Search

To what extent, if any, will workers in families receiving Government cash benefits reduce their hours of work? The papers by Irwin Garfinkel and by Glen Cain and Harold Watts review large numbers of studies on this question. These authors caution us against having great confidence in the detailed estimates of how workers will respond because limitations exist in all the studies. On the other hand, the reviews do give reliable guidance about the direction and order of magnitude of likely effects. According to most of the studies, one would expect prime age married men not to alter significantly their pattern of work in response to the availability of an expanded income supplement program. There is also general agreement that increasing income guarantees or benefit-loss rates would cause a moderate reduction in hours of work (in market jobs, not necessarily in the home) among married women, female family heads, and older men. In his paper, Samuel Rea, Jr. compares more than 20 negative income tax, wage subsidy, and earnings subsidy proposals. Rea uses one set of estimated relationships that specify how a beneficiary's hours of work depend on his wage rate, unearned income (pensions, rents, dividends), and those feature of income maintenance programs that influence his net wage rate and unearned income. Given predictions of worker response and data representative of the national population in 1966, Rea is able to examine how specific program changes affect budget costs, hours of work, and the share of benefits going to the lowest income groups. The shortrun (1962-1966) economic impact of a tissue paper mill in Pickens, Mississippi, a town of under 1,000 in a depressed rural area with a predominance of poor Negroes, was analyzed. The tissue mill began in a building formerly occupied by a North Carolina furniture manufacturer. Initial financing came from the Area Redevelopment Administration, local and State organizations, and private industry. Failure of the operation was attributed to lack of skilled employees, frequent breakdowns of secondhand machinery, variability in the quality of wet pulp, and an inadequately developed market. After foreclosure by the Small Business Administration, the plant was leased to another company to produce carbonizing paper. Finding solutions to Picken's problems and those of other depressed areas will require continuing systematic efforts at Federal, State, and local levels. (Author/PS)

Sponsored jointly by the Canadian Department of Labour and the U.S. Department of Labor, the Conference was held to examine the impact of automation on employment and unemployment, the nature of jobs being created and eliminated, and steps to be taken to ease the effect of technological change on workers. The participants were government, management, labor, and university representatives from North American U.S. and other Organization for Economic Co-Operation and Development countries. The U.S. Department of Labor papers are: (1) "Technological Change, Productivity, and Employment in the United States," by L. Greenberg, (2) "The Pace of Technological Change and the Factors Affecting It" by S.L. Wolfbein, (3) "Effects of Technological Change on Occupational Employment Patterns in the United States" by E. Clague, (4) "Effects of Technological Change on the Nature of Jobs" by L. Levine, (5) "The Labor Force Adjustment of Workers Affected by Technological Change" by R.C. Goodwin, and (6) "Implications for Government-Sponsored Training Programs in the U.S.A." by J.P. Walsh. The appendixes contain a bibliography of selected references and a list of all 16 technical papers presented at the Conference. (HC)

The initial discussion focuses on the dilemma posed by the fact that inflation and unemployment cannot simultaneously be eliminated with the macro-economic policies alone. To opt for controlling inflation means a delay in dealing with an already serious poverty problem. Suggestions for dealing with the inflation-unemployment dilemma are classified into 2 groups: (1) those which seek to remove the causes; and (2) those which focus on the symptoms. This paper specifically addresses itself to the question of whether, in dealing with the symptoms via public employment programs, the dilemma is worsened. A simple derivation of the inflation-unemployment trade-off (known as the Phillips Curve) is presented. It is then used to analyze the potential effects of public employment on the trade-off. It is concluded that income guarantees do have inflationary costs; however, the authors do feel that, whenever possible, job vacancies should be filled via public employment programs. (TL)

