Flight testing has been the historical standard for determining aircraft airworthiness. However, increases in the cost of flight testing and the accuracy of inexpensive CFD encourage the adoption of certification by analysis to reduce or replace flight testing. A framework is introduced to predict the performance in the special case of a modification to an existing, previously certified aircraft. This framework uses a combination of existing flight tests or high fidelity data of the original aircraft as well as lower fidelity data from CFD or wind tunnel testing of the original and modified configurations to create 6-DOF flight dynamics models. Two methods are presented which generate an updated flight dynamics model and estimate the model form uncertainty for the modified aircraft configuration using knowledge of the original aircraft. This updated dynamics model and uncertainty estimate are then used to conduct non-deterministic simulations with wind turbulence included. The framework is applied to an example aircraft system to demonstrate the ability to predict the performance and associated model from the uncertainty of modified aircraft configurations.

Our ultimate goal is to design transportation net- works whose dynamic performance metrics (e.g. pas- senger throughput, passenger delay, and insensitivity to weather disturbances) are optimized. Here the fo- cus is on optimizing static features of the network that are known to directly affect the network dynamics. First, we present simulation results which support a connection between maximizing the first non-trivial eigenvalue of a network's Laplacian and superior air- port network performance. Then, we explore the ef- fectiveness of a tabu search heuristic for optimizing this metric by comparing experimental results to the- oretical upper bounds. We also consider generating upper bounds on a network's algebraic connectivity via the solution of semidefinite programming (SDP) relaxations. A modification of an existing subgraph extraction algorithm is implemented to explore the underlying regional structures in the U.S. airport net- work, with the hope that the resulting localized struc- tures can be optimized independently and reconnected via a "backbone" network to achieve superior network performance.

This work describes a two-stage technique of X-ray fluorescence (XRF) analysis of rare earth niobates. A comparison between the two approaches revealed that the Fundamental Parameters Method (FPM) can be employed for a rapid preliminary assessment of the composition of the resulting material and the construction of calibration curves can be used to determine the contents of the major elements with precision. The results of the relative standard deviation (RSD) for FPM were no more than 7%, while the approach to construct calibration curves had an RSD of no more than 1%. Calibration samples were prepared using the same synthesis method as the study samples to construct the calibration curves. The possibility of constructing calibration dependencies using mixtures of oxides was assessed, but this approach could not provide the desired accuracy. The obtained results have been shown to have a good correlation with inductively coupled plasma optical emission spectrometry. The developed technique enables the determination of the major components in niobates containing two and three rare earth elements, which are used as optical materials and medium-entropy ceramics.

