2. Driving the sustainability of small-scale fisheries and aquaculture in Southeast Asia

- Abstract
Small-scale fishing is predominated in Southeast Asian fisheries, whether they are in coastal or inland waters. Small-scale fisheries and aquaculture have the potential to significantly contribute to poverty reduction and food security in Southeast Asia. However, they face habitat degradation and resource depletion, poverty, and restricted access to market and financial products and services, as well as public infrastructures such as health care, education, and communication. To address such concerns, several approaches have been initiated. This article, therefore, covers the gradual development of regional and national programs and policies focusing on small-scale fisheries and aquaculture in the region to address the persistent social, economic, and ecological issues such as the developing of international and regional guidelines, enabling policies that can operationalize and safeguard community fishing rights and gender inclusion, integrating aquaculture into rural development, restoring fishery resources and habitats, promoting safety at sea for small-scale fishing vessels, developing technologies to reduce post-harvest losses in small-scale and traditional fish and fishery products, and facilitating access to markets of small-scale fisheries and aquaculture. The key achievements and activities of SEAFDEC, Member Countries, and relevant institutions toward the sustainable development of small-scale fisheries and aquaculture in the region are highlighted in this article to commemorate the International Year of Artisanal Fisheries and Aquaculture 2022 (IYAFA 2022).

3. Quantification of the risk reduction potential of autonomous navigation

- Abstract
Autonomous ships have become a topic of interest for an increasing number of researchers over the last few years. Most of the research that is being performed focuses on autonomous navigation. An important driver for this research is the belief that autonomous navigation will increase safety at sea. In order to evaluate the possible safety benefit of autonomous navigation, it is essential to have an understanding of the risk associated with navigation-related accidents. In this paper, a monetary quantification of the risk associated with navigation-related accidents will be presented, to support designers in determining the acceptable costs of an autonomous navigation system.. It is the intention to provide order-of-magnitude figures for the annual risk for different ship types and sizes. Although it is acknowledged that the analysis comes with uncertainties, the results provide an overview contribution that different damage cases make to the overall risk per year, associated with navigation-related accidents. It is found that the annual risk can be expected to be between €1.5 billion and €2.5 billion, or a €45k to €75k risk per vessel per year. The advent of autonomous ships that are unmanned or low-manned will reduce the number of people at risk at sea. Even when autonomous navigation does not reduce the number of accidents, this means that safety at sea will increase. In fact, increased safety is one of the primary perceived drivers for autonomous shipping, although this safety increase has not yet been quantified in academic literature. In this article a statistical analysis is performed to determine the distribution of human casualties and lost ships over accident types, ship types and ship sizes. Subsequently, based on several scenarios for the implementation of autonomous ships, a quantification of the estimated reduction in loss of life and loss of ships is provided. It is concluded that the implementation of autonomy on small cargo ships with a length below 120 m will have the largest safety benefit, since these ships account for the majority recorded ship losses and lives lost., Ship Design, Production and Operations

In spite of all electronic navigation devices on a modern ship bridge, navigators still lose their orientation. Reasons for this might be excessive cognitive workload caused by too many instruments to read and compile, navigation information that is displayed in a cognitively demanding way, short decision times due to high speed or fatigue due to minimum manning and long work hours. This work addresses the problem of map information displayed in a less than optimal way. Three new concepts are presented: the bridge perspective, the NoGO area polygons and a dual lane seaway network. Map reading can be difficult due to the problem of mental rotations. By allowing a 3-D nautical chart to be viewed from an egocentric bridge perspective, the need for mental rotations can be removed. The cognitively demanding calculations necessary to find out if there is enough water under the keel can be made by the chart system and the result displayed as of free water and NoGo areas. On land car driving is facilitated by a road-network and a sign system. This notion can be further developed on sea and make navigation easier and safer. These concepts were then tested in a laboratory experiment, in interviews and in a prototyping project. The results were very promising. The experiment in a laboratory maze showed that map reading from an egocentric perspective was more efficient than using traditional paper and electronic maps. Interviews and expert evaluation of prototypes also showed great interest from practitioners in the field., Trots all elektronisk utrustning på en modern skeppsbrygga händer det att navigatörerna förlorar orienteringen. Anledningen kan vara hög kognitiv belastning därför att för många olika instrument måste avläsas och integreras samtidigt, att informationen på instrumenten behöver tolkas på ett kognitivt krävande sätt, att tiden för att fatta beslut blir allt kortare på grund av högre hastigheter till sjöss eller på grund av trötthet. I detta arbete presenteras tre nya koncept för visualisering av navigationsinformation: bryggperspektivet, djupvarningspolygoner och sjövägar. 11. Dynamic Coastal Views in 3-D Nautical Charts

- Abstract
Maritime navigational information has historically been distributed in two different perspectives: the surface, or bridge, perspective of the sailing descriptions and coastal views, and the synthetic, bird’s eye perspective of the nautical charts. A coastal view contains topographical information necessary for visual identification that the chart often lacks. But the coastal view is a static picture depicting the coast from one particular place. Modern computer visualisation and 3-D technique now allows us to show the chart like a dynamic coastal view from a bridge perspective adding fair-ways and shallow water areas and thus possibly making conning more intuitive and safe.

12. Landmark representation in 3-D nautical charts

- Abstract
This paper first presents an overview of a research project in the field of information design concerning a new 3-D decision support system for nautical navigation, a 3-D cart. The paper then discusses landmark representation in the virtual environment of the chart; particularly the representation of forested islands and coasts where the tree canopy is an important feature in the silhouette. Experiment with removing certain parts of laser scanned data, shows promising results when it comes to recreating the silhouette of islands with forests or groves of trees in the virtual environment.
