1. Slate or Paper? The Slow Transformation of the School in Mexico, 1880-1920

Abstract

The transition to the use of paper in public elementary schools in Mexico was not easy. At the end of the nineteenth century, the use of slates had been questioned due to the health risk they represented since students often erased their writing with saliva and the material with which the slates were made did not always meet the necessary specifications. On the other hand, paper, from a hygienic, pedagogical and aesthetic point of view, was considered a superior material compared to the hardness of the slate, the shine of the surface and the lack of precision obtained in the tracing of the letters. Derived from this approach, the possibility of changing materials in official schools was seriously envisioned. However, the paper represented a very high cost. Only two paper mills could supply the schools and it was necessary to lower the price, and guarantee the supply by enhancing the distribution system. This article analyses the beginning of the conversion process of a technology for learning to write such as the slate for paper. I analyse the expense that it meant for the authorities and families, how the change was the result of a multiplicity of social, cultural, economic and political relations that intersected to give a new configuration of time, noise and established values in the classroom.

2. Intersectionality in Education: Rationale and Practices to Address the Needs of Students' Intersecting Identities. OECD Education Working Papers. No. 302

Abstract

Intersectionality highlights that different aspects of individuals' identities are not independent of each other. Instead, they interact to create unique identities and experiences, which cannot be understood by analysing each identity dimension separately or in isolation from their social and historical contexts. Intersectional approaches in this way question the common classification of individuals into groups (male vs. female, immigrant vs. native etc.), which raises important implications for the policy-making process. In education, analyses with an intersectional lens have the potential to lead to better tailored and more effective policies and interventions related to participation, learning outcomes, students' attitudes towards the future, identification of needs, and socio-emotional well-being. Consequently, as elaborated in this paper, some countries have adjusted their policies in the areas of governance, resourcing, developing capacity, promoting school-level interventions and monitoring, to account for intersectionality. Gaps and challenges related to intersectional approaches are also highlighted.

Abstract

Module A of the OECD Higher Education Policy Survey (HEPS) 2022 elicited information on policies to promote digitalisation of higher education in OECD member and accession countries. In total, 30 jurisdictions responded, providing comparative information on various areas of digitalisation policy, from regulation and governance to financial and human resources. The survey results provide insight into the role of public authorities in guiding, coordinating and resourcing the digital transformation of higher education institutions. The analysis and comparative tables in this working paper provide insights that can support the development of strategic digitalisation policies.

5. Higher Education Collaboration in North America: A Review of the Past and a Potential Agenda for the Future. Working Paper. North America 2.0: Forging a Continental Future

Abstract

When the North American Free Trade Agreement (NAFTA) came into fruition in the early 1990s, there were high hopes and expectations on what this emerging economic block could achieve. Although the agreement involved extensive conversations that led to regulations that facilitated trade across the region--the main intent of NAFTA--the same was not true for the higher education environment. Critics have argued that NAFTA's heavy focus on trade left little room for similar harmonization on issues like higher education. From this perspective, it is evident that if efforts to improve higher education are to gain traction in the trilateral relationship, they must be linked with regional trade and competitiveness. Yet even though NAFTA was not the vehicle for further cooperation on higher education, colleges and universities across Canada, Mexico, and the United States did embrace the opportunity and enthusiastically engaged in conversations that prompted trilateral collaboration. This article follows the key agreements that influenced and guided the early stages of NAFTA collaboration among higher education institutions, as well as developments that kept engagement across the three countries active. It also provides an initial list of areas in which future collaboration might focus. [The report was published in partnership with the Belfer Center for Science and International Affairs. This working paper will be published as a chapter in the forthcoming book, "North America 2.0: Forging a Continental Future."]

6. A Half Century of Progress in U.S. Student Achievement: Ethnic and SES Differences; Agency and Flynn Effects. Program on Education Policy and Governance Working Papers Series. PEPG 21-01

Abstract

Principals (policy makers) have debated the progress in U.S. student performance for a half century or more. Informing these conversations, survey agents have administered seven million psychometrically linked tests in math and reading in 160 waves to national probability samples of selected cohorts born between 1954 and 2007. This study is the first to assess consistency of results by agency. We find results vary by agent, but consistent with Flynn effects, gains are larger in math than reading, except for the most recent period. Non-whites progress at a faster pace. Socio-economically disadvantaged white, black, and Hispanic students make greater progress when tested in elementary school, but that advantage attenuates and reverses itself as students age. We discuss potential moderators.

7. Professional Learning Derived from International Academic Mobility during PhD Programs

Abstract

This paper discusses the type of professional learning that international academic mobility makes possible during a PhD program. The conceptual approach used Pierre Bourdieu's field theory, which allows analyzing PhD students as 'newcomer' members who bet on mobility under the idea of "illusio." The methodology used was qualitative. The information was obtained through semi-structured interviews with twenty-four new researchers who studied in four prestigious PhD programs in education and history in Mexico. The findings demonstrate that mobility fosters relationships with peers abroad, makes it easier to learn to do research, favors the reconversion of capital within the scientific field, and offers practical knowledge related to the need to publish results in order to achieve international recognition.