Introduction. ESG studies are relevant due to both the climate agenda, socio-economic and geopolitical aspects in the growth of modern economy, while the decomposition of national and regional tasks at the municipal level determines the goal setting for the study of ESG models for municipal development. Purpose. The paper aims at identifying and quantifying causal relationships to spot the triple helix in ESG models for municipal development. Materials and Methods. The constituent-functional approach, comparative and correlation analysis were used as the main research tools. The information was taken from the official statistical database of the Federal State Statistics Service, EMISS, as well as the results of the ESG rating of cities done by RA Expert Agency. Results. The study outlined the causal relationships which define the nature of inter-constituent interactions for sustainable development of municipalities. A triple helix was proven to exist in the ESG models of innovative municipal development. This helix reveals the relationships among business entities from the perspective of ESG development. Correlation analysis was applied to prove the differentiation of municipalities, and a typology of ESG models of development is proposed by the key type of interactions in terms of the triple helix. Conclusions. The conducted research actually attributed the analyzed municipalities to one of the selected types, which is confirmed by a comparative analysis with the ratings and expert opinions. The results obtained are of interest for further studies of approaches to the ESG agenda at the municipal level as a part of an interdisciplinary research. The practical value of the proposed tools for identifying the type of ESG development model refers to the opportunities to identify not only weaknesses, but also systemic interactions for higher investment attractiveness and strategizing the ESG development of municipalities. Introduction. Often, carbohydrate metabolism disorders (type 2 diabetes mellitus, prediabetes) are detected in patients with severe coronary heart disease who are preparing for elective coronary bypass surgery. Insulin resistance can occur even in the absence of manifest disorders of carbohydrate metabolism and have its own influence on the course of coronary artery disease. With regard to the prognosis of coronary artery bypass grafting, the role of insulin resistance is not clearly defined, there are isolated reports on the relationship between the estimated indices of insulin resistance and free fatty acids and the number of postoperative complications of CABGPurpose of the study. To study the effect of carbohydrate metabolism disorders and insulin resistance indicators on the immediate results of coronary bypass grafting (CABG).Materials and methods. 383 consecutive patients who underwent CABG in 2011-2012 at the Research Institute of the KPSSZ were included, free fatty acids and fasting insulin in plasma were determined in all patients, insulin resistance indices HOMA-IR (Homeostasis Model Assessment of Insulin Resistance), QUICKI (Quantitative Insulin Sensitivity Chek) were calculated Index) and Revised-QUICKI, McAuley. A logistic regression analysis was performed to identify predictors of the composite endpoint of hospital stay after CABG >10 days or significant complication. Perioperative characteristics were analyzed in two cohort groups: group 1 - patients with a combined endpoint (CCT>10 days), n=291, and group 2 (n=92) without CCT.Results. In the CCT group, the median age was higher, and the proportion of women was 30% versus 14.1% (p=0.003). Introduction: All patients with diabetes are recommended to determine glycated hemoglobin no earlier than 3 months before any surgical interventions, including before coronary bypass surgery. Patients with multivessel coronary disease often have a severe comorbid background. Factors such as anemia, bleeding, severe chronic kidney disease in patients with can affect the result of measuring HbA1c, due to these limitations, alternative markers may be useful: fructosamine, 1,5-anhydroglucitol, which reflect the glucose level for 1-3 weeks previous research.Target. The study of alternative markers of carbohydrate metabolism (fructosamine and 1,5-anhydroglucitol (1,5-AG)), and their relationship with the clinical characteristics of patients and the incidence of hospital complications after coronary bypass grafting (CABG).Materials and methods. 383 consecutive patients with ischemic heart disease who underwent elective CABG at one center were examined. Before surgery, all patients were examined for glycemic status and additionally determined glycated hemoglobin (HbA1c), fructosamine and 1,5-anhydroglucitol before CABG and on days 7-8 after surgery. Patients were divided into 3 groups depending on their glycemic status: Group 1 - patients with type 2 diabetes mellitus (DM 2, n=125), Group 2 - patients with prediabetes (n=67), Group 3 - patients without disorders carbohydrate metabolism (n=191). We assessed the perioperative dynamics of carbohydrate metabolism parameters, their relationship with the clinical characteristics of patients and postoperative complications.Results. In groups without DM, the values of glucose, fructosamine, and 1,5-anhydroglucitol had a small interquartile range when assessed before surgery, which significantly increased on days 7-8 after CABG. In all 3 groups, there was a significant decrease in the level of fructosamine on the 7th day after CABG compared with the baseline (p 1-2nd point 0.030, 0.001, 0.038 in groups 1, 2 and 3, respectively), while level 1 ,5-anhydroglucitol and HbA1c did not change significantly after surgery. The preoperative level of fructosamine had a direct correlation with the risk of surgery according to the EuroSCORE II scale (p=0.002), the number of shunts (p=0.012), body mass index and overweight (p10 days was selected as the composite endpoint (CCT). In binary logistic regression analysis, fructosamine levels were independently associated with the development of this composite endpoint. Also, independent predictors of CCT were: female gender, age, body mass index, duration of cardiopulmonary bypass, size of the left atrium, end diastolic size of the left ventricle, DM 2, average glycemia on the 1st day after CABG, failure to achieve the target range of perioperative glycemia. At the same time, other markers of carbohydrate metabolism showed no connection with CCP.Conclusions. The preoperative level of fructosamine, the average glycemia on the 1st postoperative day are independent predictors of postoperative complications of CABG.

