Teacher registration is increasingly utilised as a governance mechanism to audit teachers' work and drive professional practice. There is limited and mixed empirical evidence, however, as to whether registration drives teaching quality. Our study extends this limited empirical base by critically examining the policy trajectory in Australia to bring early childhood teachers into a uniform system of registration with primary and secondary teachers. Adopting a relatively novel methodology, the study intertwined a critical social policy framing with a national quantitative survey. Results showed that respondents perceived their professional self, followed by their workplace (colleagues and employer) as key influencers of quality practice, and neither agreed nor disagreed that teacher registration was beneficial. Findings problematise the need for, and benefits of, teacher registration. That early childhood teachers' practice and development was most driven by intrinsic motivation and, to a lesser extent, being employed in high-quality, not-for-profit, and preschool settings where other early childhood teachers are employed, suggests that more effective and progressive policy approaches to support quality early childhood education require an addressing of the contexts and conditions in which early childhood teachers work.

High-quality early childhood education and care is of critical importance to children's optimal development and wellbeing, and to a nation's social and economic capital. Consequently, assessing and monitoring quality through regulatory mechanisms has become increasingly significant across the world. Yet, literature pertaining to the impact of regulatory and quality assurance systems is contentious, and there is a paucity of research that has investigated educators' perceptions of the use and effectiveness of such systems. This article presents findings from a doctoral study that was the first to investigate educators' perceptions of the Australian quality assessment and rating process. Ball's theorisation of 'policy as discourse', 'policy as text' and 'policy as effects' provided a conceptual lens to consider the discursive influence of the assessment and rating process on educators' practice, the limitations of how quality is conceptualised and assessed, and how educators can 'play the game' to attain high-quality ratings.

Despite the role pedagogical leadership plays in quality early childhood education and care services, limited research to date has explored the appointment and enactment of educational leaders in Australia. This qualitative study explored the role and influence of two educational leaders in a high-quality rated service. Findings revealed that these educational leaders' exercising of distributed and transformational leadership enabled ongoing quality improvement. Appointing the 'right' person; a supportive, effective and cohesive team; the whole-of centre valuing of the educational leaders and their role; investment of resources; and professional autonomy, were identified as key enablers of quality education across the service. As the first study to investigate the educational leader role in an 'excellent'-rated service in Australia, this study highlights that the effectiveness of an EL is dependent on the person in the EL role and the context in which they are working. Implications for policy and service providers are discussed.

Regulatory drivers of teacher quality and teacher professionalism are increasingly being utilised in Australia and internationally to improve children's outcomes. In the context of a recent national review on teacher registration, this article reports on findings from a small-scale study that investigated three early childhood teachers' perceptions of teacher registration in New South Wales, Australia. The participants rejected discursive truths about the need for and benefits of teacher registration, associating this relatively new mechanism of teacher accountability as a threat to teachers' professional practice and job satisfaction, and to centres' provision of quality early childhood education. The findings problematise a discourse of teacher professionalism made enticing by a vow to bring early childhood teachers in from the margins of the educator sector.

A well-qualified, well-paid, stable workforce with high psychological and emotional wellbeing is critical to the provision of quality early childhood education and care, yet workforce shortages and high turnover persist in Australia and internationally. This paper uses ecological theory to conceptualise and make sense of findings from research that has investigated the recruitment, retention and wellbeing of early childhood teachers in Australia. The theoretical framing of early childhood teacher workforce issues proffered in the paper highlights the utility of considering these issues from a holistic ecological perspective. Analysis of Australian early childhood workforce studies draws attention to the need for large-scale, longitudinal research that holistically investigates influences on the attracting, retaining and sustaining of early childhood teachers, and the impact of these influences on teacher quality.

While early childhood educators' use of digital applications (apps) to document children's experiences and support parent communication is increasing, there is limited empirical research about the impact of these applications on children's experiences and educators' practices. This article provides a critical analysis of the findings from this body of research with a focus on affordances and challenges. While the research supports potential benefits for parent engagement and pedagogy, a range of challenges relating to content, access, equity, workload and ethics are highlighted. Features of the neoliberal contextual that may enable the increasing use of apps and shape the way they are used are considered, and opportunities for future research to further critique, enhance understandings and inform practice proposed.

