In a context of globalisation and climate change, the risk of emerging infectious diseases spreading around the world has significantly increased in the past decades. In response to this growing threat, an epidemic intelligence team has been set up within the framework of the French animal health epidemiological surveillance platform (ESA platform). The French Epidemic Intelligence System (FEIS) monitors animal health risks in Europe and beyond that threaten animal populations in France (emerging and exotic diseases not yet present). The FEIS expert network covers all 53 category 1 health hazards identified as priority diseases by the French authorities. From January 2016 to December 2017, the FEIS published 126 reports on animal health events related to infectious diseases, of which 76.2% were related to events in Europe. When comparing FEIS reports to posts from the Program for Monitoring Emerging Diseases (ProMED), an FEIS report was produced for 52.6% of ProMED themes (combinations of disease and country) posted in 2016–2017 on events in Europe. The remaining European ProMED themes did not meet the criterion for the production of an FEIS report because either the disease was already present in France, the risk of introduction into France was considered low or negligible, or the introduction of the pathogen would have low or negligible economic and societal impacts. The FEIS efficiently detected and reported on all health hazards identified by ProMED to alert health authorities and stakeholders when needed (according to the criterion). Compared with international epidemic intelligence systems such as ProMED, which provide general information, the FEIS adds another layer of filtering and interpretation to available information on animal health threats tailored to France's specific needs, in order to communicate only essential information to health authorities.

Depuis 2014, de nombreux foyers de fièvre catarrhale ovine (FCO) sont déclarés en Europe chaque année, principalement de sérotype 4, mais aussi de sérotype 1 (Italie, Croatie, Espagne, Portugal) et de sérotype 8 (France, Chypre, Suisse). On observe une diminution du nombre de foyers de FCO-1 depuis 2014, ainsi qu'une augmentation du nombre de foyers de FCO-4 et, depuis 2015, de FCO-8. L'année 2017 a été marquée par une importante épizootie de sérotype 4 qui a frappé la Sardaigne et la Corse de fin juin à décembre 2017 et l'introduction de ce sérotype 4 en France continentale. Le sérotype 2 a été identifié en Italie en 2014, le sérotype 3 a été détecté pour la première fois en Europe en Sicile en 2017, et le sérotype 16 a été signalé à Chypre en 2014, puis en Grèce et en Turquie à partir de septembre 2017. La situation épidémiologique de la FCO en Europe est donc complexe et le maintien d'un niveau de vigilance élevé est nécessaire car le changement climatique, l'évolution des aires de distribution des insectes vecteurs et les mouvements d'animaux constituent des facteurs de risque d'introduction de nouveaux sérotypes en Europe.

La dermatose nodulaire contagieuse bovine est une maladie virale enzootique en Afrique sub-saharienne. Après avoir été détectée pour la première fois en Turquie en novembre 2013, elle s'est ensuite étendue à l'Europe, tout d'abord à la partie européenne de la Turquie en mai 2015, puis dans les Balkans. Cet article fait le point sur la situation épidémiologique de la maladie dans les Balkans et en Turquie au 30 novembre 2017. Il rapporte l'effet protecteur de la vaccination dans les pays qui ont bénéficié d'une forte couverture vaccinale, précise les manifestations cliniques et les caractéristiques de la maladie dans les pays de l'UE infectés et rappelle la stratégie de surveillance mise en place en France contre ce danger sanitaire de catégorie 1.

