The primary purpose of this paper is to shed light on the difficulties and potential practices involved in meeting the educational requirements of English Language Learners (ELs) who live in rural locations. It explores how new people's movement into rural regions has resulted in an inflow of English Language Learners (ELs) with varied histories, languages, and cultures into schools that once had a homogeneous student body.

In this article a reflection on the meaning of the academic library in the 21st century is proposed from the publication of the book: The politics of theory and the practice of critical librarianship. From the dissociation of theory / praxis, library science is characterized by a very contradictory tradition. The tecnocratics models, that come being hegemonic in the educational and cultural institutions, have deepened this duality that is analized in this paper.

This paper deals with the issue of free access to information. The main purpose of this paper is analysis of a repository "InfoMine" - Scholarly Internet Resource Collections in the context of information ecology. Open Access Initiative has recently become the subject of debate between researchers, academics, librarians, administrators of universities, funding agencies, government officials, publishers. The work consists of 3 main parts. To introduce the subject a short story of the Open Access movement is given. The second part presents "InfoMine" considering content types and sources available, search options and facilities for the user - the portal usability, innovation and creativity of the repository. An analysis of this kind provide us some conclusions about InfoMine in the context of information ecology which will be the third part of the paper.

This volume contains almost a hundred papers from the 3rd Leipzig Congress on Information and Librarianship (= 96th German Libraries Annual Conference). Although the title may suggest otherwise the papers cover the whole range of practical library work.

Review of Barbara Schneider-Kempf, Klaus G. Saur, Peter-Klaus Schuster (eds): Wissenschaft und Kultur in Bibliotheken, Museen und Archiven. Klaus-Dieter Lehmann zum 65. Geburtstag. Red.: Martin Hollender. Munich: Saur, 2005. The essays compiled here deal with various topics in the field of museums, archives and libraries. There are academic papers as well as personal appraisals and humourous texts. Although it is a festschrift, the book is not only interesting for people who know Klaus Dieter Lehmann personally. For experts in the respective field, the individual articles perhaps will not offer much new, but the publication certainly offers reading pleasure and food for thought for librarians. One content wise point of criticism: Women are strongly underrepresented with only 9 of 63 contributions. Concerning the physical object: The typeface and the layout are pleasant, typos or misprints were not found, paper and cover are high-quality.

In this paper some changes that have been occurring in both the university and its libraries since the eighties of XX century are analyzed, from the revision of a Budd’s book: Budd, J.M. (2012). The changing academic library: Operations, culture, environments. 2nd. ed. Chicago: Association of College and Research Libraries. It is stated that mutations have been coming about due mainly to neoliberal politics and global marketization of education systems and knowledge. The changes have to do with practices and hegemonic discourses as Knowledge Based Economy, Society of Information and the ideology of management; finally, it is suggested that dialectic and social antagonisms in university and its libraries draw a not closed reality yet.

Libraries have long functioned as information repositories, providing access to it by collecting and preserving data. In the present, environment has changed, so libraries are challenged to contain an increasing volume of digital information, hence the massive information technologies are needed. The aim of this paper is revising methods of storage systems for massive data; therefore, four types of data storage technologies, which are DAS, NAS, SAN and cloud storage are described and analyzed using the documentary method. It was found scarce literature on digital storage systems viewed from the perspective of information science; for this reason, publications in the field of computer science and engineering systems were used in order to understand the topic. It is concluded that storing data in the digital age is carry out in concentrated and distributed form.

Most of the papers in this plain and respectable designed volume are concise, of high quality, and interesting to read.

