activity as President of the Subsección de Control Constitucional del Gasto Público (Public Expenditure Constitutional Control Subsection) in the aforementioned academic institution, Rafael de Mendizábal Allende (Jaén, 1927- Madrid, 2023) fue un eminente jurista español de los siglos XX y XXI, cuya actividad profesional se desarrolló principalmente en la judicatura. A lo largo de su vida, tuvo, por diversos motivos, una estrecha vinculación con el Tribunal de Cuentas. En este sentido, además de haber sido, en los comienzos de su trayectoria profesional, funcionario del Tribunal y, más tarde, si bien de modo efímero, consejero de cuentas, Mendizábal prestó al Tribunal una profusa atención desde la perspectiva doctrinal, lo que se tradujo en la publicación de un abundante número de trabajos sobre esta institución de control externo. De otra parte, como académico de número de la Real Academia de Jurisprudencia y Legislación de España, se ocupó también del Tribunal, ya a través de diversas comunicaciones presentadas en el Pleno de Académicos de Número de esta Academia, ya a través de su actividad como presidente de la Subsección de Control Constitucional del Gasto Público de la referida institución académica

The research analysis output is one of the leading indicators to assess the quality of clinical care, education, and research in healthcare organizations. This study aims to evaluate the scholarly publication growth of the Saudi Arabian Ministry of National Guard – Health Affairs (MNG-HA), indexed in the Elsevier’s Scopus database since 2002. The study was performed using different bibliometric and visualization techniques. While the highest number of publications indicate King Saud bin Abdulaziz University for Health Sciences as an affiliated address, however, the publications from King Abdulaziz Medical City have the maximum citation impact. The ‘Saudi Medical Journal’ has been the most preferred journal at national level, while ‘Studies in Health Technology and Informatics’ from the Netherlands at the international level. Our results show that most collaborations are among the authors of the United States, Canada, and the United Kingdom at the international level. The growing numbers of publications, sound citation-impact, and international collaboration reflect the practical approach of MNG-HA management’s leadership, and aspiring contribution of MNG-HA researchers.

This paper explores the perceived value of English as the main language for the transmission and exchange of scientific knowledge and, more particularly, as the main language for research writing among European scholars within the field of English for Specific Purposes (ESP). From my position of editor-in-chief of the LSP journal Ibérica (ISSN: 1139-7241), I have surveyed 133 scholars from 18 European countries who have submitted their papers in English to the journal between 1999 and the first half of 2013 and gathered comments on two particular issues: the scholars’ perceived value of English for research publication purposes (ERPP) in comparison with research published in their national language, and actions in their countries to either encourage the use of English or, on the contrary, protect the national language against the spread of English. Main findings point at a set of global and supranational interrelated driving forces that portray an irreversible hegemony of English for scientific communication and research writing as well as at the passivity of educational authorities against the global trend that favours English in general and ERPP in particular.