This monograph is concerned with the uses to which an individualized student information system could be put for obtaining valuable insights into the progress of a variety of students through the educational system. In chapter 1, the concepts and terminology required for an understanding of transition matrixes are introduced, and a mathematical derivation of the basic flow equations and their matrix formulations is provided. Chapter 2 contains a numerical example of the applications of empirical transition matrix methods to the flows within two Ontario colleges of applied arts and technology, and chapter 3 discusses the benefits, limitations, and possible extensions of the method. The basic aim of this report is to suggest a strategic framework for the transformation of manpower placement services (MPS) from a reactive, precarious organization into an active and vital service delivery system. The main characteristics of MPS are analyzed from a systems perspective and organizational resources and structure of services for the hard to employ are surveyed. It is pointed out that, following the systems perspective, changes in the supportive subsystem will not produce immediate results in the service patterns but that new operative goals and service technology are needed for both clients and employers. The basic change strategy should be to expand the operative goals of the agency with the twofold aim of improving its services and increasing its importance in the community. An intelligence system is proposed which would fulfill three related functions: to monitor the external relevant environment of the agency, to provide an internal audit of staff and client activities, and to evaluate the agency's outputs. The effectiveness of MPS is dependent upon its ability to develop a multilevel service delivery system that breaks away from the narrow conception of matching persons with jobs. (Author/SA)

In addition, the directories of the National Referral Center for Science and Technology which lead the search to other sources of information, are described. The primary objective of this project was to produce a suggested plan for promoting and guiding the development and expansion of occupational education in Oregon high schools and community colleges. To achieve the major objective, special task force groups were assembled to work on specific aspects of the total project: labor market data, curriculum articulation, curriculum coordination, and open enrollment relations. Task force reports on labor market data and on curriculum articulation are included in this document. The task force groups included representatives from high schools, community colleges, the Oregon Board of Education, Oregon State University, and the State Employment Service. The plan must ultimately provide for articulation of occupational preparatory curriculums from the senior high school to specialized vocational-technical preparation in the community colleges; for coordination and distribution of occupational preparatory curriculums among community colleges; and for operation of student services that promote effective development of human resources and efficient utilization of physical resources. Occasioned by the 1969 Galaxy Conference on Adult Education, this position paper denounces what is seen as the failure of national organizations, colleges and universities, and Federal, state, and local agencies to provide for and actively encourage the involvement of members of ethnic minorities in adult education programs at decision making levels. Corrective measures in professional hiring, training, program planning, and curriculum development are recommended. (ly)

The annual conference of the British Association for Commercial and Industrial Education (BACIE), held at Trinity College, Cambridge, England, in September 1968, was devoted to educational objectives for England for the 1980's. The three speeches presented were, "The Objectives of Society" (Sir Herbert Butterfield), "Industry in the 1980's (G.A.H. Cadbury), and "Setting Educational Objectives for the 1980's" (J. Vaizey). Butterfield dealt with democracy and education. Cadbury discussed various economic and population trends and related them to needs for training and education. Vaizey examined certain trends which influence educational policy and practice: school leaving age, the teacher shortage, the growth in size of the sixth form, student ferment, the mechanization of training, and the probable impact of the Industrial Training Act. Allegany Opportunities is a television series which is designed to assist people who may be unemployed, underemployed, or contemplating entering an occupational field by informing them of opportunities available for work, training, and education and procedures for securing work in rural Allegany County. Emphasis is on those occupations requiring less than four years of college preparation. This paper first explores the development of the idea of a T.V. series about local occupations to be shown by the community cable T.V. company and procedures for involving the local community in the production. The technical procedures used to produce a broadcast quality video program with a minimal of technical staff budget are elaborated on. The paper also describes the community survey undertaken to evaluate the effectiveness of the series in providing occupational information in the community. (Author/WS)

Higher-education regents, administrators, and faculty often make decisions of inclusion and exclusion with regard to students and programs. There is abundant professional literature, opinions and/or research, related to college success. Specifically this paper includes summary statements and bibliographies of college academic achievement, college attrition, and factors related to achievement and attrition: social class, race, sex, marital status, financial aid, employment, and special programs. Almost 300 references are included as well as tentative conclusions. There is a need for multivariate action research. The information presented in this paper could be useful for research in individual colleges with specific groups. (Author)