The article analyzes the employment prospects of Tula youth in the regional labor market. It has been noted that the proximity of the metropolitan area is a factor that affects the local labor market, as modern young people are focused on fast career growth and high wages that the regional labor market is not able to supply. The analysis of the results of the sociological research conducted by the laboratory of social and political research of Tula State University in 2018 revealed common “non-educational” motives for higher education and lack of interest in chosen profession among students. Main reasons for a high level frictional unemployment among youth have been described briefly, including, on the one hand, the inability of young people to build communication with a potential employer, lack of self-presentation skills and an ability to search for suitable vacancies in various sources of information independently, lack of desire to work intensively and finish their work on the new workplace in accordance with production needs, and on the other hand, the unwillingness of employers to hire unexperienced staff, to train young people in accordance with the specifics of their enterprise. Measures to solve the identified problems have been proposed, which include information, career guidance and educational resources.

The article examines such an indicator of the development of language and culture as a childs elicited narrative. A narrative is a story created by a child based on a picture story or a series of pictures. The narrative allows to evaluate the childs coherent monologue speech. Narratives as primary forms of cultural texts reflect a certain national and cultural specifics. In the narrative, one can distinguish a macrostructure that determines its semantic completeness and adequacy, as well as a microstructure that assess lexical and grammatical accuracy. In our work, we studied the narratives of children from Moscow, the Republic of Sakha - Yakutia (Yakutsk and uluses) and the Republic of Tatarstan (Kazan). In addition, children performed a number of psychological tests, which made it possible to assess their level of development of executive functions and non-verbal intelligence. The main objective of the study was to identify how the factor of bilingualism influences the construction of the narrative and what other factors also influence. The study involved 765 children, including 327 boys and 438 girls ( M = 77.89 months, SD = 5.22). All children attended senior groups of kindergartens in Moscow ( n = 495), Kazan ( n = 115), the Republic of Sakha-Yakutia (Yakutsk and uluses) ( n = 155). As a result of a survey of educators and a short language test, the sample was divided into two groups: bilinguals ( n = 179 people) who communicate equally in Russian and national languages; and monolinguals (586 people) who communicate mainly or only in Russian. The results of statistical processing of the material showed that bilingualism is an important factor affecting the microstructure of narratives, however, to the greatest extent, both micro and macrostructure depend on auditory-verbal working memory. This is supported by both correlations and general linear models.

Socio-economic development and preservation of ecological environments are crucially reciprocal challenges to human growth. The main purpose of this study was to provide a comprehensive overview of the relationships between economic activity and the eco-environment in the Federation of Russia. If we characterize the current state of the Russian economy and social sphere, it would not be an exaggeration to say that the economy and social structure today clearly do not meet the criteria of environmental preservation. In the process of globalization, Russia is forced to develop economically in order to be competitive in the world arena. In addition, the constant social conflicts in society in the 90s were a kind of "lesson" of what the inconsistent steps of the government in the field of economic and social sphere management can lead to. However, in order to take any action today to improve the state of the Russian economy and improve the environmental considerations as well as the life of ordinary people, one should consider the current problems in these areas.

One of the major problems observed in veterinary practice is Articular cartilage injuries in animals. In terms of agriculture, it leads to their culling from the herd, even if they are highly productive animals. With companion animals, owners usually have to decide between euthanasia or long-term sometimes life-long treatment of the injury by a veterinarian. The use of Mesenchymal Stem Cells (MSCs) for the treatment of cartilage injury in veterinary medicine is based on the good results observed in preclinical studies, where large animals have been used as experimental models to study the regenerative activity of MSCs. According to the literature, MSCs in veterinary medicine have been used to treat cartilage injury of dogs and horses, whereas sheep and goats are generally models for reproducing the disease in preclinical experimental studies.

