Purpose: The Government of India offers various schemes for various classes of citizens. Most of the application forms of schemes to be filled are in English and it is observed that monolingual individuals find it difficult to access and fill the forms. This paper addresses the challenges faced by monolingual individuals in India, particularly the elderly, people with impairments, and those from marginalized communities. The proposed work is to create an interactive system called "Dhvani" voicebot, specifically designed for the Kannada language. It helps users in identifying suitable government schemes and fills forms in English., Materials and Methods: The proposed system is developed using the RASA chatbot framework and NLP techniques to comprehend user utterances. RNN and SVM algorithms are employed to ensure smooth conversation flow and interaction with the users. To enhance scheme suggestion accuracy, a knowledge graph is created, containing relevant data on government schemes., Results: The intent classification model achieves an accuracy of 97%, indicating its ability to accurately understand user intentions. The integration of a knowledge graph improves the accuracy of scheme identification and suggestion to users. The system automates the process of filling out government scheme forms based on user inputs., Conclusion: Dhvani voicebot system presents a practical solution to address the challenges faced by monolingual individuals in accessing government schemes in India. The high accuracy of intent classification and the use of a knowledge graph contribute to the system's effectiveness. The study suggests that this system can be extended to other languages.

Snakebite poses a significant health threat in numerous tropical and subtropical nations, with around 5.4 million cases reported annually, which results in 1.8-2.7 million instances of envenomation, underscoring its critical impact on public health. The 'BIG FOUR' group comprises the primary committers responsible for most snake bites in India. Effective management of snakebite victims is essential for prognosis, emphasizing the need for preventive measures to limit snakebite-related deaths. The proposed initiative seeks to develop a transfer learning-based image classification algorithm using DenseNet to identify venomous and non-venomous snakes automatically. The study comprehensively evaluates the image classification results, employing accuracy, F1-score, Recall, and Precision metrics. DenseNet emerges as a potent tool for multiclass snake image classification, achieving a notable accuracy rate of 86%. The proposed algorithm intends to be incorporated into an AI-based snake-trapping device with artificial prey made with tungsten wire and vibration motors to mimic heat and vibration signatures, enhancing its appeal to snakes. The proposed algorithm in this research holds promise as a primary tool for preventing snake bites globally, offering a path toward automated snake capture without human intervention. Determining the causality of Adverse Drug Reactions (ADRs) is essential for management and prevention of future occurrences. The WHO-Uppsala Monitoring Centre (UMC) system is recommended under the Pharmacovigilance Program of India whereas Naranjo's algorithm is commonly utilized by clinicians, but their agreement remains a subject of investigation. This study aims to compare the inter-rater agreement between these two scales for causality assessment of ADRs. In this cross-sectional study, two groups of pharmacovigilance experts were given a set of total 399 anonymized individual case safety reports, collected over six months. The raters were blinded to each other's assessments and applied the WHO-UMC system and Naranjo algorithm to each case independently. Inter-rater agreement was then evaluated utilizing Cohen's kappa. The suspected ADRs were also comprehensively analysed on parameters like age, sex, route of administration, speciality, organ system affected, most common drug categories and individual drugs, outcome of ADRs. Analysis of 399 suspected ADRs revealed that mean age of patients was 36.8 ± 18.0 years, females were more frequently affected, highest proportion of reports were from psychiatry inpatients, seen with antipsychotic drugs, involved the central nervous system, with oral administration, and 91% resolved. On causality assessment by the WHO-UMC system, 53.3% were "Certain" whereas Naranjo's algorithm categorized 96.74% of ADRs as "Probable". Cohen's kappa showed a "Minimal" agreement (0.22) between WHO-UMC and Naranjo system of causality assessment. Neural Style Transfer (NST) has been a widely researched topic as of late enabling new forms of image manipulation. Here we perform an extensive study on NST algorithms and extend the existing methods with custom modifications for application to Indian art styles. In this paper, we aim to provide a comprehensive analysis of various methods ranging from the seminal work of Gatys et al which demonstrated the power of Convolutional Neural Networks (CNNs) in creating artistic imagery by separating and recombining image content and style, to the state of the art image-to-image translation models which use Generative Adversarial Networks (GANs) to learn the mapping between two domain of images. We observe and infer based on the results produced by the models on which one could be a more suitable approach for Indian art styles, especially Tanjore paintings which are unique compared to the Western art styles. We then propose the method which is more suitable for the domain of Indian Art style along with custom architecture which includes an enhancement and evaluation module. We then present evaluation methods, both qualitative and quantitative which includes our proposed metric, to evaluate the results produced by the model.