8. Bidirectional Braille-Speech Communication System for Deafblind Students

Abstract

Deaf-blindness is a type of dual disability wherein visual and auditory capabilities are significantly impaired. Special communication methods have been developed for the deaf-blind community. Yet, these methods require that both people involved have prior knowledge and training to successfully communicate, limiting deaf-blind people's social interactions, particularly in academic settings. This paper describes the development of a device that enables two-way communication between a severely deaf-blind user and a hearing person with no prior knowledge of Braille and no additional intermediaries. A Convolutional Neural Network (CNN) scheme for speech recognition was designed and implemented along with the development of an algorithm capable of developing both text-to-speech and Finger-Braille-to-text conversion. Lastly, a system integration via 3D modeling and additive manufacturing was carried out to deliver a functional prototype. The resulting device aims to allow deaf-blind students to send and receive information entirely in finger Braille, using buttons and vibrotactile feedback. In contrast, the hearing tutor receives auditory messages and speaks to reply, making the educational experience as familiar as possible for both parties. Users testing the device achieved an average typing accuracy of over 95% and demonstrated an understanding of commands transmitted through the device's components.

9. Can Scholarships Increase High School Graduation Rates? Evidence from a Randomized Control Trial in Mexico. Policy Research Working Paper 8826

Abstract

This paper studies the impact of PROBEMS, a scholarship program in Mexico aimed at improving graduation rates and test scores among upper secondary school students from poor backgrounds. The identification strategy is the random allocation into the program, which took place in 2009. The strategy allows measurement of the effects of PROBEMS on test scores and graduation rates three years later in 2012. The paper finds that, on average, the program has no discernible impact on graduation rates or math or Spanish test scores. The size of the sample allows investigation of the reasons for this disappointing result. The paper finds that the program is substantially mis-targeted, with the majority of the recipients not coming from the most disadvantaged families. However, the most plausible explanation for the absence of positive impacts is that many eligible students do not seem to have the minimum learning level to face successfully the academic requirements of upper secondary school. An important policy implication is that a well-targeted scholarship program should be complemented with a remedial education intervention. [This paper is a product of the Education Global Practice.]

10. Equivalent Years of Schooling: A Metric to Communicate Learning Gains in Concrete Terms. Policy Research Working Paper 8752

Abstract

In the past decade, hundreds of impact evaluation studies have measured the learning outcomes of education interventions in developing countries. The impact magnitudes are often reported in terms of "standard deviations," making them difficult to communicate to policy makers beyond education specialists. This paper proposes two approaches to demonstrate the effectiveness of learning interventions, one in "equivalent years of schooling" and another in the net present value of potential increased lifetime earnings. The results show that in a sample of low- and middle-income countries, one standard deviation gain in literacy skill is associated with between 4.7 and 6.8 additional years of schooling, depending on the estimation method. In other words, over the course of a business-as-usual school year, students learn between 0.15 and 0.21 standard deviation of literacy ability. Using that metric to translate the impact of interventions, a median structured pedagogy intervention increases learning by the equivalent of between 0.6 and 0.9 year of business-as-usual schooling. The results further show that even modest gains in standard deviations of learning--if sustained over time--may have sizeable impacts on individual earnings and poverty reduction, and that conversion into a non-education metric should help policy makers and non-specialists better understand the potential benefits of increased learning. 11. Persistent Misallocation and the Returns to Education in Mexico. Policy Research Working Paper 8690

Abstract

Over the last two decades, Mexico has experienced macroeconomic stability, an open trade regime, and substantial progress in education. Yet average workers' earnings have stagnated, and earnings of those with higher schooling have fallen, compressing the earnings distribution and lowering the returns to education. This paper argues that distortions that misallocate resources toward less-productive firms explain these phenomena, because these firms are less intensive in well-educated workers compared with more-productive ones. It shows that while the relative supply of workers with more years of schooling has increased, misallocation of resources toward less productive firms has persisted. These two trends have generated a widening mismatch between the supply of, and the demand for, educated workers. The paper breaks down worker earnings into observable and unobservable firm and individual worker characteristics, and computes a counterfactual earnings distribution in the absence of misallocation. The main finding is that in the absence of misallocation average earnings would be higher, and that earnings differentials across schooling levels would widen, raising the returns to education. A no-misallocation path is constructed for the wage premium. Depending on parameter values, this path is found to be rising or constant, in contrast to the observed downward path. The paper concludes arguing that the persistence of misallocation impedes Mexico from taking full advantage of its investments in the education of its workforce. The purpose of this paper is to present an exploration on the response of parents of two rural multigrade schools facing the homeschooling activities in the context of pandemics. To frame a comparative perspective some conceptual work was done about new rurality and family structure before interviewing parents of both schools about distribution of tasks among family members, distribution of time and technological support. 13. Hit and Run? Income Shocks and School Dropouts in Latin America. Policy Research Working Paper 8344

