The purpose of this grant was to develop a theoretical understanding of the processes by which open magnetic flux undergoes large-scale transport in the solar corona, and to use this understanding to develop a predictive model for the heliospheric magnetic field, the configuration for which is determined by such motions.

We present solar wind Fe charge state data measured on the Advanced Composition Explorer (ACE) from early 1998 to the middle of 2000. Average Fe charge states in the solar wind are typically around 9 to 11. However, deviations from these average charge states occur, including intervals with a large fraction of Fe(sup greater or = 16+) which are consistently associated with interplanetary coronal mass ejections (ICMEs). By studying the Fe charge state distribution we are able to extract coronal electron temperatures often exceeding 2 x 10(exp 6) kelvins. We also discuss the temporal trends of these events, indicating the more frequent appearance of periods with high Fe charge states as solar activity increases.

The elemental composition and charge state distributions of heavy ions of the solar wind provide essential information about: (1) atom-ion separation processes in the solar atmosphere leading to the 'FIP effect' (the overabundance of low First Ionization potential (FIP) elements in the solar wind compared to the photosphere); and (2) coronal temperature profiles, as well as mechanisms which heat the corona and accelerate the solar wind. This information is required for solar wind acceleration models. The SWICS instrument on Ulysses measures for all solar wind flow conditions the relative abundance of about 8 elements and 20 charge states of the solar wind. Furthermore, the Ulysses high-latitude orbit provides an unprecedented look at the solar wind from the polar coronal holes near solar minimum conditions. The MASS instrument on the WIND spacecraft is a high-mass resolution solar wind ion mass spectrometer that will provide routinely not only the abundances and charge state of all elements easily measured with SWICS, but also of N, Mg, S. The MASS sensor was fully operational at the end of 1994 and has sampled the in-ecliptic solar wind composition in both the slow and the corotating fast streams. This unique combination of SWICS on Ulysses and MASS on WIND allows us to view for the first time the solar wind from two regions of the large coronal hole. Observations with SWICS in the coronal hole wind: (1) indicate that the FIP effect is small; and (2) allow us determine the altitude of the maximum in the electron temperature profile, and indicate a maximum temperature of approximately 1.5 MK. New results from the SMS instruments on Wind will be compared with results from SWICS on Ulysses.

Variations in the heliospheric magnetic field occur on most scales including those lying intermediate between the gyro-radii of galactic cosmic rays and heliocentric radial distance. It is demonstrated that a correlation exists between these intermediate-scale variations in the magnetic field and the variations in the cosmic ray distribution function that result from the field variations. This correlation will affect the average transport of galactic cosmic rays by significantly altering the patterns of gradient and curvature drifts in the heliosphere. During the current solar cycle, the altered drift patterns can lead to larger radial gradients of the galactic cosmic rays and significantly smaller latitude gradients than is expected only from drifts in the mean magnetic field.

Acceleration of interstellar pickup H(+) and He(+) as well as of solar wind protons and alpha particles has been observed on Ulysses during the passage of a corotating interaction region (CIR) at approximately 4.5 AU. Injection efficiencies for both the high thermal speed interstellar pickup ions (H(+) and He(+)) and the low thermal speed solar wind ions (H(+) and He(++) are derived using velocity distribution functions of protons, pickup He(+) and alpha particles from less than 1 to 60 keV/e and of ions (principally protons) above approximately 60 keV. The observed spatial variations of the few keV and the few hundred keV accelerated pickup protons across the forward shock of CIR indicate a two stage acceleration mechanism. Thermal ions are first accelerated to speeds of 3 to 4 times the solar wind speed inside the CIR, presumably by some statistical mechanism, before reaching higher energies by a shock acceleration process. Our results also indicate that (1) the injection efficiencies for pickup ions are almost 100 times higher than they are for solar wind ions, (2) pickup H(+) and He(+) are the two most abundant suprathermal ion species and they carry a large fraction of the particle thermal pressure, (3) the injection efficiency is highest for protons, lowest for He(+), and intermediate for alpha particles, (4) both H(+) and He(+) have identical spectral shapes above the cutoff speed for pickup ions, and (5) the solar wind frame velocity distribution function of protons has the form F(w) = F(sub o)w(sup -4) for 1 is less than w is less than approximately 5, where w is the ion speed divided by the solar wind speed. Above w approximately 5-10 the proton spectrum becomes steeper. These results have important implications concerning acceleration of ions by shocks and CIRs, acceleration of anomalous cosmic rays, and particle dynamics in the outer heliosphere.