AUTHORS OF MAJOR PAPERS INCLUDED SOLON KIMBALL, FRED STRODTBECK, ARTHUR ROSS, LEONARD LECHT, HECTOR CORREA, AND GERHARD COLM. PAPERS AND THE DISCUSSION REVEALED HOW THE INCREASING URBANIZATION, SECULARIZATION, AND SPECIALIZATION OF WORK HAVE AFFECTED INDIVIDUAL VALUES IN MASS SOCIETY AND AT THE SAME TIME INCREASED THE IMPORTANCE OF EDUCATION AS A BRIDGE BETWEEN THE PRIVATE WORLD OF FAMILY AND THE MASS SOCIETY OF WORK AND POLITICS. This paper discusses the following major problems related to the educational crisis in southern Africa: 1) maintaining educational quality while providing for rising enrollment; 2) providing for increased enrollment but with relatively less money for education; 3) counteracting the imbalance between the increasing school output and the number of available jobs, and balancing skills levels with labor demands; 4) updating course content and teaching methods to suit today's heterogeneous student population; and 5) correcting the imbalance between too much formal education and the lack of out-of-school training or lifelong education. The paper also provides a discussion of Africa's economic development, an overview of assessments of African education between 1960-65 and an examination of education as a source of economic growth. Emphasizing that strategies for solving educational problems must be related to economic development, the paper presents interrelated educational and developmental strategies in terms of educational objectives, national planning, regional planning, family planning, easing alienation, reducing illiteracy, and use of master teachers. The Barrio Development School, a 4-year action-research project which has been in operation for 2 years, is located at Masaya, Bay, Laguna, Philippines. Begun by the University of the Philippines, College of Agriculture, and the Board of National Education, it is a secondary school program for barrio youths who have decided to stay, live, and work in the barrio as farm operators. It is aimed towards (1) determining whether a non-college preparatory secondary school program is possible in a village setting, (2) determining the extent of the school's contribution to the socioeconomic development of the people and the village, and (3) studying the sociological processes involved in the introduction and operation of such a school project. The Barrio Development School trains prospective (12-18 year olds) farm operators on their own farm, where day-to-day problems have to be studied and solved. In addition to learning about farm production, the future farmer learns about supply, labor, credit, marketing, and other management requirements of modern farming. The student operates the farm by himself, with the guidance of the agriculture teacher and his parents. This paper discusses the resistance encountered from the barrio leaders and parents, the program-supervised farming projects (i.e., raising rabbits for profit), and the school's impact on the barrio, parents, and educators in the country, as well as from other countries. This paper also compares the school project to the present secondary school programs. (NQ)

Presented are conference reports including an opening address on the economic benefits of programs for the mentally retarded (MR), and eight papers discussing the problem of mental retardation in the Caribbean. Two papers on preschool age children, respectively, consider the identification and assessment of MR children in the Caribbean and present a study of West Indian children which explored the relation between preschool environment and mental retardation. Teacher training at the University of Puerto Rico and alternatives to public institutional care are discussed in two articles about school age children. Outmoded ideas as impediments to the employment of MR adults are described along with sheltered facilities and occupations for the mentally handicapped. Also presented are a pilot study of the families of MR children in Trinidad and a discussion of the adjustment of the community to the mentally retarded. Discussions that followed the presentation of each paper are included. Proposals for establishing a coordinating center for services to the MR in the Caribbean and for making recommendations to the Caribbean governments are noted. (GW)

This paper discusses discrimination against women in our society. Statements and sayings from all over the world which reflect historical discriminatory attitudes towards women are quoted and it is evident that such attitudes are still prevalent in contemporary times. Despite federal legislation and state laws banning sex discrimination, the need to improve women's relative position in the economy is still urgent. It is claimed that occupationally women are more disadvantaged today in comparison to men than they were thirty years ago. Consequently there is a strong need to grant women equal opportunity in terms of job training, educational programs, occupational entrance, advancement, and salary. It is not suggested that all women should work or that all women should be professionals but that each person should have the right to choose what they will or will not do with their lives. (RSM)

