Previous attempts to identify the environmental factors associated with firefighter entrapments in the United States have suggested that there are several common denominators. Despite the widespread acceptance of the assumed commonalities, few studies have quantified how often entrapments actually meet these criteria. An analysis of the environmental conditions at the times and locations of 166 firefighter entrapments involving 1202 people and 117 fatalities that occurred between 1981 and 2017 in the conterminous United States revealed some surprising results. Contrary to general assumptions, we found that at broad spatial scales firefighter entrapments happen under a wide range of environmental conditions, including during low fire danger and on flat terrain. A cluster-based analysis of the data suggested that entrapments group into four unique archetypes that typify the common environmental conditions: (1) low fire danger, (2) high fire danger and steep slopes, (3) high fire danger and low canopy cover, and (4) high fire danger and high canopy cover. There are at least three important implications from the results of this study; one, fire environment conditions do not need to be extreme or unusual for an entrapment to occur, two, the region and site specific context is important, and, three, non-environmental factors such as human behavior remain a critical but difficult to assess factor in wildland firefighter entrapment potential.

Despite major advances in numerical weather prediction, few resources exist to forecast wildland fire danger conditions to support operational fire management decisions and community early-warning systems. Here we present the development and evaluation of a spatial fire danger index that can be used to assess historical events, forecast extreme fire danger, and communicate those conditions to both firefighters and the public. It uses two United States National Fire Danger Rating System indices that are related to fire intensity and spread potential. These indices are normalized, combined, and categorized based on a 39-yr climatology (1979−2017) to produce a single, categorical metric called the Severe Fire Danger Index (SFDI) that has five classes; Low, Moderate, High, Very High, and Severe. We evaluate the SFDI against the number of newly reported wildfires and total area burned from agency fire reports (1992−2017) as well as daily remotely sensed numbers of active fire pixels and total daily fire radiative power for large fires (2003−2016) from the Moderate-Resolution Imaging Spectroradiometer (MODIS) across the conterminous United States. We show that the SFDI adequately captures geographic and seasonal variations of fire activity and intensity, where 58% of the eventual area burned reported by agency fire records, 75.2% of all MODIS active large fire pixels, and 81.2% of all fire radiative power occurred when the SFDI was either Very High or Severe (above the 90th percentile). We further show that SFDI is a strong predictor of firefighter fatalities, where 97 of 129 (75.2%) burnover deaths from 1979 to 2017 occurred when SFDI was either Very High or Severe. Finally, we present an operational system that uses short-term, numerical weather predictions to produce daily SFDI forecasts and show that 76.2% of all satellite active fire detections during the first 48 h following the ignition of nine high-profile case study fires in 2017 and 2018 occurred under Very High or Severe SFDI conditions. The case studies indicate that the extreme weather events that caused tremendous damage and loss of life could be mapped ahead of time, which would allow both wildland fire managers and vulnerable communities additional time to prepare for potentially dangerous conditions. Ultimately, this simple metric can provide critical decision support information to wildland firefighters and fire-prone communities and could form the basis of an early-warning system that can improve situational awareness and potentially save lives.

Landscape heterogeneity shapes species distributions, interactions, and fluctuations. Historically, in dry forest ecosystems, low canopy cover and heterogeneous fuel patterns often moderated disturbances like fire. Over the last century, however, increases in canopy cover and more homogeneous patterns have contributed to altered fire regimes with higher fire severity. Fire management strategies emphasize increasing within-stand heterogeneity with aggregated fuel patterns to alter potential fire behavior. Yet, little is known about how such patterns may affect fire behavior, or how sensitive fire behavior changes from fuel patterns are to winds and canopy cover. Here, we used a physics-based fire behavior model, FIRETEC, to explore the impacts of spatially aggregated fuel patterns on the mean and variability of stand-level fire behavior, and to test sensitivity of these effects to wind and canopy cover. Qualitative and quantitative approaches suggest that spatial fuel patterns can significantly affect fire behavior. Based on our results we propose three hypotheses: (1) aggregated spatial fuel patterns primarily affect fire behavior by increasing variability; (2) this variability should increase with spatial scale of aggregation; and (3) fire behavior sensitivity to spatial pattern effects should be more pronounced under moderate wind and fuel conditions.

Wildland fire is a critical process in forests of the western United States (US). Variation in fire behavior, which is heavily influenced by fuel loading, terrain, weather, and vegetation type, leads to heterogeneity in fire severity across landscapes. The relative influence of these factors in driving fire severity, however, is poorly understood. Here, we explore the drivers of high-severity fire for forested ecoregions in the western US over the period 2002–2015. Fire severity was quantified using a satellite-inferred index of severity, the relativized burn ratio. For each ecoregion, we used boosted regression trees to model high-severity fire as a function of live fuel, topography, climate, and fire weather. We found that live fuel, on average, was the most important factor driving high-severity fire among ecoregions (average relative influence = 53.1%) and was the most important factor in 14 of 19 ecoregions. Fire weather was the second most important factor among ecoregions (average relative influence = 22.9%) and was the most important factor in five ecoregions. Climate (13.7%) and topography (10.3%) were less influential. We also predicted the probability of high-severity fire, were a fire to occur, using recent (2016) satellite imagery to characterize live fuel for a subset of ecoregions in which the model skill was deemed acceptable ( n = 13). These ‘wall-to-wall’ gridded ecoregional maps provide relevant and up-to-date information for scientists and managers who are tasked with managing fuel and wildland fire. Lastly, we provide an example of the predicted likelihood of high-severity fire under moderate and extreme fire weather before and after fuel reduction treatments, thereby demonstrating how our framework and model predictions can potentially serve as a performance metric for land management agencies tasked with reducing hazardous fuel across large landscapes.

Climate dynamics at diurnal, seasonal and inter-annual scales shape global fire activity, although difficulties of assembling reliable fire and meteorological data with sufficient spatio-temporal resolution have frustrated quantification of this variability. Using Australia as a case study, we combine data from 4760 meteorological stations with 12 years of satellite-derived active fire detections to determine day and night time fire activity, fire season start and end dates, and inter-annual variability, across 61 objectively defined climate regions in three climate zones (monsoon tropics, arid and temperate). We show that geographic patterns of landscape burning (onset and duration) are related to fire weather, resulting in a latitudinal gradient from the monsoon tropics in winter, through the arid zone in all seasons except winter, and then to the temperate zone in summer and autumn. Peak fire activity precedes maximum lightning activity by several months in all regions, signalling the importance of human ignitions in shaping fire seasons. We determined median daily McArthur forest fire danger index (FFDI _50 ) for days and nights when fires were detected: FFDI _50 varied substantially between climate zones, reflecting effects of fire management in the temperate zone, fuel limitation in the arid zone and abundance of flammable grasses in the monsoon tropical zone. We found correlations between the proportion of days when FFDI exceeds FFDI _50 and the Southern Oscillation index across the arid zone during spring and summer, and Indian Ocean dipole mode index across south-eastern Australia during summer. Our study demonstrates that Australia has a long fire weather season with high inter-annual variability relative to all other continents, making it difficult to detect long term trends. It also provides a way of establishing robust baselines to track changes to fire seasons, and supports a previous conceptual model highlighting multi-temporal scale effects of climate in shaping continental-scale pyrogeography.