With an unprecedented number of children in early childhood education and care in Australia, demand for early childhood teachers is increasing. This demand is in the context of recognition of the importance of the early years and increasing requirements for more highly qualified early childhood teachers under the National Quality Framework. Increasingly, evidence shows the value-added difference of university-qualified teachers to child outcomes. Within Australia there are multiple ways to become an early childhood teacher. Three common approaches are a 4-year teaching degree to teach children aged birth to 5 years, children aged birth to 8 years, or children aged birth to 12 years. There is, however, no evidence of how effective these degree programmes are. This paper presents the perspectives of 19 employers of early childhood teachers in New South Wales regarding how well prepared early childhood teacher graduates are to work in the early childhood sector in Australia. Although participants noted the strengths of new graduate early childhood teachers, they also identified several areas in which they were less well prepared to teach in the early years.

Early childhood services in Australia that receive a 'Working Towards' quality rating are expected to engage in continuous quality improvement. This qualitative study investigated this expectation by exploring the experiences of educators in Working Towards services. The study implemented a social constructivist research design and involved interviews with educators from three Working Towards rated services. Data analysis sought to establish participants' understanding of the National Quality Standard and their own provision of quality, and what factors within their service facilitated and limited this provision. Findings highlight educators' varying understandings and interpretations of the National Quality Standard, and perceived barriers to quality improvement from both within and without their centres. The study contributes to the limited literature surrounding the experiences of educators in Working Towards services and poses implications for future policy and research.

This paper reports on a study in which educators from four early childhood centres used metaphor to discuss their provision of high-quality early childhood education. Qualitative mining of focus group data confirmed 'quality' to be complex, multi-dimensional and value-laden. Findings contribute to understandings of quality in early childhood education through four key themes: 'quality' as a synergetic flow; the facilitative stance and impact of leaders in the enactment of leadership; children as active contributors to quality; and the role of love. Metaphor is shown to be a valuable tool that can highlight tangible and intangible quality contributors, how these contributors link together and the contextual specificity from which quality in individual early childhood education settings emanates.

While research investigating the mediatisation of education policy has primarily been undertaken in school contexts, this paper reports on a study conducted in the context of early childhood education. The paper examines how a major policy in early childhood education in Australia -- the National Quality Framework -- has been mediatised in selected newspapers. Drawing on Foucauldian, critical discourse analysis and mediatisation theorising, we utilised the corpus linguistic tools of WordSmith Tools 6.0 to inform content analyses of 121 articles from two major media corporations, News Corp and Fairfax. Our findings highlight the utility of treating our data as two distinct corpora, with each corporation found to have utilised discursive technologies to proffer competing positionings of the Framework. The contested nature of the Framework -- generally purported in Fairfax to be a tool that supports quality early education, as opposed to News Corp's framing of the policy as one that inhibits affordable childcare -- poses implications for which advocacy groups are regarded by the media as having authority and thus likely to influence policy through the reporting of their voices. Implications for newspaper media as a discursive influence on parents' childcare decision-making are also considered.

Educator-parent partnerships have long been constructed in a discourse of improving outcomes for children. Notwithstanding the value of parent engagement for children's learning, development and wellbeing, this paper calls for a broader construction. In the context of marketised provisioning in which parents generally operate as uninformed consumers, the paper proposes a positioning of parent engagement that builds parents' understandings about quality ECEC and early learning and development, and which operates from a strengths-based platform. Findings from an Australian study that explored such a positioning from the perspective of five centre directors highlight the challenges involved, with participants exercising different degrees of intentionality. Those who actively sought to build parents' understandings demonstrated a professionalism that viewed parents from a strengths-based perspective, and strategically used time with parents and educators to undertake this work as part of their daily practice. In contrast, the less intentional participants appeared to comply with a marketised framing of parents as consumers, whose real or perceived needs took priority.