Background: From 2006 to 2010, France experienced two bluetongue epidemics caused by serotype 1 (BTV-1) and 8 (BTV-8) which were controlled by mass vaccination campaigns. After five years without any detected cases, a sick ram was confirmed in August 2015 to be infected by a BTV-8 strain almost identical to that circulating during the previous outbreak. By then, part of the French cattle population was expected to be still protected, since bluetongue antibodies are known to last for many years after natural infection or vaccination. The objective of this study was to estimate the proportion of cattle in France still immune to BTV-8 at the time of its re-emergence in 2015. Results: We used BTV group-specific cELISA results from 8525 cattle born before the vaccination ban in 2013 and 15,799 cattle born after the ban. Samples were collected from January to April 2016 to estimate seroprevalence per birth cohort. The overall seroprevalence in cattle at national and local levels was extrapolated from seroprevalence results per birth cohort and their respective proportion at each level. To indirectly assess pre-immune status of birth cohorts, we computed prevalence per birth cohort on infected farms in autumn 2015 using 1377 RT-PCR results. These revealed limited BTV circulation in 2015. Seroprevalence per birth cohort was likely to be connected to past exposure to natural infection and/or vaccination with higher seroprevalence levels in older animals. A seroprevalence of 95% was observed for animals born before 2008, of which > 90% were exposed to two compulsory vaccination campaigns in 2008-2010. None of the animals born before 2008 were found to be infected, unlike 19% of the young cattle which had never been vaccinated. This suggests that most ELISA-positive animals were pre-immune to BTV-8. We estimated that 18% (from 12% to 32% per département) of the French cattle population was probably pre-immune in 2015. After its introduction in Turkey in November 2013 and subsequent spread in this country, lumpy skin disease (LSD) was first reported in the western Turkey in May 2015. It was observed in cattle in Greece and reported to the World Organization for Animal Health (OIE) in August 2015. From May 2015 to August 2016, 1,092 outbreaks of lumpy skin disease were reported in cattle from western Turkey and eight Balkan countries: Greece, Bulgaria, The Former Yugoslav Republic of Macedonia, Serbia, Kosovo, and Albania. During this period, the median LSD spread rate was 7.3 km/week. The frequency of outbreaks was highly seasonal, with little or no transmission reported during the winter. The spatial and temporal study of the spread of emerging infectious diseases is crucial to understand their epidemiology and evaluate the risk of introduction into disease-free areas. In this paper, we present a generic method that models the spread rate of emerging infectious diseases that we applied to Lumpy Skin Disease (LSD), a current epizooty affecting cattle in the Balkans, from May 2015 to July 2016. In the study period, 824 outbreaks of LSD were reported in eight countries. Hotspots of viral transmission were identified mainly south of the Turkish/Greek border, southwest of Bulgaria and south of the Serbian/Bulgarian border. By using Thin Plate Spline Regression (TPSR) to interpolate the week of first invasion, we estimated the spread rate based on the mean duration of time for the infection to spread across a given area (1km). The median spread rate was 7.8km per week, with an interquartile interval of 4.6 to 13.7km and a maximum value reaching 375.6km. The distribution of spread rate indicates two diffusion processes: a localised diffusion covering small distances and suggesting vector transmission, and a diffusion at greater distances possibly due to anthropogenic movement of infected animals. Further research should focus on identifying environmental and socio-economic factors that might influence the spread of LSD to better understand the disease epidemiology and suggest targeted control measures.

L'influenza aviaire (IA) est une menace permanente, qui arrive parfois en Europe par le biais des oiseaux migrateurs. Un dispositif de surveillance est en place en permanence pour surveiller les mortalités dans l'avifaune, et particulièrement celles des oiseaux d'eau migrateurs. En octobre 2016, un épisode d'IA H5N8 qui était surveillé depuis sa survenue en République de Touva (Fédération de Russie, avril 2016) s'est déclaré en Europe. Il a entraîné des pertes conséquentes dans certaines populations d'oiseaux sauvages en Europe, ainsi que dans des filières avicoles. La situation en France s'est révélée paradoxale : l'atteinte a été majeure dans la filière avicole de canards gras du Sud- Ouest, mais les cas dans la faune sauvage sont restés peu nombreux et circonscrits. Ce n'est pas faute d'avoir renforcé la surveillance, soit événementielle (analyse des oiseaux trouvés morts) soit active autour des foyers domestiques. Plus de 800 cadavres d'oiseaux sauvages ont été analysés, dont beaucoup d'anatidés, 90 ont été détectés infectés regroupés en 55 cas dans l'avifaune libre et captive, et dix sites stratégiques ont fait l'objet d'une recherche intensifiée des cadavres et n'ont permis de trouver aucun cas positif supplémentaire. Plus de 300 oiseaux commensaux des élevages domestiques foyers ont été analysés et se sont tous révélés négatifs. Les performances du système de surveillance ne semblent pas pouvoir être mises en cause, et il apparaît donc qu'il y a bien eu des différences de circulation du virus par rapport à nos voisins d'outre-Rhin, mal expliquées à ce stade mais la situation en France est similaire à celle observée en Italie et en Espagne cet hiver, et correspond assez bien à l'épisode H5N8 qui avait circulé en Europe fin 2014/début 2015, sans toucher la France.

