RETRACTED ARTICLESince mid-2021, Russia has applied floating export duty (damper) as a mechanism for state regulation of grain market. The results of the study have showed that introduction of damper as an instrument of state regulation of the Russian grain market has only exacerbated the problems associated with the growing volatility of grain prices and their increasing dependence on the global market environment. In addition, the mechanism of redistributing funds received by the state from export duties and allocated to grain producers in the form of subsidies remains opaque and incomprehensible. The transition from dollar to rubles in duty calculations has shown the viability of this method, hence the current practice is worth continuing in order to make the mechanism for distributing subsidies to grain producers from export duties received completely transparent and understandable. Thus, the operation of grain damper is economically justified only if the state is ready to support the grain market in proportion to this sector contribution to the national economy development.

In this work, a newly dynamic step size-based 5G charging mechanism was proposed with the introduction of random forest algorithm, user daily traffic forecast model, and RG distribution model for the pressure release on charging system caused by the growing consumption demands based on the behavior feature selection of subscribers. After the verification of the dynamic step size mechanism, optimization analysis was performed from three aspects, including authorization step statistical results, Charging Data Record, and timely reminders by utilizing the real monthly traffic usage data of 13,000 users from China Telecom. Result shows that the amount of charging messages between the network elements and the charging systems decreases by about 35%, and the timeliness rate of reminder service increases by approximately 30%. This research realizes an innovative updating of traditional charging systems to effectively improve the efficiency of the 5G charging system and achieves a reduction in system maintenance and resource occupation. Along with the improvement of service quality and user experience, this work provides an innovation method for operators and different associated businesses to tackle new challenges in 5G.

The article examines the emergence, development and current legal regulation of the sale and purchase agreement, and reveals the place of sale of quotas for greenhouse gas emissions in the system of civil contracts. The character of the sale of emission quotas between states is considered, as well as the legal nature of the quota sale (carbon units) contract in the framework of national jurisdictions. The authors conclude that the term “quota” means a quantitative limitation of greenhouse gas (G.H.G.) emissions, which should be understood as gaseous waste (G.W.), which has not received clear regulation in the national (Russian) law. Recognition of G.W. as a kind of industrial waste will make it possible to better understand and explain its legal nature, and directly the alienation of a certain amount (quota) of G.W. within the framework of civil legislation is the conclusion of a contract of sale of property rights belonging to the owner of G.W. to another business entity for a fee and for a certain period.

Postcolonial democratic deepening brings new challenges to religion as a social imaginary in India. Increasing cultural differentiation and pluralization are countered by fundamentalization, but also challenge existing minority/multicultural imaginations. Religion, as the overarching identity category, has come under scrutiny given the politicization of caste among Muslims, who form the country’s most significant religious minority. Through social-justice and anti-caste politics in the 1990s, lowered-caste Muslims started to enact a new identity named Pasmanda, which means “those who have been left behind”. The Pasmanda discourse emphasizes internal heterogeneities and hegemonies and pluralizes the “Muslim”. It thus ruptures the imaginary of Muslims as a homogeneous minority in a culturally diverse country and problematizes the majority–minority framework. An important site of contestation is the reservation (quota) policy in public employment, education, and the legislature. While privileged-caste Muslims generally prefer a quota based on religion, the lowered-caste Pasmanda Muslims increasingly mobilize for a caste-based quota, thus challenging systems of recognition and redistribution.

The article considers the dynamics and structure of foreign trade of the Russian Federation and the Republic of Serbia, as well as the impact of tariff preferences on foreign trade between two countries. The analysed measures were: dynamics of the Russian Federation’s exports to the Republic of Serbia, dynamics of the Russian Federation’s imports from the Republic of Serbia, tariff preferences applied between countries. The article provides statistical data on the dynamics and structure of foreign trade of the Russian Federation and the Republic of Serbia for 2010–2019 and their dependence on the application of tariff preferences, as well as indicators of trade between the EAEU and the EAEU member states with the Republic of Serbia for 2017–2019. The paper analyses the possible directions of Serbia’s participation in the EAEU and the European Union, assesses the benefits of creating a free trade zone between the EAEU and Serbia, as well as the costs of Serbia’s integration into the European Union. The importance of tariff preferences in the development of foreign trade relations between Russia and Serbia is shown.