Abstract

How do labor income shocks affect household investment in upper secondary and tertiary schooling? Using longitudinal data from 2005-15 for Argentina, Brazil, and Mexico, this paper explores the effect of a negative household income shock on the enrollment status of youth ages 15 to 25. The findings suggest that negative income shocks significantly increase the likelihood that students in upper secondary and tertiary school exit school in Argentina and Brazil, but not in Mexico. For the three countries, the analysis finds evidence that youth who drop out due to a household income shock have worse employment outcomes than similar youth who exit school without a household income shock. Differences in labor markets and safety net programs likely play an important role in the decision to exit school as well as the employment outcomes of those who exit across these three countries.

14. Teaching Writing in English in Public Secondary Schools

Abstract

This paper presents the findings of a descriptive multiple case study carried out with six teachers of English in five public secondary schools in a city in northwestern Mexico aimed to determine how writing was taught. A mixed methods approach was followed with an embedded design in which qualitative data had increased weight and quantitative data was supportive. Qualitative data were collected through an interview guide approach, non-participant observation, and qualitative document analysis, while quantitative supporting data were collected using structured observation and quantitative document analysis. In the qualitative analysis, four themes emerged: (1) writing activities, (2) resources, (3) assessment, and (4) frequency of work on writing. Results suggest that writing activities in which students are required to write one word, a phrase or a sentence predominate. Also, findings show that paper-based resources for writing tasks are frequently used. Qualitative results suggest that written exams, word dictation and class projects were assessment practices assigned by teachers; besides, findings suggest that the writing activities are form-driven rather than meaning-driven. The relevance of this research is that findings might provide the basis for designing quantitative studies in this context that allow for generalizations.

15. Entrepreneurial Decisions and Problem-Solving: A Discussion for a New Perspective Based on Complex Thinking

Abstract

This work addresses the importance of innovation in entrepreneurial and business education to ensure that students develop the ability to make complex decisions and solve complex challenges. The intention was to incorporate the complexity theory in decision-making and problem-solving in business and entrepreneurship. To achieve this, we present the results of the first phase of our project, aiming to scale the levels of complex thinking in university students, discuss the need for business and entrepreneurship students to develop complex thinking competency (including its sub-competencies of critical, systemic, scientific, and innovative thinking) in the complexity of the business environment, analyze the relevance of system elements, apply their inductive and deductive reasoning, and create appropriate and relevant solutions. Our findings suggest that an educational model focused on developing complex thinking and its four sub-competencies can enable entrepreneurs to integrate sustainable development, increase their social engagement and critical thinking, develop their imaginative intelligence and discursive and reflective skills, and thus improve their decision-making and problem-solving processes. In the future, we plan to extend this analysis to the behavior of real-life entrepreneurs. [For the full proceedings, see ED654100.]

16. Teaching Latinx Traditional Medicine 'Curanderismo' in Higher Education

Abstract

For more than 20 years, traditional medicine of Mexico, the U.S. Southwest and other countries has been taught as a series of academic course at the University of New Mexico in Albuquerque in the United States. These courses focus on traditional uses of healing plants and rituals for students in higher education and the community. These courses discuss the incorporation of diverse Hispanic and Indigenous ancestral methods of healing based on experiential learning through a series of traditional medicine classes offered at the University of New Mexico. This pedagogy is a unique approach to the reclaiming of ancestral perspectives into the university curriculum that have an enduring impact in the students enrolled in these courses. This article provides a definition of "curanderismo" and mentions three major historical figures that have impacted traditional medicine in Mexico and the United States. The article also discusses the impact that these classes have on the diverse students at a Hispanic-Serving, Level I Research American university. Finally, we discuss the development of these courses in the university system and how a program has been created that also allows community members and staff in diverse health professions to enroll in the summer face-to-face institute through the Center for Continuing Education. 17. The Sustainability in the New Scenarios of Transformation in the Rural Areas of Mexico

Abstract

To address the challenges of sustainability in rural areas of Mexico, it must be considered that globalization opened the way to a new conception of rural development and consequently to a change of strategies aimed at achieving higher levels of productivity, often unrelated to social welfare. This widened poverty in the countryside and forced the displacement of millions of rural dwellers. Globalization was an imposition with consequences that exceeded the socioeconomic, cultural, and political capacities of the countryside. We must not lose sight of the close interrelationship of inequality and precariousness with environmental degradation caused by unsustainable development models such as globalization. This scenario leads to the search for solutions to ensure sustainability, so rural communities must design sustainable development strategies that prioritize their autonomy, self-sufficiency, productive diversification, and ecosystem management. Multifunctionality is a key tool for conservation and economic diversification, but it must be properly regulated to avoid restrictions on agricultural production and cultural values. Payment for environmental services is an option, but it must be accompanied by social development policies to ensure sustainable development in rural areas. [For the full proceedings, see ED652228.]