Depuis octobre 2016, l'Europe a connu un des épisodes d'influenza aviaire les plus importants au cours de ces dernières années, impactant de façon conséquente aussi bien l'avifaune sauvage que les élevages de volailles. Cet épisode est dû à la propagation de virus H5N8, H5N5 et H5N6 originaires d'Asie, et qui sont différents des virus H5N8 et H5N1 qui avaient respectivement été impliqués en 2014 et en 2015. Le nombre total de foyers et de cas d'IAHP notifiés au 28 mai 2017 était de 2 702, dont 1 532 au sein de l'avifaune sauvage (78 espèces différentes touchées), 1 123 en élevage et 47 au sein de l'avifaune captive. Cet article présente et analyse l'évolution spatio-temporelle des cas et des foyers entre octobre 2016 et fin mai 2017.

Pour combler cette lacune, la Plateforme nationale d'épidémiosurveillance en santé animale (Plateforme ESA) a récemment décidé de se doter d'un dispositif de VSI en sollicitant des experts des LNR et des épidémiologistes pour produire une veille complète.

Vaccination is one of the most efficient ways to control the spread of infectious diseases. Simulations are now widely used to assess how vaccination can limit disease spread as well as mitigate morbidity or mortality in susceptible populations. However, field studies investigating how much vaccines decrease the velocity of epizootic wave-fronts during outbreaks are rare. This study aimed at investigating the effect of vaccination on the propagation of bluetongue, a vector-borne disease of ruminants. We used data from the 2008 bluetongue virus serotype 1 (BTV-1) epizootic of southwest France. As the virus was newly introduced in this area, natural immunity of livestock was absent. This allowed determination of the role of vaccination in changing the velocity of bluetongue spread while accounting for environmental factors that possibly influenced it. The average estimated velocity across the country despite restriction on animal movements was 5.4 km/day, which is very similar to the velocity of spread of the bluetongue virus serotype 8 epizootic in France also estimated in a context of restrictions on animal movements. Vaccination significantly reduced the propagation velocity of BTV-1. In comparison to municipalities with no vaccine coverage, the velocity of BTV-1 spread decreased by 1.7 km/day in municipalities with immunized animals. For the first time, the effect of vaccination has been quantified using data from a real epizootic whilst accounting for environmental factors known to modify the velocity of bluetongue spread. Our findings emphasize the importance of vaccination in limiting disease spread across natural landscape. Finally, environmental factors, specifically those related to vector abundance and activity, were found to be good predictors of the velocity of BTV-1 spread, indicating that these variables need to be adequately accounted for when evaluating the role of vaccination on bluetongue spread. La vitesse de progression du front des deux épizooties de fièvre catarrhale ovine (FCO) que la France a connu entre 2006 et 2009 a été modélisée à l'aide d'un modèle statistique d'analyse de surface de tendance, combiné avec un modèle spatial autorégressif simultané pour tenir compte de l'autocorrélation spatiale résiduelle. Ces modèles ont été appliqués aux dates de première suspicion clinique confirmée de FCO dans chaque commune (BTV-8 en 2007-2008 et BTV-1 en 2008). Le front des deux épizooties a progressé à des vitesses comparables, en moyenne de 5,6 km/jour pour BTV-8, avec des extrêmes entre 2,1 et 9,3 km/jour selon le lieu et la période, et de 5,4 km/jour pour BTV-1, avec 90% des communes présentant une vitesse ?10 km/jour. Cette vitesse a été influencée par l'altitude, les conditions météorologiques et la disponibilité en hôtes. La vaccination (au moins une partie des animaux immunisés lors de l'arrivée du front) s'est traduite par un ralentissement moyen de 1,7 km/jour du front de l'épizootie due à BTV-1.

