The monograph classifies, describes, and critically analyzes the major examples of juvenile delinquency prevention that have been reported by research and demonstration projects. Prevention efforts are noted to proceed along three distinct levels: promoting healthy development for all youth, focusing on youth who appear to be on the road to delinquency, and reaching youth who are already juvenile offenders. Two sections include descriptions of small-scale (such as individual services, special education provisions, and work experience) and large-scale (area intervention in cities including Chicago, New York, and Washington, D.C.) intervention programs. Results from action-oriented and research-oriented delinquency projects are reported and the research methodology used in evaluation of programs is examined. Studies on the problems and evaluations of youth service bureaus are cited. Outlined are three models for prevention (including a model for developing a community resource system) and proposed policy directions (in such areas as deinstitutionalization and school responsiveness). Appended is a paper on a family-oriented natural systems prevention model. (SB)

The major purpose of this brief descriptive study was to determine the levels of professional and support staffing within the administrative, technical, public, and media services areas of Pennsylvania's private college libraries. The study also includes comparative data on student assistant staffing. Questionnaires were mailed to library directors of 60 private colleges in Pennsylvania. Colleges surveyed were private, Middle States accredited institutions designated as II A (diverse post-baccalaureate programs, but no significant doctorate level programs) and II B (baccalaureate institutions) according to the American Association of University Professors' rating scale. The questionnaire was a modified version of the Council of Independent Colleges' Library Cost and Services Module, Data Collection Instrument. Usable responses were received from 35 colleges (58%), including both colleges with national reputations and less prestigious colleges with limited resources. Findings are reported in the areas of staff composition and distribution, student assistants, automation, and other factors. Comparisons are also made with "The Standards for College Libraries" and the results of a survey of Pennsylvania's state college libraries. A copy of the questionnaire is included. (Author/THC)

Discusses a mentoring model as a resource for lesbian and gay adolescents in foster care. The authors apply known successful program elements to the design of a model mentoring program for lesbian and gay adolescents. The program is meant to alleviate problems of isolation, stigmatization, and lack of positive lesbian and gay role models. (GR)

Assessed life-skills knowledge levels among older foster adolescents in foster family homes, group homes/institutions, and apartments. Results suggest a need to improve life-skills preparation in group home/institutional settings, to target minority males for life-skills enhancement in all placement settings, and to utilize apartment placements to supplement foster home, group home, and institutional placements. The child welfare field is uncertain how to best prepare older foster wards for independent living. Research priorities in this area are discussed in five categories: (1) education and school-to-work transitions; (2) formal assessments of readiness for self-sufficiency; (3) provision of transitional supports; (4) support networks; and (5) caregivers and placement settings as developmental resources. The sample consisted of 533 adolescent state wards. Knowledge levels were classified by sex and race. Scores were compared with results of National Adolescent Student Health Survey. Within sample, females scored higher than males, and whites scored higher than nonwhites. Variations in knowledge levels and implications for AIDS prevention education are discussed. (BF)

The decision styles of 370 academic library directors were studied using the Decision Style Inventory. Results indicated that most directors have an idea rather than an action orientation and that most are left-brain dominant. Preferred decision styles among directors at doctoral, comprehensive, baccalaureate, and two-year institutions differed significantly. (Contains 19 references.) (KRN)

This report compares levels of staffing in the libraries of 20 midwest liberal arts colleges. (Noting that libraries all have different organizational structures and different types and levels of service, the study notes the danger of inappropriate comparisons.) Data for this paper were taken from "1982-83 Library Data: Associated Colleges of the Midwest" and "1982-83 Library Data: Great Lakes College Association." Tables and text present statistics on the following: enrollment and collection data; staffing levels; staff per full time equivalent students; librarians per support staff; hours of student assistance; hours of student assistance in full-time support staff equivalents; circulation and interlibrary loan transactions; circulation and interlibrary loan transactions correlated with professional staff and with total staff; enrollment and circulation correlated with reference questions; and volume total and enrollment correlated with circulation. The second part of the document, "Selected Library Statistics," presents statistical information on five 4-year colleges in northeastern Pennsylvania. The collection instrument used is a modified version of an instrument developed by the Council on Independent Colleges to examine staffing levels; the levels are divided by service area for professional and support staff.