18. Zapatista Micropolitics and Antifascist Education

Abstract

A critique of both homogenizing and vertical power runs through the Zapatista social project in Chiapas, Mexico, lending a distinctive character to both Zapatismo's political vision of self-governance and to the educational vision of its community schools. Zapatismo's critical practices may thus offer valuable contributions to antifascist praxis and pedagogy. This paper considers anti/fascism through a micropolitical lens, focusing on two prevailing tendencies: binarization of power relations and homogenization of identities. It then suggests that Zapatista practices undermine microfascist tendencies in social-political life through subversion of command relationships, plural identification, critique of representation and safeguarding of alterity. The paper concludes by tracing the manner in which a critique of state schooling within Chiapas's indigenous communities has led to the development of Zapatista autonomous schools, examining ways in which these schools refuse totalization and prefigure community autonomy.

19. Virtual Transborder Service Learning as a Transformative Educational Pedagogy: A California, USA - Baja California, Mexico Academic Partnership in Sustainable Tourism

Abstract

Service learning (SL) engages students in intentional, collaborative service experiences that promote civic citizenship. The COVID-19 pandemic forced traditional face-to-face SL courses to transition into virtual service learning (e-SL). This paper examines the academic and civic outcomes of an e-SL binational sustainable tourism course for undergraduate students. The course was designed to deliver disciplinary knowledge in sustainable tourism and transborder civic citizenship competencies in the following areas: 1) Ethos, 2) Literacy, 3) Inquiry, 4) Action, 5) Leadership, and 6) Partnership. A post-course student survey was deployed to assess student perspectives regarding the achievement of course outcomes. The findings revealed significant (positive) academic and civic transformations among the students due to the intentionality of the e-SL course design and implementation. Results indicate that e-SL in sustainable tourism education can be an effective pedagogy for inculcating civic learning, responsibility, and engagement among students and future professionals in the field of tourism.

21. Teacher Cooperation and Education Levels as Contributors of Teachers' ICT Use

Abstract

Globally, there is considerable investment in education technologies leading to increased attention from stakeholders (Trucano, 2017). For a deeper understanding about the implementation of various technologies, research is needed to examine how teachers are incorporating them in teaching and learning. This study focused on eight countries to examine how teachers used ICT in mathematics instruction and factors that contributed to ICT use. Results show that teachers' education levels and cooperation amongst educators are associated with ICT use in instruction. The paper includes recommendations and implications for practice and future research.

Abstract

This paper aims to survey the current landscape of education policy evaluation across OECD countries and economies by examining recent trends and contextual factors that can promote more robust education policy evaluation, as well as identifying key challenges. It takes a view of policy evaluation as an activity that takes place throughout the entire policy cycle, before, during, and after a reform is implemented. It proposes a supporting framework for education policy evaluation that integrates institutional factors which can help to build robust underpinnings for policy evaluation. It also presents some specific considerations to take into account for individual policy evaluation processes. Analysis of more than 80 evaluations across OECD education systems provides an indication of the diversity of approaches taken in the policy evaluation process. Key findings refer to the "who", "when", "what", "how", "for what" and "what next" of policy evaluation processes through a comparative lens.

Abstract

In this paper, we present the development of an investigation on the promotion of covariational reasoning in high school students (14-15 years old) in Mexico. The study consists of designing and applying a sequence of didactic activities that simulate a real situation virtually. The activities are organized through a Hypothetical Learning Trajectory supported by digital technology and elements of Cuevas-Pluvinage didactics. The activities were evaluated according to the levels of covariation proposed by Carlson and colleagues, categorizing students' achievements and difficulties for each level of understanding. The results show that the activities favor students' progress by moving from the context situation to the different representations, establishing the relationship between the variables, and identifying their functional dependence. 25. Undergraduate Students' Conceptions about Complex Numbers: A Trajectory of Their Mental Structures

This paper describes the conceptions about complex numbers that a group of university students has, these were built from the application of an activity sequence centered on these numbers. This sequence is based on the APOS theory, some aspects of semiotic representation theory, and the use of digital technology. Particularly, both the general results of a pretest and a posttest are shown and compared. Additionally, the example of a student is analyzed to show evidence of how the mental structures and mechanisms that define the students' conceptions are built through the implementation of the sequence. The results show how the activity sequence allowed students to coordinate algebraic and geometric processes on complex numbers to improve their conceptions. 26. Emotional Knowledge of Mathematics Teacher = Conocimiento Emocional de Docentes de Matemáticas