Le front des deux épizooties a progressé à des vitesses comparables, en moyenne de 5,6 km/jour pour BTV-8, avec des extrêmes entre 2,1 et 9,3 km/jour selon le lieu et la période, et de 5,4 km/jour pour BTV-1, avec 90% des communes présentant une vitesse ?10 km/jour. Cette vitesse a été influencée par l'altitude, les conditions météorologiques et la disponibilité en hôtes. La vaccination (au moins une partie des animaux immunisés lors de l'arrivée du front) s'est traduite par un ralentissement moyen de 1,7 km/jour du front de l'épizootie due à BTV-1.

Vaccination is one of the most efficient ways to control the spread of infectious diseases. Simulations are now widely used to assess how vaccination can limit disease spread as well as mitigate morbidity or mortality in susceptible populations. However, field studies investigating how much vaccines decrease the velocity of epizootic wave-fronts during outbreaks are rare. This study aimed at investigating the effect of vaccination on the propagation of bluetongue, a vector-borne disease of ruminants. We used data from the 2008 bluetongue virus serotype 1 (BTV-1) epizootic of southwest France. As the virus was newly introduced in this area, natural immunity of livestock was absent. This allowed determination of the role of vaccination in changing the velocity of bluetongue spread while accounting for environmental factors that possibly influenced it. The average estimated velocity across the country despite restriction on animal movements was 5.4 km/day, which is very similar to the velocity of spread of the bluetongue virus serotype 8 epizootic in France also estimated in a context of restrictions on animal movements. Vaccination significantly reduced the propagation velocity of BTV-1. In comparison to municipalities with no vaccine coverage, the velocity of BTV-1 spread decreased by 1.7 km/day in municipalities with immunized animals. For the first time, the effect of vaccination has been quantified using data from a real epizootic whilst accounting for environmental factors known to modify the velocity of bluetongue spread. Our findings emphasize the importance of vaccination in limiting disease spread across natural landscape. Finally, environmental factors, specifically those related to vector abundance and activity, were found to be good predictors of the velocity of BTV-1 spread, indicating that these variables need to be adequately accounted for when evaluating the role of vaccination on bluetongue spread.

The mandatory bovine abortion notification system in France aims to detect as soon as possible any resurgence of bovine brucellosis. However, under-reporting seems to be a major limitation of this system. We used a unilist capture-recapture approach to assess the sensitivity, i.e. the proportion of farmers who reported at least one abortion among those who detected such events, and representativeness of the system during 2006-2011. We implemented a zero-inflated Poisson model to estimate the proportion of farmers who detected at least one abortion, and among them, the proportion of farmers not reporting. We also applied a hurdle model to evaluate the effect of factors influencing the notification process. We found that the overall surveillance sensitivity was about 34%, and was higher in beef than dairy cattle farms. The observed increase in the proportion of notifying farmers from 2007 to 2009 resulted from an increase in the surveillance sensitivity in 2007/2008 and an increase in the proportion of farmers who detected at least one abortion in 2008/2009. These patterns suggest a raise in farmers' awareness in 2007/2008 when the Bluetongue Virus (BTV) was detected in France, followed by an increase in the number of abortions in 2008/2009 as BTV spread across the country. Our study indicated a lack of sensitivity of the mandatory bovine abortion notification system, raising concerns about the ability to detect brucellosis outbreaks early. With the increasing need to survey the zoonotic Rift Valley Fever and Q fever diseases that may also cause bovine abortions, our approach is of primary interest for animal health stakeholders to develop information programs to increase abortion notifications. Our framework combining hurdle and ZIP models may also be applied to estimate the completeness of other clinical surveillance systems.

Le 2 septembre 2013, des signes cliniques évocateurs de fièvre catarrhale ovine (FCO) ont été observés dans deux élevages ovins en Corse. Les analyses du laboratoire national de référence en virologie pour la FCO ont confirmé la présence du sérotype 1 du virus de la FCO. L'épizootie s'est ensuite propagée à l'ensemble de l'île. Au 12 novembre 2013, plus de 120 élevages, essentiellement ovins, étaient déclarés infectés. L'impact de la maladie dans ces élevages a été très variable. La localisation des premiers foyers dans le sud de l'île et le séquençage du virus suggèrent que le virus a été introduit depuis la Sardaigne. Pour lutter contre cette épizootie, l'État a mis en place une campagne de vaccination obligatoire de l'ensemble de la population ovine, caprine et bovine de l'île.

