[Purpose/significance] This paper aims at getting a comprehensive understanding for the quantity and OA ratio of OA papers, and making a preliminary evaluation of these papers. [Method/process] In this paper, we utilized Web of Science Core Collection as the data source and took the four dimensions: publication years, research areas, countries/territories and organizations. We investigated papers published in high-quality academic journals that recorded in WoS from 2002 to 2016. Then, we analyzed and interpreted the changes and trends of OA papers. Finally, we took Nature as an example and analyzed the quality of OA papers from the perspective of citation per paper and highly-cited papers proportion. [Result/conclusion] The number of OA papers in the world have been increasing year by year, especially in China. Chinese Academy of Sciences (CAS) is the institution which has the largest number of papers recorded in WoS, the number of OA papers took the first place in 2016, but the OA ratio still lagged behind major European and American institutions. The OA practice in the field of biological and medical sciences is superior to other research fields.

[Purpose / significance] Nowadays, the Internet has become an important way for users to obtain and share health information. Analyzing the search behavior of network health information can grasp the development trend of future research, and provide reference for improving the quality of network health information and service satisfaction. [Method / process]This paper reviewed the literature related to online health information search at home and abroad. Firstly, it evaluated the theoretical models that affect the individual information search behavior, and then classified the research perspectives. It systematically analyzed the factors that affect the user's online health information search behavior from four aspects: individual demographic characteristics, psychological characteristics, health platform and task types. [Result / conclusion]Combined with the results of literature review, according to the current research situation, from the four perspectives of method innovation, media selection, variable exploration and case combination, this paper gives the aspects worthy of in-depth study in the future.

[Purpose/significance] The purpose of this paper is to provide the best engineering practice for the construction of knowledge management in ship research institutes.[Method/process] Firstly, this paper briefly analyzed the present situation and characteristics of the knowledge management in the ship research Institute, and then put forward the methods of solving the problem. By analyzing the process of research and the process of knowledge management, a general model of knowledge management system was designed, including the model of knowledge asset base, the model of knowledge management platform and the model of knowledge operation system.Finally, the validity and adaptability of the knowledge management model were verified by applying it to a ship scientific research institution. [Result/conclusion] By applying this model to a certain type of domain, the efficiency of knowledge production and use is improved effectively, and the research cost is reduced.

[Purpose/significance] From the perspective of SOR, this paper explores the causes of the discontinuance intention of mobile online games, expands the research field of discontinuance theory, and provides some advice for the maintenance in mobile game users. [Method/process] Based on the SOR model, this paper constructed a model of the influencing factors of mobile online game discontinuance intention. 251 valid data were collected by online questionnaire and analyzed with SPSS and SmartPLS, and an empirical test on the model were conducted. [Result/conclusion] Information overload, game quality and switching cost have a significant positive impact on emotional exhaustion, while social overload has no significant effect on emotional exhaustion, emotional exhaustion has a significant positive impact on discontinuance intention.

[Purpose/significance] Mobile reading has become a new trend of national reading, while the willingness of users to pay for reading is generally not high. In order to promote the long-term healthy development of the mobile reading industry and improve users' willingness to pay, it is necessary to study the factors that affect users' willingness to pay. [Method/process] Based on the theory of VAM, this paper drew lessons from flow theory, perceived trust theory and perceived risk theory, combined with the characteristics of mobile reading, added social impact variables and user copyright awareness variables, then this paper used questionnaire survey to understand users' willingness to pay for mobile reading, and the collected data were analyzed to find out the main factors that influence the mobile reading users' payment.[Result/conclusion] The research conclusions of this paper are as follows: perceived interest and perceived usefulness have a positive impact on perceived value, while perceived cost has a negative impact on perceived value, thus influencing users' willingness to pay. Perceived value is the main factor influencing users' willingness to pay, and perceived usefulness, perceived risk, social influence and copyright awareness all have a direct impact on users' willingness to pay for mobile reading.

[Purpose/significance]This paper introduces the basic information of IFLA Knowledge Management Section and its works in recent years, and looks forward to the application prospect and future development of knowledge management from the industry perspective. [Method/process]Through the review of 2017-2019 IFLA Knowledge Management Section's meetings and case analysis, this paper introduced the specific works of Knowledge Management Section and the future development prospects of knowledge management. [Result/conclusion]The IFLA Knowledge Management Section has made great contributions to increasing the impact of knowledge management, and in the future we should boldly introduce knowledge management into libraries, and make it an active theory, then continue to grow the theory of knowledge management through more discipline crossover and collaboration.

[Purpose/significance] To realize a panoramic view of the status of foreign network public opinion research, and to lay an important foundation for the domestic network public opinion research and network public opinion governance practice. [Method/process] Based on Web of Science database, taking the foreign research literature related the network public opinion in recent 17 years as the sample, this paper applies the bibliometrics method and Cite Space V, a visualized knowledge network analysis tool, to make an in-depth exploration of the current situation, research base, hot topics, etc. of foreign studies on network public opinion. [Result/conclusion] The results show: during the past seventeen years, the number of academic papers on network public opinion is mainly characterized by a sharp upward trend; the research foundation focuses on the “antecedents” of public opinion (agenda setting, framework analysis), the formation of public opinion “process” (silent spiral, RAS model), and the “consequences” of network public opinion (political participation, government trust); hot topics include the determinants of online public opinion, monitoring and analysis of online public opinion, and the influence of online public opinion on public political participation. Finally, based on the foreign research of public opinion, this paper gives some suggestions to study online public opinion.