Exploitation freshwater turtle for local consumption, medicine, and pet in several parts in Asia caused the declining populations in the wild. The purpose of this study is to evaluate of turtle harvest that listed in Appendix CITES in South Sumatra and Central Borneo. We reported the trading network of the three most exploited turtle species in South Sumatera and Central Borneo. We visited the largest middleman in the two provinces and collect the data that comprises the harvest number, prices, trade flow, catching area, and the level of harvest for local consumption. During our survey in Sampit (Central Borneo) (one week in April 2019), we recorded 667 kg of turtles were sent to a middleman and harvested from Jemaras and Sembuluh district. This amount comprises 549 individuals of Cuora amboinensis, 173 Siebenrockiella crassicollis, and one individual of Cyclemys dentata. Contrary to that, in Palembang, we did not find any delivery of turtle from the hunters. However, 387 individuals of C. amboinensis and 132 individuals of S. crassicollis were found in a middleman pool. We also recorded that local people in Central Borneo consumption of turtle meat. The national quota of C. amboinensis in Central Borneo and South Sumatra are 1700 and 2000 individuals for 2019. The national quota of S. crassicollis in South Sumatra is 500 individuals, while Central Borneo does not have any quota for this species. The realization of these wild-caught turtles indicates an over harvesting beyond the annual harvest quota. Moreover, the two middlemen are indicated to carry illegal carapace trading, although the scientific authority recommended to ban the carapace trade

Many important decisions in societies such as school admissions, hiring or elections are based on the selection of top-ranking individuals from a larger pool of candidates. This process is often subject to biases, which typically manifest as an under-representation of certain groups among the selected or accepted individuals. The most common approach to this issue is debiasing, for example, via the introduction of quotas that ensure a proportional representation of groups with respect to a certain, often binary attribute. This, however, has the potential to induce changes in representation with respect to other attributes. For the case of two correlated binary attributes, we show that quota-based debiasing based on a single attribute can worsen the representation of the most under-represented intersectional groups and decrease the overall fairness of selection. Our results demonstrate the importance of including all relevant attributes in debiasing procedures and that more efforts need to be put into eliminating the root causes of inequalities as purely numerical solutions such as quota-based debiasing might lead to unintended consequences.

Austrian gender equality policy in higher education is characterized by the successful implementation of a comprehensive set of gender equality policies and persistent gender imbalances. After the introduction of a legal quota for university bodies, for instance, female representation in decision-making bodies increased significantly within a short period of time. However, this did not lead to a cultural change or the abolishment of barriers to women’s careers. Research has attributed this paradoxical situation to a lack of reflexivity because the current gender equality policies do not force institutions or individuals to challenge traditional practices, which are perceived to be merit-based and therefore gender neutral. To overcome this paradox, the Austrian Federal Ministry of Education, Science, and Research launched a policy process aimed at strengthening gender competence in all higher education processes—management, administration, teaching, and research. This paper provides a critical discussion of the Austrian quota regulation and its implementation. It also introduces the concept of gender competence and outlines the underlying assumptions as to why the new policy is expected to contribute to change. Following a critical reflection on these assumptions, the paper also discusses how existing steering instruments have to be adapted to support individual and institutional reflexivity.

In some regions of Spain, hunting grounds conduct management targeting the European turtle dove (Streptopelia turtur), a commonly hunted species, and unsustainable harvesting levels at these sites have been identified as one of the factors responsible for the species’ decline across its range. In hunting grounds where food was provided, we estimated the local turtle dove abundance before the hunting season, productivity (juvenile/adult ratio) and harvesting levels using harvest data from managed grounds over 4 years (2009, 2015, 2019 and 2020). Compared to previous research, a higher productivity value was found (median 1.67, range 1.24–4.15) in grounds providing more food for a longer period. We calculated that the harvesting rate should not exceed 37% of the estimated turtle dove population size (35–45%). Significant differences were found between the estimated local turtle dove abundance using a removal sampling protocol and the number of birds observed by hunters before the hunting season, which suggests that in a high proportion of grounds, the latter method may have led to bird overestimation and overharvesting. Our research supports the current European Union’s harvest management plan to promote sustainable hunting in grounds where targeted management is conducted.

