The major components of stormwater management systems have consisted of storm sewers, open and closed conveyance conduits and occasionally detention storage and pumping facilities. The systems are expensive and have performed well 1n some Instances and poorly 1n others. It has been reported (1)* that the Investment In storm drains Is three times the Investment In works to protect the flood plain and the annual damages from Inadequate storm drains may well exceed the damage inflicted upon urban flood plains. Formulation of stormwater management systems includes defining the planning objectives, determining the rainfall runoff characteristics of the area, selecting the performance criteria, developing and evaluating alternatives, and designing the Implementation procedures. Their purpose is to provide planning information - infonnation not otherwise availabJe, or available only at greater cost. Making effective, meaningful use of the variety of analytical, quantitative computer-oriented techniques available presents a challenge to every planner. It requires an understanding of the methods themselves, of the information they can provide, and of the cost to obtain this informa­tion. These, and other topics were the subject of a 3-day seminar on "Analytical Methods in Planning" held 26-28 March 1974 at The Hydrologic Engineering Center and funded by the Institute for Water Resources, Corps of Engineers. These proceedings are the papers presented at this seminar. They describe a variety of analytical methods - computer simulation, optimization, computer graphics, input-output analysis - and their application to planning studies. It is hoped that their availability will encourage greater, more effective use of these techniques in planning. Numerous ships and boats are depicted in the foreground of the Harbor; the Massachusetts State House can be seen in the distance. This is a restrike of the original copper plate in the possession of the Club of Odd Volumes. Eighty-four impressions were pulled and seventy-nine were hand colored by Martha Berrien. The seal of the club is embossed in the lower left corner inside the platemark, and the insignia of the Impressions Workshop is in the lower left corner of the sheet. One of a series of topographic prints of American towns and cities produced by the English artist William James Bennett in the 1830s.