[Purpose/significance] By analyzing the path of thematic evolution of literature resource guarantee system in China, this paper provides references for reconstructing literature resource guarantee system in China.[Method/process]This paper used LDA model to cluster the collected documents. Firstly, it used the time period as the basis of division, drew the co-occurrence network of topic words, and explored the interactions between topics. Then the paper determined the evolution path within each subject by similarity calculation and showed it in the form of visualization by drawing Sankey diagram. [Result/conclusion] The study finds that all the relevant themes of literature resource guarantee system in China have basically appeared around 2000. The topic mainly includes two categories of resources and institutions, which are greatly influenced by computer technology and national policy. The corresponding countermeasures and suggestions are given for these two categories of topics.

[Purpose/significance] From the perspective of inter-institutional cooperation, this paper explores the cross-border synergy of library related interests and combines the development and deployment process of the next-generation library service platform LSP to study how libraries can adapt to the service upgrades under the new situation. [Method/process] Firstly, this paper put forward the concept of cross-border collaboration, analyzed the collaboration subjects and characteristics, summarized the cross-border collaboration mechanism in LSP construction, analyzed the elements of this mechanism, takes the FOLIO project deployment of Duke University Library as an example to show the actual operation of this mechanism, and discussed its enlightenment, reference and the future development trend. [Result/conclusion] LSP will have a far-reaching impact on the service mode of the next generation library. There is a cross-border collaboration mechanism in the process of LSP development, which is common in the platform development of microservice architecture. When developing LSP, domestic libraries should improve the organizational structure and coordination mechanism, build multiple participation channels to ensure library service innovation and resource sharing, formulate various standards and specifications, deepen technical cooperation, and give sufficient human resources to support the implementation of domestic FOLIO.

[Purpose/significance] The research on the users’ purchasing behavior of live broadcast E-commerce is of great significance for the development of live broadcast E-commerce, which is conducive to the targeted adjustment and improvement of live broadcast strategy. [Method/process] This paper studies the influencing factors of users' purchasing behavior of live broadcast E-commerce, constructs an index system from four aspects of anchor ability, commodity information, user attribute, and comprehensive ability of live broadcast team, and draws a conclusion with an example. Through the release of questionnaires and expert consultation to collect data, this paper uses fuzzy comprehensive evaluation method for the first evaluation of all levels of indicators, then uses analytic hierarchy process for pairwise comparison, builds a matrix, gets the final weight, and accurately analyzes the influencing factors of users’ purchasing behavior. [Result/conclusion] Credibility of commodity information and comprehensiveness of commodity display are the first major factors of affecting users’ purchasing behavior. Under segmentation, the most important factors are commodity quality, information detail level and online reputation, follow by the professional ability of the anchor. There are great differences between users of different ages which influenced by anchors with different social identities, and real-time comment interaction is easier to promote user consumption. The continuous penetration of online shopping in the public makes the audience of middle and old users watching live broadcast E-commerce expand gradually, and has a strong development potential.

[Purpose/significance] Interdisciplinary research is conducive to solving social problems, generating frontiers of scientific research, producing major scientific breakthroughs and promoting scientific innovation, is also the need of disciplinary development. However, the current talent evaluation model of classified catalogue of subject journals in Chinese universities has prevented achievements of interdisciplinary research from being comprehensively evaluated, and then influences the evaluation of scholars with relevant achievements. [Method/process] Taking Professor X in Mechanical Engineering School of Southwest Jiaotong University as an example, from the two perspectives of the graded catalog in school journals and the disciplinary direction of papers, this paper analyzed the distribution of disciplinary and institute of the scholar papers, and revealed the contradiction between the graded catalog of traditional journals and the evaluation of interdisciplinary research achievements.[Result/conclusion]This paper proposes suggestions of adopting better evaluation methods of interdisciplinary journals, setting up multi-dimensional and flexible evaluation methods, conducting collaborative multidisciplinary evaluations and establishing interdisciplinary evaluation panels.

[Purpose/significance] From the perspective of complex networks, the development and evolution characteristics of regional patents in the field of patentee cooperation and patent applications are studied, this paper provides some reference for research methods of regional patents. [Method/process] Based on invented patent information from 1985 to 2020 in Yangzhou area, this paper researched the development and evolution of regional patents by using complex network method, and got respective results of patentee cooperation networks and the IPC technology classification cooperation network of three periods, such as degree distribution of networks, node-pair degree distribution, act-size distribution, clustering coefficient and the homogeneity. [Result/conclusion] Through the analysis of statistical results, this study finds that the cooperation between patentees has not been increased with the growth of the network (patent application volume), and under different periods, there are independent patent holders of most patents. Viewed from the IPC technology classification cooperation network, the vast majority of patents cover two IPC technology fields (according to the IPC classification number category), the intersection of technology field of patents also did not strengthen with the development of the network. In addition, the project size of the IPC technology classification cooperation network shows a power law distribution at different times in the development of the network, that is, according to the IPC classification number category, the number of patents contained in each IPC classification number indicates that most patents are concentrated on a small number of IPC technology fields.