Abstract

Emotions come into play as teachers make decisions, act, and reflect on the different purposes, methods, and meanings of math teaching. In order to learn more about the emotions of mathematics teachers, this paper shows the emotions experienced by 81 Mexican teachers who teach mathematics in middle school and high school. Emotions are contextualized by the theory of the cognitive structure of emotions, narrative and drawings were used to express their emotions. According to the results, three frequent and common emotions were identified in the teachers, happy-for, satisfaction, and disappointment. Fear was the only frequent emotion in high school teachers; it occurred at the beginning of their teaching, due to the lack of pedagogical content knowledge. 27. Serious Video Game to Promote Earthquake Prevention in Children

Abstract

Mexico is a country where seismic events occur in a daily basis. Since 1990, the national seismological service has reported various earthquakes, in some cases they usually imperceptible, it doesn't ensure that the population cannot be injured, there for, it is important to keep the entire population informed and prepared in the event of an earthquake. This project will present a proposal for a serious videogame with the intention of bringing the young public, between nine and twelve years old, closer to earthquake prevention in a playful way through a narrative based on children studies and official civil protection guidelines. This videogame is developed with de Godot game engine platform, using as the main source of information the research project developed by the students of the master's degree in Information Design and Communication about strategies focused on children to promote informed behavior for safety in the case of seismic related situations (Gros, 2009). The videogame poses scenarios of elementary school, where a series of challenges are presented to the gamer as simulating real situations with the intention that the player learn how to avoid getting hurt and manage to reach to meeting point safely. This paper shows the related work in the domain of games focused to promote the information about safety during earthquakes, the design and the advances in the development the proposal. 29. The Economic Impacts of Learning Losses. OECD Education Working Papers, No. 225

Abstract

The worldwide school closures in early 2020 led to losses in learning that will not easily be made up for even if schools quickly return to their prior performance levels. These losses will have lasting economic impacts both on the affected students and on each nation unless they are effectively remediated. While the precise learning losses are not yet known, existing research suggests that the students in grades 1-12 affected by the closures might expect some 3 percent lower income over their entire lifetimes. For nations, the lower long-term growth related to such losses might yield an average of 1.5 percent lower annual GDP for the remainder of the century. These economic losses would grow if schools are unable to re-start quickly. The economic losses will be more deeply felt by disadvantaged students. All indications are that students whose families are less able to support out-of-school learning will face larger learning losses than their more advantaged peers, which in turn will translate into deeper losses of lifetime earnings. The present value of the economic losses to nations reach huge proportions. Just returning schools to where they were in 2019 will not avoid such losses. Only making them better can. While a variety of approaches might be attempted, existing research indicates that close attention to the modified re-opening of schools offers strategies that could ameliorate the losses. Specifically, with the expected increase in video-based instruction, matching the skills of the teaching force to the new range of tasks and activities could quickly move schools to heightened performance. Additionally, because the prior disruptions are likely to increase the variations in learning levels within individual classrooms, pivoting to more individualised instruction could leave all students better off as schools resume. As schools move to re-establish their programmes even as the pandemic continues, it is natural to focus considerable attention on the mechanics and logistics of safe re-opening. But the long-term economic impacts also require serious attention, because the losses already suffered demand more than the best of currently considered re-opening approaches.

Abstract

Are teachers and principals aligned in their perceptions of the core components of the theory of Leadership for Learning across countries, or are there subgroups of schools in which there is misalignment? The purpose of this study is to examine the extent to which a congruency-typology model of leadership for learning is distributed across countries/economies using the TALIS 2018 dataset through examining the interaction of significantly different subgroups of teacher and principal responders through using multilevel latent class analysis (LCA) with a cross-level interaction. I analyse data from lower secondary schools of n=152 635 teachers in 9 079 schools and their principals across 47 countries/economies. Currently in the research literature on school leadership, leadership for learning has emerged as a framework to bring together managerial, transformational, distributed, and instructional leadership. Yet little is known about leadership for learning across national contexts. This study 1) maps the TALIS 2018 survey items to the current literature and surveys for leadership for learning, 2) then details the methods and analysis framework to examine if there are multiple significantly different types of teachers, principals, and schools from a leadership for learning theory framework. The final model 3) identifies a three-group teacher typology and a three-group principal typology, linking these types to school context, covariates, as well as teacher and principal training and experience. Results relate directly to the intersection of research, policy, and practice for training and capacity of school leaders across 47 countries/economies globally.

The International Conference seeks to provide some answers and explore the several areas within the Psychology field, new developments in studies and proposals for future scientific projects. The goal is to offer a worldwide connection between psychologists, researchers and lecturers, from a wide range of academic fields, interested in exploring and giving their contribution in psychological issues. We take pride in having been able to connect and bring together academics, scholars, practitioners and others interested in a field that is fertile in new perspectives, ideas and knowledge. We counted on an extensive variety of contributors and presenters, which can supplement the view of the human essence and behavior, showing the impact of their different personal, academic and cultural experiences. This is, certainly, one of the reasons there are several nationalities and cultures represented, inspiring multi-disciplinary collaborative links, fomenting intellectual encounters and development. InPACT 2023 received 548 submissions, from more than 39 different countries all over the world, reviewed by a double-blind process. Submissions were prepared to take the form of Oral Presentations, Posters, Virtual Presentations and Workshops. 192 submissions (overall, 35% acceptance rate) were accepted for presentation at the conference.