This paper is focused on the Albanian electoral system, its total inclusion approach, protection and promotion of gender characteristics, historical and legal developments on the gender quotas necessity, the comparison in time and space, the barriers and opportunities to promote gender politics in public and social area in Albania. The methodology will consist of a comparative analysis of legislation, the international legal framework, recommendations of international institutions, policy papers on identifying the causes why higher gender representation in politics produces estimated results in the public area, social and economic development. Analysis of the circumstances, historical periods, social and economic impact in legal amendments would be another methodology component. Gender quotas provide a critical minority of women, from 20% to a gender balance of 50%, either as an education of the community to face with real gender balance in common life.

This paper elaborates on the theoretical and methodological fundamentals of a tradable green certificates system to foster renewable energy development in Ukraine. It proposes a management mechanism premised on the classical market model of tradable green certificates aiming at increasing the share of electricity from renewable energy sources in the country’s energy mix. Organizational stages of the mechanism formation at the national level and a methodological approach to assess green electricity generation cost are developed. The modeling has shown that the annual increase in the cap for green electricity consumption by 1% will raise the electricity tariff by 3%, which is not a significant financial burden for consumers. The proposed changes in the tradable green certificates system can be an effective management tool to achieve the required amount of electricity from renewable energy sources in the country’s total electricity consumption and to foster the development of the Ukrainian renewable energy sector.

Canada is often put forward as an example of forward thinking on inclusiveness and gender balance. However, for the last 30 years, while gender diversity progress has been made within Canadian government agencies, commissions and boards (ABCs), the private sector continues to lag behind, stuck trying to break through the barrier of 18-22% females on Boards. This occurs while mounting empirical evidence clearly indicates that it is not just the right thing to do, it is the smart thing to do. This paper looks at where progressive government change has generated results and potential avenues necessary to make gender equality a reality within both the government and private sector beyond 2018. The author reviews the methods used by the Canadian government to achieve gender parity, ending with some insights on how the private sector could implement gender parity without the use of quotas.

The article considers the main problematic aspects of development of export activity of enterprise with attention to customs regulation. An analysis of statistical data has been carried out, allowing to identify tendencies of development of Ukraine’s foreign trade for the period from 2001 to 2016. The findings of the analysis show a high integration of Ukraine’s economy into the world economy and dependence of national producers on the trade in foreign markets. The authors’ own interpretation of such concepts as «tariff regulation», «customs-tariff regulation» and «customs regulation» is presented. A modeling of development of export activity of enterprise is carried out and the universal model is presented, which reflects the general stages of management to ensure efficiency of export operation with attention to customs regulation.

It is a fact that the country has to make certain legislative changes for the purpose of women’s (political) activation. It will help to fulfill the international obligations, and to establish (some/additional/further) democratic principles in Georgia and accelerate the country’s process of European integration at the same time. Based on the attitude of women’s political engagement issue in Georgia, with the support of Georgia’s Euro-integration strategy, public organizations and politicians, public awareness and the certain support of political parties, it is possible that in the nearest future the mentioned issue will be given wider resonance and it will be defined the legislative level in order to be more supported, what will add to the growth of the women’s engagement.

First paragraph: The legalization of hemp provides a new oppor­tunity for small farmers in the U.S., and com­ing on the heels of trade wars and depressed crop returns, the timing couldn’t be better. However, while hemp production could support a decent living for these small farmers, production opportu­nities such as this will draw interest from producers of all sizes, which may determine its profitability. Hemp, just like any other crop, can be produced on a massive scale. The industrial system stands at the ready with machines, inputs, land-grant agricul­tural research universities, transportation systems, markets, and capital to plant hemp on large acre­ages and then process, market, and deliver it to consumers. Once unleashed, the vast majority of the crop could be grown on large acreages under industrial management, mechanized, and with few people on the land. Organic hemp could be an­other option offered by the industrial model, but could be equally mechanized. Within five to 10 years, any current profit advantage of hemp to farmers could diminish to the low level of market returns offered by other industrial crops like corn or beans. . . .

