Development of the EIEE (electronic information and educational environment) is one of the most important topics in modern pedagogical research. This process is currently undergoing a lot of changes and requires its detailed understanding within the framework of pedagogical science, as modern educational programmes for specialists’ training require implementation of innovative digital technologies. Therefore, the purpose of the study is to carry out theoretical analysis and case study in order to systematize this concept in the context of implementing educational programs for training highly qualified specialists in various sectors of the digital economy. EIEE plays the key role in terms of implementing educational programs for training highly qualified specialists in various areas of digital economy. This paper provides generalized analysis of existing theoretical approaches to the concept of "ecosystem" and considers various views on EIEE’s development. Particular attention is paid to the authors’ approach, which is based on cooperation with industrial partners. In this context, it is proposed to create EIEE through the development of technical specifications, integration of cross-platform solutions and sharing resources. The relevance of the research is determined by the need for high-quality staffing for the maritime industry, further cooperation with employers, improving the quality of professional language training for cadets of a maritime university, continuous professional growth, testing and evaluation of professional knowledge.The research problem is as follows: how will new integrated models of teaching maritime cadets improve the quality of professional language training?The aim of the research is to substantiate the need to update ideas and determine the prospects for improving the quality of professional language training in a maritime university, which affect the formation of professional competence of a navigation engineer in the conditions of successful implementation of an electronic information and educational environment.The research methods used are analysis, synthesis, generalization. The Institute of Water Transport named after G.Ya. The modern educational environment of higher education depends directly on information technologies, which is determined by the federal educational standards of higher education of the last generation. This fact is largely connected with integrative processes in education, as well as with global trends in the genesis of the information-educational environment of modern society. The research problem lies in the theoretical analysis of the category of “the electronic information and educational environment” and identification of its structural components and purpose. The purpose of the research is to reveal the essence of the electronic information and educational environment of a modern university, its structure and experience in the use of educational institutions of higher education. The research methods used are analysis, synthesis, generalization. The research results: a theoretical review of the definition of “electronic information and educational environment” in modern pedagogical research; the structural components of the electronic educational information environment of a modern university have been identified; examples of the use of the electronic educational information environment of a modern university in the practice of higher education institutions have been disclosed. The results of the experimental work on the impact of the electronic information and educational environment on improving the quality of the educational process have been presented. Key findings: the electronic information and educational environment is positioned among the most important elements for achieving a new level of education quality, incorporating software and hardware for the implementation of educational standards for mastering learning competencies in educational programs. The socio-cultural situation of the modern world is characterized by the active use of digital technologies in all spheres of life: economy, healthcare, services, education. The forced regime of restrictive measures during the coronavirus pandemic in the spring of 2020 changed the educational situation in the world directly, all educational institutions transitted totally to a distance format with the active use of digital educational environment. The implementation of digital education has contributed to changes not only in educational technologies, but also in its paradigm, the dominant component of which was digitalization - the process of transforming education into an electronic format. The research problem lies in the analysis of the category “digitalization of education”, identification of its content and principles. The purpose of the study is to reveal topical issues of digitalization of education in modern conditions. The modern labor market, focused on the level of the technological progress, makes a set of requirements for university graduates, which are based on fluency in a foreign language. The protracted period of the pandemic forced to transfer the educational process in universities to an online format, for which the entire existing potential of e-learning of universities was used (electronic information and educational environment + modern information and communication technologies + competencies of teachers). The main task of the state social policy is formation of a digital society, the development of the digital economy as an urgent sphere of people’s life. This has led to the transition of many areas to digital technologies: education, healthcare, services, etc. Objective circumstances of the global scale of spring 2019, associated with the widespread spread of coronavirus infection has caused optimization of distant educational technologies. The implementation of the new idea of e-education is inextricably linked with the process of its digitalization. The research problem: what are the factors of e-learning as a new educational paradigm in a university? The purpose of the research is to reveal the essence of e-learning at a university, its goals, components and functions. The research methodology is composed of a set of methods of scientific knowledge: generalization, analysis, synthesis. The research results. Theoretical and methodological prerequisites for the digitalization of education as a new educational paradigm have been revealed; the functions of digital education have been defined; technology brands of e-education have been identified; the concept of «digital literacy» has been disclosed. In the conditions of the aggravated epidemiological situation, the problem of high-quality training of specialists in the context of distance learning arises. Systematic approach to the formation of standard requirements for the discipline in the context of distance learning makes it advisable to create training modules that allow providing students with knowledge in difficult social conditions and forming key competencies, demonstrating interdisciplinary ties, which is relevant in modern conditions of the educational process. The article discusses the organization of distance learning based on the principle of block-modular technology, taking into account the competence-based approach. The aim of the research is to describe the technology of distance learning based on the competence modules in a training course using an electronic educational environment. The study used the methods of analyzing available sources on the use of distance technologies in educational organizations and generalizing the pedagogical experience of using modern teaching methods. The results of the research consist in analyzing the organization of distance