[Purpose/significance] With the continuous development of the VR industry in recent years, research in this area has also begun to increase. In this paper, through the research of College Students' purchase intention under VR marketing mode, factors such as personal preference are added on the basis of predecessors' research, to supplement the relevant research of online shopping mode, and to provide recommendations for merchants using VR marketing. [Method/process] Based on the technology acceptance theory, this paper built a model of factors that influence College Students' willingness to purchase when they shop online, and used SPSS and AMOS to test the model from the perspective of consumers' personal and social perspectives and draw conclusions. [Result/conclusions] It is found that perceived pleasure and social norms have a significant positive impact on perceived ease of use, perceived ease of use has a significant positive relationship with college students' purchase intention in online shopping, credit preference and attention preference have a significant positive correlation with college students' purchase intention in online shopping, and perceived risk has a significant positive correlation with purchase intention.

[Purpose /significance] The network rumors seriously influent the spread of normal information on the internet. The purpose of this paper is to construct a sensitive lexicon on microblog rumors and to improve the recognition accuracy of the network rumors. [Method/process]According to the characteristics of microblog’s short text on social networking platforms, this paper focuses on construction of the microblog sensitive thesaurus, which is built up through LBCP algorithm and extension of multiple level words. At first, the method directly extracts words through LBCP algorithm, which considers the cohesion and polymerization of rumor words. And then, based on the core words, multiple level words are expanded to get sensitive thesaurus. [Result/conclusion] In addition to the features of the text, user characteristics, propagation characteristics, emotional analysis, and rumor features based on sensitive thesaurus are exploited. Experimental results show that the accuracy of microblog’s rumor recognition can be improved greatly based on sensitive thesaurus.

[Purpose/significance] An essential part of special collections department’s work is to routinely update metadata that is unique to special collections: Paper, Printing, Genre, Binding and Provenance Evidence, etc. Librarians can frequently encounter books with an only vague recording of its history before collected into the repository in university libraries. [Method/process] This paper introduced the case of collecting, analyzing and utilizing the stamp and signature information of single volume and books in Fudan University Library. In addition, the data mining was carried out for the stamp and signature without records. [Result/conclusion] Throughsmall sample tests, the researcher has proved the attempt successful using sample data. The basic designing of the database and work process is also illustrated.

[Purpose/significance] In the era of mobile internet, people expect to acquire knowledge services through mobile terminals, and the mobile institutional repository is an important carrier and channel. As an office tool for internal communication, enterprise Wechat gradually integrates into the Wechat ecosystem and is applied by more units and organizations. [Method/process] Taking the construction of mobile institutional repository of China Academy of Information and Communications Technology (hereinafter referred to as “CAICT”) as an example, this paper analysed the application requirement, put forward the construction mode of “Enterprise Wechat + Web APP”, introduced in detail the process of system design and realization of main functions, and analysed the system effect and experience summary. [Result/conclusion] Starting from individual practice, this paper explores the mode of "Enterprise Wechat + Web APP" to build Mobile Institutional Repository, which is fast release, easy to use, high efficiency, low cost, universal and replicable, and has certain reference significance for other knowledge service organizations.

[Purpose/significance] Academicians are the main and elite force to promote the development of science and technology in China, the research on its growth rule and development history has great significance for the discovery and cultivation of talents in China. [Method/ process] By the CV analysis method, this paper comprehensively collected information on academicians, and carried out the quantitative research on the temporal and spatial characteristics, academic structure characteristics of the academician group. [Result/conclusion] This paper explores the basic characteristics and the factors affecting the achievement of academician group. Then, it puts forward the rationalization suggestions for talent training in the new era.

[Purpose/significance] Based on the open data related to scientific and technological innovation, this paper establishes the evaluation system and index for public entrepreneurship and innovation of the cities in China. [Method/process] By the machine learning algorithm, this paper established the Double-Innovation rank of domestic cities, and analyzed the Double-Innovation ability of the cities through various indicators and urban agglomeration characteristics. [Result/conclusion] The results show that the level of Double-Innovation in our country is closely related to economic resources, talent pool and policy environment. Beijing continues to lead Chinese dual-development, and the regional central cities are closely following it, these cities have their own advantages, and the development gap among them is small. The shortcomings of each city are also very clear. How to make reasonable countermeasures against their respective shortcomings, make up for the weaknesses, is the basis for the continuous development of urban innovation.

[Purpose/significance] Based on the research fronts module in ESI database and the research fronts in the field of nutrition selected by domain expert, this paper uses the bibliometrics methods analyzes the competitive advantages of key countries and reveals the contribution and influence of China in the research fronts of global nutrition.[Method/process]By the methods of information retrieval and expert screening, 129 research fronts in the field of nutrition were identified from 9256 ESI research fronts, and these research fronts were divided into 6 research directions. Then, by analyzing the core papers and the citing papers of each group, each country’s share of core papers, share of cited papers and share of cited frequency of core papers were calculated. Finally, based on the above works, the key country’s activity, contribution and impact in the nutrition field were identified. [Result/conclusion] Further analysis of research fronts shows that USA is in a leading position in the field of nutrition. Chinese performance is also significant, but there is still a gap with the United States. Meanwhile, the analysis reveals that there is great potential for China, although the current research development of nutrition in China is not balanced. This Study suggests that the collaborated work between information analysts and domain experts enables a better use of scientometrics. Through the analytical results, we are able to better understand the research status, identify the development trend, demonstrate the competitive advantages of key countries, and accelerate the sustainable development of the studied discipline.