The state of fisheries has been researched based on a systematic approach and comprehensive analysis of statistical data, the following issues have been characterized: the catch of aquatic biological resources (ABR), consumption of fish products, problems in the development of the fishing industry (fleet aging, lack of innovative technologies, the proliferation of IUU fishing4 , the high level of retail prices for fish, low degree of processing export products, overshoot "improper objects" of fishing, the gap in aquaculture development, low economic efficiency). To improve the quality of fishery management it has been proposed to form the organizational and economic mechanism of ABR rational use, which should include effective tools for the implementation of management decisions. Instead of the so-called "historical" principle it has been suggested to use the investment principle of quota allocation and rental payments. The basis for management of fishing industry should be scientifically based on the bioeconomic concept of ABR rational use, the essence of which is to preserve the ABR and at the same time to obtain the maximum output of finished products with high added value. To form the organizational and economic mechanism it is necessary to develop a programme of innovative development of the fisheries sector, a calendar programme of upgrading of fishing fleet, wellreasoned differential rates of rent payments for the ABR use, scenarios and graphic organization of work of fishing vessels in specific fishing areas, to form regional financial and industrial clusters, to expand the authority of the Fisheries Agency, to improve corporate social responsibility of the fishing business communities. Modernization of management system for ABR rational use can significantly reduce environmental pollution, ensure the effective delivery of catch to shore, their high-quality processing and the needs of the population in fish products.

The Yamal region occupies the fifth part of the Yamal-Nenets Autonomous District. Therefore it is one of the territories where traditional natural resource management is mainly developing. Its key branches are reindeer herding and fisheries. The major problems in the development of industries are due to an active industrial and transport exploitation of the tundra zone; the situation in reindeer husbandry caused by pasture overgrazing because of uncontrolled increase in livestock; poaching fish. Two following anthropogenic factors have a negative impact on soil and vegetation in the Yamal region: reindeer herding as the main traditional form of natural resource management of Small Indigenous People of the North (SIPN) and the intensive industryrelated development of the territory (geological exploration, industry, transport, construction). Since grazing is practiced throughout the whole Yamal Peninsula, which is not occupied by industrial zones, it is the most widespread form of natural resource use and the leading factor of anthropogenic impact on Yamal’s natural territorial complexes. The primary reason for the decline in fish resources is the violation of the ecosystemic reproduction of fish resources due to their excessive catch. One of the main reasons of this is poaching. In turn, the annual increase of surplus catch is caused by the population growth, including SIPN, and the growing density of the road network providing the access to fishing grounds. The article offers the guidelines for economic damage assessment determined by the harm to the pasture resources. The authors justify the amount of compensation that repairs losses arising from their damage, which takes into account the decline in the productivity of land and the period of restoration of the economic and biological potential of pastures for the corresponding periods of years (compensation for economic damage). The economic damage assessment of the fish resources supposes taking into account the decline in their economic value. It involves the use of a refined population-biological approach while the detailed calculation. In addition, we give an example of the guidelines’ approbation.