32. Undergraduate Students' Emotions around a Linear Algebra Oral Practice Test

Abstract

Educational research has reported different benefits related to the use of practice tests. In the case of the teaching and learning of mathematics, evidence has been found that the use of practice tests is associated with an improved performance in standardized tests. However, it is less known about the emotions that students experience during such practice tests. This paper reports on a study on the use of practice test in mathematics instruction at the undergraduate level, which focuses on exploring students' emotions during a practice test for linear algebra. 78 students answered a questionnaire one day after having participated in an oral practice test on linear algebra. The results suggest that before the practice test nervousness was predominant among students, but this emotion decreases as the activity progresses.

33. Development of a Protocol to Measure Mathematics Higher-Order Thinking Skills in Mexican Primary Schools

Abstract

This paper aims to describe the development process of the Observation Protocol for Teaching Activities in Mathematics (POAEM) and to report the findings from the qualitative and statistical analyses used to provide evidence of validity and reliability of the information collected with the first version of the POAEM. As part of this development process, 20 teachers from Mexican primary schools were videotaped twice while teaching mathematics. The study assessed the reliability of the POAEM rubrics. Results showed that the dimensional structure of the instrument can be grouped in one factor. A generalizability study provided information on the different sources of error in the measurement, showing that the dimensions accounted for 78% of the variance. 34. Decolonial Practices in Higher Education from the Global South: A Systematic Literature Review

Abstract

Higher education institutions have been complicit with the ongoing coloniality project that reinforces and perpetuates inequities, dismisses interests, knowledges, alternative discourses, and world views different from Western European thought (Bell, 2018; Dastile & Ndlovu-Gatsheni, 2013; Harms-Smith & Rasool, 2020). Education is rooted in colonialism, which raises doubts about the feasibility of universities implementing a decolonial agenda (Dhillon, 2021). To contribute to the conversation about decolonial praxis and the documented efforts in the literature on how to enact a decolonial rehumanizing agenda, this paper presents a systematic literature review of works from the Global South that attempt to disentangle universities from colonial practices in higher education. The works reviewed describe a variety of practices from pedagogical practices, curriculum changes, and institutional connections with marginalized communities that make visible knowledges, languages, and perspectives traditionally excluded from universities.

35. A State-Level Analysis of Mexican Education and Its Impact on Regional, Economic, and Social Development: Two-Stage Network DEA Approach

Abstract

Education has been considered a cornerstone for human and economic development. Although there is a national educational strategy in most countries, various implementations are at the state level. This paper studies academic efficiency at the primary and secondary levels and the human development dimensions -- long and healthy life, being knowledgeable, and enjoying a decent standard of life -- at the state level. For this purpose, a network data envelopment analysis (NDEA) with two stages was proposed. The first stage studies the educational process efficiency, while the second evaluates its impact in the form of the human development index. The study found significant differences between the evaluated states in the education stage, where the lowest efficiencies are mainly in the southwest of Mexico. The results also indicate that better education quality leads to greater regional, economic, and social development at the state level. This study contributes to the NDEA applications on the understanding of the impact that education has in improving the development of the regions holistically.

36. Digital Leap in the New Mexican School since the Pandemic Lockdown: Challenges for Governance and Pedagogical Processes

Abstract

This paper analyzes the extent to which the use of digital education platforms (DEP), which was exacerbated by the COVID-19 pandemic lockdown, has modified educational policies for digital transition in schools in the context of the last Mexican educational reform (2019), teaching-learning processes, and school-family relations. Our main hypothesis is that the digital leap, in the New Mexican School that emerged from the last educational reform, has considerably modified the methods of educational governance, the pedagogical processes in schooling, and the ways of communication between schools and families, with implications for children's rights. The objective is to identify, from the stakeholders' perspectives, the effects of the growing importance of BigTech corporations in Mexico and of the expansion of digital capitalism, which deepened as an effect of school closures due to the pandemic, and to analyze the results from the gender perspective. The research methodology is qualitative based on in-depth interviews with policymakers and a survey of 70 school principals, teachers, and families from the five educational regions of the country. Our main research objective is to explore the perceptions, experiences, and opinions of women and men in urban and rural environments about the changes experienced since the pandemic in terms of digital transition and to identify the benefits and constraints of using DEP in schooling contexts.

