Staff is the main resource in public libraries. The sustainability and quality of public library services depend on them, on their training, skills and initiative. In the present study, the evolution of the staff of Spanish public libraries in the decade between 2011 and 2020 is analyzed, in order to obtain a better knowledge of the staff and to serve as a starting point for future studies. Large differences are observed between public libraries depending on the number of inhabitants in their municipality, something that directly affects the staff. Despite the fact that municipalities with fewer than 20,000 inhabitants have seven out of ten public library service points, they only have three out of ten full-time equivalent professionals. These service points, and especially those found in municipalities with less than 5,000 inhabitants, are more vulnerable to adverse economic situations and so is their staff, who have more part-time contracts, a lower level of qualification (at least as recognized in their contracts) and lower salaries on average. As the municipalities increase in population, all these variables improve. In conclusion, it is considered necessary to support municipalities with smaller populations in the maintenance of public libraries and their staff by the provincial, regional and state administrations. On the other hand, it is considered urgent to carry out systematic monitoring in the coming years to identify how the current context affects public library professionals and what aspects need to be improved. Finally, measures are recommended to improve and expand the available data on these professionals in order to guide actions in defense of the profession.

One of the strategic investments of the European Union is to make cultural heritage accessible by keeping and spreading it at the same time as boosting economic activity from the point of view of the defense of the public asset. Europeana, the project that defends the conservation and quality of the European collective memory, faces the challenge by looking for the balance among the quality of the transmission of information, the generation of income and the reduction of the barriers to usage in order to bring new users. This paper focuses on the role that the public library can have in the spreading of a new concept of cultural heritage and memory that helps to make Europeana more visible and provide it with more contents.

Governments need to change their management models in order to face successfully the challenges of eGovernment. Beyond the institutional pose for new technologies, the importance of ICT and the hackneyed theme of "24 / 7" we are in a scenario in which the law requires to have an active presence on the network and in which, thanks to the social web technologies, users have some informational skills who do not get a satisfactory answer from the administration. In this scenario one of the few services close to the paradigm "24 / 7" and in which the users "notice" two-way communication is the library. And not coincidentally, the changes in information management for years have been affecting the daily life of the libraries. The introduction of social technology tools have made us rethink our role of intermediaries and we know the importance of users. So much that we have been restructuring our relationship with them for decades. EGovernment will be possible when technology is also a work tool, a communication tool. In this passage the library staff (we have already covered much of the way) can share our experience. To assist in the construction of the new administration, we must improve the stereotyped image that we offer as professionals undertaking initiatives that affect the creation and modification of new services to citizens. Services, which become apparent in our knowledge of reality and the new web information environment. In this paper we review the activity in this regard by the Muskiz library in their municipality.

The technological acceleration / transformation that characterizes the post-industrial company modifies the daily guidelines and forces to restate the way of doing the things. In the area of the culture and the education that the libraries join decisions take daily to adapt to the new environment informacional; decisions that maybe contradict the established as "correctly" and that add us in an uncertain panorama. There are analyzed in the writing the strategies of management outlined in Muskiz's library (Biscay) to attack the traffic of a scene of " reading and paper " own from the industrial company to other one of " reading and screen " of the company of the information. One affects in the transformation of the concepts of space, bottom, professional and user.

The quality of access to Internet determines, increasingly, the quality of the process of information. In this paper the conditions of use of the technology that allow the library to have access to quality services are analyzed. Once overcome the technological barriers (acquisition, curve of learning) we believe necessary to win a last obstacle: the mental one. The library remains anchored in an analogical model of management that prevents its access to the Internet in competitive conditions. Three are the barriers to overcome: the ferrous control of the administration as for information, the obstacles to the utilization of the new tools for safety issues and the excessive weight that still we grant to the management of traditional paper materials in the library. The use of the main tools of the social web are revised and the innovations got in Muskiz's library giving a use not foreseen to social tagging, to microblogging, to chat and to the initial pages are described. To combine our traditional skills with the spirit and the tools of the web participative at the moment of managing the information of the library favors the innovation in the services that we offer, the application of new forms of management and makes a more fluid and immediate relation possible with the patrons.

The web site of a library is our business card for the users: many people will know our web site before than our building, our physical resources and our staff. Muskiz's Library, with a web site from 2002, has updated its "business card" in an attempt to make it more attractive and usable. The thoughts arisen in the process of renovation of our site have helped us to understand and to take advantage of the services and the philosophy of the web 2.0. It can help us to create a more active, public and participative library: the user and the participation are the key for the success of the new initiatives. Our efforts have been focused to create and to disseminate quality contents, to promote the emergence of users with similar aims to ours ("library users") and to facilitate the use of the new tools among those who have access to our web site. We describe what we understand as web 2.0, its relevance in the library and the steps that we have given to apply its philosophy in day by day.