Amaç: Bu çalışmanın amacı Erciyes Üniversitesi Tıp Fakültesi’ne yeni girmiş olan öğrencilerimizin tıp fakültelerinin sayısı ve kontenjanları ile ilgili farkındalığı ile eğitimlerinin bu durumdan etkilenmesi hakkındaki görüşlerini almaktır. Gereç ve yöntem: Tanımlayıcı nitelikteki bu çalışma, Erciyes Üniversitesi Tıp Fakültesi birinci sınıf öğrencilerinde yürütülmüştür. Araştırmaya, kayıtlı 309 öğrencinin 277’si %89.6 katılmıştır. Veriler anket yöntemi ile toplanmıştır. Anket formu 21 sorudan oluşmaktadır. Araştırma için etik kurul onayı alınmıştır. Bulgular: Araştırmaya alınan öğrencilerin yaş ortalamaları 19.2±1.0 yaş olup, %43,7’si erkekti. Öğrencilerin %80.9’u ülkemizde kaç tıp fakültesi olduğunu bilmediğini ifade etmişti. %21.7’si ülkemizdeki tıp fakültesi sayısını az, %40.6’sı yeterli ve %37.7’si fazla bulmaktaydı. Hekim sayısı sorulduğunda öğrencilerin %58’ı ülkemizdeki hekim sayısını az %33.6’sı yeterli ve %8.4’ü fazla bulmaktaydı. %6.9’u tıp fakültelerinin kontenjanlarının arttırılması gerektiğini, %68.4’ü ise tam tersini söylemişlerdir. Kontenjan artışı öğrencilerimizin %83.0’ını endişelendirmekteydi. %91.7’si eğitimin kontenjanların son yıllarda artmış olmasından olumsuz etkileneceğini belirtmişlerdi. %94.4’ü sınıflarının kalabalık olduğunu düşünmekteydi. Kalabalık olduğunu düşünen öğrencilerin %75.9’u bu durumun teorik derslerini, %92’si pratik derslerini olumsuz etkilediğini söylemişti. Sonuç: Tıp fakültemizin öğrencileri ülkedeki tıp fakültesi sayı ve kontenjan durumu hakkında çok bilinçli olmamakla birlikte kontenjan artışının eğitimlerini olumsuz yönde etkilediğinin farkındadırlar

Globalization of the economy and increased competition leads to the need to strengthen the functions of the Russian government to ensure food security of the country and, accordingly, the consolidation of mechanisms of state regulation of agricultural economy and food markets. The importance of solving the problems of information security, a high degree of reliability of the information provided by the Government of the relevant statistical authorities is growing. The relevance of obtaining high-quality statistical information for the adoption of timely and informed decisions by the government on the management of the national economy has increased significantly during the period of political and economic confrontation between Russia and the West in terms of sanctions and counter-sanctions. Taking fishing industry and its product – the water biological resources – as an example, the author of the present study carried out a structural analysis of the methodology for composing the balance of fish and fish products to determine the per capita level of consumption, described the different approaches to assessing the level of consumption of water biological resources, structured export indicators of water biological resources gathered from various official sources, on the basis of which the author revealed significant differences in the assessment of the situation. The subject of statistics as the problem was raised at the Presidium of the State Council from October 19, 2015 devoted to the development of the fishing industry of the Russian Federation and was reflected as a separate item in the Order of the President following the results of the State Council. Established by the Order of the Federal State Statistics Service dated October 21, 2013 No. 419, the new method of determining the level of per capita consumption of fish and fish products, based on the compilation of the balance of water biological resources, and composed after the requirements of the UN Food and Agriculture Organization (FAO), has the potential for improvement from a practical point of view. The author proves the necessity of changing the existing method of statistical reporting and analysis in order to improve its reliability

Animal breeding for milk represents a basic occupation of the Romanian population, ensuring the best utilization of fodder obtained from natural pastures, steady incomes and local workforce stability. Since 2015 the restrictions imposed to producers from the European Union by the Milk Quota System ceased. The implementation of government strategies to support the national level of production and to efficiently capitalize raw milk and consumption could ensure a healthy nutrition to the population and substantial income. Romanian producers are affected by the quota’s elimination, which overlapped with a decrease in sales by increasing the milk supply on the domestic market due to Russia’s embargo.

This article examines whether and under which conditions a rising participation of women in higher education management contributes to cultural and structural change in science and research. In Austria, the introduction of a statutory quota regulation for university decision-making bodies like the rectorate, the senate, or the university council brought about a rapid and substantial increase in the share of female rectors and vice rectors. However, there are also gender-specific differences among rectorate members: women are significantly younger than men when they take up a rectorate position and switch less frequently from a professorship to such a position. This situation and the gender expertise of the rectors and vice rectors themselves contribute to the potential for change. Explicit gender equality goals and the establishment of gender competence as a qualification criterion for all rectors and vice rectors would be needed to make use of the potential of women in the rectorate to be agents for cultural and structural change.