The purpose of this paper is to demonstrate that women do not receive occupational rewards commensurate with their achievement, rewards that are allocated to equally qualified men. The analysis of discrimination is directed toward 3 problems: (1) to what extent are women denied occupational rewards that, according to achievement ideology, they have legitimately earned; (2) what are the demographic and occupational distributions of reward inequalities among working women; and (3) to what extent are the researcher's objective measures of discrimination associated with reports of perceived discrimination. Data were obtained from a survey of American workers conducted by the Survey Research Center of the University of Michigan late in 1969. Results showed that the average working woman received $3,458 less than her male counterpart. In regard to demographic and occupational variables that are related to severity of discrimination, it was found that the women who lost $3,500 or more were the youngest (16-29 years old) and the oldest (55 years plus). The purpose of this paper is to explore the role of the employment counselor as a vocational counselor to dropout discussing such topics as: (1) functions, (2) problems of dropouts and their counseling implications, and (3) counseling the dropout. Included in the functions are: (1) representing the Employment Office in coordinating all programs that would assist the dropout; (2) providing vocational guidance; and (3) establishing a mutual trust and confidence with the dropout. Problems of dropouts included in the discussion are: (1) lack of vocational maturity; (2) an impaired family relationship; (3) problems in school; and (4) inadequate motivation. Some of the barriers to counseling the dropout are: (1) the dropout's feeling of inadequacy; (2) communication barriers; (3) the dropout's physical appearance and mode of dress; and (4) counselor prejudices. The following recommendations are made to employment counselors in the counseling process: (1) their responsibility is more than job placement; (2) they should provide help in those areas in which the dropout is willing to accept assistance; and (3) they should help the dropout develop realistic goals. As part of a pilot study of the nutritional status of Mexican American preschool children attending Head Start in East Los Angeles in the spring of 1969, questions were asked concerning their families' buying and food practices. This paper reports on the information obtained from the 21 questionnaires which were returned. Answers to the following questions are discussed: (1) parents' place of birth; (2) size of the families and age of the family members; (3) parents' employment and income; (4) range of food costs per person; (5) families using food stamps; (6) how often, where, and by whom the shopping was done; (7) what influenced their food purchases; (8) types and quantities of food bought; and (9) the type of milk used and where it was bought. The pilot study indicated that these families on a very limited budget provide diets for their preschool children which are adequate in most nutrients. (NQ)

This paper presents a discussion and data concerning the career preferences of 2,842 graduate students enrolled in the arts and sciences in 1958. It was found that 38% of the students surveyed preferred research activities in their fields and 39% preferred to teach on an undergraduate or graduate level. Concerning the type of employer the students preferred, 60% indicated liberal arts colleges or large universities, 17% indicated business and industry, and less than 10% were oriented toward government, nonprofit agencies, solo practice, or public school systems. A review of the various academic and personal background characteristics of the graduate students revealed only 2 items associated with preference for academic jobs: those students in higher prestige graduate schools and those who were religious apostates were more likely to prefer academic positions. Data are also included concerning student attitudes and values. (HS)

It is the purpose of this paper to consider the possibility of eliminating the pattern of women entering only traditionally women's vocations by examining the structure of women's interests in terms of inventory scales and occupational groups; to compare this structure with that found for men; and to suggest what inferences can be made from women's interests to the entire career spectrum. The results indicate that when women's interests are compared with those of other women, the resulting structure of interests is essentially the same as that found for men. In addition, when there are occupations that both men and women pursue, these occupations tend to fit in similar positions within the structure for both men and women. It is recommended that women be provided with this information so they may be aware of the more diverse career options open to them than commonly available. (Author/HS)

Concern for the consequences of educational programs as well as their processes is the focus of this study. The point is made that most evaluations of basic education programs are inadequate for two reasons: (1) The economic aspects of remedial education for the disadvantaged are infrequently studied; and (2) Most evaluations are based on unsophisticated research designs. It is also pointed out that to society, the primary economic benefit of basic education programs is the increase in trainee earnings during the posttraining period, which are directly attributable to remedial educational instruction. Three problems, however, which must be considered in measuring these benefits are: (1) Distinguishing between permanent and transient changes in earnings, (2) Married women with no need or desire to work, and (3) A worker who chooses to reduce his work effort. Possible evaluation designs include: the income equivalency approach, the before-and-after design, the quasi-experimental approach, and the true experiment. It is concluded that basic education programs should be designed to include an evaluation component as part of their normal administrative procedure. It is also concluded that the knowledge gained from evaluation should be funneled back into the program to produce more effective program operation. (Author/CK)

