The author gives an overview of the history of National Security and the Future (NSF). The first editorial board accepted a clear vision and mission of the NSF. That is why the NSF had to react to the political circumstances in which the journal has operated for 20 years. In the first period, international circumstances and the policy of detuđmanization directly influenced the choice of topics and papers published in the journal. For the past five years, the NSF has paid particular attention to the security of national and European critical infrastructure. A total of 257 texts were published on more than 8,000 pages and authored by 134 authors from 25 countries. The NSF has published studies on historical forgery, information operations, production of "fake news" and contributions to the theory and methodology of intelligence activities. SEE marked the twentieth century because of the numerous crises and conflicts that permanently marked regional, European and world history. In order to understand processes in SEE, in order to protect their own national interests, with the aim of taking control over those processes in the area, many countries have sent members of their own intelligence and security agencies that operate in the SEE. During the aggression against Croatia and occupation of Bosnia and Herzegovina, Croatian and Serbian intelligence agencies were active in SEE, but with the different positions and in the different roles. Some partner agencies tried to mediate between the two intelligence communities in order to establish contacts and start conversations. However, only the liberation of Croatian and B&H area by military means, changed the attitude of Serbia, and led to the establishment of contacts of national intelligence community. Relatively small number of scientists receives large number of citations. Researches of most cited authors who form scientific elite are often. What is rare are researches of co-authorship of most cited authors. In this paper we research coauthorship networks of most cited authors in information science in Croatia. Overview of social characteristics of co-authorship networks or whether authors and co-authors belong to the university or research institute is given. Also, position of most cited authors in co-authorship networks is researched: a) order of co-authors and their position in the scientific elite according to time periods; b) the institutional affiliation; c) international collaboration. We try to use bibliometric methods for detecting, identifying and visualizing social, institutional and intellectual networks and impact of scientific elite. [ABSTRACT FROM AUTHOR]

Common practice today is to evaluate scientific production and influence of scientists through the Journal Impact Factor and citations of scientific papers. In this way, the Science Citation Index (SCI) and Current Contents (CC) have also become the main criterion for evaluating national scientific production. The consequence of this approach is that we have no insight into the overall scientific production in certain countries or certain scientific fields. The aim of this work was to give review of the overall scientific production in Croatia. Analysis of productions of Croatian scientists was done on the corpus to 413,855 bibliographic units registered in the Croatian scientific bibliography database (CROSBI) in the period from 1997 to 2014. The Croatian scientific bibliography database (CROSBI) provides the most comprehensive presentation of scientific production in Croatia, and analyzes the productivity of the scientific community, by scientific fields and duration of research projects. Also, with an analysis of the dominant types of scientific papers in various scientific fields (book, journal, book chapter, proceedings, etc.). In contrast to the evaluation of science and scientists by citation database and Impact Factor, complete analysis of scientific production provides a presentation of the whole scientific activity and responsibilities of scientists and university academics, whose task is to be mentors to doctoral candidates and young researchers who are typically involved in research projects, as well as writing textbooks, reviews etc. The understanding of the scientific production of any scientific community requires new methods for evaluation of scientific efficiency. Most commonly used as an indicator, Impact Factor allows only fragmentary approach and usually only evaluation of the international impact of certain scientists and journals. [ABSTRACT FROM AUTHOR]

Bibliometric constructions of "knowledge maps" and "cognitive structures of science" do not differentiate between impact and influence factors. The difference can be constructed according to different meaning and interpretation of the terms reference and citation. Reference is "acknowledgment which one author gives to another", whereas citation is "acknowledgment which one document receives from another". Development of Information Science according to period and subject area is analyzed on the corpus of citation literature retrieved from doctoral dissertations in Information Science from 1978 to 2007 at Croatian universities. The research aim is to indicate the difference between document impact factor and author's influence factor (i.e. reference ability to produce effects on actions, behavior, and opinions of authors of doctoral theses). The influence factor serves to distinguish the key role of cited authors in time and according to the duration of the influence (the average age for cited papers of dominant authors in different periods is between eight and ten years). The difference between linear and interactive communication seems vital for the interpretation of cited half-life, i.e. the attitude of one science community towards used information resources and cognitive heritage. The analyzed corpus of 22,210 citations can be divided into three communication phases according to influence factor criteria: in the phase of dialogue and interactive communication 25% of bibliographic units are cited in the first four years; in the second phase another 25% of units are cited from the fifth to the ninth year; after ten years, in the dominant linear communication phase, approximately 30% of units are cited.
