This paper examined the actual circumstances of the recent teacher shortage in public elementary and junior high schools in X Prefecture. Although teacher shortages had been reported, few previous studies had investigated them empirically. With the cooperation of all five branch offices of the Board of Education, data were collected through three surveys: 1) a questionnaire survey in June 2021 of the branch offices, 2) three interview surveys in July 2021 of the administrative officers at the town level, and 3) a 2019-2021 visiting survey of the branch offices of X Prefecture and of four towns. First, the actual amount of shortage as of May 1, 2021 was scrutinized by the questionnaire survey, clarifying the shortage into three stages. 1) Positions for 1,971 full-time teachers with tenure were unfilled as the first stage. 2) Teachers without tenure were subsequently recruited, still leaving 150 unfilled positions as the second stage. 3) Finally, part-time teachers were recruited, still leaving 115 unfilled positions as the third stage. 4) In the end, each school was required to manage by themselves. This survey also made it clear that the teacher shortage increased in each term because more and more teachers left work due to childbirth or illness, with no substitutes. This suggests that the design of the first national teacher shortage survey by the Ministry of Education in July 2021 should be redone, as it focused only on the condition of the first term. Second, the paper disclosed that the teacher shortage had increased since 2018 in this prefecture. This was caused by multiple factors at micro/mezzo/ macro levels at each stage. 1) There were three background factors for the first stage. (1) Although the numbers of teachers were strictly determined by national law, the government had made no improvements for 41 years. The local government had additionally decreased teacher numbers in order to prepare for a teacher surplus in the future, based on the declining birthrate. However, teacher demands were enlarged by the increase of children with special needs. (2) Administrators were reluctant to hire teachers with tenure. The risk of the prohibited surplus of teachers was multiplied because of the increased number of small and mutable special education classes. (3) The applicants for hiring exams decreased. Teaching itself was not as attractive as before. (4) Maternity leaves not only increased but grew longer. 2) The shortage in the second stage was caused by the lack of teachers without tenure. Few teachers were on the candidate list because most of them were already hired with tenure. 3) The shortage in the third stage was caused by the teacher license renewal system, which began in 2009. Many licenses were already expired. Third, the effects of the shortage were examined, finding that teachers were compelled to overwork because each school had to cover 3.91 teachers' worth of absence as a team. The paper also found that 60% of current teachers had less than 10 years' experience, which is expected to have negative effects both on the quality of teaching and the professionalization of teaching.

This study examines experiences with aesthetic bias as perceived by individuals with physical disabilities (i.e., vision, hearing, orthopedic/mobility). We used the concept of aesthetic bias to guide our quantitative and qualitative data analysis. A quantitative Needs Assessment Survey (NAS) gathered demographic information, degree of appearance management behavior and assessed participants' perspectives on their experience with aesthetic bias during the interviewing process and in the workplace environment. In addition, we conducted interviews with 12 participants that assessed their experiences with aesthetic biases. The results revealed four themes: appearance creditability, concealing or revealing the disability, inconsistent feedback from others, and disability awareness. The findings add value to the extant research and the community and can be incorporated into workshops and education sessions on aesthetic bias and disability.

The Leeds Anchor Network (or system) was established in 2017 with eight founder organizations. In 2024, membership was 14 and represented 1 in 7 of the Leeds city workforce. Leeds Beckett University is a founding member. This paper explains how the system originated and developed, the role Leeds Beckett University has played in that process, and how it has learned to frame and maximize its contribution to the city's prosperity, particularly through rearticulating its model of service learning.

School systems throughout the world are struggling with the issue of who will lead public schools today, and in the future. The patriarchal model from the past, when authority was not to be questioned and educational leadership was viewed in a straightforward, one-dimensional perspective, has been replaced by a complicated combination of expectations and pressures. This article outlines preparation and training factors that should be considered by school boards in selecting leadership candidates, and when designing training models for school leadership. Understanding the frustrations and contradictions that exist in the modern school environment makes survival in school leadership a matter of political aptitude, and a function of technical skill. The requirement becomes a search for individuals who can guide their schools in response to local needs while meeting non-local mandates.