Background: This paper investigates Australian parents' child care decision-making, including the motivational and influential factors that they attribute to their choice. Research demonstrates that child care decision making is multifaceted, involving a combination of child-related, personal, familial and contextual considerations. Existing research has tended to compare centre-based child care users with those using family-based options, and has not examined differences in the decision-making of parents who using different centre-based options. Objective: This study compared the characteristics and child care choices of parents using long day care (LDC) with those using preschool services to determine (1) whether they differ demographically and (2) if their reported child care decision-making motivations and influences diverge. Method: Participants were 1418 parents who completed a nationally-distributed survey in which they provided demographic information, specified their reasons for choosing to use child care, and rated the importance of factors that influenced their child care choice. Results: LDC parents had, on average, younger children, worked longer hours and resided in areas with lower socioeconomic resources than preschool parents. When compared with preschool parents, those using LDC were more likely to nominate pragmatic factors as influencing their child care decision making. External pressures, mainly related to educational outcomes, were more salient for preschool than LDC parents. However, both groups of parents similarly rated child-centred factors as the most important overall influence. Conclusion: Our findings add complexity to current understandings of parents' child care decision making by showing that parents should not be treated as a homogenous group by policy makers, providers, and researchers.

Dominant constructions of professionalism in early childhood education can diminish early childhood teachers' and educators' undertaking of advocacy at the systems or political level. In this paper, we propose an ethically grounded construction of professionalism that provides space for professional practice to move beyond the classroom and into the political sphere. Findings from interviews with four early childhood teachers from Australia who undertake systems advocacy as part of their professional practice show that this work is driven by ethical influences that extend beyond the rule-based imperative, in ethical codes, that teachers should undertake systems advocacy. Findings highlight the value of considering systems advocacy as practice that emerges from an interplay of three theoretical foundations of ethics: deontology, utilitarianism and virtue ethics. Implications for teacher professionalism and the building of a teacher disposition that incorporates systems advocacy are considered.

While an increasing body of Australian and international research has explored the relationship between media and education, few studies have examined this relationship in the context of early childhood education. This paper contributes to this research gap by reporting on a corpus-assisted discourse analysis of how childcare is represented in 801 newspaper texts from six Australian newspapers. As a foundational paper of a broader study investigating public and political influences on parents' childcare choices, the paper details the use and utility of corpus linguistic tools for exploring the discourse construction of childcare in a large corpus of media texts. It also highlights the value of analysing media corpora via media ownership, focusing on the two dominant Australian media organisations, Fairfax and News Corp. Analyses reveal similarities but also key differences in the representation of childcare in Fairfax and News Corp newspapers. In Australia, print media still sets the daily media agenda and reflects the dominant discourse constructions surrounding major public issues. Accordingly, the beliefs, practices and decision-making of current and potential parent users of formal childcare may be differentially influenced depending not just on their (direct or indirect) access to print media, but by the format (tabloid or broadsheet) and thus ownership (Fairfax or News Corp).

The "National Quality Framework" (NQF) has been heralded by the Australian Government as a significant reform that will raise the quality of early childhood education and care (ECEC) across the country. Drawing on Foucault's (1991) conceptualisation of governmentality this article critically analyses the NQF. From this analysis we conclude that while overall, children in ECEC settings across Australia will be somewhat better off, the NQF nonetheless falls well short of its intended outcomes. Sumsion's (2006) conceptual framework for political activism in the ECEC sector is used to propose one way forward for early childhood advocates and activists to work for policy reform that may more effectively meet the Government's goal of giving children the best possible start in life. Central to our proposal is what we believe is currently lacking in early childhood policy: a bold, innovative vision for children's right to a high-quality early education. (Contains 2 tables.)