learning based on the creation of competence modules, organizational and pedagogical conditions for the effectiveness of the implementation of a competence-based training module in distance learning. The key conclusions: the technology of organizing distance learning based on the competence blocks, which provides interdisciplinary communication and practice-oriented learning, has been described. The distance learning model is increasingly being introduced into the practice of educational institutions. Distance learning technologies allow the educational process to be carried out at a distance, expanding the capabilities of educational institutions. The research problem: the use of distance learning technologies in teaching Latin. The purpose of the research is to reveal the potential of distance learning technologies in teaching Latin. The research methods used are generalization, comparison, analysis, survey. The base of the research is FSBEI HE “Maykop State Technological University”, the Medical institute. The research results are the following: the potential of distance learning technologies in teaching Latin has been substantiated; studies related to the problem of distance learning in the study of foreign languages have been analyzed; the experience of using distance learning technologies in teaching Latin language has been presented. The society is characterized by the expansion of digital services into all spheres of human life, including education. The digital technology sector plays a leading role in the development of a digital society. The introduction of digital services into education at all its levels is supported by government initiatives as a promising guideline for the transformation of the entire society, taking into account global practices. The research problem is: what are the mechanisms of digital education as a new pedagogical paradigm? The purpose of the research is to substantiate the features of digital education as a new pedagogical paradigm and a component of state educational policy. The research methods are data analysis of Internet sources, scientific works, generalization, systematization. The research results: new educational opportunities through the use of digital resources have been substantiated; the main features of digital education have been identified; the prospects for digital education as an innovative model have been outlined. The relevance of the research topic is determined by the need to reconsider the prospects for the language training of seafarers in the context of a pandemic and related socio-economic changes in the state and in the world, including the employment of seafarers, the competitiveness of graduates of Russian maritime universities, wages, etc. Effective communication in English has always been of great importance for the safe operation of ships and protection of the marine environment from shipping.The research problem is how does the electronic information and educational environment contribute to the successful implementation of English language programs and improve the quality of language training at a maritime university?The purpose of the research is to substantiate the effectiveness of the implementation of English language programs at the EIEE of the Institute.The research methods used are analysis, synthesis, generalization. The events of recent months related to the pandemic have contributed to a rapid transition to distance learning. Despite the existing research in the field of e-learning, the problem of conflicts that arise among participants in the educational process in the digital educational environment has not been sufficiently studied. The article discusses the main models of interaction between participants in the educational process in the digital educational environment, as well as their features. It is argued that personality characteristics, features of the social situation, the level of ICT competence of a teacher and a student can lead to conflict in the electronic information-educational environment. Communication features and technical features of the electronic information and educational environment itself can also provoke conflicts. Forecasting and taking these features into account when designing e-learning courses and organizing interaction can reduce the risk of conflict situations between participants in the learning process. more...

Purpose of the research. The development of electronic technologies in modern socio-economic environment and the urgent need for their integration into higher education require a different type of teachers’ professional thinking based on their sustainable self-development. The paper provides a reflexive analysis of the implementation of electronic information-educational environment (EIEE) by the Yaroslavl branch of Plekhanov Russian University of Economics and offers an insight into interactive and management aspects of EIEE integration and use in the educational process.Materials and methods. To achieve the goal, the EIEE structural and functional components were identified, stages, system requirements and technical features of EIEE implementation were determined along with the prospects for EIEE further integration and development within the university. Analysis, synthesis, comparison and generalization approaches were used as general scientific methods of this research.Results. The paper gives an insight into the project of the Yaroslavl branch of Plekhanov Russian University of Economics on the use of EIEE as an imperative for high-level development of graduates’ common cultural, as well as general and specific professional competencies, to facilitate their competitiveness in the labour market. The urgency of innovations in the EIEE integration in universities is substantiated. The authors emphasize that the EIEE practical application requires achievement of a new level of communication skills, interaction of all participants in the educational process, based on a broader vision of the educational environment and a new level of teachers’ professional thinking, presupposing both creativity and management of their own mental processes associated with metacognition.Conclusion. As a result, the authors make conclusions on the implementation of various aspects of the university EIEE, such as administrative, managerial and interactive ones. This article analyzes modern trends of educational processes stipulated by features of modern society development. Modifications in surrounding reality dictate necessity of updating the learning process towards active transition to distance education. Increased demand of students for electronic educational resources stipulated necessity to analyze representation of electronic platforms and identification of their features. This work is aimed at analysis of the electronic educational resources being most popular among students, and identification of features of their use in distance education. The study was performed using analysis of scientific publications devoted to the research subject, survey and results of its analysis, analysis of electronic educational resources aiming at identification of their features for distance education. This work is comprised of two stages. At the first stage, the students of two learning levels were surveyed (universal bachelor degree course and high school), which allowed to reveal common requirements for the two levels of preparation for electronic educational resources and features of their selection by respondents. At the second stage, the most demanded for distance learning electronic educational platforms and their resources were analyzed to assist teacher to develop algorithm of combination of various electronic resources in the frames of content of certain course.
