European Union's vulnerability to climate change stretches far beyond its borders because many of its economic sectors, such as meat and dairy, use raw materials sourced from far afield. Cross-border climate vulnerability is a relatively new subject in scientific literature, while of high societal and economic relevance. We quantify these climate vulnerabilities with a focus on drought risk and assessed them for 2030, 2050, 2085 and for RCP 2.6 and 6.0 climate scenarios. Here we find that more than 44% of the EU agricultural imports will become highly vulnerable to drought in future because of climate change. The drought severity in production locations of the agricultural imports in 2050 will increase by 35% compared to current levels of drought severity. This is particularly valid for imports that originate from Brazil, Indonesia, Vietnam, Thailand, India and Turkey. At the same time, imports from Russia, Nigeria, Peru, Ecuador, Uganda and Kenya will be less vulnerable in future. We also report that the climate vulnerabilities of meat and dairy, chocolate (cocoa), coffee, palm oil-based food and cosmetic sectors mainly lie outside the EU borders rather than inside.

Various transboundary river basins are facing increased pressure on water resources in near future. However, little is known ab out the future drivers globally, namely, changes in natural local runoff and natural inflows from upstream parts of a basin, as well as local and upstream water consumption. Here we use an ensemble of four global hydrological models forced by five global climate models and the latest greenhouse-gas concentration (RCP) and socioeconomic pathway (SSP) scenarios to assess the impact of these drivers on transboundary water stress in the past and future. Our results show that population under water stress is expected to increase by 50% under a low population growth and emissions scenario (SSP1-RCP2.6) and double under a high population growth and emission scenario (SSP3-RCP6.0), compared to the year 2010. As changes in water availability have a smaller effect when water is not yet scarce, changes in water stress globally are dominated by local water consumption-managing local demand is thus necessary in order to avoid future stress. Focusing then on the role of upstream changes, we identified upstream availability (i.e., less natural runoff or increased water consumption) as the dominant driver of changes in net water availability in most downstream areas. Moreover, an increased number of people will be living in areas dependent on upstream originating water in 2050. International water treaties and management will therefore have an increasingly crucial role in these hot spot regions to ensure fair management of transboundary water resources., (©2020. Despite advances in drought early warning systems, forecast information is rarely used for triggering and financing early actions, such as cash transfer. Scaling up cash transfer pay-outs, and overcoming the barriers to actions based on forecasts, requires an understanding of costs resulting from False Alarms, and the potential benefits associated with appropriate early interventions. On this study, we evaluate the potential cost-effectiveness of cash transfer responses, comparing the relative costs of ex-ante cash transfers during the maize growing season to ex-post cash transfers after harvesting in Kenya. For that, we developed a forecast model using Fast-and Frugal Trees that unravels early warning relationships between climate variability, vegetation coverage, and maize yields at multiple lead times. Results indicate that our models correctly forecast low maize yield events 85% of the time across the districts studied, some already six months before harvesting. The models' performance improves towards the end of the growing season driven by a decrease of 29% in the probability of False Alarms. Overall, we show that timely cash transfers ex-ante to a disaster can often be more cost-effective than investing in ex-post expenditures.