37. A Short-Term Studying Abroad. A Qualitative Insight to the Mexican Experience

Abstract

In this paper, the intercultural experience of two Mexican students who made a credit mobility during a scholar semester at a foreign university was analyzed. The analysis was based on semi-structured interviews and reflective reports. A qualitative phenomenological approach was used to analyze the intercultural experience. The experience of the participants was followed in three moments: before traveling, during their stay and on their return to their home university. The results indicated that previous intercultural experience helps to lessen the symptoms of acculturative stress, but the personal attitude influenced the way the students faced their life abroad.

38. Gender Prediction Based on University Students' Complex Thinking Competency: An Analysis from Machine Learning Approaches

Abstract

This article aims to study machine learning models to determine their performance in classifying students by gender based on their perception of complex thinking competency. Data were collected from a convenience sample of 605 students from a private university in Mexico with the eComplexity instrument. In this study, we consider the following data analyses: (1) predict students' gender based on their perception of complex thinking competency and sub-competencies from a 25 items questionnaire, (2) analyze models' performance during training and testing stages, and (3) study the models' prediction bias through a confusion matrix analysis. Our results confirm the hypothesis that the four machine learning models (Random Forest, Support Vector Machines, Multi-layer Perception, and One-Dimensional Convolutional Neural Network) can find sufficient differences in the eComplexity data to classify correctly up to 96.94% and 82.14% of the students' gender in the training and testing stage, respectively. The confusion matrix analysis revealed partiality in gender prediction among all machine learning models, even though we have applied an oversampling method to reduce the imbalance dataset. It showed that the most frequent error was to predict Male students as Female class. This paper provides empirical support for analyzing perception data through machine learning models in survey research. This work proposed a novel educational practice based on developing complex thinking competency and machine learning models to facilitate educational itineraries adapted to the training needs of each group to reduce social gaps existing due to gender.

39. In/Equalities in Digital Education Policy -- Sociotechnical Imaginaries from Three World Regions

Abstract

The interplay of digital technologies and inequalities are increasingly discussed in contemporary research, mostly focusing on different forms of digital divides and often addressed as a "problem" that societies should face. Hence, digital education and its governance becomes a major arena for addressing inequalities. In this paper, we offer a cross-country and multi-voiced perspective on how socio-digital inequalities are problematized in digital education policy in three world regions -- Latin America, Africa and Europe -- studying cases through policy documents in Argentina, Mexico, South Africa, Botswana, Germany and Sweden. Our analysis shows how differences and similarities between digital education policy are rooted in various sociotechnical imaginaries that go beyond the national as they are highly situated in spatial--temporal contexts and rooted in historical trajectories. Our contribution aims at a further exploration of the entanglements of educational technology and in/equalities through global conditions and local (hi)stories.

This paper uses the concept of glocality to illuminate the ways in which the global operates as a hegemonic social construct for settler and colonial states to infiltrate and repress other local epistemological domains to assert and maintain control. Identifying four prominent and interconnected themes in the glocality literature: developing deep understanding; addressing power dynamics; privileging Indigenous knowledge systems; and accountability to place, the authors draw on their experience working in health scholarship to reflect upon how the social development goals can be approached by universities in ways that do not reify colonial relationships with Indigenous peoples.

41. Navigating AACSB Accreditation with Strategic Leadership and Change Management: A Systematic Literature Review

Abstract

Purpose: This study aims to identify the strategic leadership and change management used to obtain the Association to Advance Collegiate Schools of Business (AACSB) accreditations as well as the research development on AACSB in the past decade. Design/methodology/approach: This study used a systematic literature review following Petticrew and Roberts' study. The articles were limited to empirical studies published from 2013 to 2022, taken from the Dimensions AI database. Findings: The findings suggested that two leadership styles were used to obtain AACSB accreditation: dominance-oriented transformational and financial leadership, alongside three traits of academic leaders: commitment, engagement and encouragement. Additionally, three change management models/processes were found in the articles: teaching evaluation framework, temporary isomorphism and authenticity. Finally, they discovered that the object of the studies on AACSB accreditation had been narrowed down from the organizational level to smaller objects consisting of schools' identity, teaching, learning and business schools' key players. Research limitations/implications: As this study only used Dimensions AI, potential articles related to the topic outside the database could not be obtained. Thus, it limits the scope of the findings of this paper. Practical implications: This study informs academic leaders in business schools about the role of strategic leadership and change management in obtaining AACSB accreditation. Originality/value: Through a systematic scoping review, this study presented a decade of research development on AACSB in addition to the strategic leadership and change management needed to obtain it.