The COVID-19 pandemic, the Australian government's response, and longer-term influences within Australia's higher education sector, provided the background and rationale for this study in an Australian public university. From a context of how Antipodean University (AU) dealt with the revenue crisis, this paper describes how a sample of staff were affected through job loss or redeployment. It describes reported experiences of 77 AU staff, who either departed AU or who transferred to other jobs within AU, and who provided narratives describing their leaving/redeployment experiences. Respondents had been academic and professional staff, and most of those leaving did so in December 2020. An inductive reflexive thematic analysis of online survey responses revealed six themes: Relevant features of the external environment, AU's organisational culture and values, Parties involved with respondents' leaving experience, Leaving/redeployment processes encountered, Respondent's personal agency, and Past/present condition in/directly attributed to changed employment status, with 25 subthemes.

As new technologies and learning practices emerge, the way instructional design and learning technology (IDLT) professionals conduct their work evolves. With this constant evolution comes a change in employer expectations of IDLT professionals. This convergent mixed methods study analyzed 130 IDLT-related position descriptions and interviewed 12 IDLT leaders from the K12, nonprofit, higher education, and corporate sectors to identify current expectations related to degree qualifications, knowledge, skills, and abilities expected from IDLT professionals. Results included a preference for a master's degree-level qualification, at times due to bureaucracy, and an interest in the combination of academic preparation with instructional design experience. Additionally, employers shared that they were interested in an advanced understanding and adaptable application of IDLT theories, models, and frameworks, as well as a need for nonspecific IDLT skills (e.g., communication and collaboration) and familiarity with IDLT-related technologies (e.g., learning management system and course authoring software). These results provide valuable insight for those looking to join IDLT field, current IDLT professionals interested in upskilling, and educational programs preparing future IDLT professionals for the workforce.

Summer camps in the United States operate in different contexts and formats to attract and serve youth with varying backgrounds. Overall, they currently serve more White, able-bodied, middle- to upper-class youth than youth of color, LGBTQ+ youth, youth with differing physical abilities, and other diverse identities (American Camp Association, 2018; Browne et al., 2019). Like many youth organizations, many camps view this trend as problematic and are addressing it through new and updated diversity, equity, and inclusion (DEI) policies and practices (American Camp Association, 2013; Gutiérrez et al., 2017). While some research has documented DEI strategies used at summer camps, no research to date has assessed the prevalence of specific strategies used at camps across the United States. Therefore, this study aims to identify the frequency of specific DEI strategies used by camps, effective approaches to hiring staff from underrepresented backgrounds, and training strategies that support existing staff in incorporating DEI practices into their work. Having this data will enable camps to self-evaluate their own progress. It also establishes a benchmark where future scholarship can begin to determine how to assess and promote more effective DEI practices.

The United States is experiencing a teacher shortage crisis that is even more pronounced in rural communities. Teachers may be driven away from the profession if they feel inadequately trained or under-supported to address students' mental health needs. As such, an important teacher retention strategy is to ensure schools have enough mental health professionals. The goal of this study was to explore three different yet complementary strategies to recruit and retain a robust rural school mental health workforce: a rural immersion program for graduate students enrolled in counseling and school psychology programs, a virtual professional development series for existing rural school mental health professionals, and a workforce hiring strategy. Each strategy showed promise: six out of seven students stated they were more inclined to work in a rural setting as a result of the immersion, self-efficacy and job satisfaction significantly increased for rural school mental health professionals participating in the virtual professional development, and important recruitment strategies were identified by rural school leaders. While there is reason for optimism when it comes to creating a robust rural school mental health workforce, funds are urgently needed to make these strategies available to rural communities across the country.

Research on language attitudes towards Global Englishes in many contexts has focused on teachers and learners. However, limited research has paid attention to school directors even though they are in a vital position to make changes at the school. This study explored the school director's lived experiences, attitudes toward Global Englishes, and how their attitudes impact hiring foreign national teachers. Utilizing a narrative inquiry design, three school directors from different school sizes, levels, and types were interviewed multiple times per person to ensure data saturation. The findings showed that all school directors demonstrated standard language and native speakerism ideologies formed earlier in their schooling experiences, especially in English classes. Regardless of positive or negative English learning experiences, they developed an entrenched belief that English should be taught by 'native speakers.' Yet, the decision to hire foreign national teachers was not simply influenced by their lived experiences and attitudes toward Global Englishes. Instead, it was affected by the school budget, the level of students, and parents' expectations. Above all, one troubled concern materialized -- hiring someone who looked 'native.' Implications were discussed moving forward when considering implementing the Global Englishes paradigm.

