The Advanced Topographic Laser Altimetry System (ATLAS) onboard the NASA Ice, Cloud and land Elevation Satellite-2 (ICESat-2) is the newest and most recent Earth observing satellite for global elevation studies. The primary objectives for ICESat-2 follow that of its predecessor, ICESat, and focus on providing cryospheric measurements to determine ice sheet mass balance, and monitor both sea ice thickness and extent. However, the global observations support secondary science objectives such as biomass estimation, inland water elevation, sea state height and aerosol concentrations. In all, ATLAS measurements support 7 along-track geophysical products with multiple gridded products to provide regional and global change detection for seasonal and annual cycles. Since the launch of ICESat-2, the instrument has operated nominally and collected more than a trillion measurements. This paper provides an overview of the mission, a description of the operational components that support the altimeter products for science discovery and on-orbit observatory performance.

A pinpoint landing capability will be a critical component for many planned NASA missions to Mars and beyond. Implicit in the requirement is the ability to accurately localize the spacecraft with respect to the terrain during descent. In this paper, we present evidence that a vision-based solution using craters as landmarks is both practical and will meet the requirements of next generation missions. Our emphasis in this paper is on the feasibility of such a system in terms of (a) localization accuracy and (b) applicability to Martian terrain. We show that accuracy of well under 100 meters can be expected under suitable conditions. We also present a sensitivity analysis that makes an explicit connection between input data and robustness of our pose estimate. In addition, we present an analysis of the susceptibility of our technique to inherently ambiguous configurations of craters. We show that probability of failure due to such ambiguity is becoming increasingly small.

Studies of the Earth with the ATS-5, ATS-6, and SCATHA spacecraft led to the development of several simple tools for predicting the potentials to be expected on a spacecraft in the space environment. These tools have been used to estimate the expected levels of worst case charging at Jupiter and Saturn for the Galileo and the Cassini spacecraft missions. This paper reviews those results and puts them in the context of the design issues addressed by each mission including the spacecraft design mitigation strategies adopted to limit differential charging. The model shows that shadowed surfaces in Earth orbit can reach 25 kV or higher in worst case environments. For Galileo, spacecraft- to-space potentials of 900 V were predicted in shadow. Since such potentials could produce possible discharges and could effect low energy plasma measurements, the outer surface of Galileo was designed to rigid conductivity requirements. Even though the surface of Galileo is not entirely conducting, after 27 orbits no adverse effects due to surface charging aside from limited effects on low energy plasma measurements have been reported. The saturnian environment results in spacecraft potentials to space in shadow of 100 V or less. Although the overall surface of the Cassini spacecraft was not entirely conducting and grounded, it is shown that only in the most extreme conditions, is it expected that Cassini will experience any effects of surface charging at Saturn.

A method is described for deriving constrained modes and frequencies from a reduced model based on a subset of the free-free modes plus the residual effects of neglected modes. The method involves a simple modification of the MacNeal and Rubin component mode representation to allow development of a verified constrained (fixed-base) structural model. Results for two spaceflight structures having translational boundary degrees of freedom show quick convergence of constrained modes using a measureable number of free-free modes plus the boundary partition of the residual flexibility matrix. This paper presents the free-free residual flexibility approach as an alternative test/analysis method when fixed-base testing proves impractical.

The paper discusses some of the results of vehicle electrical potential from recent sounding rocket experiments involving charging of a space platform by both electron beam emission and by the application of differential bias between elements of the platform. Conclusions are presented that are applicable to the experimental parameters of the CHARGE-2 and SPEAR-1 payloads. The currents collected by HV biased collectors in the sphere show strong magnetic limiting and are close to the values predicted by Parker and Murphy (1967). No volume breakdown was observed above 100 km altitude by exposing voltages up to 45 kV to the ionosphere in the SPEAR-1 payload. The release of gas at flow rates typical of ACS systems can provide sufficient plasma to electronically neutralize space platforms biased at either positive or negative potentials.

All large spacecraft are susceptible to impacts by meteoroids and pieces of orbiting space debris. These impacts occur at extremely high speeds and can damage flight-critical systems, which can in turn lead to catastrophic failure of the spacecraft. A long-duration spacecraft developed for a mission into this environment must include adequate protection against perforation of pressurized components by such impacts. This paper presents the results of an investigation into the effects of projectile shape and material on the perforation of aluminum dual-wall structural systems. Impact damage is characterized according to the extent of perforation, crater, and spall damage in the structural systems as a result of hypervelocity projectile impact loadings. Analysis of the damage data shows that there are distinct differences in impact damage from cylindrical and spherical projectiles. Projectile density is also found to affect the type and extent of damage sustained by dual-wall structural systems.

The next generation of large, flexible space structures will be too light to support their own weight, requiring a system of structural supports for ground testing. The authors have proposed multiple boundary-condition testing (MBCT), using more than one support condition to reduce uncertainties associated with the supports. MBCT would revise the mass and stiffness matrix, analytically qualifying the structure for operation in space. The same procedure is applicable to other common test conditions, such as empty/loaded tanks and subsystem/system level tests. This paper examines three techniques for constructing the covariance matrix required by nonlinear generalized least squares (NGLS) to update structural models based on modal test data. The methods range from a complicated approach used to generate the simulation data (i.e., the correct answer) to a diagonal matrix based on only two constants. The results show that NGLS is very insensitive to assumptions about the covariance matrix, suggesting that a workable NGLS procedure is possible. The examples also indicate that the multiple boundary condition procedure more accurately reduces errors than individual boundary condition tests alone.

