Abstract

The two volumes of these working papers include articles by linguists from Scandinavia and other parts of the world. Abstract

Two studies are reported that investigated the views of Danish secondary school students studying German. The first, an observational study, revealed that the vast majority of questions Danish students posed during German lessons concerned grammar and vocabulary. The second study was a questionnaire that revealed that the Danish students were studying German for largely practical reasons. It is concluded that Danish students want more information on today's Germany, rather than its historical past or its culture, and that German instruction in Denmark needs to be more connected with the present reality of the students. Abstract

These conference papers report on interim outcomes of investigations conducted at the German Institute for International Educational Research. An opening address, "Education, Democracy and Development in a Period of Revolutionary Change" (Wolfgang Mitter), is followed by four sets of papers. Abstract

To use computers as a medium to learn a language, there is need for some GUI-elements indicating and regulating the actual status of training. These elements have to be separated into obligatory ones, useful in almost all CALL-software, and facultative ones, necessary for most "teachware." Due to a general need of reducing the difficulties to get into the use of a training program for language learning, a standardization, as far as possible, of these GUI-elements should be aimed for. Suggestions for design and function are made on the basis of the training program "Verbindungsarten" (German as a foreign language/for special purposes: mechanical engineering). 6. Child Care as a Cultural Task = Kinderbetreuung als kulturelle Aufgabe.

Abstract

This paper examines the cultural context of day care in Germany and examines the quality of child care within the wider context of child care and education, especially with regard to values defining the roles of families with young children in society. Even parents who use child care question its advantages. Seeking child care is often an exhausting and humiliating experience for parents because of lack of spaces; it is also unpleasant for the day care centers that try to balance the composition of their groups. Parents are considered to be trouble makers if they question day care practices. Problems in day care centers often result from caretaker shortages, training deficits, lack of resources, and administrative inconsiderateness. Insufficient economic means make parents unhappy and force compromises in child care quality. Children's and adults' worlds have become increasingly separate from one another; the cultural underpinnings for a family life connected to day care are missing. Although there have been efforts to form communities within child care settings, day care centers do not conform to hypothesized ideal conditions of home rearing. Those responsible for socialization of offspring are under a great deal of stress. Public subsidies should be offered to parents so they can develop infant care patterns best fitting their personal values and philosophies. (Contains 16 references.) (KDFB)

Abstract

Our increasingly knowledge-based economy and business enterprises depend on education to produce experts who combine knowledge with depth of understanding. Current teaching methods produce students with superficial verbal and technical knowledge, but who may lack the insight of experts. To become experts, learners must have the opportunity to be active and independent. Independent learning can be fostered by an institutional environment characterized by freedom and order, not leading; by problem, not result orientation; by cooperation, not competition. Institutions can create barriers to deeper understanding through the forms of their organization, and assumptions about learning and assessment. Distance education institutions may 'expect independence' (the institution controls the aims and process of learning; teachers are results- and competition-oriented) or 'further independence' (the student is actively involved in developing his or her own program of studies; the institution provides advisors and resources to support the learner). Students who experience institutions that 'further independence' will demonstrate greater motivation, better understanding, more strongly integrated knowledge, and greater creative potential. 9. DEUTSCHE WELLE in the Classroom.

Abstract

This paper addresses how German-language teachers in the United States can use broadcasts of the German language television, "Deutsche Welle," in their classrooms. Emphasis is placed on the knowledge gained about Germany and the opportunity to not only hear, but also see, German as it is really spoken in everyday life. Care must taken to select programs where the student must understand the German, not just see the picture, to understand what is happening, and programs must be selected that are not too out of date or boring to students. Once programs have been selected, a sequence of program presentation for maximum student effectiveness is suggested. The greatest value of the Deutsche Welle programs is the challenge that they offer the teacher for classroom use. (NAV)

