“Tant vaut l’arbitre, tant vaut l’arbitrage (Arbitration is as good as arbitrators)” is considered a golden rule in the arbitration community. “The process cannot rise above the quality of the arbitrator”. The arbitrators are “the sine qua non of the arbitral process”. What is the source of arbitrators’ power? How is the arbitrator’s contract formed? What are the rights and obligations of arbitrators under the arbitrator’s contract? What are the consequences if the arbitrators breach their obligations? To what extent should the arbitrators enjoy immunity from liability? In this chapter, we will discuss the theoretical framework of the arbitrator’s contract (I), formation of the arbitrator’s contract (II), and arbitrator’s liability and immunity (III).

Background and purpose. Mycotic keratitis is a serious but relatively rare disease. No targeted data collection in Germany existed until the foundation of the German Pilz-Keratitis Register in 2015. Patients and methods. The inclusion of retrospective and prospective patients was carried out. Inclusion criteria: diagnosis confirmed by the polymerase chain reaction (PCR), culture, histology or confocal microscopy (IVCM). Collected parameters: date of symptom onset, date and method of diagnosis, risk factors, visual acuity and findings at admission and at follow-up, conservative and surgical treatment. Results. By January 2018, a total of 102 eyes from the years 2000-2017 were reported from 16 centers (64.3% female, mean age 52 years, range 18-95 years). The initial diagnosis was made correctly in only 20.6% of cases. The mean time to correct diagnosis was 31.7 +/- 46.9 (0-296) days. The diagnosis was confirmed in cultures in 74.5%, histologically in 30.4%, by PCR in 38.2% and IVCM in 27.4%. Fungal species identified were: 36.7% Fusarium spp., 35.8% Candida spp., 6.4% Aspergillus spp. and 21.1% other. The most important risk factor was the use of contact lenses. The most commonly used antifungal agent was voriconazole (64.7%) followed by amphotericin B (37.2%). Penetrating keratoplasty was performed in 65.7% of the cases and 8.8% of the affected eyes had to be enucleated. The visual acuity of the entire study population increased from the initial 0.16 +/- 0.25 (0.001-1.0) decimal to 0.28 +/- 0.34 (0-1.0) decimal. Conclusion. The correct diagnosis of fungal keratitis is often significantly delayed. The treatment can be very difficult and keratoplasty is often necessary. In order to gain a better understanding of this disease, to recognize previously unknown risk factors and, if necessary, a change in the spectrum of pathogens and to identify approaches to treatment optimization, the fungal keratitis registry will be continued.

OBJECTIVE: Acute kidney injury requiring renal replacement therapy in severe vasodilatory shock is associated with an unfavorable prognosis. Angiotensin II treatment may help these patients by potentially restoring renal function without decreasing intrarenal oxygenation. We analyzed the impact of angiotensin II on the outcomes of acute kidney injury requiring renal replacement therapy. DESIGN: Post hoc analysis of the Angiotensin II for the Treatment of High-Output Shock 3 trial. SETTING: ICUs. PATIENTS: Patients with acute kidney injury treated with renal replacement therapy at initiation of angiotensin II or placebo (n = 45 and n = 60, respectively). INTERVENTIONS: IV angiotensin II or placebo. MEASUREMENTS AND MAIN RESULTS: Primary end point: survival through day 28; secondary outcomes included renal recovery through day 7 and increase in mean arterial pressure from baseline of ≥ 10 mm Hg or increase to ≥ 75 mm Hg at hour 3. Survival rates through day 28 were 53% (95% CI, 38%-67%) and 30% (95% CI, 19%-41%) in patients treated with angiotensin II and placebo (p = 0.012), respectively. By day 7, 38% (95% CI, 25%-54%) of angiotensin II patients discontinued RRT versus 15% (95% CI, 8%-27%) placebo (p = 0.007). Mean arterial pressure response was achieved in 53% (95% CI, 38%-68%) and 22% (95% CI, 12%-34%) of patients treated with angiotensin II and placebo (p = 0.001), respectively. CONCLUSIONS: In patients with acute kidney injury requiring renal replacement therapy at study drug initiation, 28-day survival and mean arterial pressure response were higher, and rate of renal replacement therapy liberation was greater in the angiotensin II group versus the placebo group. These findings suggest that patients with vasodilatory shock and acute kidney injury requiring renal replacement therapy may preferentially benefit from angiotensin II.