This paper describes an attempt by the Hazleton, Pennsylvania School District to better utilize its vocational-technical education facilities through attracting more students to this area of educational endeavor. Two programs were provided for the purpose of developing a more positive attitude about work in children, and particularly about selected job areas. A "Job Awareness/Career Awareness" program was set up for elementary students (grades 4, 5, 6) and a "Job Orientation" program (grades 7, 8, 9). A means for carrying out the intention of the Hazleton School District was the use of taped television presentations about selected job areas at the two levels of job awareness/career awareness and job orientation. An attempt was made to determine the effectiveness of the taped programs in developing more positive attitudes of students toward selected careers. The experimental program was generally evaluated as a success. There was conclusive evidence that the program effected a change in the attitudes of the students. (Author/WS)

Over a two-year period this study examined the relationship of two levels of supervision with both the job performance and weekly earnings of the hard-core unemployed (HCU). First- and second-level supervisors were measured on consideration, initiating structure, and social insight. After six months on the job the HCU's perceptions of their first-level supervisor's consideration and initiating structure behaviors were concurrently related to HCU job performance. After two years on the job, the weekly earnings of the HCU were strongly predicted by the six-month perceptions of both first-and second-level supervisory behavior on the consideration and initiating structure dimensions. With both job performance and weekly earnings, consideration was correlated positively and structure negatively. These findings indicate that the relationships with supervisors, particularly early in the HCU's experience with an organization, is indeed related to job success. The positive relationship with consideration indicates that employer's attempts to be successful with the HCU should encourage supervisory styles which are supportive of HCU job efforts, while the negative relationship with structure suggests that supervisors should restrain from imposing structure on a culture which may be unaccustomed to external, rigid demands upon behavior. The development of scales to measure Mexican American identification with their population is discussed in this paper. The scales measure (1) identification with the Mexican American population using attitudinal items (Identity Scale) and (2) interaction behavior with the Mexican American population (Interaction Scale). The sample consisted of all Spanish surnamed males employed in the Texas communities of Waco (selected for pretesting), Austin, McAllen, and Lubbock. Names and occupations of Spanish surnamed males were obtained from the city directory. They were divided into occupations (labor, farm, or other) and 4 status groups. Individuals were interviewed in a random order using the 16 items in the Identity Scale and the 19 in the Interaction Scale. A panel of 5 Mexican Americans active in their communities assisted in developing the interview schedule and selecting items for the scales. To determine scale validity, each panel member was asked to evaluate the respondents' identification with the Mexican American population. Item analysis and intercorrelation are also discussed and scale items are given. (NQ)

The author discusses both what a consultant does and how one goes about getting a job as a communication consultant in business and industry. The four duties of the consultant include (1) analysis or diagnosis of the clients' problems; (2) prescription of a training design or corrective measures for these problems; (3) implementation or teaching of these strategies; and (4) evaluation of these activities in relation to their success. The author concludes by drawing upon his own experiences to illustrate the avenues leading to jobs as a communication consultant. (Author/LG)

Measures of the perception of occupational prestige and vocational maturity of 313 high school students representing grades 9 through 12 were investigated together with variables: father's occupation, occupational choice, grade level, age, intelligence, verbal and non-verbal abilities, and reading and math achievements. Significant correlates of the perception of occupational prestige, showing no sex differences were vocational maturity (p .001), educational level associated with father's occupation (p .001), IQ (p .001), verbal ability (p .001), non-verbal (p .001), reading achievement (p .001) and math achievement (p .001). There was no correlation, however, between the perception of occupational prestige hierarchy must have been established much earlier in childhood, at least by grade 9 or 13 years of age. Data on vocational maturity as measured by the Crites Vocational Development Inventory Attitude Scale are also presented and discussed. References and tables are included. (Author)