In the context of market-based childcare provision, governments in many industrialised countries use regulation to ensure quality standards and practices. Limited research, however, has investigated parents' perceptions of childcare quality and whether what parents value as contributors to quality resonates with regulatory frameworks. This article critically uses the Bourdieuian notion of "taste" to explore the perspectives of parent users of high-quality childcare in Australia. Findings from six case studies show that irrespective of educational attainment, parents conceptualise "quality" in childcare in ways that are consistent with, but also extend beyond, regulation. Parents identified factors such as engagement with the local community, not-for-profit community-based provision, and stability of committed staff who experience high job satisfaction as important to the provision of quality childcare. Identification of these factors highlights regulation as a potential discursive strategy that neutralises demand for other complementary but more contentious policy approaches. (Contains 3 tables.)

This article critically analyses how empirical research investigating quality early childhood education and care (ECEC) in the period 1980-2008 has conceptualised "quality". Applying Foucault's notion of "critique" to 338 peer-reviewed journal articles uncovered six interconnected truths: quality is an objective reality; quality enhances children's optimal development; quality is the domain of science/psychology; quality can be known from researchers' perspectives; quality can be understood using an ecological framework that is limited to child, familial and childcare variables; and quality ECEC is more pertinent to preschoolers than babies and infants. The article problematises these prevailing truths, arguing that the dominance of positivist discourse in ECEC research has limited how quality ECEC can be thought and talked about. An addressing of the blind spots this article identifies has the potential to lead to more developed and nuanced understandings of quality ECEC. (Contains 1 note, 2 tables and 2 figures.)

Quantitative approaches to defining and measuring quality in early childhood education and care (ECEC) have provided a key platform for policy development. Yet their strengths and limitations as informants of high-quality ECEC have not been tested. In this study we examine two sources of quantitative data collected over a five-year period for 74 long day care centres: (1) the Early Childhood Environment Rating Scale-Revised and Infant-Toddler Environment Rating Scale instruments which are well-established observational measures; and (2) Australia's nationally administered Quality Improvement and Accreditation System which involves a self-study and validation process. Correspondence over time and across measures was more consistent for the centres identified as providing lower quality ECEC. Variability in ratings of quality was more evident in lower quality centres, whereas high-quality centres showed less variability over time. High quality, however, was less consistently identified across measures. Discussion focuses on the strengths and limitations of these measures of quality, and the implications these have for policy development and future research. (Contains 6 tables.)

The early childhood education (ECE) sector in Australia is marked by a habitus where "professionalism" is confined to objective, technical practices. The authors suggest that this is a diminished view of professionalism, and one that compromises high-quality ECE. This article is concerned with how teacher professionalism can be re-imagined and practised within an ECE setting in ways that uphold children's rights and interests and emancipate early childhood teachers from technical, deprofessionalising constraints. Through a case study of professionalism in a reputable high-quality long-day-care centre in Sydney, Australia, the article extends thinking about teacher activism and promotes resistance-based professionalism as one way of producing an alternative habitus about quality ECE and the integral role early childhood teachers play in such provision.

In Australia and internationally, government policies aim to increase the supply of early childhood teachers and thus improve the quality of early childhood education and care services. In this paper, we suggest that such a policy-quality trajectory in Australia is not as straightforward as policy discourses suggest. From industrial relations and broader policy contexts, we argue that the early childhood profession is a profession on the margins and that this marginalisation complicates efforts to enhance numbers of early childhood teachers. Mindful of this marginalisation, we draw upon preliminary findings from a study exploring the motivations, beliefs and expectations of mature age postgraduate students to highlight practical issues pertaining to students and early childhood teacher education programs that further complicate policy drives to increase the supply of early childhood teachers. We propose that the success of such policy drives is dependent on a comprehensive addressing of the complexities raised in this paper.

This article extends current understandings of sources of job (dis)satisfaction for childcare staff by investigating the hypothesis that early childhood professionals' satisfaction with regulatory requirements is a predictor of job satisfaction. Findings show that for early childhood professionals in New South Wales, Australia, satisfaction with the regulatory environment is related to the extent these requirements are perceived to support autonomous professional practices conducive to quality care. Considerable dissatisfaction with regulatory requirements was found among study participants. Nonetheless, this level of dissatisfaction did not predict job (dis)satisfaction. The lack of correlation may be indicative of the study's sample, however, and does not preclude a greater connection between the two constructs. Implications of a possible nexus between job satisfaction and satisfaction with regulatory requirements are discussed, and further research is called for.

