"This paper has attempted a critical review of the OLIPPAC from its adoption in 2001 until the Supreme Court ruling in mid-2010 which rendered null and void certain sections of the OLIPPAC as being inconsistent with the national Constitution. What the national government does with the remaining sections of the law is yet to be seen.