[Purpose/significance]The purpose of this paper is to promote the science museum to play its role of social education and publicity through the sustainable development research of intelligent interactive exhibition, and to provide important reference for the library to enhance its comprehensive service function. [Method/process] This paper combed the function definition and effects of intelligent interactive exhibition, compared it with other education forms and summarized the ways of interaction. Then, we expounded the current development situation of Chinese and foreign intelligent interactive exhibition, and made a comparative analysis of the development process, theoretical research, functional effect and innovative concept of intelligent interactive exhibition in Chinese and foreign science and technology museums, and found out the existing problems in the development of intelligent interactive exhibition in China. [Results/conclusions] After exploring the deep-seated reasons behind the low popularity of intelligent interactive exhibitions in Science Museums , it is recommended that the manager of science and technology museum should consider the complete scene that audiences visit science and technology museum; informal education of science and technology museum must be closely integrate with the formal education, to realize linkage resource sharing; By optimizing the current mode of intelligent interactive exhibition, the enthusiasm of UGC will be encouraged to the greatest extent, and the originality and universality of high-quality intelligent interactive exhibition will be gradually enhanced, so as to promote the popularization of scientific knowledge and the improvement of public scientific literacy.

[Purpose/significance] Internet donation is a new type of charitable donation mode emerging in the “Internet+” era. However, due to its anonymity and concealment, there are serious information asymmetry between participatingsubjects. [Method/process] From the perspective of the three-side dynamic evolutionary game, the paper constructed a game model for three parties involved in internet donation: the donation subject, the internet donation platform and the donor, analyzed the evolution trend of each party’s strategy, mutual influence and evolutionary equilibrium. [Results/conclusions] If appropriate measures are taken to control the value of certain parameters, then the donation subject will publish real information, the internet donation platform will not verify the information, and the donor donating will be the evolutionarystable strategy. The decision-making behavior of multi-players affects the healthy development of internet donation, therefore, this paper puts forwards the interaction and coordination mechanism of multi-party cooperation to build social trust, to establish a good trust system and work together to resolve the trust crisis of internet donations.

[Purpose/significance] The lack of entrepreneurial ability of college students is an important factor restricting their entrepreneurship. From the Perspective of knowledge evolution, this paper analyzes the reasons for the lack of creativity in entrepreneurial activities and puts forward suggestions, which is of great significance to the construction of entrepreneurial education system for college students. [Method/process] Based on the theory of knowledge evolution, this paper interpreted the evolutionary characteristics, evolutionary patterns and the stimulation of the external environment of college students’ entrepreneurial knowledge. And then, from four aspects of individual, external environment, subject system and education mode, this paper analyzed the factors that restrict the growth of college students’ entrepreneurial ability from the perspective of knowledge evolution. [Result/conclusion] From the view of cultivating college students’ entrepreneurial knowledge, this paper puts forward four reform measures: strengthening the learning environment of college students’ entrepreneurial knowledge, providing interdisciplinary knowledge supply, introducing social practice resources, and pushing forward the reform of education system. It also puts forward some countermeasures and suggestions for colleges and universities to promote entrepreneurial education.

[Purpose/significance] The paper aims to examine the dynamic nature of tacit knowledge sharing and further explore the internal mechanism of interpersonal trust on knowledge workers’ tacit knowledge contribution willingness. [Method/process] By subdividing the tacit knowledge sharing into two dimensions of knowledge acquisition and knowledge contribution to examine the dynamic nature of tacit knowledge sharing, and based on the assumption of happiness, a mediated nonrecursive model was constructed from the perspective of sense of cognitive well-being. Meanwhile, using survey data of 350 knowledge workers from the Jiaodong peninsula in Shandong, this paper conducted an empirical analysis.[Result/conclusion]The result shows that there is a relationship of mutual interaction and integration between tacit knowledge contribution and acquisition willingness; interpersonal trust has significant positive effect on sense of cognitive well-being; sense of cognitive well-being partly mediates the positive influence of interpersonal trust on tacit knowledge contribution and tacit knowledge acquisition willingness.

[Purpose/significance] The existing text representation and classification algorithms are combined, and a combination mode of low complexity and less training time is selected to construct an optimization model for the classification of emotional texts of commodity reviews. [Method/process] Firstly, this paper took the Keras API as an application environment, input Word2vec word vector into Embedding embedded layer. Then, based on sentence word index sequence, three kinds of commodity comment text representation were realized by controlling the trainable parameter. Finally，in this paper, different text representations were matched with different classification algorithms, differences in classification effects were analyzed, and the better combination of algorithms was established. [Result/conclusion] The text representation method which is continued training by Inputting Word2vec Word Vector into Embedding embedded Layer, combined with the TextCNN algorithm establishes the classification model. It performs better on the product review test set. Its accuracy and ROC curve area AUC values are 94.02% and 0.9827, respectively. The application shows that the classification model can better realize the emotional classification of commodity reviews and has better classification generalization ability.

[Purpose/significance] Through a brief description of the service practical experience of Tongji University's institutional repositories, the service methods of the institutional repositories were discussed. [Method/process] This paper introduced in detail the characteristic service mode and service effect based on the needs of scientific research information management, and summarized the factors that need to be considered in the construction of the institutional repository, including: data quality, usage details, and publicity methods. [Results/conclusion] This paper discussed the future development trend of institutional repositories, such as extended services for new search and citation, and extended services for mobile use.