Interstellar hydrogen ionized primarily by the solar wind has been detected by the Solar Wind Ion Composition Spectrometer instrument on the Ulysses spacecraft at a distance of 4.8 AUs from the sun. This 'pick-up' hydrogen is identified by its distinct velocity distribution function, which drops abruptly at twice the local solar wind speed. From the measured fluxes of pick-up protons and singly charged helium, the number densities of neutral hydrogen and helium in the distant regions of the solar system are estimated to be 0.077 +/- 0.015 and 0.013 +/- 0.003 per cu cm, respectively.

The ion composition in the Jovian environment was investigated with the Solar Wind Ion Composition Spectrometer on board Ulysses. A hot tenuous plasma was observed throughout the outer and middle magnetosphere. In some regions two thermally different components were identified. Oxygen and sulfur ions with several different charge states, from the volcanic satellite Io, make the largest contribution to the mass density of the hot plasma, even at high latitude. Solar wind particles were observed in all regions investigated. Ions from Jupiter's ionosphere were abundant in the middle magnetosphere, particularly in the high-latitude region on the dusk side, which was traversed for the first time.

The Solar Wind Ion Composition Spectrometer (SWICS) on Ulysses is designed to determine uniquely the elemental and ionic-charge composition, and the temperatures and mean speeds of all major solar-wind ions, from H through Fe, at solar wind speeds ranging from 175 km/s (protons) to 1280 km/s (Fe(8+)). The instrument, which covers an energy per charge range from 0.16 to 59.6 keV/e in about 13 min, combines an electrostatic analyzer with postacceleration, followed by a time-of-flight and energy measurement. The measurements made by SWICS will have an impact on many areas of solar and heliospheric physics, in particular providing essential and unique information on: (1) conditions and processes in the region of the corona where the solar wind is accelerated; (2) the location of the source regions of the solar wind in the corona; (3) coronal heating processes; (4) the extent and causes of variations in the composition of the solar atmosphere; (5) plasma processes in the solar wind; (6) the acceleration of energetic particles in the solar wind; (7) the thermalization and acceleration of interstellar ions in the solar wind, and their composition; and (8) the composition, charge states, and behavior of the plasma in various regions of the Jovian magnetosphere.

Solar wind heating by ionization and assimilation of the interstellar neutral wind is investigated using a numerical model of the interaction. The model is a time-dependent, one-dimensional, spherically symmetric, one-fluid code which includes mass, momentum, and energy sources due to the efficient incorporation of ionized interstellar hydrogen. Solar wind data at 1 AU from October 12, 1978 to February 25, 1980 were input to the inner boundary of the model and propagated out to 10 AU. Then, 52-day averages of proton temperature as functions of radius were produced for three values of the interstellar hydrogen density: 0.0, 0.03, and 0.1 per cu cm. It is concluded that, within the context of the model, the observations of solar wind proton temperatures at Voyager 1 and Pioneer 11 are consistent with heating of the solar wind by an interaction with inflowing interstellar neutral hydrogen. The density of this inflowing gas is near 0.03/cu cm.

Consideration is given to the origin of the anomalous cosmic ray component as well as to the mechanism and location for the acceleration of these particles. The following three theories for anomalous component acceleration are discussed in detail: (1) transit-time damping, (2) the termination shock over the solar poles, and (3) the termination shock near the equatorial plane. It is noted that observations from Ulysses should provide important constraints on the likely locations for the acceleration, and that acceleration of interstellar H, along with the He, N, O, and Ne could have serious consequences for possible acceleration mechanisms.

The so-called anomalous cosmic ray component, which occurs at energies of about 10 MeV/nucleon and consists only of He, N, O, and Ne, has been a subject of interest for more than a decade. The origin of this component is generally considered to be interstellar neutral gas that is ionized and accelerated in the solar wind. The mechanism and the location for the acceleration, however, remains an unsolved problem. A model is used which includes the effects of gradient and curvature drifts and considers the implications of observed spatial gradients of the anomalous component for the location of the acceleration region. It is concluded that if drifts are important the acceleration region cannot lie at the solar poles. It is also concluded that there is no single region for the acceleration which can account for both the observed intensities and gradients in models which include drift effects.