This paper proposes a blend of three techniques to select COVID-19 testing centers. The objective of the paper is to identify a suitable location to establish new COVID-19 testing centers. Establishment of the testing center in the needy locations will be beneficial to both public and government officials. Selection of the wrong location may lead to lose both health and wealth. In this paper, location selection is modelled as a decision-making problem. The paper uses fuzzy analytic hierarchy process (AHP) technique to generate the criteria weights, monkey search algorithm to optimize the weights, and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method to rank the different locations. To illustrate the applicability of the proposed technique, a state named Tamil Nadu, located in India, is taken for a case study. The proposed structured algorithmic steps were applied for the input data obtained from the government of India website, and the results were analyzed and validated using the government of India website. Diabetic retinopathy (DR) is an eye disease, which affects the people who are all having the diabetes for more than 10 years. The ophthalmologist identifies when the dilated eye exam causes severe in any one of the following deviations in the retina: changes in blood vessels, leaking blood vessels, newly grown blood vessels, swelling of the macula, changes in the lens, and damages to the nerve tissue. It can eventually lead to vision loss. The early detection of DR prevents the cause of blindness. In this paper, we propose the retinal image segmentation and extraction of blood vessels by morphological processing, thresholding, edge detection, and adaptive histogram equalization. For the automatic diagnosis of DR from the fundus image, we also developed a network with the convolutional neural network architecture for accurately classifying its severity. By using high-end graphical processor unit (GPU), we trained this network on the publicly available dataset such as DRIVE, DIARETDB0, and DIARETDB1_v1, and the images collected from the Aravind Eye Hospital, Coimbatore, India. Our proposed CNN achieves a sensitivity of 98%, a specificity of 93%, and an accuracy of 96.9% containing a database of 854 images.

Retinal image registration is a necessary step in diagnosis and monitoring of Diabetes Retinopathy (DR), which is one of the leading causes of blindness. Long term diabetes affects the retinal blood vessels and capillaries eventually causing blindness. This progressive damage to retina and subsequent blindness can be prevented by periodic retinal screening. The extent of damage caused by DR can be assessed by comparing retinal images captured during periodic retinal screenings. During image acquisition at the time of periodic screenings translation, rotation and scale (TRS) are introduced in the retinal images. Therefore retinal image registration is an essential step in automated system for screening, diagnosis, treatment and evaluation of DR. This paper presents an algorithm for registration of retinal images using orthogonal moment invariants as features for determining the correspondence between the dominant points (vessel bifurcations) in the reference and test retinal images. As orthogonal moments are invariant to TRS; moment invariants features around a vessel bifurcation are unaltered due to TRS and can be used to determine the correspondence between reference and test retinal images. The vessel bifurcation points are located in segmented, thinned (mono pixel vessel width) retinal images and labeled in corresponding grayscale retinal images. The correspondence between vessel bifurcations in reference and test retinal image is established based on moment invariants features. Further the TRS in test retinal image with respect to reference retinal image is estimated using similarity transformation. The test retinal image is aligned with reference retinal image using the estimated registration parameters. The accuracy of registration is evaluated in terms of mean error and standard deviation of the labeled vessel bifurcation points in the aligned images. The experimentation is carried out on DRIVE database, STARE database, VARIA database and database provided by local government hospital in Pune, India. This paper presents the machine learning based machine translation system for Hindi to English, which learns the semantically correct corpus. The quantum neural based pattern recognizer is used to recognize and learn the pattern of corpus, using the information of part of speech of individual word in the corpus, like a human. The system performs the machine translation using its knowledge gained during the learning by inputting the pair of sentences of Devnagri-Hindi and English. To analyze the effectiveness of the proposed approach, 2600 sentences have been evaluated during simulation and evaluation. The accuracy achieved on BLEU score is 0.7502, on NIST score is 6.5773, on ROUGE-L score is 0.9233, and on METEOR score is 0.5456, which is significantly higher in comparison with Google Translation and Bing Translation for Hindi to English Machine Translation.