［Purpose/significance］This paper aims to explore the diversity of keywords and title segmentation words, the differences of the knowledge mappings drawn based on them.［Method/process］We selected papers related to "academic misconduct" from CNKI from 2010 to 2019, used diversity indexes to analyze the characteristics of keywords and title segmentation words quantitatively, and compared their knowledge mappings by Citespace software qualitatively.［Result/conclusion］The results have shown that the richness index (S), Shannon-Wiener diversity index (H') and Pielou evenness index (EH ) of keywords were different from those of title segmentation words, and the similarity of these two units was low, indicating the keywords and title segmentation words are two different units in this paper. Although there are differences in the knowledge mappings drawn based on keywords and title segmentation words, both of them can demonstrate the research topics in the field of "academic misconduct" from their perspectives.

[Purpose/significance] Based on Delone & Mclean's IS success model, This paper proposes a criterion, knowledge proliferation, to test the success of professional virtual community. In view of the shortcomings of the current research, this paper introduces the knowledge utilization, and points out that the knowledge application process can refine the general knowledge, modify the existing knowledge, expand the original theory and introduce the new theory. Then, this paper construct the paths model of knowledge proliferation in professional virtual community. [Method/process] Based on 332 valid questionnaires and using structural equation model, this paper empirically tested four paths of knowledge proliferation in professional virtual community. [Results/conclusion] The research finds that users first search for knowledge, then apply and modify knowledge, apply and develop new theories, and finally feed new knowledge back to PVC, which is the main paths to realize knowledge proliferation in professional virtual community.

[Purpose/significance] Under the background of novel coronavirus pneumonia, this paper proposes a method of identifying COVID-19 news elements in multi-task environment based on transfer learning to provide knowledge services of emergency for the public. [Method/process] Firstly, multiple tasks were used to identify news elements: Time elements were identified based on rules; besides, a cross domain element recognition model was constructed by integrating model transfer and deep learning methods. On this basis, the associated data of COVID-19 news elements was constructed, and the relationship between the elements was displayed by knowledge mapping. [Result/conclusion] The experimental results show that the F1 values of news elements except Drug are above 80%, which indicates that the transfer learning model can achieve fine recognition effect. Moreover, the knowledge map of associated data can intuitively display the key elements and main contents of news. In conclusion, the method proposed in this paper can effectively identify elements in COVID-19 news, thus it can help readers obtain important information from the news accurately and efficiently.

[Purpose/significance] Data resources of the institutional repository to get involved in academic evaluation show its service function, and actually can test the effectiveness of the current institutional repository construction from the application level. [Method/process] Firstly, this paper introduced the contents of scholars in the institutional repository of Chinese Academy of Sciences and universities, summarized the relevant information of scholars, and demonstrated the advantages of institutional repository in academic evaluation. Then, from the perspective of academic metrology evaluation of scholars, this paper clarified the role of institutional repository in metrological evaluation, and investigated all kinds of relevant information about scholars in domestic institutional repositories under the guidance of data consciousness, so as to transform those relevant information into three types of data resources which should support academic metrological evaluation of scholars. Finally, the prerequisite, key elements and implementation process of applying institutional repository to implement academic metrological evaluation of scholars were proposed. [Result/conclusion] The effectiveness of institutional repository in the practice of academic evaluation needs to be tested by specific scholars' academic cases, and the construction of institutional repository needs specific scientific research service practice to promote.

[Purpose/significance] This paper comprehensively summarizes the application of topic models in public policy texts, which helps researchers learn from existing research results and provides theoretical and practical support for future development. [Method/process] This paper used bibliometric analysis to study from the perspectives of time trend, organization distribution, periodical distribution, etc., and summarized the application status in detail. Secondly, the LDA topic model was used to identify the main international and domestic research directions and conducted a comparative analysis. Finally, this paper summarized the problems in the application and proposed future prospects. [Result/conclusion] The application of topic models in the analysis of public policy texts is on the rise overall and has broad prospects. The starting time of domestic and foreign research is equivalent, but domestic research needs to be improved in terms of research scope, research depth, cooperation methods, and research methods. In addition, in the future development, there are problems with the applicability of the topic model's own methods and the granularity of research content. It is necessary to further combine the characteristics of public policy texts to improve the topic model and refine research efforts.

[Purpose / significance] The anomie behavior of the audience is the crucial factor of drastic changes in public opinion. This paper aims to construct the technical framework of targeted guidance of anomie behavior, and guide the anomie behavior from the technical methods. [Method / process] This paper started with the analysis of the target guidance of the anomie behavior of the Internet public opinion audience. Then established the framework model and described each module of the framework model in detail. In addition, this paper organized the core technologies according to each module of the framework, and put forward the further research ideas. Finally, this paper verified the framework by taking microblog public opinion as an example. [Result / conclusion] Targeted guidance is a method combining theory and application. The technology framework model of target guidance for the anomie behavior of Internet public opinion audience can solve the specific defects of current guidance strategy from the technical level, and enhance the operability of targeted guidance.

