Abstract

The Europeana digital library features cultural heritage collections from over 3,000 European institutions described in 37 languages. However, most textual metadata describe the records in a single language, the data providers' language. Improving Europeana's multilingual accessibility presents challenges due to the unique characteristics of cultural heritage metadata, often expressed in short phrases and using in-domain terminology. This work presents the EuropeanaTranslate project's approach and results, aimed at translating Europeana metadata records from 23 EU languages into English. Machine Translation engines were trained on a cleaned selection of bilingual and synthetic data from Europeana, including multilingual vocabularies and relevant cultural heritage repositories. Automatic translations were evaluated through standard metrics and human assessments by linguists and domain cultural heritage experts. The results showed significant improvements when compared to the generic engines used before the in-domain training as well as the eTranslation service for most languages. The EuropeanaTranslate engines have translated over 29 million metadata records on Europeana.eu. The Association for Library Collections & Technical Services (ALCTS) Board of Directors approved the Core Competencies for Cataloging and Metadata Professional Librarians, hereafter referred to as the 'Core Competencies,' in January 2017. The Core Competencies lists the skills required of professionals performing cataloging and metadata work in libraries of all types. In the six years since the document's release, the cataloging and metadata community has adopted new cataloging standards, experimented with new tools, and engaged in conversations and reparative efforts around inclusive metadata. In this paper, we, the authors of the Core Competencies, report the results of our survey research that assessed the current use of the document within the cataloging and metadata community and solicited comments on ways in which the document might be revised. How the Government Can Access [...], In 2020, the Department of Justice ordered CNN to turn over metadata belonging to one of its reporters as part of a leak investigation. Several months later, Google received a similar order demanding email metadata from four New York Times journalists. Both organizations were bound by a gag order that prevented them from giving notice to the affected journalists, which raises serious questions about source protection in the digital age. Metadata is data that describes phone and electronic communications without providing the content of the interactions. Still, investigators can use the information metadata provides about the sender and recipient to uncover the identities of confidential sources. Since leak investigations often involve issues of national security, the Department of Justice is frequently not required to inform journalists of the data requests, which deprives them of the chance to protect their sources. This Note argues that the best way to combat this issue is a federal shield law that protects journalists' privacy and prevents the use of gag orders. The existing legal framework for protecting sources is a patchwork of state shield laws and Department of Justice guidelines that are riddled with loopholes. This Note further analyzes the inconsistent court decisions and constantly-changing agency policies to show why these laws are ineffective. Ultimately, with the increasing usefulness of metadata in leak investigations, the benefits of a federal shield law far outweigh any challenges that may arise.