This paper deals with correction of shape distortion due to zero-mean normally distributed errors in structural sizes. The concept of ideal actuators - actuators that can produce any desired displacement field - is introduced. Using this concept, a bound on the possible improvement in the expected value of the root-mean-square shape error is obtained. The shape correction associated with the ideal actuators is also characterized. An actuator effectiveness index is developed by comparing the displacement field generated by the actuator to the ideal. The results are specialized to a simple form for truss structures composed of nominally identical members. The bound and effectiveness index are tested on a 55-m radiometer antenna truss structure. It is found that previously obtained results for optimum actuators had a performance close to the bound obtained here. Also, it is found that large numbers of actuators are needed for large reductions in shape errors. Furthermore, the actuators associated with the optimum design are shown to have high effectiveness indices. Since only a small fraction of truss elements tend to have high effectiveness indices, the use of the effectiveness index can greatly reduce the number of truss members that need to be considered actuator sites.

The development of low-density materials with higher strength and stiffness, and more efficient engine and airframe structures is considered enabling technology for reusable hypersonic vehicles. Advanced structural concepts are required for minimum weight hot structures that will be fully reusable. Key design drivers are maximum heating rate, duration of heating, total heat load, flight envelope and type of propulsion system, mission life requirements, and containment of liquid hydrogen. For hot-structures applications in the range from 600-1800°F, advanced alloys of titanium, titanium and nickel aluminides, and metal-matrix composites are leading candidates because of their high specific properties. For temperatures in excess of 2000°F carbon-carbon and ceramic-matrix composites are the most structurally efficient materials. This paper addresses the technology issues for light weight hot structures, gives brief assessments of the state of the art, presents selected highlights of current research, and identifies areas requiring additional development.

Spacecraft charging phenomena in the cometary environment of Giacobini-Zinner are less dramatic than expected. The potential of the ICE-probe is less than +1V in the vicinity of Giacobini-Zinner, while the potential may rise up to +6V in the solar wind environment. The paper presents results of PIC simulations that show the dominant influence of photoemission (photoelectrons or impact-induced electrons) in the presence of the solar wind core and halo electrons. Secondary electrons are also important in the cometary environment to explain positive potentials.

This paper presents an approach to the simultaneous optimal design of a structure and control system for large flexible spacecrafts based on realistic objective function and constraints. The weight or total cost of structure and control system is minimized subject to constraints on the magnitude of response to a given disturbance involving both rigid-body and elastic modes. A nested optimization technique is developed to solve the combined problem. As an example, simple beam-like spacecraft under a steady-state white-noise disturbance force is investigated and some results of optimization are presented. In the numerical examples, the stiffness distribution, location of controller, and control gains are optimized. Direct feedback control and linear quadratic optimal controls laws are used with both inertial and noninertial disturbing force. It is shown that the total cost is sensitive to the overall structural stiffness, so that simultaneous optimization of the structure and control system is indeed useful.

This paper presents an approach to large-angle rotational maneuvers of a spacecraft-beam-tip body configuration based on nonlinear invertibility and linear feedback stabilization. A control law u sub d is derived for the decoupled control of attitude angles, lateral elastic deflections, slopes due to bending and angular deflection due to torsion at the tip of the beam using torquers and force actuators. For the stabilization of the elastic modes, a linear feedback control law u sub s is obtained based on a linearized model augmented with a servocompensator. Simulation results are presented to show that large slewing and elastic mode stabilization can be accomplished.

The glow on ram surfaces of the Space Shuttle has been reported from a series of photographic observations made during several orbiter missions. These measurements have shown that the spectrum of the glow is a continuum, has a spectral peak at 680 nm, and the brightness decreases with altitude. The spectrum has been tentatively identified as the nitrogen dioxide continuum and follows the interaction of adsorbed nitric oxide with ramming atmospheric oxygen. In this paper the variation of the glow brightness among several different Shuttle flights is reexamined and it is shown that a major contributing factor to glow brightness is probably the temperature of the rammed surface. The derived temperature dependence is also consistent with the Atmospheric Explorer-C satellite 'red' glow intensity data.

This paper describes the design of a precision pointing control system for the Space Infrared Telescope Facility (SIRTF). Mission requirements and their impact on control system design are discussed along with the original features of the control strategy. Simulation of the total system is described, and the most significant results are presented.

The flight segment of the Active Magnetospheric Particle Tracer Explorers (AMPTE) Program consisted of three separate spacecraft which were launched 'piggyback' into orbit aboard a Delta 3924 launch vehicle, from Cape Canaveral, FL, on August 16, 1984. The three spacecaft are the Charge Composition Explorer (CCE), built for NASA by the Applied Physics Laboratory of the Johns Hopkins University (APL/JHU); the Ion Release Module (IRM), built in the Federal Republic of Germany; and the United Kingdom Subsatellite (UKS), built in the United Kingdom. This paper describes the CCE Spacecraft design, development, and early performance in orbit.

Many large space structures, such as large antennas, have to maintain a fairly exact shape to operate satisfactorily. Such structures require active and passive controls to maintain their accurate shape under disturbances. The present paper is concerned with optimum placement of controls for correcting static deformations. Both force actuators and heaters are considered for controls. A formulation of design against the worst disturbance is derived. A beam example is employed to demonstrate the procedure.