Background: In recent decades, the problem of toxic damage of the visual system due to poisoning by various medicines has become particularly relevant. The clinical case of a bilateral acute optic neuropathy of toxic genesis in a patient by the unintentional application of closantel used in veterinary practice is presented in the report. Closantel is a structural derivative of the salicylanilides, which is used exclusively in veterinary medicine for the prevention and treatment of large and small-scale cattle. Neurological and ophthalmic symptoms are often associated with the intoxication of closantel. Objective: To describe the toxic damage of the optic nerve due to unintentional poisoning by closantel. Methods: A patient aged 55 years is examined. A standard survey of ophthalmology was carried out. Photoregistration of the ocular fundus was used by a funduscamera Visucam 500 (Carl Zeiss Meditec AG, Germany), from special methods of research - the spectral optical coherence tomography (OCT) with a study of the macular area of the retina and the disc of the optic nerve on the device Zeiss Cirrus 5000 (Carl Zeiss Meditec, USA) and the optical coherence tomography with the function of angiography (OCT-A) of the macular area of the retina using RTVue XR Avanti (Optovue, USA) Results: The patient complained of a severe, yet painless, reduction in vision of both eyes after an accidental intramuscular injection of the medicine called "Closantrem" in dose 4.0 ml. The visual acuity OU - an accounting of fingers on the face at a distance of 10 cm. By ophthalmoscopy OU: the disc of the optic nerve is discolourated, its boundaries are indistinct, the arteries and the veins are narrowed, in the macular area of the retina without a visible physical pathology. The perimetry is in the correct projection of the light. A reduction in the thickness of the external and internal layers of the retina was observed as a result of the OCT of the macular zone OU. According to OCT of the disc of the optic nerve: the thickness of the layer of nerve fibres is in the upper and lower nasal segments. OS – the prominence of the disc of the optic nerve in vitreous. The fascinated changes of the cerebral cortex have not been found during the MRT. The diagnosis was made OU: Acute optic neuropathy of toxic genesis. A course of integrated conservative treatment has been introduced: the anti-inflammatory, metabolic, nootropic, vitamin therapy, magnetotherapy, electrostimulation and electrophoresis. Conclusion: Potentially, any medicines are toxic, which may cause a number of side effects from the visual and central nervous system. The toxic damage of the ganglion cells of the retina was initially occurring due to unintentional application of closantel, resulting in a reduction of the central visual acuity, followed by the development of the optic nerve atrophy.

Abstract Background The only licensed live Bacille Calmette-Guérin (BCG) vaccine used to prevent severe childhood tuberculosis comprises genetically divergent strains with variable protective efficacy and rates of BCG-induced adverse events. The whole-genome sequencing (WGS) allowed evaluating the genome stability of BCG strains and the impact of spontaneous heterogeneity in seed and commercial lots on the efficacy of BCG-vaccines in different countries. Our study aimed to assess sequence variations and their putative effects on genes and protein functions in the BCG-1 (Russia) seed lots compared to their progeny isolates available from immunocompetent children with BCG-induced disease (mainly, osteitis). Results Based on the WGS data, we analyzed the links between seed lots 361, 367, and 368 used for vaccine manufacture in Russia in different periods, and their nine progeny isolates recovered from immunocompetent children with BCG-induced disease. The complete catalog of variants in genes relative to the reference genome (GenBank: CP013741) included 4 synonymous and 8 nonsynonymous single nucleotide polymorphisms, and 3 frameshift deletions. Seed lot 361 shared variants with 2 of 6 descendant isolates that had higher proportions of such polymorphisms in several genes, including ppsC, eccD5, and eccA5 involved in metabolism and cell wall processes and reportedly associated with virulence in mycobacteria. One isolate preserved variants of its parent seed lot 361 without gain of further changes in the sequence profile within 14 years. Conclusions The background genomic information allowed us for the first time to follow the BCG diversity starting from the freeze-dried seed lots to descendant clinical isolates. Sequence variations in several genes of seed lot 361 did not alter the genomic stability and viability of the vaccine and appeared accumulated in isolates during the survival in the human organism. The impact of the observed variations in the context of association with the development of BCG-induced disease should be evaluated in parallel with the immune status and host genetics. Comparative genomic studies of BCG seed lots and their descendant clinical isolates represent a beneficial approach to better understand the molecular bases of efficacy and adverse events during the long-term survival of BCG in the host organism.