Anchor movements rest on the premise that people- and place-based initiatives can be mutually reinforcing. The community development movement, however, has been haunted for years by the people-place dilemma -- the idea that efforts to help people harm efforts to uplift places and vice versa. Most of the literature on the anchor strategy has focused on one horn of the dilemma, namely, the problem that revitalizing a place may lead to rising housing costs that burden and ultimately displace longtime lower-income residents of the neighborhood. In this article, we examine the other horn of the people-place dilemma -- that helping people in disinvested communities may enable them to move elsewhere, leaving behind poorer communities. We examine this issue through a case study of the St. Louis Anchor Action Network (STLAAN), a collaboration of 16 anchor institutions. St. Louis is a classic legacy city that once enjoyed rapid growth but is now characterized by a falling population and high poverty. We document longstanding trends that have drained STLAAN's focus geography of people and resources, as well as more recent growth of an "eds and meds" economy that presents an opportunity to address decades of disinvestment and decline. We document STLAAN's efforts to invest in its focus geography and the people who live there and conclude with research proposals that could help guide anchor initiatives facing similar challenges.

Individuals from diverse minority backgrounds in the United States represent a one-of-its-kind collaboration in understanding diversity, equity, inclusion, and belonging (DEIB) challenges in workforce staffing and representation per Equal Opportunity norms. This study involved primary and secondary research in the realm of DEI to develop an implementable model from lessons gleaned from the findings of the research and gaps found in contemporary hiring and staffing practices. The study and model development are grounded in Rawls's 1971 theory of justice and predicated on the premise that opportunities are usually based on merit, and are generally well-intended, although often constrained by the frailties of human nature. The United States is in dire need of practical solutions, for despite well-intended U.S. laws and mandates on employment, equitable hiring practices are far from satisfactory. In a changing world order, many employers in the United States, and even to some extent globally, acknowledge they are duty-bound to ensure a harmonious, equitable, and safe work environment, devoid of any form of discrimination, harassment, or intimidation. Although easier said than done, achieving this equality requires a systematic approach to investigative organizational/institutional auditing, mapping, and diagnosing the ills that constrain collaboration and reduce productivity. The model is based on research and strategic practitioner design in its orientation, with practical implementation utility, flexible and customizable specifically for DEIB initiatives change, and suitable for educational and other industry settings. A skilled and scientific approach is needed to ensure equitable practices in professional and academic spheres.

U.S. higher education institutions are adjusting their faculty hiring to respond to the demands of an increasingly diverse racial and ethnic student population. However, it is not always clear whether specific faculty policies are intended to address the matter of diversity or representation--two similar but qualitatively different concepts. Essentially, the policy choices that institutions make result in different implementation approaches and long-term outcomes. Using data from the Integrated Postsecondary Education Data System (IPEDS) from 2001 to 2021, this study measures and compares the changes in faculty diversity and student-faculty representation in U.S. higher education institutions over the past two decades. It then develops several simulated scenarios to project the future racial and ethnic landscape of American campuses, depending on the different policy choices that institutions make through their hiring and retention policies. Our recommendation calls for balanced efforts in the retention and hiring of minoritized and underrepresented faculty, adapted to the individual circumstances of institutions.