Abstract

"Experiences in Acculturation: What Is Being Learned?" is the first of two papers in this volume. It reports on a study of social representations and their development during cultural contacts conducted with beginning teachers who were studied over time and through comparison with cross-culturally competent experts with the aim of putting multiethnic education into the position of preventing and managing crosscultural conflict. Six people with at least 6 years residence in a foreign culture were recruited as experts in acculturation. Twenty monocultural German beginning teachers were chosen as novices in acculturation. Novices took an assimilationist point of view toward cultural differences, but experts appeared to have different cognitive acculturation models for minorities. After a year of teaching multicultural classes, the teachers had different views and less faith in the resolution of cultural conflicts if students were not ready to assimilate to the main culture. The second paper, "Zum Problem der psychologischen Operationalisierung des Begriffs 'Kultur': Ergebnisse einer Untersuchung der psychometrischen Eigenschaften eines Fragebogens zum Thema: 'Individualismus-Kollektiuismus'" ("On the Problem of the Psychological Operationalization of the Concept of 'Culture': Results of an Investigation into the Psychometric Characteristics of a Questionnaire on the Topic:'Individualism-Collectivism'"), explores the idea of a taxonomy of psychologically-based cultural differences being indispensable to intercultural psychological research if it is to be not merely descriptive, but also explanatory. More than 700 individuals were questioned in an attempt to operationalize the cultural dimension 'Individualism-Collectivism,' and the psychometric particularities of this dimension are examined. Because of the incompatible answers from persons with dissimilar cultural backgrounds, the usefulness of the method to understand culture, in the sense of a linear construct, is questionable. At a colloquium held at Gent University in Belgium, educators from various countries presented papers on problems relating to educational research, educational policy, and teacher training. The first paper in this compilation to be presented at the colloquium concerns a clarification of the Unified Socialists Education Act which was the decisive factor for the development of mass education in Germany. The second paper describes the new organization in Finnish teacher education, consisting of Departments of Teacher Education that have been established at every Finnish university as part of the Faculty of Education. The third paper discusses the importance of social sensitivity as a factor in the teaching process. Abstract

This collection of 24 articles explores how educational research, programs and policies in several countries are related to the issue of children's rights. Several of the collected articles focus on aspects of children's experience and development. Group membership, children's right to happiness, the development of an optimistic outlook among children, students' responsibilities, growing up at school, socialization, personality development, psychological effects of educational programs on immigrant children, the position of the teacher discussing controversial issues, the orientation of children toward work, child abuse and neglect, the human rights of the juvenile delinquent, and individual differences of children are among the topics discussed. Some of the articles explore social conditions and describe institutional practices. The relationship of class differences and equality of opportunity, educational practices and the rights of infants, education in the German Democratic Republic, sexual differentiation in educational programs, and problems of sanitation, education and society are among the topics discussed. 20. First Grade Minimum Skills Testing of German and American Children. Prufen der l. Klasse grundschulerischen Minimalgeschicklichkeiten von deutschen und amerikanischen Kindern.

Abstract

The Mann-Suiter Developmental Screening Tests were administered individually to 79 German and American first grade students in their native languages. The subtests, which examined minimum skills necessary for school success, were used to develop a profile of each child's strengths and weaknesses in visual, auditory, and language areas. Children who were doing well in school passed all or all but one of the subtests. Nine of these children were able to read when they entered first grade. The children whom teachers said were "in trouble" scholastically nearly always failed three or more subtests, with most failing five or more subtests. The individual profiles of the students were shared with the classroom teachers who indicated that these profiles and the test findings were useful in determining the need for special placement, further testing, team conferences, and altered teaching techniques. 21. The Place of 'Zertifikat Deutsch als Fremdsprache' in the German Curriculum. A Report of a Survey.

Abstract

The "Zertifikat Deutsch als Fremdsprache," an examination developed by the Adult Education Centers in West Germany and the Goethe Institute to measure a student's proficiency in German as a foreign language, consists of two main parts, group testing and individual testing. The group testing section covers listening and reading comprehension, structural grammar and vocabulary, and written expression. The individual section covers communication in an everyday situation and a guided conversation. This survey covered almost all colleges and universities using the examination and sought information on: the number of students who had taken the test within the previous three years, the textbooks used in language courses, the bearing of the examination on students' decisions to continue in and/or major in German, and ways in which the test could be improved. Analysis of the responses revealed that: (1) the test is useful; (2) it serves as a more accurate measure of students' abilities than course grades; (3) some guidance is needed as to the appropriate time in the course for students to take the examination; (4) results should be on students' transcripts; (5) students should not be charged the $10.00 fee; and (6) the Goethe House and Institutes should train more test administrators. Abstract

This paper compares the present social, economic, and political rights labor immigrants enjoy within the European Community (EC). Its focus is the current debate about the municipal suffrage of permanent residents. The dual relevance of the topic is obvious. EC bodies like the Commission, Council of Ministers, Political Council, and European Parliament withdraw competences of their national counterparts; EC inhabitants, citizens of one of the 12 democratically ruled member states, acquire the right to move, to resettle, and to work everywhere within the Community. However, when doing so, the citizens of the Community lose their basic democratic right to vote or to become elected on at least the subnational levels like those of longterm residents who immigrated from third countries without acquiring citizenship. Currently 12-15 million or four to five percent of the inhabitants of the Community are without democratic rights. Thus, ironically in overcoming the nation state and the transnational extension of socio-economic freedoms are accompanied by a regress of democratic rights and liberties. Therefore, the general (at least, municipal) suffrage of all permanent residents and a common citizenship and ius soli based naturalization legislation are on the political agenda of the Community.