Abstract

A randomized control trial was conducted to study whether providing 10th grade students with information about the returns to upper secondary and tertiary education, and a source of financial aid for tertiary education, can contribute to improve student performance. The study finds that the intervention had no effects on the probability of taking a 12th grade national standardized exam three years after, a proxy for on-time high school completion, but a positive and significant impact on learning outcomes and self-reported measures of effort. The effects are larger for girls and students from households with a relatively high income. These findings are consistent with a simple model where time discount determines the increase in effort and only students with adequate initial conditions are able to translate increased effort into better outcomes. Abstract

In this report, we present an advance of doctoral research. We explore teaching alternatives that promote proportional reasoning in Mexican students between 14 and 15 years old with the support of digital technology. We designed a sequence of activities that pretends to signify the concepts of ratio and proportion in their diverse representations and from the perspective of linear functions. For the design of the tasks, elements of the Realistic Mathematics Education framework and Cuevas-Pluvinage Didactics were used. The learning objectives and proposed activities were organized through a hypothetical learning trajectory. Subject to presenting the group results, we randomly selected a student to present the analysis of the results achieved. We found that the tasks promoted proportional reasoning. In addition, a sample of a corpus-based activity will be presented to show how classroom activities based on corpora can be developed. What is more, this paper has the purpose of encouraging teachers to use this type of activity and to offer them a straightforward guide to follow.

45. Digitization Innovation in University Education

Abstract

COVID-19 pandemic and post-pandemic had led to the confrontation of higher education system with enormous challenges. That necessitated the urgent transition from face-to-face teaching to online-teaching. The change was an innovation in higher education. A comparative study of digital education based on the survey in 2020-2021 in seven different countries was conducted at Shanghai University. The study was based on grey comprehensive evaluation model. In general, developed countries had high comprehensive evaluation value, while Finland, United States of America, South-Korea and Latvia had relatively low grey correlation coefficient in several certain indicators, leading to a sharp drop in the overall score. Romania ranked last while China ranked second as a developing country as well. The study launched a conclusion that research and development personnel, infrastructure funds and university financial investment in digital education had relatively more obvious effects on improving the innovations and quality of higher education system including the leadership system of universities. The topics of correlation and linear regression constitute a complex and subtle system of statistical and mathematical ideas whose teaching-learning raises numerous practical and theoretical problems. In this research paper, the patterns of reasoning that students exhibit, under the approach of informal inferences when they face problems of correlation and regression line are identified. To achieve this, activities were implemented in two stages: in the first stage, two problems (one of estimation and other of best-fit line) were applied to be solved using pencil and paper; the second stage incorporates the use of the Fathom software. Abstract

The recent refugee crisis has put many Organisation for Economic Cooperation and Development (OECD) countries under considerable pressure to accommodate and integrate large numbers of refugees. Refugee students are a particularly vulnerable group due to their forced displacement, but their needs are not always met by education systems, which can hinder the integration potential of these students. This poses considerable challenges as the integration of refugee students in education systems is important for their academic outcomes as well as their social and emotional well-being. The success (or lack of) integration in schools can also affect the future labour market and social integration potential of these children and youth. While there is a growing body of research on the integration of immigrants, policy-relevant research on refugee children and youth from an educational perspective is rather limited, fragmented and case specific. Detailed surveys and research projects focusing on the current wave of refugees that allow for cross-country comparisons are not yet available. Drawing on research from previous refugee waves, the paper examines key needs of refugee students and factors that promote their integration. It proposes a holistic model of integration in education that responds to the learning, social and emotional needs of refugee students. Furthermore, the paper examines what type of policies and practices are in place in OECD countries that support the integration of refugee students. Nonetheless, evaluations of practices and policies are often missing, which makes it difficult to assess whether they are successful. The paper finishes with some policy pointers on how to promote the integration of refugee students.

48. Effects of Data-Collection Designs in the Comparison of Computer-Based and Paper-Based Tests

Abstract

This study investigated the performance of four widely used data-collection designs in detecting test-mode effects (i.e., computer-based versus paper-based testing). The experimental conditions included four data-collection designs, two test-administration modes, and the availability of an anchor assessment. The test-level and item-level results were analyzed with inferential statistics and multidimensional scaling, respectively. The test-level results supported the superiority of the single-group counterbalanced design and the random-groups design over the single-group design without counterbalancing and the anchor test design in the recovery of the actual test-mode effects. Analysis at the item level revealed the presence of a two-dimensional solution, with the data-collection design contributing significant variability over and beyond the test mode.

49. Effects of a Literacy-Infused Science Intervention on English Learners' Science Learning in a Border District

Abstract

This study examined the effectiveness of a literacy-infused science (LIS) intervention on science learning of ELs from rural schools in the U.S.-Mexico border area. The intervention consists of teacher-level virtual professional development (VPD) and virtual mentoring and coaching (VMC), as well as a student-level LIS curriculum. Results from repeated measures ANOVA revealed that participating ELs improved their science learning outcomes after one year of learning, and ELs who received the LIS intervention significantly outperformed their peers who received regular science instructions without too much emphasis on literacy. Implications for science instructions for ELs and supporting rural school districts are discussed.

In this paper we analyze and discuss students' performance in a CAS environment related to the simplification of rational expressions. Results indicate that if students have more initial paper-and-pencil techniques, the CAS environment spurs them to deeper theoretical reflections than for students who have fewer techniques.
