The demand for air transport is burgeoning in East Asia due to fast economic growth and a negative consequence is the increase in airport and airspace congestion. Five main approaches have been debated to help decrease the congestion. These approaches include new, larger airports; more use of surface transport alternatives; larger capacity aircraft; better air traffic control systems; and economic runways and airspace allocation.

The International Air Transport Association (IATA) estimates that by the year 2000 airlines will save $5 billion dollars annually by using satellite communication systems (satcom). The use of automatic dependence surveillance for positive air-traffic control will be one major advantage. Passenger use of satellite communications is only a mixed success to date.
