A revision of the instructional system for the E-2C was developed to enhance the cost-effectiveness of the training. The five-man E-2C crew consists of a pilot, copilot, combat information center officer (CICO), air control officer (ACO), and flight technician (FT), with training for these positions being conducted at RVAW-120, Norfolk Naval Air Station. This project followed the principles of Instructional Systems Design (ISD). After completing a task analysis for each position, the analysts prepared (in sequence) behavioral objectives, training support (media) requirements and lesson specifications. To support the effort, information was collected relevant to entry level behavior of trainees, existing resources available, and external influences (constraints) that impact on the training system. The proposed syllabi incorporate a shift in emphasis toward: earlier 'hands-on' training, modified self-paced (individualized) instruction for most of the academic lessons; and a comprehensive plan for criterion-referenced performance assessment throughout the progression of cognitive (i.e., academic), practice, and sortie/scenario lessons. After the implementation and validation process is carried out in Phase 2, it is expected that significant reductions in training costs will be achieved through a shorter total course length, a greater proportion of synthetic training relative to in-flight practice, and a quality control program. Data provided will allow evaluation of the methodology, definition of the constraints and operating conditions that impact on aircrew training, and acquisition of cost, scheduling and manpower data for future ISD planning. The primary mechanism for automated data maintenance for the B-1 Systems Approach to Training (SAT) is the Sorting Program. The data upon which the Sorting Program operates consist of two interacting components, the Task Analysis Data and the Control and Display Catalog. This technical memorandum consists of two computer reports which represent the essential information in the Task Analysis Data Base.

An in-flight simulation to investigate minimum longitudinal stability for large delta-wing transports in landing approach and touchdown (including ground effect) was conducted using the USAF/Calspan Total In-Flight Simulator (TIFS) airplane. The airplane nonlinear equations of motion, as well as the representation of the engine characteristics and the control system used in this in-flight investigation are presented. Details of the simulation or representative piloting tasks for the landing approach (e.g., artificial crosswind landing) are described. Detailed pilot comments, touchdown parameters, measures of turbulence and pilot workload obtained during the in-flight evaluation are included in this report. (Modified author abstract)

Preliminary handling qualities requirements for lifting re-entry vehicles during terminal flight at low supersonic, transonic, and subsonic speeds are presented and discussed. Included are a preliminary draft of a flying qualities specification for piloted re-entry vehicles and the rationale and backup data upon which the flying qualities requirements are based. Many of the requirements were adapted from, or are similar to, the requirements for piloted airplanes presented in the latest revision of the flying qualities specification for military airplanes, MIL-F-8785B(ASG). Some requirements that are new and unique to lifting re-entry vehicles have been added. The format of the specification is similar to that of MIL-F-8785B(ASG), therefore, comparison of flying qualities requirements of lifting re-entry vehicles and airplanes is facilitated. These flying qualities requirements are preliminary and subject to revisions based on future research and additional discussions with interested contractors and government agencies.