The mean ionic charges of nitrogen, neon, magnesium, silicon, and sulfur in solar flare particle events were determined for 12 flares during the time interval from September 1978 to September 1979. The observations were carried out with the MPI/UoMd ULEZEQ Sensor on the ISEE-3 satellite comparing the results with mean charge states established in a hot coronal plasma under equilibrium conditions, different temperatures for different elements are discussed. These range from approx. 2 million K to 7 million K in a single flare. From flare to flare the variation in temperature for each element is less than the variation between different ion species.

One of the principal uncertainties in understanding the propagation of cosmic rays in the heliosphere is related to the role of latitudinal transport by gradient and curvature drifts. The steady state distribution of cosmic rays with respect to the heliospheric current sheet or in latitude may possibly provide some information regarding the existing problems. Newkirk and Lockwood (1981) have considered the current sheet with respect to its role as a natural surface of symmetry for the propagation of cosmic rays in the heliosphere. The present investigation represents an extension of this study. Central objectives are related to a determination of the gradient of 5-GeV cosmic rays with respect to the heliospheric current sheet at 1 AU, the possible effect of the solar cycle upon such gradients, and an evaluation of the ability of several theoretical models to explain the gradients.

The first direct measurement of the ionic charge distribution of the helium isotopes and of iron in (He-3)-Fe-rich solar energetic particle events is reported. No significant contribution of singly ionized helium to the events is found. The two-sigma upper limits for the He-3(+)/He-3(2+) and He-4(+)/He-4(2+) ratios are 0.02 and 0.03, respectively. The mean charge state of iron found by averaging five (He-3)-Fe-rich solar energetic particle events is 19 + or -2, significantly larger than the iron charge state for energetic solar particles in normal composition events. These results appear to favor the resonant heating model proposed by Fisk (1978). It is concluded that temperatures in the source region exceed 5 million K in the events under study.

The mean ionic charges and source-region temperatures of flare-accelerated N, Ne, Mg, Si and S in three large solar-energetic-particle events during 1978-1979 are determined from ISEE-3 observations, extending the findings of Hovestadt et al. (1981) and Gloeckler et al. (1981) for C, He, O, and Fe. The results are presented in tables and graphs, and the charge states are shown to correspond to different source temperatures even in the same flare, assuming equilibration in the hot plasma. The electron temperatures range from 2 x 10 to the 6th K for C, N, O, Si, and S, 4 x 10 to the 6th K for Ne and Fe, and 7 x 10 to the 6th K for Mg. The possibility that these temperature inconsistencies reflect different stages in the approach to equilibrium is considered.

A numerical technique is introduced for the solution of the time-dependent equation for the solar modulation of galactic cosmic rays, in which transport in heliographic latitude is ignored. We illustrate this method with a model for the solar cycle variation in cosmic ray intensity. The variation is assumed to result from changes in the number of enhanced cosmic ray scattering regions, which are produced by flare-generated shock waves in the solar wind. The model can account for the observed solar cycle variation in intensity at different energies as well as the observed spatial gradients. This model also provides a natural explanation for the cosmic ray hysteresis effect.

The International Solar Polar Mission (ISPM) Solar-Wind Ion Composition Spectrometer which determines elemental and ionic-charge composition, and the temperatures and mean speeds of all major solar-wind ions, from H through Fe, at solar wind speeds ranging from 145 km/sec (protons) to 1352 km/sec (Fe+8) is described. The instrument, which covers an energy per charge range from 110 eV/q to 66.7 keV/q in 13 min, combines an electrostatic analyzer with postacceleration, followed by a time-of-flight and energy measurement. Conditions and processes in the region of the corona where the solar wind is accelerated; location of the source regions of the solar wind in the corona; coronal heating processes; the extent and causes of variations in the composition of the solar atmosphere; plasma processes in the solar wind; acceleration of energetic particles in the solar wind; the thermalization and acceleration of interstellar ions in the solar wind, and their composition; and the composition and behavior of the plasma in the Jovian magnetosphere are studied.