Background: Tendon injuries are one of the most common causes of orthopedic disorders in horses. Such injuries involve a long course of treatment and recovery. The most promising method of treating these injuries is the use of recombinant proteins and gene therapy. Aim: In this work, we evaluated the therapeutic efficacy of plasmid DNA containing two species-specific coding sequences of vascular endothelial growth factor 164 and fibroblast growth factor 2 in the treatment of severe damage to the tendon of the superficial digital flexor. Methods: A plasmid DNA construct was used to restore the damaged superficial digital flexor tendon in the horse. Results: The study showed that administration of plasmid DNA encoding vascular endothelial growth factor 164 and fibroblast growth factor 2 genes at the injury area increased the regenerative activities of the damaged tendon. Conclusion: This study shows the therapeutic properties of genetic constructs (pDNA) and contributes to the advancements in the use of these therapies.

Purpose. The article is devoted to a topical issue of the use of particular linguistic features of the negative politeness strategy implementation in the political discourse. The subject of the analysis is the speech tactics that allow putting this communicative strategy into operation in the English language. Methodology. The research is based on the theory of politeness combined with the strategic approach to the study of communicative and pragmatic characteristics of the modern political discourse. Results. The results of the study are that the author, defining the concept of politeness as a national-specific communicative category, differentiates the phenomena of “positive politeness” and “negative politeness”. The author comes to the conclusion that the implementation of the negative politeness strategy in the modern English-language political discourse is carried out through specific speech tactics (such as compliance with speech formalities and communicative distance; deliberate uncertainty and vagueness of statements; contrasting of speaker’s achievements to his opponent’s negative expectations; demonstration of success in fulfilling the promises; self-presentation). Practical implications. The results of the study can be applied in the search of the specific language tools that allow conveying political ideas effectively.

Склонность системы к возможному вырождению, которое может повлечь за собой частичную или полную потерю работоспособности системы, рассматривается как системное свойство, которое необходимо контролировать на этапе проектирования системы наравне со свойствами устойчивости, надежности и инвариантности к изменяющимся условиям. Получена количественная оценка потенциального вырождения системы и организации ее структуры в совокупности с перекрестными связями и задающими воздействиями полиномиального вида. Показано, что процесс вырождения многоканальной динамической системы есть процесс уменьшения ранга ее линейного оператора. На основании этой математической концепции и строится аппарат функционалов вырождения многоканальной динамической системы, который опирается на алгебраические свойства матрицы оператора системы, называемой далее ее критериальной матрицей. Для решения поставленной задачи используется такой показатель, как функционал вырождения, который конструируется на спектре сингулярных чисел критериальной матрицы системы и в предельном случае представляет собой величину, обратную числу обусловленности критериальной матрицы системы (глобальный функционал вырождения). В отличие от существующих ранее решений в данной статье предлагается алгоритм формирования критериальной матрицы системы с использованием резольвенты матрицы ее состояния. Депараметризация линейной алгебраической задачи осуществляется посредством аддитивного разложения вектора выхода системы по производным задающего воздействия и подробно рассмотрена для случая установившегося режима работы системы. Предлагаются процедура априорного контроля потенциального вырождения многоканальной непрерывной динамической системы, а также рекомендации по возможному обеспечению требуемого значения функционала вырождения критериальной матрицы системы с использованием методов модального управления.

Researchers working in various domains are focusing on extracting information from data sets by data mining techniques. However, data mining is a complicated task, including multiple complex processes, so that it is unfriendly to non-computer researchers. Due to the lack of experience, they cannot design suitable workflows that lead to satisfactory results. This article proposes an ontology-based approach to help users choose appropriate data mining techniques for analyzing domain data. By merging with domain ontology and extracting the corresponding sub-ontology based on the task requirements, an ontology oriented to a specific domain is generated that can be used for algorithm selection. Users can query for suitable algorithms according to the current data characteristics and task requirements step by step. We build a workflow to analyze the Acid-Base State of patients at operative measures based on the proposed approach and obtain appropriate conclusions.