Der nicht medizinische Konsum von Opiatanalgetika (OA) hat sich in Nordamerika in den vergangenen 20 Jahren zu einer ernsten Problematik mit epidemischen Ausmaßen entwickelt. Aufgrund der stark schmerzlindernden und euphorisierenden Wirkung von Opiaten und Opioiden, besitzen diese ein hohes Suchtpotenzial und Studien an Heroin- und Methadonkonsumenten oder an chronischen Schmerz-Patienten deuten auf kognitive und soziokognitive Veränderungen bei chronischer Einnahme hin. Allerdings sind die Ergebnisse aufgrund konfundierender Faktoren, z. B. begleitende somatische oder psychiatrische Erkrankungen, häufig widersprüchlich und schwer interpretierbar. Obwohl es Hinweise auf einen zunehmenden nicht medizinischen Konsum von OA in Europa gibt, ist nur wenig über die neuropsychologischen Auswirkungen und Folgen eines nicht medizinischen OA-Konsums bekannt. Auch die Behandlung der OA-Abhängigkeit ist nicht ausreichend durch klinische Studien gestützt, sodass dringend zusätzliche Daten benötigt werden, um zielgerichtete und effektive Maßnahmen in der Prävention und Intervention für diese Patientenpopulation zu entwickeln.

On the contrary, urban areas constitute a major knowledge gap as most flood risk studies have concentrated on natural basins and records of rain gauges and water level gauges in cities are scarce. While increase in intense precipitation as a result of climate change is expected in many areas around the world, it is at present not possible to assess how this will affect urban pluvial flood risk. Collection of reliable, high resolution data in cities needs to start urgently to build up datasets in support of urban flood risk assessment and to enable detection of changes in flood risk whether these are induced by climate change, urbanisation or other future developments. Hydrological analysis of such catchments requires high resolution precipitation and catchment information to properly represent catchment response. This study investigated the impact of rainfall input resolution on the outputs of detailed hydrodynamic models of seven urban catchments in North-West Europe. The aim was to identify critical rainfall resolutions for urban catchments to properly characterise catchment response. Nine storm events measured by a dual-polarimetric X-band weather radar, located in the Cabauw Experimental Site for Atmospheric Research (CESAR) of the Netherlands, were selected for analysis. Based on the original radar estimates, at 100 m and 1 min resolutions, 15 different combinations of coarser spatial and temporal resolutions, up to 3000 m and 10 min, were generated. These estimates were then applied to the operational semi-distributed hydrodynamic models of the urban catchments, all of which have similar size (between 3 and 8 km2), but different morphological, hydrological and hydraulic characteristics. When doing so, methodologies for standardising model outputs and making results comparable were implemented. Results were analysed in the light of storm and catchment characteristics. Three main features were observed in the results: (1) the impact of rainfall input resolution decreases rapidly as catchment drainage area increases; (2) in general, variations in temporal resolution of rainfall inputs affect hydrodynamic modelling results more strongly than variations in spatial resolution; (3) there is a strong interaction between the spatial and temporal resolution of rainfall input estimates. Precipitation and catchment information needs to be available at high resolution to reliably predict hydrological response and potential flooding in urban catchments. While recent advances have been made in weather radar technology and availability of DTM for urban flood modelling, the question is whether these are sufficient to provide reliable predictions for urban pluvial flood control. The RainGain project (EU-Interreg IVB NWE) brings together radar technologists and hydrologists to explore a variety of rainfall sensors, rainfall data processing techniques and hydrodynamic models for the purpose of fine-scale representation of urban hydrodynamic response. High resolution rainfall and hydrodynamic modelling techniques are implemented at 10 different pilot locations under real-life conditions. In this paper, the pilot locations, configurations of rainfall sensors (including X-Band and C-Band radars, rain gauges and disdrometers) and modelling approaches adopted within the RainGain project are introduced. Initial results are presented of hydrodynamic modelling using high resolution precipitation inputs from dual-polarisation X-band radar, followed by a discussion of differences in hydrodynamic response behaviour between the pilots., Water Management, Civil Engineering and Geosciences