The apparent distinction between 'V x B' and 'Fermi' mechanisms is clarified in a discussion of the theory of the shock acceleration of energetic particles which restricts attention to those cases where the energetic particles do not themselves influence the given shock structure. The theory is applied to the acceleration of energetic particles in corotating interaction regions (CIR) in the solar wind, where particles are accelerated at either the forward and reverse shocks which bound the CIR by being compressed between the shock fronts and magnetic irregularities upstream of the shocks, or by being compressed between upstream irregularities and those downstream from the shocks. The model is shown to account for the observed exponential spectra at the earth, observed spectra behavior with radial distance and radial intensity gradients, and differences in spectra intensity at the forward and reverse shocks. Energy spectra are also calculated for the shock acceleration of energetic particles in large solar flare events.

The work of Isenberg and Jokipii (1979) is examined and it is shown that their extension of the conventional drift-flux formula to static magnetic fields of arbitrary spatial variation is invalid for interplanetary cosmic-ray transport. A field configuration involving helical magnetic fields which suppresses curvature and gradient drift and which may occur in the solar wind is presented. It is concluded that the conventional drift-flux contribution to the solar modulation of cosmic rays may, but need not, be important.

First direct charge state measurements of 0.41-1.05 MeV per nucleon helium accelerated at the sun reveal surprisingly large abundances of singly ionized helium, with typical He(+)/He(++) ratios between 0.04 and 0.21. This unexpected overabundance of He(+) was observed in each of the three large solar-flare particle events which occurred between 1978 August and 1979 October. The data were obtained with the Max-Planck-Institut/University of Maryland Experiment on board the ISEE-3 spacecraft. The observations suggest either strong coronal temperature inhomogeneities including cool regions of approximately 100,000 K or injection of 'cold' chromospheric/photospheric material into the flare acceleration region.

A simple analytical solution is presented which incorporates many of the processes believed to be important in the acceleration of the 'diffuse' component of energetic ions at the earth's bow shock, and which can account for many of the characteristics observed for these events. The solution can account for the observed spectral shape, the observed spatial dependence of the intensity, and the observed magnitude and spatial dependence of the anisotropy.

Intensity-time profiles of protons, alpha particles, and heavy ions (C, O, Fe) in the MeV/nucleon energy range have been analyzed for one solar particle event following the solar flare on September 23, 1978. The data have been obtained with the wide angle double dE/dx-E sensor of the Max-Planck-Institut/University of Maryland experiment onboard ISEE-3. Time variations in the iron to helium ratio of up to 2 orders of magnitude and a significant variation of the O/He ratio during this event have been found, whereas the C/O-ratio at the same energy/nucleon appears to be time independent. The influence of a rigidity dependent mean free path in interplanetary space and of rigidity dependent coronal propagation on heavy ion ratios during solar particle events was investigated.

The ionic charge states of helium, carbon, oxygen, and iron have been determined for three solar particle enhancements by an electrostatic deflection analyzer, which is combined with a thin window proportional counter dE/dX vs. E system. The observations are obtained during the periods September 23 to 29, 1978, June 6 to 8, 1979, and September 15 to 26, 1979, with an instrument onboard the ISEE-3 spacecraft. The mean ionic charge states for He, C, and oxygen exhibit a high degree of ionization with values of Q equals 2, 6, and 7.2, respectively. The charge state of iron is near 13 charge units. Variations from flare to flare and within the September 23, 1978 flare are small. The most surprising feature of the charge state measurement is the observation of a small (about 10%) but finite contribution of singly ionized helium.

Emphasis is placed on predictions of the galactic cosmic-ray flux at high heliographic latitudes. Recent work on gradient and curvature drifts in the large-scale heliospheric magnetic field wave modified the traditional argument that the cosmic rays should be essentially unmodulated over the solar poles. In fact, drift effects during the next solar cycle, when the International Solar Polar Mission is to fly, are predicted to cause considerable modulation in the polar regions. However, it is pointed out that the use of conventional drift formulae in the solar wind, which contains magnetic-field fluctuations with large amplitudes and perhaps systematic properties, is highly suspect. Prediction of cosmic-ray behavior over the solar poles is thus currently uncertain. Also considered is the behavior of the anomalous cosmic-ray component at high heliographic latitudes.

The ionization states and spectra of 0.3 to 2.4 MeV/nuc He, C, O and Fe are measured in a survey of ten solar flare particle events. He(plus) is found to be present in all events, which indicates the common presence of energetic He(plus) in the source material from which solar particles are accelerated. The distribution functions of He(plus), He(plus plus) and heavier elements are represented by simple exponentials of the particle speed times its rigidity to a power n, where n is between 0 and 1, and equal e-folding values. Results are consistent with a model where ions are accelerated in the corona by multi-dimensional shocks out of a population taken from both hot and cold coronal regions.