Azoximer bromide (AZB) was identified as an immunomodulator, and was initially developed and currently successfully indicated as one of several natural polyelectrolytes, a vaccine adjuvant, and an effective agent for the treatment of infectious and inflammatory diseases of viral, bacterial, and fungal origin. AZB has the potential to increase an individual’s resistance to local and general infection and is indicated for the treatment of viral infections, and has also demonstrated clinical efficacy in the treatment of a variety of secondary immunodeficiencies. However, AZB may offer long-term promise beyond use against infection. Multiple clinical trials and research studies in cancer patients have reported favourable outcomes with AZB as well as an optimal safety and tolerability profile. The findings raise the possibility of direct antitumor properties. This literature review analyses the novel mechanisms that mediate the AZB direct anticancer effects. Overall, the evidence suggests that AZB has the hallmark of an agent that could be used to support existing cancer treatments at different stages of disease.

This article describes the clinical manifestation of natural Vibrio anguillarum infection in rainbow trout (Oncorhynchus mykiss) during an outbreak on a fish farm. (i) Using an integrated approach, we characterized the pathogenesis of vibriosis from the morphological, hematological, and biochemical points of view. The molecular mechanisms associated with the host immune response were investigated using mass spectrometric analysis of trout plasma proteins. (ii) According to the severity of infection (the extent of tissue damage, the level of expression of pro-inflammatory genes, and changes in the leukocyte profile) three fish populations were identified among infected trout: fish with severe lesions (SL), fish with the moderate infectious process (IP) and asymptomatic fish (AS). (iii) Lymphopenia, granulocytosis, and splenomegaly were strong trends during the progression of infection and informative indicators of severe manifestation of disease, associated with hemorrhagic shock, metabolic acidosis, and massive tissue damage. (iv) As expected, pro-inflammatory interleukins, complement components, acute phase proteins, and antimicrobial peptides were implicated in the acute pathogenesis. Systemic coagulopathy was accompanied by increased antithrombotic reactions. (v) Reconstruction of metabolic pathways also revealed a high energy requirement for the immune response in severely affected fish. (vi) An unexpected result was a small difference between fish with moderate symptoms and fish with no or minor external signs of pathology (putatively resistant to infection). Increased production of antiproteases and enhanced blood coagulation cascade were observed in healthier fish, which may underlie the mechanisms of a controlled, non-self-damaging immune response to infection. (vii) Depending on the progression of the disease and the presence of the pathogen, a stepwise or linear change in the abundance of some plasma proteins was revealed. These proteins could be proposed as molecular markers for diagnosing the health and immune status of trout when cultured in fish farms.

This study is of high importance due to the need to prepare future teachers to work in an inclusive educational environment and existing underdevelopment of theoretical, scientific and methodological aspects of their preparedness to work with children with disabilities at the stage of vocational training. The purpose of the article is to develop activities that contribute to the professional (psychological, theoretical and practical) preparedness of teachers to work in an inclusive educational environment. In the study, we relied on the axiological approach which is based on the system of values that construct the content side of teacher training and their motivational, cognitive and emotional-volitional basis of preparedness to work with children with special needs. An important aspect in the development and implementation of the project is the concept of inclusive education of children with special educational needs and disabilities and the theory of vocational training. The article presents the experience of the project "I see the world through my heart" developed by the autonomous non-profit organization "Research center ‘Education. Quality. The article is devoted to the problems of teaching Russian as a foreign language in secondary schools of the city of Irkutsk. This article addresses the monitoring problem of the telecommunication networks. We consider these networks as multilevel dynamic objects. It shows that reconfigurable systems are necessary for their monitoring process in real life. We implement the reconfiguration abilities of the systems through the synthesis of monitoring programs and their execution in the monitoring systems and on the end-user devices. This article presents a new method for the synthesis of monitoring programs and develops a new language to describe the monitoring programs. The programs are translated into binary format and executed by the virtual machines installed on the elements of the networks. We present an example of the program synthesis for real distributed networks monitoring at last.