[Purpose/significance] Digital transformation has an increasingly deep and strong impact on all aspects of archives management, exploring innovative management of enterprise archives in such context would provide a reference to open up a new path of archive management in line with the digital age. In the context of innovation-driven development and digital transformation, exploring innovative management of enterprise archives can provide a reference for enterprises to open up a new path of archive management in line with the digital age and to achieve reform and innovation of their archives work. [Method/process] According to the characteristics of enterprise archives innovative management under digital transformation, this paper regarded the knowledge-based archive management innovation system as a basis, interpreting the 4 innovation dimensions comprised in this theoretical construct, and further summarizing the related studies to clarify the core points of each innovation dimension. In view of the constraints of institutional innovation and the necessity of process innovation, this paper added the dimension of “process innovation” on the basis of retaining the three original dimensions, including “concept innovation”, “management innovation” and “technology innovation”. Relying on this framework, it explored the concrete practical path of enterprise archives innovation management activities under the background of digital transformation. [Result/conclusion]It is found that innovative management of enterprise archives can be achieved by four ways in the context of digital transformation, namely moving from traditional management to green management, from absolute control to employee empowerment, from traditional technology to emerging technologies, and from serial processes to integrated processes.

[Purpose/significance] With the development of knowledge management related theories, all relevant industrial sectors, especially those that have completed informatization, are also facing an increasingly urgent transformation of knowledge. In the process of knowledge transformation, in addition to the related theories of knowledge management, knowledge management related tool systems need to be refined.[Method/process] This paper took the power industry as an example to explore the application of knowledge management related tools in power marketing. Experienced power system practitioners can use their tacit knowledge to analyze key factors in the power system marketing process. This paper attempted to use explicit knowledge management tools to make tacit knowledge explicit. This paper studied the factors that prompt users to pay on time, proposed targeted marketing strategies, reduced the arrears rate, improves the method of electricity bill recovery, and reduces the cost of electricity bill recovery. This paper used principal component analysis and regression methods to construct a user's on-time payment model based on the electricity consumption and payment data of nearly 100000 households in Gansu Province and part of the data from the questionnaire survey. [Result/conclusion] Through analysis, the key factors such as paying attention to user performance, customer satisfaction and collection frequency were found, and the explicit expression of tacit knowledge was better achieved.

[Purpose/significance] From the perspective of industry chain, this paper takes virtual reality technology as an example, constructs VR patent industry chain corpus, and explores the technical theme, research and development hotspot and future development trend of China VR patent. [Method/process] First of all, this paper used Python to crawl the patent text in VR field and got effective corpus through data cleaning. Secondly, combining IPC classification number and K-means clustering algorithm, this paper constructed and validates VR patent industry chain. In addition, based on TF-IDF algorithm and LDA theme model, we identified the core technology themes and their comprehensive strength, technology research and development hotspots and future trends of China VR patents from the perspective of production chain. [Result/conclusion] At present, the proportion of patents in each link of China VR industry chain is unbalanced. The upstream link is the most popular, followed by the downstream link, and the weakest link is the midstream link. In terms of theme mining, the upstream hot spot is software development, the midstream hot spot is film and television production, and the downstream hot spot is medical, educational and entertainment applications. In terms of future trends, the upstream of the industrial chain will be dominated by technologies such as electronic digital data processing, optical components, image communication, etc., the midstream will be dominated by technologies such as vehicle components, power devices, damping devices, etc., and the downstream will be dominated by technologies such as indoor games, medical diagnosis, identification, etc..

[Purpose/significance] Scientific and technological innovation is the key point of development, and scientific and technological resources sharing and collaborative innovation are indispensable. Sharing of scientific and technological resources is a systematic project, and first of all, in order to integrate, evaluate and share scientific and technological resources, we need to establish a description model of scientific and technological resources. [Method/process] The description model of science and technology resources defined in this paper includes classification model of scientific and technological resources, meta data model of science and technology resources, ontology model of science and technology resources, knowledge meta model of science and technology resources, science and technology resource graph model, etc. Scientific and technological resources include knowledge, data, products, talents, software, hardware and other resources. We proposed the method of establishing the model of science and technology resources description, as well as the characteristic and function of it. [Result/conclusion] The main contributions of this paper are as follows： standardizing the description model of science and technology resources is helpful for the integration and sharing of different types of science and technology resources; by the integration research of different types of description models of science and technology resources, we form the system architecture of the description model of science and technology resources, which provides an overall solution for the comprehensive and systematic description of science and technology resources, and helps us to share the science and technology resources ；we put forward a method to build a description model of science and technology resources, based on crowd-sourcing theory and big data AI of description process of scientific and technological resources, and we establish and optimize the description model of science and technology resources.

[Purpose/significance] The appointment information of leading cadres plays an important part of the government information disclosure in China, the public questioning about the appointment information are likely to cause the network public opinion. The research on the disclosure of the appointment information and the feedback of network public opinion will help to improve the level of the disclosure of the government's appointment information.[Method/process] Through the construction of evaluation index system, this paper investigated some provincial government websites in China, focusing on universal problems in the information disclosure of leading cadres appointment. And then, by investigating the network public opinion feedback of the event—"Shaanxi deputy county magistrate's complete resume has become a mystery", this paper analyzed the public's emotional changes and information demand for the event.[Result/conclusion]The disclosure of government personnel appointment information cannot fully meet the information needs of the public. The government can improve the level of information disclosure of personnel appointment by 3 ways: paying more attention on public opinion feedback, improving the information disclosure system, and keeping the information disclosure and reporting channels unblocked.