Administrators and faculty at many colleges and universities are dedicated to making the faculty hiring process fair and equitable. One program that has shown promise is to train and appoint a Diversity Advocate (DA) to serve on each faculty search and screen committee. In this study, we created and examined the early stages of a DA program at a single institution. After undergoing special training, the DA works on the search committee to encourage best practices and to discourage schemas and stereotypes from interfering with the process. Our DA program differs from some in that efforts are made to train DAs who are demographically in the majority, work in the area where the search is taking place, and have earned tenure or promotion. Training those who are demographically in the majority helps meet our goal of broadening the responsibility for evidence-based and equitable hiring practices across faculty members. While reliable data on hiring outcomes is not yet available, we developed a survey to evaluate the DA training and conducted focus groups to understand the DA experience better. Our results highlight how DAs intervened in the search process to make it more equitable. The interventions included encouraging the use of best practices, such as leading the committee in creating a rubric for evaluating candidates and intervening when bias was present. Our study provides evidence that a DA program is one way to expand the pool of faculty committed to inclusive excellence.

Teacher quality is one of the most important factors influencing a student's educational outcomes, yet scant research has examined teacher hiring and quality in Protestant Christian schools. In this qualitative work, we thematically analyze interviews about Christian schools' teacher hiring practices with a group of 12 leaders from 10 member schools in the Association of Christian Schools International. We find that these 10 schools generally follow a standard hiring process. The qualifications they seek in teachers could be arranged into a pyramid, where the base -- the most fundamental quality -- is demonstration of authentic belief in Protestant Christian doctrines. After faith, school leaders desired teachers to demonstrate Christian virtue and to be a good "fit" for their school culture; at the tip of the pyramid is the category of professional and pedagogical skills. While there was some heterogeneity in the top three tiers among school leaders, all agreed on the importance of Christian school teachers having "a heart for Christ and a heart for kids."

Defined benefit (DB) pension plans incentivize "salary spiking," where sharp increases in pay are leveraged into significantly higher levels of retirement compensation. While egregious instances of salary spiking occasionally make headlines, there is little guidance on the definition of salary-spiking behavior or understanding of its prevalence. We develop empirical methods to quantify the prevalence of salary spiking by identifying cases where end-of-career compensation deviates from the expected level of compensation. We apply this method to teacher pension systems in Illinois to assess the prevalence of salary spiking before and after the implementation of a reform designed to dissuade salary spiking.

Failure in implementing education policy affects not only school leadership practices but also the overall quality of public education. This study aims to investigate the implementation of educational policies made for (a) the recruitment of school principals and (b) guiding their responsibilities in community schools of Nepal. Drawing on interviews conducted with 12 principals and six teachers, we examine whether Education Regulation enacted by the Government of Nepal in 2002--mainly Rule 93 on the criteria for the selection of principals and Rule 94 on their assigned responsibilities--was fully implemented. Our findings show that overpoliticization in school management, top-down approaches to policymaking, lack of transparency and awareness about policy provisions, and workload pressures for principals have resulted into implementation failure. For implementing educational policies related to school leadership, frequent training for principals, presence of media for parental awareness, and legal institutions for justice are important.

Concerns about a strong positive correlation between leadership and student success (Wood et al., 2013) coupled with community input around hiring from outside an organization, as opposed to hiring from within, contributes to the complexity of filling superintendent vacancies The limited research available on this issue is amplified due to the concern around the shortage of highly qualified superintendent candidates available to fill those top roles (Grissom & Andersen, 2012; Grissom & Mitani, 2016; Kamrath & Brunner, 2014). The role of district superintendent can be cumbersome, yet, it can be a role worth pursuing. The information gathered for this ethnographic study was derived from the responses from various stakeholders' opinions, feelings, and experiences as they related to the superintendent position and 'grow your own' hiring practices in rural districts. This study revealed there are both advantages and disadvantages to implementing the GYO approach. Limiting the pool of qualified applicants, and contributing to gender-bias in candidate selection were challenges shared by the participants while the building of a culture of leadership and shortening the learning curve were identified as advantages of a GYO hiring approach.

The purpose of this study was to explore the opinions of administrators about the effect of administrator replacement circulation in non-formal education institutions providing adult education on organizational culture. In this qualitative study, ten randomly selected administrators were interviewed using the convenience sampling method. The data were analyzed via the content analysis technique. As a result of the research, most managers think that the institutions providing adult education should be subjected to a different management appointment system than other institutions. While some managers find the organizational change circulation necessary and important for organizational culture, and the preservation and development of the existing culture, some managers stated that changes negatively affect the organizational culture structure. Although there are some differences in opinions among the managers, all managers agree on the importance and provision of the organizational culture in terms of a healthy system functioning in such institutions.