Dieulafoy disease can manifest itself with spontaneous massive recurrent gastrointestinal bleeding in children. We report a case of successful management of a 13-month-old child with Dieulafoy disease of duodenum when traditional methods of examination and treatment failed. The article is devote to description of business-model of project of create of network of farm-products stores in Saint-Petersburg, which assortment is formed through the use of effective inter-regional logistic chains. The social significance of Interregional Cooperation on the Market of Ecofoods determines the choice of the business-niche. The authors pays attention to the peculiarities of the environment development project: diversity of climatic conditions for agriculture in different regions; the importance of high-quality ecofood for citizens; on the difficulty of the organization logistics of ecoproducts. The created author scheme of the business-model involves managerial actions, which aimed to solving these problems. The authors presents the various components of the business model: explains the specifics of the value chain; describes the target audience based on empirical data. Based on a strategic analysis of the project environment characterizes. Describes the technical and resource support of various phases of the project, demonstrating the ability to save resources and reduce the cost of the final product.

Mechanisms of linguistic representation of preceding constructions with origin sphere «Trojan War» are questioned in the article, specifics of its operation in mass-media discourse are identified. To describe the communicative-pragmatic content of political text in this research thematic, semantic and grammar classification of constructions, which were proposed, taking into consideration replaced core component and pragmatic attitudes of recipient. The article states that change of semantic structure is not only to denotative level, but also connotative and pragmatic level, where preceding phenomena «Trojan cycle» acquires new semantic features. Particular properties analysis of preceding constructions with origin sphere «Trojan War» allows to come to a conclusion about the fragment specification of world’s picture, fastened in preceding phenomenon of mythological type.

The article explores the innovation development of Russia and the integration process of the Asia-Pacific region. The analysis based on the evaluation of the level of innovation activities in the regions of Russia, which are the main basis of the innovation development of the whole country. Based on the calculations it was provided the dynamics of the main indicators of innovation activities of Russian regions. It was identified the existing imbalances between the innovation development of subsystem in the different regions. The analysis was completed by the comparison of the global indicators of knowledge-based economy in Russia and the leading countries of the Asia-Pacific region, which actively participate in the different innovation projects of the integration process of the Asia-Pacific region. It was identified that it is very important to develop the innovation infrastructure, the institutional environment of Russian regions with the aim of involving Russia in the integration processes of the leading countries of the Asia-Pacific region.

Japanese government has decided to renovate the strategy of energy security in a qualitatively higher level, the level of implementation of innovative projects. The following indicators were investigated in dynamics: the structure of the distribution of scientific human capital in the areas of innovative research in Japan; the number of patents in the energy field; the investment in innovation in the energy sphere in Japan. This article also highlights the components of the main areas of innovation in the energy sphere in Japan and it was elaborated the forecasting investment model in innovations in the energy field in Japan until 2025. The results were achieved within the frameworks of the governmental assignment of Russian Ministry of Education and Science in the sphere of scientific research during the researching assignment № 26.1478.2014/K “The structural transformation of Russian Economy through the integration installation in the industrial markets of Asia-Pacific Region”.

Abstract: The article discusses problems and contradictions associated with the attempt of the Labour Party under the leadership of Tony Blair to start a 'new era' in international relations by putting the 'ethical dimension' into the heart of their foreign policy. Indeed, having come to power and possessing great credibility among the British society, New Labour undertook a number of actions, which marked the formal break with the practices of the previous governments. Thus, they shifted the focus from the foreign trade interests to human rights considerations on the international arena, introduced innovations in the field of international aid and development of poor countries, declared the priority of so-called 'advanced' national interests. These solutions, however, have led to some ambiguous results. The author argues that, on the one hand, the Labour Party 'new' foreign policy was a tribute to the historical tradition and continuity and on the other - the spirit of the times, as other Western countries leaders claimed similar statements, and that, in fact, it contributed to the moral authority of the government in the eyes of the British society. The article contains examples proving how ambiguity and contradictoriness of certain decisions have been the conscious choice made by politicians, when declared altruistic goals actually proved to protect interests of certain business structures and direct opposite of the stated ethical principles. It is suggested that the divergence between word and deed had been initially present in the New Labour international doctrine and that the 'ethical foreign policy' can be considered as one of the tools of Realpolitik. The author concentrates on such aspects of the New Labour foreign policy as development, aid, debt relief, and arms trade, rather than on Blair’s just wars’ that are widely discussed in the Russian language historical literature and press.