This article problematises the construction of regulation as an effective manager of risks to children in early childhood education and care (ECEC) services. Adopting a Foucaldian, governmentalist approach to regulation and risk, the authors suggest that governments in Australia have "risk colonised" regulation to meet their own interests rather than make effective use of regulation as a mechanism for quality assurance. They propose that the risk colonising of regulation has not effectively addressed societal risks to children in ECEC services, and has generated its own risks to quality standards through a preoccupation with institutional risk. In these ways, "the laugh of Foucault" resounds in the regulation of ECEC services.

Using narrative interviews underpinned by an ecocultural framework, this Australian study investigated the experiences of 39 mothers of children with disabilities and 27 staff members from the early childhood services which these children attended. The data highlight serious limitations of current government policy and provisions in Australia to facilitating the inclusion of children with disabilities into mainstream children's services. The small number of successful inclusions evident in this study appears to be in spite of current government policy and may be attributed more to staff personnel. This article concludes by calling for policy change that actively facilitates the successful inclusion of children with disabilities into generalist early childhood services.

Whilst regulation is utilized by governments in Australia and internationally as a means of promoting quality standards in early childhood education and care (ECEC) services, a growing body of literature is critical of the detrimental effect of this regulation. Drawing on our investigation into early childhood teachers' perceptions of the impact of regulation on quality practices we suggest that the way regulation is constructed limits its capacity to effect high quality standards. After problematizing the use of risk management and performative constructs of regulation, we call for regulatory reform that transcends these dominant constructions. We contend that a transformed system of regulatory accountability underpinned by notions of "a decent and non-humiliating society", socially just policies and professional trust presents as a useful way forward. This article both supports and complicates the positioning of reconceptualists who frame the regulation of early childhood services as repressive. Drawing on Foucault's construction of power and, in particular, his notion of an "analytics of power", the authors analyse findings from an Australian study investigating university-qualified early childhood teachers' perceptions of regulation. The authors contend that whilst most participants in this study experienced regulation as constraining, they resisted perceived threats to themselves and quality practices in ways that problematize a reconceptualist repressive construction of regulation. The authors show, firstly, that teachers strategically positioned regulation as an ally so as to resist perceived threats to themselves and to children; and secondly, that they strategically positioned themselves to resist perceived adversarial aspects of regulation. Exercising agency in these ways meant that regulation was experienced as enabling and its constraining potential somewhat mitigated. After highlighting the role critical thinking plays in early childhood teachers' exercising of agency through resistance, the authors conclude by urging early childhood teachers to contest not only the elements of regulation they perceive to be constraining, but also the contextual factors that can influence how early childhood teachers view regulation. While early childhood professionals in NSW are accountable to a substantial collection of regulatory requirements, little research has explored the outcomes of this regulatory environment, both intended and otherwise. This paper presents findings from a NSW study and shows how early childhood professionals working in long day care centres perceive the regulatory environment to impact on their professional practice. Specific attention is given to the impact of the national Quality Improvement and Accreditation System and the NSW Children's Services Regulation. The notion of the regulatory environment as a "double-edged sword" emerges as a useful conceptual metaphor to understand how early childhood professionals perceive these regulatory frameworks to impact on their practice. Findings show that the benefits afforded by accreditation and the Regulation are offset by unfulfilled intentions and unintended outcomes.

This article juxtaposes contrasting discourses concerning the that impact regulatory systems--such as the NSW Children's Services Regulation and the National Quality Improvement and Accreditation System--have on the professional practice and job satisfaction of early childhood professionals in NSW. Juxtaposing dominant government discourses with conflicting critical discourses raises theoretical and practical issues about how the regulatory environment is perceived, the place it holds in early childhood professionals' thinking about quality early childhood practices, and the impact it may have on their job satisfaction.