This paper explores how regulation of an open access fishery influences the value of a coastal habitat that serves as breeding and nursery grounds. A model of the fishery supported by a coastal wetland is developed, which includes a quota rule that restricts harvest to a fixed proportion of the current stock. The model is applied to mangrove-dependent shellfish and demersal fisheries in Thailand. The value of the welfare effects associated with a change in a supporting coastal habitat is influenced significantly by whether or not the regulatory quota can adjust in response to these changes. Welfare losses are considerably higher when the quota is fixed as opposed to when it can be adjusted. With the restriction in place, effort cannot change to offset the decline in biomass, and as a result, there is a much larger fall in harvest. In addition, the welfare losses are much larger for the shellfish compared to the demersal fisheries. The analysis illustrates that imposing a regulatory rule on an open access fishery has important implications for valuing any linkage between coastal breeding and nursery habitat and a near-shore fishery.

The brown sea cucumber fishery is active in the Galapagos Islands since the year 1991 after its collapse in mainland Ecuador. This paper analyzes the Galapagos Sea cucumber fishery over the past decade and the reasons for its management pitfalls and chronic over fishing, and proposes an improved strategy for estimating stock size and harvest potential. Based on the historical distribution of the fishing fleet and past fishery surveys, 15 macrozones were defined; their areas were estimated from the coastline to the 30m isobaths and the numbers of sample replicates per macrozone were calculated for a density estimate precision of ±25%. Overall stock size was calculated by summing over all macrozones and was multiplied by 0.122 to obtain the annual quota. This multiplier was derived by inserting an exploitation rate of E=0.3 and a published natural mortality value of M=0.17 into Cadimas formula, thereby obtaining a more conservative precautionary quota estimate. Pre-fishery stock densities in 2009 were below the legal threshold value and the fishery remained closed. Mean densities were significantly lower in the deeper (>15m) than in the shallower (Este artículo analiza la pesquería del pepino de mar en Galápagos, durante la década pasada y se estudian las razones de su difícil manejo y la sobre-explotación crónica. El objetivo principal de este trabajo fue proponer una estrategia mejorada para estimar el tamano poblacional y el potencial de captura. Se definieron 15 macrozonas, y para ello se tomo en cuenta la distribución histórica de la flota pesquera y los resultados de prospecciones pesqueras pasadas. Las respectivas aéreas fueron estimadas desde la línea de costa hasta la isobata de los 30m. El numero de replicas de muestreo por macrozona fueron calculadas para estimar la densidad poblacional con una precisión del ±25%. El tamano poblacional total fue calculado sumando la densidad poblacional de todas las macrozonas, luego el resultado fue multiplicado por 0.122 para obtener la cuota anual de captura. Este factor de multiplicación fue derivado mediante la fórmula de Cadima, en la cual se considero una tasa de explotación (E) de 0.3 y una tasa de mortalidad natural (M) de 0.17. Estos resultados permitieron obtener una estimación precautoria y más conservadora de la cuota total de captura. La densidad poblacional pre-pesquería en 2009 estuvo por debajo del punto de referencia límite establecido, en consecuencia fue declarada en veda. Las densidades poblacionales promedio fueron significativamente menores a profundidades mayores a los 15m, contrario a lo esperado por los pescadores. A través de una regresión empírica entre el logaritmo de la densidad poblacional pre-pesquería y la subsecuente cuota de captura anual para el periodo 1998-2008, se descubrió que las capturas totales en la mayoría de los años han excedido la cuota de captura propuesta en este articulo, lo que explica el estado actual de este recurso, el cual se encuentra colapsado.