Special education teacher preparation programs (SETPPs) take on the difficult task of preparing high-quality educators ready to meet the diverse needs of students with disabilities. This mission is increasingly vital as we face a widespread and long-standing shortage of special educators and declining enrollment in SETPPs. In this article, we will highlight how integrating a multi-tiered system of support (MTSS) model within a teacher preparation program can provide a systematic framework to improve recruitment and retention efforts, stakeholder satisfaction, and pre-service teacher quality. We will provide an illustrative description of how we incorporated an MTSS framework in our undergraduate SETPP, which included a continuum of interventions to meet a wide variety of pre-service teacher needs, data-based decisions and universal screening, and explicit instruction of our core competencies (i.e., knowledge, skills, dispositions). This article opens the conversation on the potential benefits of expanding the MTSS framework into higher education, specifically teacher preparation, as an innovative approach for attracting, retaining, and preparing high-quality special educators.

Annually, thousands of post-secondary students studying accounting in Canada participate in the Chartered Professional Accountant Recruitment (CPA Recruit) process to secure employment with accounting firms. Despite the competitive process, there has been negligible research studying how students secure these coveted positions. This qualitative research study explored the lived experience of ten students throughout the recruitment process, identifying 119 success strategies. Fink's taxonomy of significant learning, a conceptualized model that focuses on high quality teaching and learning, was used to categorize the strategies. Findings revealed that while having foundational discipline-specific knowledge was important, intra- and interpersonal skills were deemed more important in helping participants effectively apply and integrate their learning, ultimately demonstrating their ability to transfer learning between contexts. Implications and recommendations are discussed for academic programs to enhance curricular and co-curricular components for students to strengthen and transfer soft skills, and for organizations and professional bodies to improve recruitment practices.

This paper presents a qualitative study of Estonian video game companies. In total, 11 companies were interviewed regarding their company values and expectations for employees. The interviews consisted of two parts. First, a regular semi-structured interview was conducted. In the second part, we used three persona sheets based on Bachelor graduates to provide an imaginary but tangible hiring situation for the company. This allowed us to explore in more detail what the companies consider important in certain employee candidates. Findings show that a strong common theme is that people working on video games need to be aware of the player and how the work shapes the game experience. Many companies encourage a work ethic based on individual responsibility and ownership in their employees. Interdisciplinary communication is very valued as well. Several companies said that employees need to be good fits, and a few even said that employees need to feel like part of a family. One company implied that, unfortunately, employees should be ready for crunch time. Overall, this paper depicts the peculiarities of different Estonian video game companies. While some of these might be specific to Estonia, we believe companies elsewhere also exhibit such properties. Thus, this observation paper provides insight into the video game sector for video game curriculum designers, video game scholars, and the video game industry itself.

Employers are increasingly selecting and developing employees based on skills rather than qualifications. Governments now have a growing focus on skilling, reskilling and upskilling the workforce through skills-based development rather than qualifications as a way of improving productivity. Both these changes are leading to a much stronger interest in digital badging and micro-credentialing that enables a more granular, skills-based development of learner-earners. This paper explores the use of an online skills profiling tool that can be used by designers, educators, researchers, employers and governments to understand how badges and micro-credentials can be incorporated within existing qualifications and how skills developed within learning can be compared and aligned to those sought in job roles. This work, and lessons learnt from the case study examples of computing-related degree programmes in the UK, also highlights exciting opportunities for educational providers to develop and accommodate personalised learning into existing formal education structures across a range of settings and contexts.

The glass cliff phenomenon (GCP) maintains that women are more likely to lead risky organizations than men. Quantitative measures of risk for assessing a possible GCP exist for leaders in the business sector, but no quantitative measures exist for college or university leadership. This article tests one variable of risk for college and university institutions, the financial responsibility composite score (FRCS), to see if it measures the GCP in college or university chief executive officer (CEO) hires. Using an ex post facto causal-comparative design, gender and FRCS in private American colleges and universities were analyzed using the Integrated Postsecondary Education Data System data. Purposive sampling randomly paired institutions with female CEOs with similar institutions with male CEOs. Using the U.S. Department of Education's FRCS database, the researcher reviewed patterns in FRCS before and after CEO hires over three studies. No statistically significant results were observed, demonstrating that there is no indication that female CEOs are hired into riskier colleges or universities when utilizing FRCS. Future studies should further investigate the GCP using alternative measures of risk.