This research report explored the extent to which occupational differences between whites and blacks are due to education (and other universalistic criteria) versus the extent to which they are due to outright racial discrimination in hiring and promotion practices. Previous research findings might be used to conclude that attempts to reduce racial inequality through expanded educational opportunity is a relatively poor and low-yielding investment. However, data from the Bureau of Labor Statistics were used to examine the possibilities of reducing white-nonwhite occupational differences through higher educational levels of minority groups. Findings suggested two policy implications: (1) Attempts to increase educational attainment should be focused at the college level, and (2) Direct enforcement of anti-discrimination should be focused on middle status jobs which are normally filled with high school graduates. As a result of the manpower development and training act of 1962, the need to know more about the labor market experience of United States citizens has been emphasized. The census bureau has been collecting data since 1966 on the labor market experience of four groups in our population: men 45-59 years of age, women 30-44, and young men and women 14-24. From this longitudinal study, although its findings are still premature, information indicates that: (1) job changes are not as harmful for young men as heretofore considered; (2) possession both typing and shorthand skills for both young and mature black women puts them in a better position in the labor market than those with neither skill or with typing alone; (3) schools and counselors need to take a much more realistic approach to girls who face the problem of raising a family with inadequate education and training for work; and (4) there is a need for continuing education and upgrading for mature women to prevent a downward occupational movement when re-entering the labor force. Questions are also raised concerning the need for a more flexible school system, more vocational training, better counseling services to black youth and better labor market information. (Author/TA)

While increasing numbers of women are attending college today, their professional opportunities remain limited and many types of discrimination exist. A major thrust to improve the role of women in academe is developing from diverse sources and one of these efforts is a survey conducted by the American Association of University Women (AAUW) to document aspects of the role of women in higher education. Of AAUW's member institutions, 454 responded to a questionnaire which explored personnel policies affecting women, special programs designed for mature women students, women's participation in decision making, utilization of women's abilities in major offices and committees, and general attitudes of administration regarding women. Results support the growing data that women do not have equal status with men in academe. At every level - student body, administration, faculty, and trustees - women are under-represented or placed in positions with little power. Institutional and organizational policies which may contribute to discrimination or hinder professional development should be identified and changed. Active recruitment of women for administrative and faculty positions should be encouraged. Only then can women realize their professional potential. (RSM/Author)

This survey paper attempts to demonstrate that there is a functional interaction between race and the city. Given the basic features of slums, squatter colonies, rapid immigration, patchy industrialization and chronic unemployment, together with political instability (induced both internally and externally), the author attempts to show that race is the intervening variable in the evolution of the Third World urban plural society and the perpetuation of the ghetto and exclusivism. The following topics are discussed: (1) the evolution of the city; (2) race relations within the city; (3) the colonial legacy; (4) race in the city today; (5) the implications of race for city management; (6) town-planning and race; (7) the future of race in the city; (8) some research suggestions:'tribalism' in the city; consequences of public policy on patterns of settlement; employment and ethnicity; political ideologies and movements. During 1972, a study was conducted for the Latin American Secretariat, Archdiocese of Detroit on the social service needs of the Latino population in the Detroit area. The study included surveys of the (1) services available to Chicano migrant laborers, especially "dropouts from the migrant stream"; and (2) agencies providing (or not providing) services, rather than a study of the social conditions and needs of Latino people. Data were collected through a home interview survey, an agency survey, and the 1970 United States Census. The purpose of the home interview survey was to obtain information from Latino people on their knowledge of social service programs, their use of such programs, and their need for social services. Data were obtained from 177 households in the Detroit area. In the agency survey, the data pertained to the number of Latino clients, physical accessibility of service, provisions for the Spanish speaking, extent of agency orientation to the community, and number and functions of Latino employees. Findings of the home survey are reported in the paper. Topics include demographic data, language abilities and problems, migrant stream dropouts, income status, problems of children and youth, employment and work adjustment, health and health care patterns, and views on housing.
