Public libraries are the reservoirs of human civilizations. They shoulder the great responsibility of colleting, organizing, storing and disseminating the human knowledge over the generations. The present study aims at exploring how the users of district central libraries of southern districts of Tamil Nadu State, India are using the libraries in general and library services, in particular. Survey method was employed. Random sampling technique was used to draw 150 participants. Questionnaires were used to collect the data. 149 responded. The study reveals that : about two third of them (96, 64.4%) are male users ; About half of them (74, 49.7%) are UG degree holders; More than half of the respondents (81, 54.4%) visit the library daily while 28.9% (43) of them visit the library once a week and the least percentage of students (25, 16.8%) visit the library twice a week ; A majority of the respondents, say more than two third, (104, 100%) spend more than two hours in the library a week ; one third of them (32.2%) have 3-5 years of experience in using the district central libraries ; a majority of the users visit the libraries to read newspapers and magazines; a majority of 61.7% of the respondents regularly use Circulation service of the libraries. One third of them (32.2%) regularly make use of TNPSC free coaching conducted by the sample libraries. 30.2% of them regularly use reference service of the libraries ;More than one third of the respondents (37.6%) felt high impact of library services on their reading and learning skills while one fourth of them (24.2%) felt high impact of library services on their self-development skills.Three fourth of the respondents (113, 75.8%) opined that the library services are adequate.Two third of the respondents (98, 65.8%) strongly agree that there encounter the problem of insufficient internet / ICT service in the district central libraries while slightly more than one fourth of them (42, 28.2%) strongly agree that the libraries

Clustering is recognized as sigificant technique for analysing data and concentric effort has been taken in different domains comprises of recognition of pattern, statistical analysis and data mining for decades. Subspace clustering is developed from the group of cluster objects from all subspaces of a dataset. During clustering of objects involing higher dimension, the accuracy and effectiveness of traditional clustering algorithms are very poor, because data objects may present in different clusters involving different subspaces of differing level of dimensions. To address the above issue, a new technique termed Difference Subspace and Opportunistic Clustering (DSOC) model is presented for high dimensional data to improve the accuracy during the search process and also considers the problem of accuracy in clustering the high dimensional data. Methods for obtaining subspace and designing clustering model for DSOC are specified and demonstrated, where the subspace identify the possibility of each cluster center with the detection of attackers based on multiple locations and estimation points with derived centroid points. Through comprehensive mathematical analysis, we show that DSOC improves the accuracy in high dimensional data with efficient cluster validation obtained using different subspace and opportunistic algorithm. As validated by extensive experiments on CORTINA and Ski Resort Data Set datasets DSOC produces high quality clusters by detecting the attackers and the efficiency of DSOC outperforms previous works.

Technology today no longer passive and end oriented.It is considered as ‘alive’ as the people it serves.In the field of education the influence of technology can visibly be noticed by means of emerging e-learning technology. The e-learning technology can provide better scope to the learners to listen, to converse, to think and to act and thus e-learning technologies have great potential to create a better learning environment particularly to rural masses in India.Though there is digital divide between urban and rural Indian people, emerging technologies such as natural language interface, and broadband internet will enable several innovative applications in e-learning and enable parallel learning by helping to break the cycle of literacy followed by computer literacy among urban and rural people in India. Further, linear expansion of distance education can also be better supplemented by systematic e-learning management in India. The current paper critically analyses the initiatives taken by Governments, and also private sector initiatives to implement, sustain and manage the e-learning environment in India.