Elementary principals are increasingly responsible for the supervision, support, and evaluation of early childhood teachers and young children. Previous research demonstrated that principals may prefer to hire elementary-certified rather than early childhood-certified teachers and that principals without early childhood preparation may not advocate for developmentally appropriate practices. This study examines elementary principals' preparation for and perceptions of early childhood education, including their knowledge of child development and hiring preferences. We use state certification data to understand principals' preparation and survey data to explore principals' perceptions and practices. Findings indicate that few principals hold early childhood certification while most supervise early childhood teachers and young children. Principals also indicated a lack of commitment to the PreK-3 continuum. Along with previous literature, our findings suggest that principal preparation requirements should be revised to ensure that all who support and evaluate early childhood teachers and young children receive relevant coursework and experiences.

The article describes possible explanations for the relative decline in teacher salaries during recent decades. The article focuses on the Norwegian case, but the situation regarding teacher salaries in Norway is equivalent in many other countries across the globe. Based on comparisons with other professions, three contributing explanations are proposed. All of these contributing explanations relate to a common theme of flexibility. The first proposed explanation is flexibility in certification, while the second and third have to do with flexibility in hiring.

Women are underrepresented in senior leadership positions across global higher education and there are different reasons for this. This study examines barriers to women's leadership development in Ethiopian higher education, with particular attention to the role of national and institutional policies and practices. The study used a phenomenological research design to better understand barriers to women's leadership development in higher education from the views and experiences of women leaders. Data were generated from 12 women vice presidents and official documents. The participants were drawn from each type and generation of universities that exist in Ethiopian higher education. The findings reveal that although there is an improvement in women's leadership development in Ethiopian higher education, many glass ceilings remain unbroken. The result also reveals that institutional barriers are considered the greatest, as they also exacerbate sociocultural and personal barriers to women's leadership development. Although ethnicity is one of the major challenges facing higher education institutions (HEIs) in Ethiopia, it is not identified as a barrier to women's leadership development. The barriers to women's leadership are multifaced and addressing these challenges requires a holistic approach and concerted efforts from major stakeholders, especially policymakers. Unless there is a systemic response, women in higher education will continue to struggle in pursuing senior leadership positions.

Employers want recent college graduates prepared with skills that cut across majors, such as written and oral communication, teamwork, ethical decision-making, critical thinking, and applying knowledge in real-life situations. What is largely unknown is if some fields of study lend themselves to producing these desired skills over others. This is particularly relevant to schools of business, which strive to help students develop professional career skills and often emphasize a range of practical, hands-on, engaged learning activities. This study focused on obtaining the insights of hiring managers about desired skills and areas of study that prepare students with these skills. Survey results were analyzed using ANOVA and Holm post hoc tests. Findings indicated that hiring managers' preferences focused on three main sets of skills: People and Culture, Analysis and Application, and Staying Current. Business dominated the People and Cultures cluster, while STEM dominated the Analysis and Application and Staying Current clusters.

The narrative inquiry correlates to the Leadership in a Time of Change theme by examining the stories of 10 Black, Indigenous, People of Color (BIPOC) school leaders serving in White suburban schools. The research study explores the experiences of eight Black and two Latinx school leaders that serve in K-12 school districts after the racial reckoning of 2020 when elevated racial tensions were significant. Limited research has been explored related to BIPOC school leaders' experiences in predominately White school institutions where they are underrepresented among educational stakeholder groups. The inquiry analyzes the data through the Critical Race Theory from Delgado and Stefancic (2017). The stories of the 10 BIPOC school leaders revealed three themes: racism, microaggressions, and pressure plus. The study is relevant to predominately White school district leaders attempting to hire and retain diverse school leaders.
