Theodore Roosevelt would be pleased to write the paper Henry Van Dyke requested, if only Roosevelt did not have to present a speech as the President of the American Historical Association a week after the date Van Dyke mentioned. Roosevelt will not be able to work on the paper until well after the election, and so cannot hope to write two papers.

Lieutenant Commander Sims responds to Captain Mahan's paper from the United States Naval Institute. He generally agrees with Mahan except on the argument of speed, and can modify his own paper to be conclusive.

Nicholas Murray Butler notes that President Roosevelt was correct in his assessment of matters concerning Maksim Gorky and that there is "clearly" a "break-up of all order and restraint" going on in Russia. Butler also excitedly tells of "some most astonishing things" going on in Kassel, Germany, in relation to Herman Ridder of the Staats-Zeitung . After struggling for an imperial audience with Kaiser Wilhelm II, Ridder was helped by American ambassador Charlemagne Tower to get access. However, when Ridder arrived and did not see as much of the Kaiser as he would have liked, Ridder fabricated a story about his visit and what the Kaiser told him, which was printed in the papers. Butler shares the press statement from the Palace, which reacted by contradicting Ridder's claims. Butler is excited to see what the American papers will publish in relation to the incident since Ridder telegraphed his own story to America.

Ambassador Herbert H. D. Peirce explains to Acting Secretary of State Bacon that when President Roosevelt handed him the papers related to the candidacy of United States Congressman from Missouri Richard Barthold for the Nobel Peace Prize, Roosevelt instructed that, although he wished the Nobel committee to give Barthold due attention, it is important to disclaim for Roosevelt and the U.S. government "the intention of making any recommendation on the subject." Peirce followed Roosevelt's instructions when he handed the papers to Jørgen Løvland, chair of the Nobel committee.

O. D. M. Gaddis spoke with Charles Henry Akers, editor of the Arizona Gazette , about the matter of joint statehood. Akers is eager to use his paper to support statehood, but fears a loss of advertising business might result. Gaddis asks if a sum of five thousand dollars can be raised for Akers to "start the ball rolling." Gaddis argues that if they secure Akers's support, their cause will have a leading daily and the only Republican paper in Phoenix, Arizona.

The Century Magazine will be publishing a paper on "Railway Rates" in January as well as a paper about the administration side in February. Richard Watson Gilder thought President Roosevelt would like an advance copy of the magazine. Gilder is expecting to go to Washington, D.C., on Sunday to attend the benefit performance for the United States Army and Navy. Gilder's daughter is in the play and he hopes to see Roosevelt there.

Thomas Bentley Mott responds to Theodore Roosevelt's secretary's recent request and encloses a paper related to an Army matter. General McCoskry Butt urged Mott to bring the paper forward and publish it, but Mott sees "no way of doing it without making enemies in high places."

Secretary of War Taft and Assistant Secretary of State Loomis and Herbert Wolcott Bowen question William Worthington Russell about papers left by Loomis in Caracas, Venezuela. Russell states that the papers were left in the safe but Bowen contends that he found some of them on Russell's desk. Russell denies opening any of the papers.

Edgar S. Wilson encloses a clipping where "the vulgarian," most likely referring to James Kimble Vardaman, "enters a denial." Wilson stresses that this paper must not be lost. He believes that President Roosevelt may already have a copy of the paper where "the same party editorially blackguarded" President McKinley.

Attorney General Moody reports to President Roosevelt what he knows of the investigation into the Western Paper Trust. Moody is waiting for a complete report to be submitted to the Justice Department, after which he will report the findings and his own conclusions to President Roosevelt. Moody also mentions the potential nomination of Elihu Root as the Republican candidate for governor of New York.

Acting Attorney General Robb has reexamined all the papers about the existence of a tire trust that had been submitted by Edward S. Munford and the doubt which he entertained in their discussion has not been removed by reexamining the papers. The parties are acting under a patent, which, although it has been declared invalid by Judge Horace H. Lurton, complicates the matter.

Commissioner of Corporations Garfield advises Secretary of Commerce and Labor Cortelyou about the proper use of Edward Rosewater's memorandum relative to an investigation into the manufacture of paper. The Bureau of Corporations does not have the mandate or personnel to be used as an agency for the discovery of violations of the antitrust laws. Information acquired by the department is to be used to structure legislation rather than for the prosecution of violations of federal statutes.

The U.S. House Committee on the Post Office and Post Roads requests all papers concerning the recent investigation of the Post Office Department. Due to the confidentiality of certain exhibits in the papers, Postmaster General Payne questions whether those papers should be published.

John W. Foster encloses papers as requested by President Roosevelt.

General Thomas Hubbard has ordered that "the Jew's" notice to Bishop to be withdrawn. (Newspaper editor Moses Strauss had apparently given Bishop a notice of dismissal.) Bishop hopes that Strauss might be driven out and that this will save the paper. Bishop comments that he never knew what friends he had until this episode, when many reached out to offer him support. He believes he could start his own paper if he wished to do so. He sends warm wishes and gratitude to President and Mrs. Roosevelt for their encouragement and thoughtfulness.

Commissioner of Pensions Ware reports an incident with Representative James Hay of Virginia, who requested the Sampson case papers. Ware refused to turn over the papers as Hay does not represent the district where the parties reside and the papers contain confidential medical information.