Understanding where and how fast an infectious disease will spread during an epidemic is critical for its control. However, the task is a challenging one as numerous factors may interact and drive the spread of a disease, specifically when vector-borne diseases are involved. We advocate the use of simultaneous autoregressive models to identify environmental features that significantly impact the velocity of disease spread. We illustrate this approach by exploring several environmental factors influencing the velocity of bluetongue (BT) spread in France during the 2007-2008 epizootic wave to determine which ones were the most important drivers. We used velocities of BT spread estimated in 4,495 municipalities and tested sixteen covariates defining five thematic groups of related variables: elevation, meteorological-related variables, landscape-related variables, host availability, and vaccination. We found that ecological factors associated with vector abundance and activity (elevation and meteorological-related variables), as well as with host availability, were important drivers of the spread of the disease. Specifically, the disease spread more slowly in areas with high elevation and when heavy rainfall associated with extreme temperature events occurred one or two months prior to the first clinical case. Moreover, the density of dairy cattle was correlated negatively with the velocity of BT spread. These findings add substantially to our understanding of BT spread in a temperate climate. Finally, the approach presented in this paper can be used with other infectious diseases, and provides a powerful tool to identify environmental features driving the velocity of disease spread.

In 2006-2009 northwest Europe experienced a major Bluetongue outbreak, an infectious disease of ruminants transmitted by biting midges belonging to the genus Culicoides. Bluetongue Virus, the causal agent, was introduced near Maastricht in the Netherlands, close to the borders with Germany and Belgium, in summer 2006. Bluetongue spread rapidly, infecting 2,000 farms across Belgium, Germany, the Netherlands, France and Luxembourg in 2006, and more than 30,000 farms in 2007 reaching Denmark, the United Kingdom, Switzerland, and the Czech Republic. By the end of 2009, Bluetongue had spread to most of the countries in northwest Europe. France was particularly impacted by the disease in 2007-2008. We explored the spatial dynamics of Bluetongue to understand where and how fast the disease spread. Using a trend-surface analysis model combined with a spatial error simultaneous autoregressive model, we estimated the speed of the Bluetongue epidemic wave based on clinical cases in France in 2007-2008. Overall, Bluetongue spread from north-eastern to south-western France with an average estimated velocity of 5.6 km/day. However, the diffusion was not homogeneous, and the velocities differed between areas and time periods, varying between 2.1 and 9.3 km/day. To understand what has influenced the speed of spread across the country, we also investigated the effect of environmental conditions on the estimated velocities. We specifically studied the effect of host density, host vaccination, landscape pattern, and lagged meteorological conditions as a proxy of vector abundance and activity. Our study showed that Bluetongue spread in France was primarily local, consistent with the active flight of Culicoides and local movements of farm animals. Beside the expected effect of host density and vaccination on Bluetongue spread, we highlighted the effect of landscape pattern and 2-month lagged meteorological conditions as major factors influencing the velocity of the epizootic wave.

In a first step to gain further insight into the spatial transmission characteristics of BTV serotype 8, we used 2007-2008 clinical case reports in France and TSA modelling to identify the major directions and speed of disease diffusion. We accounted for spatial autocorrelation by combining TSA with a SARerr model, which led to a trend SARerr model. Overall, BT spread from north-eastern to south-western France. The average trend SARerr-estimated velocity across the country was 5.6 km/day. However, velocities differed between areas and time periods, varying between 2.1 and 9.3 km/day. For more than 83% of the contaminated municipalities, the trend SARerr-estimated velocity was less than 7 km/day. Our study was a first step in describing the diffusion process for BT in France. To our knowledge, it is the first to show that BT spread in France was primarily local and consistent with the active flight of Culicoides and local movements of farm animals. Models such as the trend SARerr models are powerful tools to provide information on direction and speed of disease diffusion when the only data available are date and location of cases.