Yet these management plans maintain an emphasis on the ecological domains, without sufficient attention to socioeconomic and institutional domains of management. In this study, I use a case study from Barrington, Nova Scotia, and dimensions from the Canadian Fisheries Research Network Comprehensive Sustainability Framework to demonstrate the importance of socioeconomic and institutional indicators to contribute to fisheries management plans. An analysis of survey data of captains and lobster fishing households revealed decreased access to multiple species fishing strategies, partially because of large inequities in access to individual fishing quotas. Harvesters with a high dependence on lobster as the primary source of income had lower incomes, and higher income sensitivity to the financial crisis of 2008. New strategies have emerged to cope with reduced access to multiple species, and high-yield lobster fishing is often the best available strategy to pay bills and meet costs when lobster prices are low. Outcomes for the region were split, with an equal number of harvesters reporting recent years as the best or worst year they experienced in fishing. Given a history of changing regulations and reduced options to remain flexible when economic and ecological conditions change, harvesters were pessimistic about their future access, and their children's future access, to fisheries. Harvesters faced livelihood challenges caused by cumulative effects of multiple regulatory and ecological events. I demonstrate how the Canadian Fisheries Research Network Comprehensive Sustainability Framework can guide researchers, managers, and fishing organizations to understand the current management objectives that are not being met, and to develop research priorities, methods, protocols, and personnel to meet a broader spectrum of objectives.

The Persian Gulf fisheries are currently managed through regulations that restrict access to the fishery. These controls do not overcome the incentive for over fishing that follows from lack of ownership in open access fisheries. In such situations, more effort is required to maintain fishery resources. ITQ system of fisheries management is increasingly recognized as a practical alternative to traditional regulation methods. Traditional administration of fisheries as a common property has failed to ensure the fishery resource management is a sustainable way. Worldwide, fishery management systems are now turning to sustainable utilization of the fishery resources. ITQ's are part of this transition. Shrimp fishermen's opinion on the current shrimp management system and the possible change to a new ITQ system is examined in this study. We used a questionnaire and a stratified random sampling method, through which a total of 144 fishermen were interviewed in Hormozgan province. Descriptive statistics and contingency tables were used to estimate the agreement of fishermen with ITQ system in the study area. The results indicated that most of the fishermen do not agree with the change in the shrimp management system. Despite this result, the interviews showed that the younger, more experienced, highly educated and lower income fishermen mostly agree with the change in the current management system compared to other groups. Although the overall result does not endorse the move towards using ITQ system, but we believe that the ITQ system provides a new management system that efficiently reduces current problems.

The issue of raw milk procurement cost level and fluctuation which inhibits strengthening negotiating positions of dairy product fabricants and probability of them staying competitive in the European Union, is examined. Scientific literature that analyzes risks of staple prices is overviewed in the article. The paper provides statistical data representing the situation of Lithuania in contrast with European Union rates. Global usage of prospective transactions and their possible influence on price regulation are analyzed. After examining statistical data and academic literature, conclusions are provided. An econometric model based on the net present value model is used to examine factors that drive the variation of California dairy quota values over a 29-year period. The results suggest the price of quota is based on expected returns, variations in quota owner liquidity, and the risk of policy default. The dominant influence on the variation of the quota price was the historical variation in monthly flow of net benefits from owning quota. This analysis confirms that the rate of return to quota rises in periods of policy uncertainty.

With the abolition of the quota system, dairy farmers loose a competition management tool among producers and between areas that questions the future of mountain dairy farming. This paper discusses the conditions for its preservation related to its heritage. Three forms of regulation are considered: market segmentation and the development of quality chains based on a logic of identity, integration of measures specific for mountain dairy farmers in the common agricultural policy and the support given by local authorities to their agriculture. They are analysed based on a patrimonial economics’ framework aiming at identifying the object of identity, the resources instituted into a heritage, the communities underlying these processes and their ability to help dairy farms to gain foothold in the mountains. With the quota system, dairy markets were under the control of political forces. The alternative forms of patrimonial regulations exercise a regional (market segmentation) or partial (agro-environmental and mountain policy as well as the institution of agriculture by local players into a patrimony) limitations over market competition rules. This shift, in the monitoring capacity of markets from European and national to local level, opens the way to a differentiation of economic models and raises the question of financial resources and skills available locally to put them in place.