The article is devoted to an analysis of the role of the Commonwealth of Nations in British history and politics. Having emerged at the end of the XIX c. as an informal association of Britain and dominions within the British Empire it has developed into an independent institute that includes almost all former British territories. Even though nowadays the Commonwealth is a free association of countries and manifests democratic values, this distinctive representation of imperialists stood at its origins, and at times the term itself signified the empire, though in a more progressive, democratic and human form. The author argues that for many decades the main reason for this evolution was British politicians'desire to deter regions from breaking away from within the British sphere of influence. Indeed, the Commonwealth countries belonged to one of the three most important and traditional circles of British political and economic interests, as formulated by W. Churchill, while its importance has been constantly emphasized in numerous election manifestos and government statements. However, with the weakening of Britain and growing independence within the organization, as well as because of contradictions between British national interests and the Commonwealth's founding ideals and principles, Britain has become less and less capable of impacting the organization, and its significance has declined, while some British leaders have even openly sabotaged it. Nevertheless, voices that appeal to reanimate the institution, as well as Britain's role in it, are still heard in the British political arena.

The article examines the intertextual relations in the manuscript and in the printed text of Fyodor Dostoyevsky’s novel The Raw Youth, using an example of the allusion to the Vasily Zhukovsky’s elegy A Country Churchyard and analyzing the specifics of its functioning in the context of the novel’s narration. The main objective of the work was to establish the internal trends of the author’s ideas’ development in the novel. The tasks were to investigate the problem of studying intertextual relations in the works of Fyodor Dostoyevsky (since the theoretical aspects of the problem were not specifically addressed in previous studies) and to analyze the literary material using the textual approach. The source text, which is important for the formation of intertextual relations, is examined not as an individual piece of writing but in the context of the The Raw Youth manuscripts that helps to clarify the nature of its artistic interpretation and the conjunction of folkloristic and biblical concepts in the novel.

The a priori analysis of approximation of magnetohydrodynamic equations on irregular quadrangular analysis was performed. The values of coefficients wich determine the misalignment norm for difference analogs of operators gradient and divergence were calculated. Was studied the influence of properties of grid cells on misalignment. For the numerical confirmation of obtained estimations were cited the examples of calculations with specifying identical initial data on different grids.

Rating of the northern regions’ investment activity has been made on the basis of indicators of the investment activity’ state and dynamics. In the era of metagenomics and diagnostics sequencing, the importance of protein comparison methods of boosted performance cannot be overstated. Here we present PSimScan (Protein Similarity Scanner), a flexible open source protein similarity search tool which provides a significant gain in speed compared to BLASTP at the price of controlled sensitivity loss. The PSimScan algorithm introduces a number of novel performance optimization methods that can be further used by the community to improve the speed and lower hardware requirements of bioinformatics software. The optimization starts at the lookup table construction, then the initial lookup table-based hits are passed through a pipeline of filtering and aggregation routines of increasing computational complexity. The first step in this pipeline is a novel algorithm that builds and selects 'similarity zones' aggregated from neighboring matches on small arrays of adjacent diagonals. PSimScan performs 5 to 100 times faster than the standard NCBI BLASTP, depending on chosen parameters, and runs on commodity hardware. Its sensitivity and selectivity at the slowest settings are comparable to the NCBI BLASTP's and decrease with the increase of speed, yet stay at the levels reasonable for many tasks. PSimScan is most advantageous when used on large collections of query sequences. Comparing the entire proteome of Streptocuccus pneumoniae (2,042 proteins) to the NCBI's non-redundant protein database of 16,971,855 records takes 6.5 hours on a moderately powerful PC, while the same task with the NCBI BLASTP takes over 66 hours. We describe innovations in the PSimScan algorithm in considerable detail to encourage bioinformaticians to improve on the tool and to use the innovations in their own software development.