Rather surprisingly, the results show that for the two events under consideration the spatial resolution (i.e.100 m vs 1000 m) of rainfall inputs does not have a significant influence on the outputs of urban drainage models. The present study will soon be extended to more storms as well as model structures and resolutions, with the final aim of identifying critical spatial-temporal resolutions for urban catchment modelling in relation to catchment and storm event characteristics, Water Management, Civil Engineering and Geosciences

Their regulatory role and usefulness as biomarkers of the iron status are uncertain. Our aim is to describe the intra-individual variance of serum and urinary hepcidin-25 and prohepcidin concentrations, the mutual associations of the 4 hepcidin formats, and their correspondence with iron status variables in male Guatemalan volunteers. METHODS: Eight healthy adult males provided serial samples of serum and urine without previous iron dosing over 6 intervals during a 9-week protocol period. Prohepcidin was assayed by a commercial enzyme immunoassay, and hepcidin-25 species in serum and urine were analysed by time-of-flight mass spectrometry after prior enrichment procedures. RESULTS: Serum hepcidin-25 levels correlated significantly with urinary hepcidin-25 concentrations, whereas serum and urinary prohepcidin were not associated with one another or with the homologous or converse formats for hepcidin-25. Serum ferritin and transferrin saturation were significantly correlated with serum hepcidin-25 concentrations, but not with urine hepcidin-25 or with either format of prohepcidin. CONCLUSION: Hepcidin-25 shows correspondence across biological fluids, and the background 'status' of hepcidin activation may be related to the host's iron stores, whereas prohepcidin concentrations showed no promise in this regard.

We perform a review of various approaches to the implementation of quantum memories, with an emphasis on activities within the quantum memory sub-project of the EU integrated project "Qubit Applications". We begin with a brief overview over different applications for quantum memories and different types of quantum memories. We discuss the most important criteria for assessing quantum memory performance and the most important physical requirements. Then we review the different approaches represented in "Qubit Applications" in some detail. They include solid-state atomic ensembles, NV centers, quantum dots, single atoms, atomic gases and optical phonons in diamond. We compare the different approaches using the discussed criteria.

Risk and reliability dominate water supply discussions in the arid western United States. In the past, water managers built additional storage to mitigate supply risk. The optimal, least expensive storage sites have now been taken, and there are strong, environmental objections to new facilities. Reliability of existing supplies is further diminished due to concerns about endangered species and global climate change. Thus water agencies increasingly turn to contractual mechanisms such as dry-year options to manage supply risk in advance of need. However, although a few water agencies across the West have implemented dry-year options, sufficient data for conventional econometric analysis do not yet exist. We thus utilize experimental economics to analyze the effect of annual dry-year options on water markets. How do market structure (competitive versus market power) and option contract availability affect water price and allocation within a market? Experiment participants trade stochastic realizations of water in a non-uniform double auction parameterized to resemble the California water market. We find that realized gains from trade are on average higher when options can be traded, by 11% in competitive markets and by 21% in dominant buyer markets. Findings in this analysis may assist policymakers in preparing for the next multi-year drought in California.

In this study a combination of laser induced fluorescence (LIF) and principal component analysis (PCA) is used in an attempt to develop a method to detect fungal growth on silicone rubber. Field experiments on aged insulators have been carried out to test whether LIF combined with PCA can give useful information about the fungal growth., QC 20110704