[Purpose/significance] This paper analyzes the services of open government data platform in data innovative development and utilization, to help government grasp the focus of future planning，construction，management and service. [Method/process] From two perspectives of service model and service characteristics, this paper analyzed the data innovative development and utilization services of 32 local open government data platforms in China. [Result/conclusion] There are 23 government platforms provide diversified and omnibearing services, including directional data providing, application development services and tools download service. In the future service process, it is necessary to formulate operable policies and regulations, speed up the integration and generalization of massive government open data, pay attention to the landing of development and utilization results and pay attention to the needs of users and participation.

[Purpose/significance] This paper aims at grasping the overall context and research findings of international corpus research in recent years, clarifying the hot spots and exploring the research frontiers in this field. [Method/process] It took the research papers published between 2005 and 2017 in Web of Science as data source, and made calculate analysis and knowledge domains map on these data through the softwares including BICOMB, Ucinet6 and CiteSpace from the following aspects：publication numbers and chronological distribution, source journals, research subjects, national and regional distribution, research institutions and cited literature. [Result/conclusion] It found that corpus study presents the characteristics of interdisciplinary and multi-angle, and it’s research objectsinvolve more languages and literature genre. Collocation and lexicography keep being important studies while special purpose language, academic English, gender, identity, metaphor and discourse analysis turn into new research hotspots, and the combination with construction grammar and cognitive linguistics are the research frontiers.

[Purpose/significance] By analyzing the application status of knowledge management in the Internet information search industry, this paper aims to solve the specific problems and discuss the application of knowledge management in the Internet information search industry.[Method/process] From the perspective of intellectual capital, knowledge management strategy, knowledge sharing and creation, this paper analyzed the current application situation of knowledge management in the Internet information search industry and constructed an enterprise knowledge management framework for the Internet information search industry. Meanwhile, during the research, this paper refered to the VRIO model. [Result/conclusion] The specific application of knowledge management is proposed from three aspects, which aims to help the Internet information search industry to improve the feasibility and effectiveness of knowledge management applications.

[Purpose/significance] Based on the feedforward back-propagation artificial neural network, the paper puts forward the evaluation method of WeChat Official Account information dissemination in finance and economics university library, it aims to provide reference for the operation and popularization of the WeChat Official Account of financial university library. [Method/process] According to the characteristics of the information dissemination of the WeChat Official Account in financial university library, starting from the elements and links in the process of information dissemination, this paper constructs an evaluation index system of information dissemination effect from five dimensions: dissemination subject, dissemination content, information carrier, dissemination skill and dissemination object. By collecting the relevant data of Wechat public number of 30 financial and Economic University libraries, the evaluation index system is based on the feedforward BP neural network model. [Result/conclusion] Based on the feedforward BP Neural network, the paper put forward the evaluation method of WeChat Official Account information dissemination effect in financial university library. Then, through empirical research, it was proved that the evaluation method has a good effect on the evaluation of the propagation effect of WeChat, and according to the evaluation results, the countermeasures and suggestions were put forward to promote the communication effect of the WeChat Official Account in finance and economics University library.

[Purpose/significance] It is different from the existing research literatures which focus on the technical relationships in specific technical fields, this paper aims at analyzing and predicting the directional cross impacts among various technologies and providing strategic support for the development of target technology and forecasting technological progress. [Method/process] Using the patent co-classification data of 35 technical fields in China, this paper calculated the directed cross impact values between 35 technical areas based on the patent cross impact analysis methods of Choi and others. Then, according to the impact value, the technical pairs were grouped, and cross impact network was built and changes of cross impact was analyzed. [Result/conclusion] There exists a high proportion of bias and one-way technology impact in the whole technology fields. Food chemistry (FOC) is the most influential technical field. Measurement (MEA) in the instrument field, electrical machinery, equipment, energy (EAE) and computer technology (COM) in the electrical engineering field, as well as basic materials chemistry (BMC) and material, metallurgy (MAM) in chemistry field are the core technology fields, locating at the core of the network.

[Purpose/significance] With the rapid iteration of mobile internet, after the virtual community launches knowledge payment products, changes in community incentive policies break the existing knowledge-sharing model, these are beneficial to solve users’negative sharing predicament. [Method/process] Based on the motivation theory and the quality onion model, this paper constructeda virtual community pay-per-view knowledge sharing model. Then, this paper took the knowledge of its own paid product as an example to discover the key features of knowledge payment products, namely, professional knowledge, ease of use improves efficiency and usefulness promotes itself. [Result/conclusion] The study finds that the introduction of paid knowledge helps to explain the dilemmas of users sharing negatively; the key features and qualities of knowledge payment are consistent with the knowledge, motivation and technical characteristics of onion models. So, this research has theoretical and practical value for the construction and development of knowledge payment platform.

[Purpose/significance] In order to solve the problem that users often have difficulty in obtaining information in massive digital resources of library, this paper construct a personalized knowledge service system, which is the inevitable choice of library to help users to get rid of the information overload predicament and improve the quality of knowledge service. [Method/process] Firstly, this paper built a mapping model of Chinese Library Classification(CLC) and subject classification. Then, based on Hadoop distributed processing platform, it proposed to build automatic classification model of massive academic resources in libraries by improving TF-IDF+ Bayesian algorithm, the model can help to construct the personalized knowledge service systems in library. [Result/conclusion]In the experimental part，we collected more than 6 million documents from CNKI as the original training corpus (corpus covers 75 disciplines) to test the effectiveness of the classification model, the experimental result shows that the classification efficiency and effectiveness of the model are achieved.