Results of a survey of ten solar flare particle events, in which the ionization states and spectra of 0.3 to 2.4 MeV/nuc He, C, O and Fe were measured, are reported. He+ was present in all events (He+/He++ approximately 0.1 to 0.25), and the mean ionization states of C, O and Fe are high. The distribution functions of He+, He++ and heavier elements are well represented by simple exponentials of the particle speed times its rigidity to a power n, where n is between O and 1, and equal e-folding values. Results are consistent with a model whereby ions are accelerated in the corona by multi-dimensional shocks out of a population taken from both hot and cold coronal regions.

The abundances of the major elements over the range H-Fe in solar flare energetic particles near 1 MeV/nucleon were surveyed for a large number of flares during the period 1973-1977; observations were carried out by the IMP 8 spacecraft in interplanetary space. The survey considered two types of solar flare events: (1) large events from which the average boundaries were deduced, and (2) events which have significant abundance differences from average. In addition, two He-3-rich events with abundance features that are different from previous examples are reported: one case with no enhancements of heavy ions, and a second case in which, compared to O, the heavy-ion enhancements are confined to the charge range Si-Fe rather than the usual case in which all elements Ne-Fe are enriched.

A series of papers are presented from a symposium attended by over 200 European and American scientists to examine the importance of exploring the interplanetary medium and the sun by out-of-the-ecliptic space missions. The likely scientific returns of these missions in the areas of solar, interplanetary, and cosmic ray physics is examined. Theoretical models of the solar wind and its interaction with interplanetary magnetic fields are given.

Transit time damping is examined as a possible means for accelerating low energy particles in co-rotating streams and interstellar ions. Data show that: the protons in co-rotating streams may be accelerated by transient-time damping the small-scale variations in the field magnitude that are observed at a low level in the inner solar system. The interstellar ions may be accelerated by transit time damping large-scale field variations in the outer solar system.

A numerical method is outlined for solving the equation which describes the solar modulation of cosmic rays in models where interplanetary conditions can vary with heliocentric latitude. As an illustration of the use of this method, it is shown how variations in the modulation with latitude could produce the small radial gradients in the intensity that were observed from the Pioneers 10 and 11 spacecraft.

Fermi scattering and transit time damping are two possible mechanisms for accelerating low energy protons (approximately 1 Mev) in co-rotating particle streams. Solutions to the equations which govern particle behavior in such streams are presented. It was found that acceleration by Fermi scattering requires a scattering mean-free path more than an order of magnitude smaller than the nominal value for low energy particles of 0.1 AU. Transit time damping of only the observed low level of magnitude fluctuations in the interplanetary magnetic field appears to yield the required acceleration rate. Measurements of the direction of the anisotropy in the particle streams could help in deciding which mechanism is operative. In the case of Fermi scattering the anisotropy must be in the heliocentric radial direction, whereas for transit time damping a significant azimuthal anisotropy could be present.

Fisk et al. (1974) have suggested that neutral particles are ionized in the solar cavity, are subsequently picked up by the solar wind, obtaining energies of about 1 keV/nucleon, and may be further accelerated to about 10 MeV/nucleon in the interplanetary medium. The requirements for this acceleration are examined, and a possible acceleration model is outlined. The acceleration must be performed in a time less than the dwell time of the interstellar ions in the solar cavity and must compete successfully against adiabatic cooling. The energy required for the acceleration must be less than the energy available in variations in the solar wind flow. The accelerator must act inefficiently on solar wind electrons and protons, and perhaps upon the majority of interstellar ions. It is shown that these requirements can be satisfied by a model in which acceleration results from transit-time damping of long-wavelength magnetosonic turbulence.

It is suggested that the slope of the modulated proton spectrum at low energies (less than 250 MeV) is not well accounted for in a steady state spherically symmetrical cosmic-ray modulation model and therefore may contain information on the effects of latitude variations. Under quasi-steady interplanetary conditions, slopes steeper than unity have been observed for low-energy protons. It is shown that the slope of unity or a steeper slope may be a natural consequence of having a region of enhanced modulation lying immediately above or below the solar equatorial plane and therefore may be due to the variation of interplanetary conditions with heliocentric latitude.