Objective – To determine whether three competing citation tracking services result in differing citation counts for a known set of articles, and to assess the extent of any differences. Design – Citation analysis, observational study. Setting – Three citation tracking databases: Google Scholar, Scopus and Web of Science. Subjects – Citations from eleven journals each from the disciplines of oncology and condensed matter physics for the years 1993 and 2003. Methods – The researchers selected eleven journals each from the list of journals from Journal Citation Reports 2004 for the categories “Oncology” and “Condensed Matter Physics” using a systematic sampling technique to ensure journals with varying impact factors were included. All references from these 22 journals were retrieved for the years 1993 and 2003 by searching three databases: Web of Science, INSPEC, and PubMed. Only research articles were included for the purpose of the study. From these, a stratified random sample was created to proportionally represent the content of each journal (oncology 1993: 234 references, 2003: 259 references; condensed matter physics 1993: 358 references, 2003: 364 references). In November of 2005, citations counts were obtained for all articles from Web of Science, Scopus and Google Scholar. Due to the small sample size and skewed distribution of data, non-parametric tests were conducted to determine whether significant differences existed between sets. Main results – For 1993, mean citation counts were highest in Web of Science for both oncology (mean = 45.3, SD = 77.4) and condensed matter physics (mean = 22.5, SD = 32.5). For 2003, mean citation counts were higher in Scopus for oncology (mean = 8.9, SD = 12.0), and in Web of Science for condensed matter physics (mean = 3.0, SD = 4.0). There was not enough data for the set of citations from Scopus for condensed matter physics for 1993 and it was therefore excluded from analysis. A Friedman test to measure for differences between all remaining groups suggested a significant difference existed, and so pairwise post-hoc comparisons were performed. The Wilcoxon Signed Ranked tests demonstrated significant differences “in citation counts between all pairs (p 0.001) except between Google Scholar and Scopus for CM physics 2003 (p = 0.119).” The study also looked at the number of unique references from each database, as well as the proportion of overlap for the 2003 citations. In the area of oncology, there was found to be 31% overlap between databases, with Google Scholar including the most unique references (13%), followed by Scopus (12%) and Web of Science (7%). For condensed matter physics, the overlap was lower at 21% and the largest number of unique references was found in Web of Science (21%), with Google Scholar next largest (17%) and Scopus the least (9%). Citing references from Google Scholar were found to originate from not only journals, but online archives, academic repositories, government and non-government white papers and reports, commercial organizations, as well as other sources. Conclusion – The study does not confirm the authors’ hypothesis that differing scholarly coverage would result in different citation counts from the three databases. While there were significant differences in mean citation rates between all pairs of databases except for Google Scholar and Scopus in condensed matter physics for 2003, no one database performed better overall. Different databases performed better for different subjects, as well as for different years, especially Scopus, which only includes references starting in 1996. The results of this study suggest that the best citation database will depend on the years being searched as well as the subject area. For a complete picture of citation behaviour, the authors suggest all three be used.

Review of: Paul S. Ulrich (ed), Die Bibliothek als öffentlicher Ort und öffentlicher Raum | The library as a public place and public space, Bibspider: Berlin 2006. The collection of papers about libraries as physical and virtual places and spaces takes up a current topic as "public places" without pressure to consume become noticably restricted.

Book review of Context: Nature, Impact, and Role; 5th International Conference on Conceptions of Library and Information Science, CoLIS 2005, Glasgow 2005; Proceedings. Eds.: Fabio Crestani, Ian Ruthven. Berlin: Springer, 2005. xiii+250p., ISBN 3-540-26178-8 (pbk). This is volume 3507 of "Lecture Notes in Computer Science" (LNCS). It contains the papers of the 5th CoLIS meeting, most of them rather sophisticated, and makes an interesting reading.

This paper aims to provide a descriptive vision in the recent history of the information professionals in Basque Country, analyzes the main events of the recent history of the profession and the factors that produced the most remarkable changes.

We had designed an Strategic Plan that could allow us the management, development and evaluation of the bibliographic collections at the Biblioteca del Departamento de Física de la Facultad de Ciencias Exactas de la Universidad Nacional de La Plata. We had researched about the mission, vision and goals of the organization; its background, the research programs and sub-programs. The method is founded on the research of the users communities. We have taken into account that, the users of this Library belong –in one of its categories- to the segment correspondent to the scientists and academic teachers of the area of physics, chemistry and others, of this Department and other departments of the Exacts Sciences Faculty, and centres of the National University of La Plata, and other organizations. The working paper was been divided in two parts: the first, it is the diagnosis, and, the second is about de methodologies than could allow the creation of the DC Plan.

Book review of Ia C. McIlwaine (ed.), Knowledge Organization and the Global Information Society: Proceedings of the Eighth International ISKO Conference, 13–16 July 2004, London, UK. Würzburg: Ergon 2004. 381 p. (= Advances in Knowledge Organization, 9), ISBN 3-89913-357-9. An interesting conference proceedings volume that comprises 55 papers.

The paper presents the French union catalogue of serials and its historical development over the past two decades. The authors have described the environment and the governance structure of the union catalogue. Presented is the information system which enables the processing of collections in libraries and documentation centres of French universities.