The prediction of streamflow is required in many activities associated with the planning and operation of the components of a water resources system. Soft computing techniques have proven to be an efficient alternative to traditional methods for modelling qualitative and quantitative water resource variables such as streamflow, etc. The focus of this paper is to present the development of models using multiple linear regression (MLR), artificial neural network (ANN), fuzzy logic and decision tree algorithms such as M5 and REPTree for predicting the streamflow at Kasol located at the upstream of Bhakra reservoir in Sutlej basin in northern India. The input vector to the various models using different algorithms was derived considering statistical properties such as auto-correlation function, partial auto-correlation and cross-correlation function of the time series. It was found that REPtree model performed well compared to other soft computing techniques such as MLR, ANN, fuzzy logic, and M5P investigated in this study and the results of the REPTree model indicate that the entire range of streamflow values were simulated fairly well. The performance of the naïve persistence model was compared with other models and the requirement of the development of the naïve persistence model was also analysed by persistence index.

Entomological and epidemiological data of Lymphatic Filariasis (LF) was collected from 120 villages of four districts of Andhra Pradesh, India. Self-Organising Maps (SOMs), data-mining techniques, was used to classify and prioritise the endemic zones of filariasis. The results show that, SOMs classified all the villages into three major clusters by considering the data of Microfilaria (MF) rate, infection, infectivity rate and Per Man Hour (PMH). By considering the patterns of cluster, appropriate decision can be drawn for each parameter that is responsible for disease transmission of filariasis. Hence, SOM will certainly be a suitable tool for management of filariasis. The detailed application of SOM is discussed in this paper.

In order to evaluate and report the personal doses in terms of personal dose equivalent, the performance of the CaSO(4):Dy based thermoluminescence dosemeter (TLD) badge used for countrywide personnel monitoring in India is investigated using monoenergetic and narrow spectrum radiation qualities equivalent to those given in ISO standards. Algorithms suitable for evaluating H(p)(10) and H(p)(0.07) within +/- 30 % are developed from the responses of dosemeter elements/discs under different filters for normal as well as angular irradiation conditions using these beams. The algorithm is tested for TLD badges irradiated to mixtures of low- and high-energy ((137)Cs) beams in various proportions. The paper concludes with the results of test of algorithm by evaluation of badges used in the IAEA/RCA intercomparison studies and discussion on inherent limitations.

The presence of microcalcifications in breast tissue is one of the most incident signs considered by radiologist for an early diagnosis of breast cancer, which is one of the most common forms of cancer among women. In this paper, the Genetic Algorithm (GA) is proposed for automatic look at commonly prone area the breast border and nipple position to discover the suspicious regions on digital mammograms based on asymmetries between left and right breast image. The basic idea of the asymmetry approach is to scan left and right images are subtracted to extract the suspicious region. The proposed system consists of two steps: First, the mammogram images are enhanced using median filter, normalize the image, at the pectoral muscle region is excluding the border of the mammogram and comparing for both left and right images from the binary image. Further GA is applied to magnify the detected border. The figure of merit is calculated to evaluate whether the detected border is exact or not. And the nipple position is identified using GA. The some comparisons method is adopted for detection of suspected area. Second, using the border points and nipple position as the reference the mammogram images are aligned and subtracted to extract the suspicious region. The algorithms are tested on 114 abnormal digitized mammograms from Mammogram Image Analysis Society database.

There are printed artistic documents where text lines of a single page may not be parallel to each other. These text lines may have different orientations or the text lines may be curved shapes. For the optical character recognition (OCR) of these documents, we need to extract such lines properly. In this paper, we propose a novel scheme, mainly based on the concept of water reservoir analogy, to extract individual text lines from printed Indian documents containing multioriented and/or curve text lines. A reservoir is a metaphor to illustrate the cavity region of a character where water can be stored. In the proposed scheme, at first, connected components are labeled and identified either as isolated or touching. Next, each touching component is classified either straight type (S-type) or curve type (C-type), depending on the reservoir base-area and envelope points of the component. Based on the type (S-type or C-type) of a component two candidate points are computed from each touching component. Finally, candidate regions (neighborhoods of the candidate points) of the candidate points of each component are detected and after analyzing these candidate regions, components are grouped to get individual text lines.
