Throughout the nineteenth century, the forces of imperialism, nationalism, and revolution were changing the world's geopolitical landscape at the same time that steamships enabled unprecedented mobility in the Pacific. This article examines Kawata Masazo's life and news reports to ask what he can tell us about how travel, foreign encounter, and intellectual exchange intersected with East Asian geopolitics just prior to the outbreak of the First Sino-Japanese War in the summer of 1894. Kawata's micro-historical perspective shows that the unique nexus of relationships among Japan, Korea, and China were embedded in the deeply intertwined and contradictory tensions of imperialism, nationalism, and revolution that were playing out across multiple societies in the Pacific world. His story also shows that travel and imperialism are not always, or only, mutually supporting. The Baltis mostly inhabit a region at the western edge of the Himalayas, also known as Baltistan. Today, Baltistan is considered to be a geographic and geopolitical border region; it is administered predominantly by Pakistan and claimed as a whole by India. Moreover, the Balti language is associated with a third entity, Tibet, while the fact that Baltis identify as Muslims, the majority Shiites, and hence consider Iran a friendly state, adds another dimension to the intricacy of their multiple belongings. Drawing on research in Baltistan in 2014 and 2017, particularly qualitative interviews with Baltis of various backgrounds, this article will show that the current endeavors to standardize a script--a variant of the Perso-Arabic, Tibetan, or Roman scripts--for the currently only sparsely written Balti language illustrate the struggle of identity formation and nation-building among Baltis during the early twenty-first century. THE BENEFITS OF AN INCREASED [...], States that enter periods of peace often revert back into conflict within a short period of time. In fact, some states go through ongoing cycles of peace and conflict. Against this context, it is important to find ways to ensure states remain peaceful and stable, especially for post-conflict states that are fragile. Guarantees of non-repetition (GNR), or guarantees of non-recurrence, are theoretical and practical concepts that help to ensure states do not revert hack into conflict. GNR consist of a variety of laws, processes, statements and deeds that are taken up (mostly) by a state to resolve past democracy and human rights problems that have caused difficulty. These guarantees can be taken up in a variety of ways and are put into place to avoid future problems and to provide comfort to those who have concerns about the way that the state was run during and prior to a past conflict. GNR, and their interaction with other areas, such as post conflict reconciliation and transitional justice, are under-studied and not sufficiently understood, particularly as regards what they are, and what role they can play in post-conflict stabilization. This article addresses this lacuna and conceptualizes GNR as apart of transitional justice (TJ) efforts. To that end, this article also explores how transitional justice, in addition to various democratic and human rights tools, can affect GNR or non-recurrence of conflict. The article further argues that, while GNR is apart of transitional justice (TJ), it is also a stand-alone item that ought to be much more rigorously applied in practice. This article also examines how transitional justice overlaps and interconnects with a range of objectives, such as state (rebuilding, strengthening the rule of law, ensuring democratic governance, allowing for reconciliation, nation building, and enhancing social cohesion and human rights protection, especially when it comes to ensuring that conflict does not re-emerge in fragile societies. These objectives, and the ways in which they can affect GNR are examined in order to better understand guarantees of non-repetition themselves, and to enhance appreciation for how they can be applied in states so that they do not revert back to conflict. Bv way of conclusion, this article provides some practical steps that states can embark on to achieve a unified and sustained GNR strategy. Focusing on Hebrew-language children's books published in Palestine in the 1930s and 40s by first-generation immigrants from German-speaking countries, this article explores the cultural and social legacy that this community of recently arrived German speakers sought to transmit to its children. It illustrates this immigrant community's ambivalence toward both socialist-Zionist discourse--which was hegemonic among Jews in Palestine--and its own German cultural heritage. It shows that these publishing initiatives gave voice to an alternative model of immigrant adaptation: accepting and even embracing the patriotic local culture in Palestine, without completely merging with it. Even in the 1940s, when German culture was generally taboo, subtle yet persistent attempts to reproduce Germanness in Hebrew-language children's books revealed that this first generation of immigrants harbored conflicting feelings about their country of origin and their new national identity.