For the case of homogeneous, isotropic magnetic field fluctuations, it is shown that most theories which are based on the quasi-linear and adiabatic approximations yield the same integral for the Fokker-Planck coefficient for the pitch-angle scattering of cosmic rays. For example, despite apparent differences, the theories due to Jokipii and to Klimas and Sandri yield the same integral. It is also shown, however, that this integral in most cases has been evaluated incorrectly in the past. For small pitch angles, the errors in previous evaluations are fortuitously of minor importance. For large pitch angles, however, these errors become more significant; and for pitch angles of 90 deg, the actual Fokker-Planck coefficient contains a delta function which has been overlooked in the past. The implications of these corrections on the possibility of relating cosmic-ray diffusion coefficients to observed properties of the interplanetary magnetic field are discussed.

The possibility is suggested that the enhancement of cosmic-ray oxygen and nitrogen observed at about 10 MeV per nucleon could result from neutral interstellar particles that are swept into the solar cavity by the motion of the sun through the interstellar medium. These particles are subsequently ionized and accelerated. It is pointed out that this mechanism imposes no severe requirements either on the number of particles that have to be accelerated or on the energy that has to be removed from the solar wind to perform this acceleration.

Development of a simple formulation of the cosmic ray modulation problem which involves the use of the omnidirectional part of the distribution function in phase space, and the magnitude of the momentum or the rigidity. It is shown that, by employing the proposed formulation, the Compton-Getting factor is greatly simplified, and the well-known force-field equation is reduced to a one-dimensional Vlasov equation. In addition, another Vlasov equation can be written for the very low energy galactic particles which are convected by the solar wind.

The major features of the propagation of flare particles in the interplanetary medium are discussed in terms of the classic well-behaved flare having unique impulsive injection and a smooth time profile. Topics include flare events, their frequency of occurrence, development of a typical event, energy spectra, proton and electron types, charge and isotopic composition, solar flares and particle accelerations, radio and X-ray observations, the Fermi mechanism, the betatron mechanism, acceleration models, plasma instabilities, two-stage acceleration, propagation mechanisms, the anisotropic stage, the diffusive stage, and the convection and energy loss stage.

The important aspects of solar modulation of galactic cosmic rays are outlined. The conditions in the interplanetary medium that affect the modulation are summarized, and equations are developed to describe the behavior of cosmic rays in the solar system, including the effects of diffusion, convection, and energy loss due to adiabatic deceleration in the expanding solar wind. The particle diffusion coefficient is determined from the power spectra of interplanetary magnetic field irregularities. After some solutions for the modulation equations have been derived, the probable forms of the unmodulated cosmic ray spectra are discussed. Other topics include solar cycle variations, energy loss effects, anisotrophies, and gradients.

It is proposed that the enhancements of cosmic ray oxygen and nitrogen observed at approximately 10 MeV/nucleon could result from neutral interstellar particles which are swept into the solar cavity. This is caused by motion of the sun through the interstellar medium, and the particles are subsequently ionized and accelerated.

A simple shock model for the acceleration of energetic particles in corotating interaction regions (CIRs) in the solar wind is presented. Particles are accelerated at the forward and reverse shocks which bound the CIR by being compressed between the shock fronts and magnetic irregularities upstream from the shocks, or by being compressed between upstream irregularities and those downstream from the shocks. Particles also suffer adiabatic deceleration in the expanding solar wind, an effect not included in previous shock models for acceleration in CIRs. The model is able to account for the observed exponential spectra at earth, the observed behavior of the spectra with radial distance, the observed radial gradients in the intensity, and the observed differences in the intensity and spectra at the forward and reverse shocks.

The many different aspects of solar terrestrial physics are summarized. The possible influence of variations in the solar outputs on the terrestrial climate, and the role for SCADM in such studies is emphasized. The use of SCADM to provide detailed information on variations in the solar outputs over a sizeable fraction of the solar cycle, and on the physics of the convection layer of the Sun is discussed.

