2. The role of project management maturity and organizational culture in perceived performance

Abstract

This study investigates whether project management maturity (PMM) relates to perceived organizational performance and how an organization's cultural orientation is a contributing factor. Perceived organizational performance is defined as project effectiveness and efficiency followed by resulting business performance. A survey-based research was conducted with 86 project professionals from various U.S. service and manufacturing organizations. The study revealed that PMM is significantly related to business performance but not to project performance. Furthermore, while clan organizational culture is a sole contributing factor for project and business performances, PMM interacts with market culture in improving business performance. This study shows that in order to deal with project time, budget, and expectations issues, ah organizational culture change toward sharing, collaboration, and empowerment is a must. Furthermore, an increasing project management maturity along with a results-oriented organizational culture improves ah organization's competitiveness, resulting in cost savings anal increased sales. PMM efforts are therefore crucial. PMM accompanied by an understanding of cultural orientation is a best strategy for today's project-based organizations. Abstract

Increased automation of manufacturing is necessary to compete in today's worldwide markets. The role of artificial intelligence (AI) techniques for incorporating the automation with changing manufacturing environments needs to be investigated. AI techniques can assist in meeting the challenge of transforming shop floor production engineering data into appropriate production engineering labor standards in a timely, consistent, and cost-effective manner. Production heuristics can be incorporated into an expert system that can learn from the changing manufacturing environment. This paper presents a prototype expert system which transfers the knowledge of experienced methods engineers into a rule-based system to develop the appropriate job elements and standard times for each engineering task. Manufacturing data taken from a leading U.S. company are used for the testing and validation of the prototype system. The prototype system demonstrated the applicability of automated generation of knowledge transfer to the decomposition of the job into tasks. Further implications of the automated systems are discussed.