[Purpose/significance] This paper investigates the status quo of public innovation participation and information demands, it is conducive to modifying social information provision strategy and promoting mass innovation. [Method/process] Based on the literature review and the user interview, this paper designed a questionnaire to acquire Xi 'an public perception of innovation, current situation of innovation practice, factors that influence participation in innovation, innovation information demands and other relevant information. [Result/conclusion] According to the investigation outcome and actual situation, this paper put forward the following proposals: publicizing innovation information, fostering innovative atmosphere, building maker spaces and strengthening the building of innovation centers. These proposals facilitate the distribution of innovation information and promote the innovation capacity of the society.

[Purpose/significance] This paper systematically reviews the research results on library crowdsourcing in China, and summarizes the current research situation insufficient. Meanwhile, by putting forward the further research direction, it provides certain reference for relevant research in the future. [Method/process] Selecting the library crowdsourcing research papers in China as the object, it summarized current research topic through the detailed analysis of these objects’ specific content. [Result/conclusion] This paper reveals that: domestic research in this field is mainly focused on library service works crowdsourcing, information resource construction crowdsourcing, librarian crowdsourcing, practical experience introduction of crowdsourcing in foreign libraries and calm reflection on library crowdsourcing and etc. However, most of these studies are staying in the theoretical stage, and lacking of research on empirical and evaluation of implementation effect as well as comparative research and introduction of failed cases. It is necessary to combine with the above shortcomings to conduct deep discussion and research later on, so as to broaden the research perspective and enrich the research contents.

[Purpose/significance] At present, scientific social network has become an important informal scientific communication tool for researchers. There are dozens of social networking tools for scientific research at home and abroad. Among them, such as ResearchGate and Academia.edu have tens of millions registered user. [Method/process] Firstly, this paper summarized five research focuses of this tool on the basis of the visual analysis of scientific research social networking academic papers. Then, based on the research of social networking functions and classification from AC Bullinger and SH Hallerstede, we extended twenty-three kinds of specific functions, and analyzed the Chinese and foreign representative social networks’ function design to explore their features, commonalities and differences. [Result/conclusion] The above analysis shows that the academic resources and expert information of scientific research social network are relatively abundant，the development of scientific research management tools is not enough, and the application of social labels and altmetrics indicators needs to be further expanded.

[Purpose/significance] Based on the review of half-life indexes in periodical evaluation at home and abroad, this paper finds that half-life indexes are mixed and misused in the process of being used. so, we analyze and explore these problems. [Method/process] Using the core journals’ index data of library and information science and economics as a sample, which come from the Statistical Database of International and Domestic Influences in China Academic Journals, we discussed the application rationality of half-life indexes in periodical evaluation though the visualization tools, correlation analysis and other statistical methods. [Results/conclusion] It has been found that half-life has some limitations in periodical evaluation. There is a great difference between historical and contemporary methods in reflecting the aging rate of literature. There are also some misunderstandings about the use of half-life indexes, According to these situations, this paper proposes some recommendations for half-life use.

[Purpose/significance] The development of academic blogs is closely related to the use of users. The paper explores the user value which guides users to use academic blogs, and analyzes the relationship among user values. [Method/process] Based on Woodruff’s customer value hierarchical model, the paper conducted semi-structured interviews with 10 ScienceNet blog’ users through the laddering theory, and then encoded the interview content. [Result/conclusion] This paper creates the comprehensive correlation matrix of customer value of ScienceNet blog, and builds the user value hierarchy model. It also finds four value chains: blog writing--accomplishment, blog reading--academic communication, recommendation--communication effect, mutual friendship--academic communication.

[Purpose/significance] Through an analysis of SMR investigatory apparatus business and its operation mechanism, this paper discusses the development model of the investigation organ, the South Manchuria Railway think tank, and reveals the militarism influence on the early Japanese think tank development. [Method/process] This paper combed the SMR’s important survey agencies development pattern by the case study and literature survey and also discussed the key mechanism of operation system and organization characteristics. The evaluation of reports directed by the SMR provided references. [Result/conclusion] The SMR, as a colonial and aggressive policy tool, its surveys were done for the government and military authorities. With independent sources of information, the use of network intelligence structure and the combination of resident literature collection with field investigation, the collection of professional analysis personnel, the SMR investigation organization completes the decision-making through the scientific method and has reference value.

[Purpose/significance] This paper aims to build a model for benchmarking analysis of two institutions by using ESI and InCites databases. It provides a feasible approach for comprehensive, quantitative and public comparison and analysis of the international delivery performance of benchmarking institutions. [Method/process] We used the index provided by ESI and InCites, including Web of Science documents, citation times, category normalized citation impact. According to the different literature contribution, we proposed three new concepts, all documents, leading documents and not-leading documents. We put forward a new index—participation rate to measure the paper competitiveness of the agencies. We compared the general paper competitiveness, the affiliated author, the cooperative organization and the publication of journals of two universities. [Result/conclusion] In this paper, Web of Science documents are used to describe the quantity of the document issued by the organization. The category normalized citation impact and citation times are used to describe the quality of the document issued by the organization. For A university, the number of documents is dominant, and for B university quality is dominant. According to the author’s data analysis, B’s top authors of international publications have greater influence, ranking in the front row. According to the data analysis of the cooperation institution, the cooperation between the best cooperation institutions in B is more efficient, and the cooperation between the two sides makes the international ranking more advanced. It is the main reason for the quality of published papers of B university that the impact factors of the periodicals where papers of B university published are much higher.