The temporal changes in the differential intensity and energy spectra of anomalous oxygen, and in the O/C ratios of the anomalous cosmic ray component during the 1974-79 time period were examined using data from the IMP-8 and ISEE-3 spacecrafts. In addition to the solar modulation of the intensity of anomalous oxygen, the strength of the source of this component varies, and in 1978 the anomalous component disappeared almost completely. The results disagree with the existence of a purely galactic source but are consistent with expectations based on an heliospheric origin hypothesis as formulated by Fisk et al., (1974).

The current theory for the solar modulation of galactic cosmic rays is reviewed briefly. The four basic mechanisms which are important for modulation-diffusion, effects associated with the large-scale magnetic field, convection, and energy change - are discussed in simple terms. The equation which describes cosmic-ray behavior in the heliosphere is presented and some sample solutions are considered. It is pointed out that, although the basic mechanisms which describe the cosmic-ray behavior are understood, the actual cause of the variation in the cosmic-ray flux over the solar cycle, or over longer intervals, is beyond current comprehension.

The characteristics of eleven locally accelerated particle events in the energy range from 30 to 125 keV/Q observed upstream of the earth's bow shock have been determined, including composition, energy spectra, and intensity versus time profiles. The measurements were made with the Ultra Low Energy Charge Analyzer sensor on ISEE-1. The composition in these events is similar to that of the solar wind, with a He to proton ratio of 8% and a CNO to He ratio of 6%. The composition is reasonably constant only when evaluated at equal energy per charge. The energy spectra cannot be adequately fit by a single power law in energy; an exponential or Maxwellian in energy per charge gives a satisfactory representation of the spectra. The time-intensity profiles of these upstream events show an inverse velocity dispersion, which may provide clues to the responsible acceleration mechanism.

Distribution functions for H, He, C, O, and Fe derived from our IMP 8 measurements of about 0.15 to 8 MeV per nucleon particles in three corotating streams observed near Earth are shown to have a simple exponential dependence on the particle speed. The e-folding speed, typically 0.01c, is found to be the same for the distribution functions of all elements examined, and varies little from one corotating event to the next. The relative abundances of energetic particles in these events resemble most closely the solar coronal composition and thus, presumably, that of the solar wind. These results may imply that acceleration of these particles, which occurs in corotating interaction regions at several AU from the sun, is by a statistical process.

Initial measurements from the ULECA sensor of the Max-Planck-Institut/University of Maryland experiment on ISEE 1 are reported. ULECA is an electrostatic deflection - total energy sensor consisting of a collimator, a deflection analyzer, and an array of solid-state detectors. The position of a given detector, which determines the energy per charge of an incident particle, together with the measured energy, determines the particle's charge state. It is found that a rich variety of phenomena are operative in the transthermal energy regime (about 10 keV/Q to 100 keV/Q) covered by ULECA. Specifically, observations are presented of locally accelerated protons, alpha particles, and heavier ions in the magnetosheath and upstream of earth's bow shock. Preliminary analysis indicates that the behavior of these locally accelerated particles is most similar at the same energy per charge.

Recent work on energetic particle acceleration in the solar wind is reviewed. In particular, it is shown that a statistical mechanism, in which particles interact with magnetosonic waves, may account for particle acceleration in corotating interaction regions, and for the acceleration of the anomalous cosmic-ray component. This mechanism can yield the observed spectra and composition of the accelerated particles.

Analysis of data from our energetic ion composition experiment on ISEE-1 has revealed the presence of substantial fluxes of carbon, oxygen, and heavier ions above 400 keV/nucleon at L values between approximately 2.5 and 4 earth radii. The measured C/O ratio varies systematically from 1.3 at 450 keV/nucleon to 4.1 at 1.3 MeV/nucleon, and no iron is observed above 200 keV/nucleon. These results provide strong evidence for a solar wind origin for energetic ions in the outer radiation belt. The absence of iron and the increase of the carbon-to-oxygen ratio with energy suggest that the condition for the validity of the first adiabatic invariant may have a strong influence on the trapping of these particles.

A plasma mechanism is proposed to explain the dramatic enhancements in He-3 observed in He-3-rich flares. It is shown that a common current instability in the corona may heat ambient He-3(2+) over any other ion and thus may preferentially inject He-3 into the flare acceleration process. This mechanism operates when the abundance of He-4 and heavier elements is larger than normal in the coronal plasma. It may also preferentially heat and thus inject certain ions of iron. The mechanism thus provides a possible explanation for the observed correlation between He-3 and heavy enhancements in He-3-rich flares.
